Unit I Introduction –
Conceptual frame work of Social Security-Evolution and concept of Social Security, Scheme of
Social Security, Constitutional Framework.UN Conventions on social security, Labour welfare,
safety and health. Role of the International Labor Organization in promoting social security,
labour welfare, safety and health.
Significance and Historical background of the Act; Object and Application of the Act; Definition and
Concept of Wages; Payment of Wages; Deduction from Wages (Authorized and Unauthorized
Deductions); Authorities and their powers; Penal provisions under the Act.
Aims & Object, Responsibility Minimum Wages Act, 1948;Theories and Concept of Wages , Aims &
Objects of Act, Definition, Concepts of Minimum, Fair and Living Wages, Methods of Wage Fixation &
Revision of rates of Wages, Constitutionality of Minimum wages Act; Working Hours and Determination
