CHAPTER I

INTRODUCTION

Access to information has been an integral part of

maintaining order and stability within the entity that it belongs to.

This helps people to decide on future plans and further

undertakings particularly in their respective fields and professions.

Oftentimes, access to information is exhibited through various

media platforms including, but not limited to, (a) social media, (b)

circulation of memoranda in offices, (c) advertisements, (d)

transparency reports, and (e) formal written documents.

In the scholastic setting, information like organizational

activities, administrative and student government policies, and

curricular and extra-curricular implements are propagated

through the administration’s social media linkages, bulletins, and

societal connections. Budget, competency of the public

information staff, and the understanding of the stakeholders about

the matters surrounding are the keys to effective information

dissemination. Adegun (2014) stated that the school’s method of

information dissemination has positive relationship with the

school’s decision-making mechanisms.

In the Quezon City Science High School, there are several

measures that have been done to inform the students and, if

needed, the parents about scholastic matters. These measures

include (a) the establishment of a beta website for the school, and

(b) sending letters of communications by the intra-institutional

governing bodies such as the school’s official administration, the

parent-teacher associations, and the student council. No previous

studies have been conducted regarding the aforementioned

institution’s information dissemination system, leading to the lack

of policy implementations about this matter.

This study aims to determine the current status of the

information dissemination system of the school. This study would

like to seek the insights of students and faculty about the current

system, and the possible interventions suggested by the

mentioned stakeholders.

Statement of the Problem

With the present situation witnessed regarding the system

of information dissemination of the QCSHS, this study aims to

answer the following questions:

 What is the current system of information dissemination

in QCSHS?
 How do teachers & students perceive the current

system of information dissemination in QCSHS

regarding school activities?

 What are the factors in the system that are perceived to

be in need of improvement?

Review of Related Literature and Studies

The current system of information dissemination looks

simple when viewed macroscopically, but there are specific parts

of the study needed to be addressed by having literature review.

The following literature and studies illustrate the existence of

information dissemination systems in detail.

Related literature.

Definition of information dissemination.

The Merriam Webster dictionary (n.d.) defines

dissemination as an act of spreading or dispersing something

throughout a larger or more collective entity. Oftentimes, it is

integrated in various social processes such as dissemination of

information throughout the government, organizations in the

private and public sectors, institutional entities, and general public

or the common masses.

Manifestations in the government.

In the political context, dissemination of information is

defined as the distribution of information to the public. It is usually

initiated or sponsored by the government of a country or an

agency authorized for the purpose of dissemination of information

by any public sector unit. In an article, Hussein (2013) mentioned

that the information propagated by the government contains what

the public needs to know, including various implementations and

restrictions provided by the governing body. The body also

focuses on disseminating information on its major stakeholders;

the public and the media.

The government utilizes various media platforms in order to

spread information and pronouncements such as press

conferences and stand-ups, press briefings and background

briefings, press releases and transcripts, blogs, op-ed articles and

letters to the editor, radio phone-in programs, talk shows and TV

programs, interviews and visits and replies to media enquiries

(Fung, 2013).

In 2015, the Department of Science and Technology (DOST)

interpolated that the Philippine government oftentimes

disseminate information about localized and/or nationalized

catastrophes such as advice on areas to be avoided, details of

those affected, travel advisories, emergency contact numbers and

emergency arrangements, or major announcements and

development of the situation which are of concern to the

community.

On another account, information dissemination is

considered as an essential factor to the minimization of the

prevailing culture of corruption within the governing body due to

the fact that it provides the masses the element of transparency

(“Corruption prevention”, 2016). The article also emphasized that

the propaganda also intends to create a societal-organizational

culture that contradicts corruption which then increases the

awareness among citizens which in turn, strengthens the public

trust in the clean operation of the public sector.

Guidelines for information dissemination.

The Institute of Museum and Library Services (2001)

formulated guidelines on the insurance of the quality of

information being released to the public. These guidelines are

created to ensure and maximize the (a) utility, (b) objectivity, (c)

quality, and (d) integrity of the amount of information being

disseminated by their institution. According to their guidelines, a

certain standard of eminence, with objectivity, utility and integrity

being incorporated with it, is being utilized as a particular

objective for all kinds of information that is being disseminated.

The institution also evaluates the information’s quality before it is

going to be released to the public. This is very crucial in all the

steps of information development, including the synthesis,

gathering, maintenance, and information broadcasting phases.

Related studies.

Information dissemination through media for disaster

pre-warning procedures.

Based on the study conducted by B. Zhang, Huang, Su,

Zhao, and N. Zhang (2014), today’s different media and

technological advancements play an important role for a proper

information dissemination strategy for disaster pre-warnings.

Different mechanisms of media and technology give a drastic

impact to the effects of disasters in terms of reducing the damages

and guaranteeing the safety of the citizens.

Effects to decision making in secondary schools.

Adegun (2014) conducted a study investigating the

connections between the system of information dissemination and

decision making of teachers in secondary schools. The research

study incorporated the examination of the method of information

dissemination, decision making partaking of teachers, the

influence of school’s environment and the experience of teachers

about the spreading of information and decisiveness. Adegun

(2014) said that the major approach for information dissemination

is through the school principal and department heads and the level

of decision making partaking of educators is moderately high to

certain scopes. A positive relationship was also evident between

information dissemination and decision making in the school. He

also confirmed that the school’s area has a big impact on the

dissemination and decision making levels, as shown in the

differences between the schools located at rural and urban areas.

Incorporating the system of information dissemination in

the administrative context of the scholastic institution yields an

operational definition stating that information dissemination is an

act of spreading propaganda about the (a) formulated

interventions, (b) implementations, (c) announcements, and the

(d) recent status of both administrative and scholastic processes

such as finances, school rehabilitation projects, intra and extra-

institutional issues, and other manifestations which concerns its

primary and secondary stakeholders and members.

Thus, this review gives this study substance in studying the

policy of the school regarding information dissemination. The

studies indicated above shows one impression, that the system of

how an institution like Quezon City Science High School handles

information and its spread affects the decision-making process of

the whole institution itself.

CHAPTER II

Research Design

Qualitative research designs are basically based on a social

constructivism perspective. The study encompasses an inquiry for

deeper understanding about the perceptions or feelings of both

the students and the teachers about the information dissemination

in Quezon City Science High School. The research study will use

phenomenological research design. Phenomenological research

design studies a certain phenomenon in hand by looking at it from

the point of view of the respondents. The responses that will be

gathered from the students and teachers of Quezon City Science

High School will give the researchers insights about the current

information dissemination status in the school.

Instrument

An interview will be used as a medium of gathering

information from the respondents. The researchers will use

structured questions for gathering responses from the

respondents. The set of questions that will be given to the

respondents will vary depending if the interviewee is a student or

a teacher. There will be two distinct set of interview questions,

one for students and one for the teachers. Each set of constructed
interview questions will start from the widest questions and will

be narrowed down further through each succeeding question.

Both set of questions will encompass their own meaning of

information dissemination and their suggestions for the

improvement of the information dissemination of the school.

Methodology

Data Collection

The researchers will collect the needed data through

conducting interviews. The audio recordings of the interview will

be recorded. Field notes will also be taken during the length of the

interview sessions with the respondents. Seven QCSHS students

and three QCSHS teachers, composing of one teacher from the

junior high school, one teacher from the senior high school and

one teacher who had been in the junior high school department

and the senior high school department, will be interviewed by the

researchers. Two different structured interview questions will

compose the interview depending if the respondent is a student

or a teacher. This will help the researchers probe and alter the

questions depending on the interviewee’s position and previous

answers from previous questions.

Data Analysis
Interviewee data gathered through field notes, as well as

the audio recordings of each interview session, will be analyzed to

know each of the respondents’ own meaning of information

dissemination, feelings about the information dissemination

system in the current school context, reason of having that point

of view, thought process of coming up with that kind of view on

the current information dissemination in the school and

suggestions for the improvement of the current system of

information dissemination in QCSHS. Upon being able to analyze

all the responses gathered, the researchers will then look at the

intersections and similarities among the analyzed data. The

analyzed data will be interpreted by the researchers to know the

implications about the current information dissemination system

in QCSHS.

Interpretation of Results

The researchers will analyze all the gathered responses from

the participants and will find the major points of intersection

among these data. The obtained subjective satisfaction responses

of the students and faculty members towards the current system

of information dissemination in Quezon City Science High School

will also be measured in order for the researchers to be able to

interpolate the said findings to the whole context of the

institution’s subordinates.

Garnering low satisfaction rates basically implies that there

are some points or factors within the information dissemination

system which needs improvement, and could also be a

springboard for the researchers (or future practitioners) to take

into consideration the possibility of formulating possible solutions

and proposing interventions and/or implementations to the school

administration for the information distribution be improved and

administered as efficiently as possible.

On the other hand, garnering high satisfaction rates would

implicitly state that the school populace is satisfied with the

current system of information propagation, and would require no

further studies to be conducted since there would be no room for

interventions that will improve the aforementioned system.

Field Notes

INT-G7-1

Interview of Francis Aquino of Grade 7

10-05-2017
Activity Description

The interview was conducted in the gazebo. There were only

more or less likely 3-5 people in the place. We saw Grade 7

students coming to the same place to stand-by while waiting for

their fetchers, and we the interviewers took the opportunity to

conduct the interview.

The interviewee had his friends with him, but during the

interview he was only involved. He and his friends just came from

their rooms after their celebration of Teachers’ Day. He was

considered as the top 3 of their class, and so as we approached

them for the inquiry, his friends endorsed him.

When we started the interview, we introduced the title of

the study and proceeded to ask Question No. 1 (refer to the

Interview Guide Questions for Students), and as we mentioned

the term “information dissemination”, he said that he didn’t know

what that was about. So we explained to him what the meaning

of the term was.

He answered Questions No. 2 and 3 with discernment. He

said that he has access to the information about school activities

through oral announcements and social media postings. He

considers the information gathered through the former as reliable,

while the latter the opposite.

He believes that there is a lack in the system of information

dissemination. With this, he suggested that posters to be used in

posting information about school activities, and these posters

should be complete in detail about the activities. He also asserted

that the Grade Presidents of each level should also be properly

informed about the activities so that they may inform their

respective classes about the events.

In the end, we asked Question No. 10, and he said that he

has high hopes that the system would still currently improve. We

ended the interview properly without any distractions.

Reflections

We believe that the interviewee was shocked since we did

not inform him prior to this interview. We realized that careful

selection of interviewees for an inquiry that discusses a very

salient issue like information dissemination really matters.

Although this was the case, the interview ran smoothly, and it left

interesting points to be considered.

Emerging Questions/Analyses

One of the questions that was planned to be further asked

focuses more on the suggestions, and we asserted on the specifics

of the interviewee’s answer on Question No. 9 regarding posters.

Looking at his answers on Questions 3, 5 and 9, the

interviewee is consistent in stating that written forms of

communication such as memos, letters and posters as sources of

information for school activities is the most effective way. This

leads that written sources of information are the best option for

some Grade 7 students since they are still adapting to the current

operational system.

Future Action

It was considered that conducting interviews such as this to

be done in more conducive areas and manner.

INT-G7-2

Interview of Jewel Tovera of Grade 7

10-05-2017

Activity Description

Right after the interview with Francis Aquino, we then

interviewed his friend and subsequently the brother of one of our

groupmates. We didn’t leave the gazebo since he was also waiting

for their fetcher.

We asked him the same questions, and he could define

information dissemination. He has access to information regarding

school activities through oral announcements of teachers and

letters, but says that these are unreliable since teachers are not

sure in their announcements. He emphasized the unreliability of

social media posts in accessing information about school activities.

When we asked Question No. 5, he still disagreed on the sole

aspect of circulating letters on the traditional methods of

information dissemination, further asserting that papers are being

wasted since some students lose the letters. If he is on the

position of a teacher, he would verbally announce the information

being given to him. On Question No. 9, he answered that there

may be no improvements needed to be made on the current

system of information dissemination. We ended the interview

properly.

Reflections

We made it a point here that bias may not be applied here

due to the consanguine affiliations between the interviewee and

our groupmate. Although this was the case, there is still

uncertainty regarding the interviewee’s answers. Selection of non-

familial persons is important in the aspect of sampling for this

study.

Emerging Questions/Analyses

Although he could define information dissemination, there

were certain inconsistencies regarding his side on the use of

modern and traditional methods of information dissemination. He

said that the former is unreliable in content, and the latter method

is wasteful, but in answering Question No. 7, he answered that he

would verbally announce through oral communication or posting

bulletins if he is on the position of a teacher. This still leads to a

fact that the traditional methods more likely tangible to the Grade

7 students.

Future Action

We consider preventing from choosing samples with familial

relationships to our group to prevent bias, but over this, the

relevance of the respondents to the study should be always the

first to be considered in sampling.

INT-G8-1

Interview of Ivy Hugo of Grade 8

10-05-2017

Activity Description

The interview was conducted after we have interviewed the

Grade 7 respondents. The next interviewee was with her friends

when we approached her. They were waiting for their fetchers on

the aisle near the flagpole, and during that time there were only

a few people left in the campus grounds.

We started the interview in the same manner. She answered

Question No. 1 saying that didn’t knew the meaning of

“information dissemination”, and so we still needed to define the

term. She said that she has access to social media, but she said

that the information that she primarily gets from here is

sometimes wrong, giving a convenient rating 8 out of 10 for

assessing the reliability. When we asked Question No. 5, she then

agrees that traditional methods are likely effective. She also

stated that teachers are less likely sure on the information being

disseminated to them. If she would be in the position of a teacher,

she would announce pertinent information needed to be

disseminated directly in class so that there may be no confusions.

She stated that she is dissatisfied in the current system, and she
suggested that verbal instructions and room-to-room

announcements are the best methods that needs improvement for

the information dissemination in the school.

In the end, we asked Question No. 10, and she said that she

has hopes that the system would still currently improve. We ended

the interview properly.

Reflections

The direct presence of her friends affected the way that she

answered, but she was still able to answer appropriately the

questions. She also left interesting points to consider, but her

answers may also show uncertainty since she was selected to be

our respondent on the spot.

Emerging Questions/Analyses

There were no follow-up questions that were evidently

asked. Although, she asserted the traditional methods of

information dissemination, in which oral and verbal

announcements would remain effective. This is due to the

unreliability on the usage of social media as sources of

information.
Future Action

It was considered to conduct the interview without the

presence of another party or person so that the answers may not

really affect by external thoughts.

INT-G8-2

Interview of Jake Jacoba of Grade 8

10-05-2017

Activity Description

There were only three of them together when we asked the

respondent for the interview. They came from training for football,

but they were settled already before the interview was conducted.

We started the interview similarly how it was started during

the past interviews. He was not able to define “information

dissemination”, so we consequently explained to him its meaning.

He said that he mainly has access to information regarding school

events on social media. He confirmed that somehow access to

social media is reliable, but said that sometimes the information

posted is uncertain. In answering Question No. 4 and 5, he

asserted that pure reliance on social media for information

dissemination may not be effective, and somehow the traditional

methods may still be effective, asserting oral announcements and

seconding the circulation of memoranda. With that, he believes

that the higher authorities are certain in the information they have

in hand to be announced by their subordinates. He clearly explains

his way on informing his students if ever he is in the position of a

teacher: he would make sure all are informed through oral

announcements in his class. On a convenient scale, he assessed

the current system of information dissemination by giving a rating

of seven (7) out of ten (10). He suggested that the class

presidents should be held responsible on disseminating

information to the class.

In the end, we asked Question No. 10, and he said that he

has high hopes that the system would still currently improve. We

ended the interview properly without any distractions.

Reflections

We realized that the interviewee was still able to answer

appropriately although he was already exhausted due to his

training that required physical activity. It is notable that his friend

did not influence him. There are some points to consider from his

answers.
Emerging Questions/Analyses

The interviewee stated in his suggestion about the

responsibility of the class presidents. This part may be given

review since by convention Public Information/Relations Officers

are the ones responsible for information dissemination, but since

teachers know more the class presidents more than the mentioned

officer, the role is being overlooked by the authorities and even

by the students.

Future Action

We would consider selecting samples who are in stable

physical and mental conditions not because for the ease of

conducting the study but for the considerations of the prospective

interviewees.

INT-G9

Interview of Gwyneth Legaspi of Grade 9

10-05-2017

Activity Description

We went to the gazebo in front of the Hostel, and we found

her with her friends done with their eating. We then approached

them. At first, they did not entertain us, but one of them decided

to be our respondent.
She was not able to define the term “information

dissemination”, so consequently we explained to her the meaning.

She stated that she has information access through

communications with pertinent officers and social media, but she

considers the information that she gets from these sources as

unreliable. She would only consider that the use of social media

as effective means to disseminate information about school

activities for as long as it is final. Consequently, she said that the

traditional methods of information dissemination are more

effective than the use of social media. She believes that there is

uncertainty on the part of higher authorities in propagating the

details, and this makes the information only to be confined to

certain group of people, citing the class presidents as one. If she

would be in the position of a teacher, she would personally go

room after room to inform personally her students, and if ever she

would also use social media.

She considers that the system of information dissemination

needs improvement, citing the uncertainty of dismissal times as

one example why the system needs refinement. She suggests that

further room-to-room announcements and distribution of letter

should be done to improve the system.

In the end, we asked Question No. 10, and she said that she

has high hopes that the system would still currently improve. We

ended the interview properly without any distractions.

Reflections

We realized that uncertainties in information dissemination

could lead to information stagnation, and this could cause

inconveniences on the part of the students. Although her friends

were present there, she answered independently.

Emerging Questions/Analyses

We had a follow-up on Question No. 7, and this is where she

said that she would use social media to disseminate information if

the details are given during the weekend to her.

She emphasizes the inconvenience caused by information

stagnation. Information stagnation happens when certain details

are only known to some persons, when in fact all persons are

needed to be informed and thus may not be informed when this

continues.
Future Action

We are considering to interview our respondents without

other persons present in the place where we are conducting the

inquiry.

INT-G11-1

Interview of Therese Sagadraca of Grade 11

10-05-2017

Activity Description

After interviewing a Senior High School teacher (refer to

INT-T-SH2), we proceeded to go downstairs to continue. We saw

the interviewee walking along and then we caught her attention.

At first she was surprised, but when we have introduced the topic,

she did not show hesitation.

She could define the term “information dissemination”,

stating that “it is a systematic process of information transfer

within and among individuals and certain groups within a certain

society or community.” She has access to information through

social media and pertinent authorities, citing the Principal and her

class adviser. She said that the information that she has is

reliable, but not permanent. She is in favor for social media as an

instrument of school authorities and organizations for convenient

and transparent information dissemination, but addresses the

setbacks of pure reliance on these, since not all would have access

to social media and Internet. She also asserted that the traditional

method of dissemination is effective only to a certain extent, and

this does not discredit the convenience of social media since

authority is applied in dissemination of letters. In answering

Question No. 6, the interviewee said that the information to be

announced is only limited and not permanent, and this really

affects how the authorities disseminate information. She became

specific in describing the ways she would disseminate information:

room-to-room announcements and letting the classes have

directories so that she may contact them. She gave a rating of

seven point five (7.5) to eight (8) out of ten for the current system

of dissemination. She suggested that the creation of a website and

restoration of student handbooks, emphasizing the importance of

having black-and-white proofs. On inquiring, what the contents of

the website should have, she pointed out certain matters: the

contact information of teachers, finalized class schedules, school

details such as mission-vision statements, and notes from school

head and authorities.

In the end, we asked Question No. 10, and she said that she

has hopes that the system would still currently improve. We ended

the interview properly without any distractions.

Reflections

We were able to select the right person to answer all of our

questions. She became particular in asserting the reality of the

system: reliable but not permanent. It is really up to the students

whether to believe or not, but to seek the truth about the matters

being spread out is a must for the students like us who prioritize

our time.

Emerging Questions/Analyses

The suggestion of the student handbook may be new for

some students, but there are some private schools (where a

significant number of students came from during elementary

years) which provide these not only for information dissemination,

but also for assurances of checks-and-balances and policy-

making. This suggestion is significant. The suggestion for a

website was also noted here. Although there is already a school

website, the website still lacks certain contents such as updated

news and contacts information.

Future Action

We may consider to interview experts in making websites

for schools.

INT-G11-2

Interview of Marc Bael of Grade 11

10-05-2017

Activity Description

Right after interviewing Mrs. Bael (who is his mother; refer

to INT-T-JH), we then interviewed the respondent. We were in the

Biology Laboratory when we conducted the inquiry.

The interviewee simply defined “information dissemination”

as sourcing out of information from an organization. He said that

he has information access through social media and oral

announcements. He reasoned out that the information he gets

from these sources is reliable since those who manage social

media sources are school and student authorities. He said that it

will be alright for the school authorities and organizations to rely

on social media since it will be convenient and fast to access

information through social media. He said that the traditional

methods are still effective, but he asserted that the effectivity of

the letter is affected by abrupt changes either due typographical

or information error. He believes that the higher authorities know

what information they are spreading out. If he is in a position of

the teacher, he would follow the orders given to him when

disseminating information. In assessing the current system, he

described the system as “blurred”, since not all of the information

given are true and would happen, citing the problem of having

unfinalized schedules for National Achievement Test reviews. He

became specific in his suggestion for improvement of the system,

stating that wrong grammatical structures in letters should be

proof-read to prevent misunderstanding.

In the end, we asked Question No. 10, and he said that he

has high hopes that the system would still currently improve. We

ended the interview properly.

Reflections

We realized that both of our interviewees who have familial

relationships may have the same sentiments regarding the

system, but they have presented it in different ways. Although

there were certain inconsistencies, we were able to grasp their

thoughts.
Emerging Questions/Analyses

There were certain conflicts in the statements of the

interviewee. This is in particular the conflict between the reliability

in information access and inconsistencies experienced, leading us

to say that he may have varying convictions on the issue. Even

though there were variations in his answers, he was particular in

giving daily examples to back-up his answers.

Future Action

We are considering to interview our respondents without

other persons present in the place where we are conducting the

inquiry.

INT-T-JH

Interview of Mrs. Shirley Bael, JHS Teacher in Integrated

Science

10-05-2017

Activity Description

After interviewing Therese Sagadraca (refer to INT-G11-1),

we walked towards the Biology Lab. We saw there the teacher

with her son, Marc (whom we also interviewed thereafter; refer to

INT-G11-2), and with another Grade 8 Student. We only had

interviewed Senior High Teachers prior to the teacher, and so we

also took the opportunity to inquire her as a Junior High Science

Teacher.

She defined basically what “information dissemination” is,

stating that it is giving of the information of the higher authorities

to the teachers and students. She said that she has information

access through oral communications with students and utility,

further emphasizing the fact that nowadays nothing is being told

to them directly by their heads giving them the element of

surprise. In the case of social media, she agrees that the social

media along with texting would be effective means to outsource

information among teachers. The traditional methods still work

somehow according to her, but she addressed that not all teachers

have the opportunity to read the memoranda being circulated.

She also stated that not all of the higher authorities know what

information they are circulating. On handling information, she

would directly announce to her classes.

On answering Questions No. 8 & 9, she agreed on further

improvement of the system, and she pointed out the role of the

Department Heads/ Curriculum Grade Level (CGL) Coordinators in

doing their job to disseminate information. She also asserted the

creation of “top-down” information dissemination, instead of the

wrong system of “bottom-up” dissemination.

In the end, we asked Question No. 10, and she said that she

has hopes that the system would still currently improve. We ended

the interview properly.

Reflections

We realized that the past is simply the key to the present,

and even the future. The teacher asserted the historical events

that became important and key factors in order to have a proper

information dissemination.

Emerging Questions/Analyses

We further asked the teacher and we have known certain

changes in the hierarchical system of information dissemination,

but the teacher said the current rank-and-file system is alright for

as long as the Departments Heads are doing their job in

disseminating information effectively.

It is also noticeable the emphasis on the bottom-up

information flow that is claimed to be happening, but in the end,

it is still understood that the teachers are one of the true sources

of information since the students cannot decide for themselves in

curricular and extra-curricular matters.

Future Action

We are considering to interview our respondents without

other persons present in the place where we are conducting the

inquiry.

INT-T-SH1

Interview of Mrs. Sheryl Verdadero, SHS Focal Person

10-05-2017

Activity Description

We went to the School Canteen to further look for

respondents. The teacher was there only to look out for food

choices, and so we decided to interview her. At first we have

already set not to interview teachers due to lack of time, but since

it was our opportunity to interview a person of authority in school,

we then decided to proceed.

She defined “information dissemination” as properly giving

everybody information about what is going to happen. She has

two sources in accessing information: the persons in-charge and

the students involved. On the reliability of the information she

gets, she gave a 99% accuracy rating. She stated that social

media may not be effective for school’s information dissemination

since not all students have access to social media, and seconded
the traditional methods along with texting, justifying that students

have so many matters in their mind so giving letters would be the

best. She believes that the higher authorities know the

information to be disseminated. In handling information to be

propagated, she asserted the importance of direct oral

announcement and if not, texting the pertinent persons and

teachers if needed. She gave a convenient rating of six (6) to

seven (7) out of ten (10) for her overall assessment of the system

of information dissemination.

For the improvements on the system, she suggested that

the circulation of memos to be reinforced, the website creation to

be officiated, and if possible text blasting to be implemented. For

the contents of the website, she stated that the organization of

personnel, events, and school calendar should be present, with

the updates to be done either quarterly or monthly.

In the end, we asked Question No. 10, and he said that he

has high hopes that the system would still currently improve and

she hopes that there would change as we implement the study.

We ended the interview properly without any distractions.

Reflections

We were able to interview one of the persons of high

authority in Senior High School, and as a leader, she elaborated

her sentiments positively and gave her suggestions. Truly, she is

really a good leader and subject for our interview.

Emerging Questions/Analyses

She emphasized in her examples and suggestion the

method of text blasting as a way to effectively inform others. This

may be said as effective by the teacher since by experience she

may have treated this as effective and convenient. Although this

was only introduced by her in this series of our interviews, other

teachers also rely on texting students about matters to do or

discuss, since this has been a method effective way before social

media became an essential tool for information dissemination

systems.

Future Action

We would recommend texting as another method to be

considered. The classification of information dissemination will be

redefined, with the traditional and modern methods intact to this

study.
INT-T-SH2

Interview of Mr. Ernest Ferrer, SHS Teacher in Filipino

10-05-2017

Activity Description

There were still some students in the 11-Darwin Room

where the teacher is situated, possibly most of them were waiting

for the time before they would go out. With this scene, we

approached the teacher, and the teacher entertained us without

hesitation.

He simply defined “information dissemination” as

transparent system of outsourcing information from the lowest up

to the highest level of organization. He answered Question No. 2

indirectly, giving a statement that there is no absolutely one type

of system that would give clear access for him, since there is really

no one source of information. He frankly said that he may not be

really a teacher who has access to all of the information about

school activities, adding that he always likes to participate in such

activities but now he may not be able to do so. He agrees on

using social media as a method to propagate information since it

is already an influential form of multimedia. He said that the

broadcasting of information would be slower in the case of

teachers if the traditional method would be used. He also claimed

that there are reservations when the higher authorities give

information to them, so in his case he further asks the Principal or

the Supervisor for clarifications. When handling information, he

would immediately disseminate such to his class, and if ever the

teachers are only involved, he would internalize the information.

Still, if the information comes from social media through the group

chat, he would still seek clarifications from persons in-charge.

He believes that there should be still improvements in the

current system. He emphasizes the consistency in the method of

propagating information so that the faculty may be acquainted on

how to get the information that they need. If ever the system

would still not improve, he himself would find a consistent method

to approach the information.

In the end, we asked Question No. 10, and he said that he

has high hopes that the system would still currently improve and

she hopes that there would change as we implement the study.

We ended the interview properly without any distractions.

Reflections

We had a long time with him for this interview, and he

expressed everything that needs to express. With his responses

in hand, his points would be considered. We also realized that not

all teachers would tend to know everything even in their office,

and so consistency is a must in doing things like information

dissemination.

Emerging Questions/Analyses

We followed-up the Question No. 2 and he was able to

answer it by stating that the teachers themselves have a group

chat where they can relay the information, but still clarification is

needed for the information he gets from this medium. We also

followed-up Question No. 7 by giving the specifics of the way on

how he would approach the information, like calling the class

president to inform his co-students.

Future Action

We would address in the study to recommend a unified

system of information dissemination for teachers.
