PROJECT PROPOSAL
Rapid development in cities and and urban population growth has resulted in limited space of urban
population and the price of properties are more expensive. This limitation and availability of land in
cities, encourages governments and communities to be more innovative in land use on city planning.
Planning of urban space needs is inversely proportional to the planning of green open spaces. The need
for settlements is limited by green zone regulations by 30%. The reguation resultes to the difficulty to
get a funeral land with an area of (approximately 1x2 meters) is very difficult. The availability of Public
Cemetery (PUBLIC CEMETERY) in the city of Bandung has been unable to accommodate more people
who died.
Due to ongoing development in urban areas between Bandung, Kertajati International Airport,
Aerotropolis and Patimban International Seaport,[2] the West Java provincial government and the
Regional Planning Board (BAPPEDA) has prepared and publicized a blueprint for a newly defined
Bandung Metropolitan area; with a total area more than 5,500 km2 and a population greater than 11
million people.
The total number of public cemetery 13 locations with an area of 1.3 million m2. The number of graves
is 185 thousand units, with active graves of 126 thousand and those who are not active as many as 58
thousand units. (Bandung City Park Cemetery, 2011). Its nature is closed. People can be buried here if
previously there were family members buried here, and even then they had to be stacked. If it is not
there, then the body cannot be buried in this Public Cemetery. Then the family of the corpse must look
for another Public Cemetery. Sirnaraga Public Cemetery has an area of 13 hectares which has
accommodated around 37,500 graves. This amount has entered the minimum number of graves in
Sirnaraga Public Cemetery. This Public Cemetery is the oldest in the city of Bandung, and has been
around since 1920. PUBLIC CEMETERY is located not far from Istana Plaza. The distance to the entrance
of the Public Cemetery is around 500 meters. This PUBLIC CEMETERY can also be accessed via several
roads. Sirnaraga Public Cemetery almost side by side with Pandu Public Cemetery.
Even though it is maximal, it cannot hold the body anymore, a resident of Bandung City whose residence
close to Sirnaraga Public Cemetery is reluctant to use another Public Cemetery. This condition adds new
problems. Fortunately, the Bandung City Government already has plans to add the PUBLIC CEMETERY
area. According to the Head of the Bandung City Cemetery and Garden Office, Arief Prasetiya, there has
been a discourse for Sirnaraga's Public Cemetery expansion. The plan is to add two hectares. However,
Arief acknowledged that the addition of Sirnaraga's tomb area is still under study. He said it needed a
long process to increase Sirnaraga's burial area. There needs to be land acquisition. There are illegal
buildings that must be regulated by other institution. Then the land must also be covered,
Competition
Along with the times, various types of new businesses began to emerge. Starting from the culinary
business with strange concepts, to businesses that smell like 'death', such as funerals and funeral
homes. This business is no longer a matter of the Regional Government, but is starting to be worked on
by the private sector. This company is targeting the middle to upper market segments.
Competition in the provision of private funeral land began to grow in 2010. However, private funeral
competition still occurs in western West Java (along the Cikampek Toll Road), while for the eastern
region of Parahyanan Memorial Park it is still unrivaled and became pioneers. Full details of private

The history of the city of Bandung officially began during the colonial Dutch East Indies administration,
in the 19th century. The city of Bandung was founded by and by the will of the 6th Bandung Regent, R.A.
Wiranatakusumah II (1794-1829). [1] However, the founding process was accelerated by the order of
the 36th Governor of the Dutch East Indies, Herman Willem Daendels (1808-1811) with a decree
(besluit) on September 25, 1810, so that September 25 was regarded as the anniversary of Bandung.
The history o Bandung City Cemetery start when the firs Bandung leader died at 1829 and burried near
the centre of Bandung. The oldest Public Cemetery found one of the tombs that has existed since 1909.
So I can conclude that the Cikadut Cemetery has been a Chinese cemetery since 1909, by Ong Kwi Nio
which is adjacent to the tomb of Tan Joen Liong, one of the Chinese linguists in Bandung. The house that
houses the graves of Ong Kwi Nio and Tan Joen Liong reminded us of a colonial house in Bandung in the
1900s. If we look up from the lower part of Cikadut, there is a large white-domed tomb.
The Bandung City Government has 13 (thirteen) public cemetery (known as Tempat Pemakaman Umum)
locations spread over 11 (eleven) sub-districts, consisting of 11 (eleven) Muslim cemtery sites and 2
(two) non-Muslim cemeery sites. The total area of public cemetery is 146.2 hectares, with the number
of tombs 187,872 unit. In addition to efforts to increase the area of the tomb, a policy is also to
accumulate bodies in a tomb hole for those who still have family relations. The time gap is at least two
years, in anticipation of overloading the tomb.
Bandung city government plans all public cemeteries to be converted into green open land, because of
the mandate of the regulation, the city government of Bandung must provide a minimum of 30% for
green open spaces (currently only 12%). The average size of the tomb in the city of Bandung tomb was
1.85 m2 / tomb, the average area was much corrected by the size of the tomb from the arrangement in

specifically except in Babakan Ciparay public cemetery and Nagrog public cemetery, available although
relatively small. While others such as in Cikutra and Rancacili public cemetery, along with office parking

In the 2015 Bandung City Spatial Plan (RTRW), public cemetery it is targeted to 250 hectares. In fact, the
tomb area in Bandung City is only 146 hectares. So, Bandung City clearly still lacks land of 100 hectares.
The high number of Bandung City residents who have died, with an average of 111 people per day,
means that from 2012 onwards, burial grounds in Bandung City will be exhausted if no additions are
made immediately.
From the explanation above shows that the additional needs of public cemetery at Bandng Metropolitan
Area are very urgent, meanwhile, the availability of land is very scarce and expensive. This is what makes
the Parahyangan Memorial Park is feasible to implemented.
THE PARAHYANGAN MEMORIAL PARK
Background
Currently the trend of the preparation of burial grounds (graves) has become a very common thing for
some people in Indonesia. In the midst of increasingly limited land for burial, especially in urban areas
such as Bandung Metropolitan Area, the provision of burial land is an important and serious matter that

deceased / mah was written on an inscription mounted on each tomb block.

The three alternatives are offered to the public at 11 (eleven) public cemetery. The results obtained
were 53.05%, the community chose alternative C, 40.85% chose alternative A and 2.82% chose
alternative B. While the remaining 3.29% did not choose The reason for the election was the alternative
forms of tombs A and C while maintaining the existence of tombstones, which became an element that
could not be lost in public cemetery City of Bandung. Tomb of C gets the most choice because the form
