01. Project Title : Construction of Bangladesh-Myanmar Direct Link Road
(BMDRL - 1st Phase, Appendix-P)

03. Objectives of the Project : The main objective is to construct 2 km long Balukhali-
Gundum road within Bangladesh and 23 km long
Taungbro-Bawlibazar road within Myanmar for
establishing direct road link between Bangladesh and
Myanmar to promote trade, tourism and to facilitate
regional transport linkage. With this end in view the
Governments of the People’s Republic of Bangladesh and
the Union of Myanmar signed a Memorandum of
Understanding (MOU) for the Establishment of Road
Link between Myanmar & Bangladesh, on 4 April 2004.
Following the MOU, an agreement has been signed on
27th July 2007 to construct the road. This proposed road
would establish a direct road link between them.

Construction of this proposed road will enable Bangladesh


to establish direct road link with Myanmar and other
Southeast Asian countries (Thailand, China etc.).

This proposed road will connect Bangladesh & Myanmar


while promoting trade & commerce as well as developing
Political friendship between the two countries in particular
& the region in general.

[Project Details]
14. Background, Objectives, Rationale : Politically Bangladesh & Myanmar are two different countries. But
including linkages, Targets and the geographical pattern of Land at Gundum & Thaungbro is of
Outputs of the Project same nature. The construction of the proposed road will connect
Bangladesh & Myanmar while promoting trade & commerce as
well as developing Political friendship between the two countries in
particular & the region in general.

In addition to this, a road communication will be established with


Thailand & China through Myanmar. 130 Km of the proposed road
from Thaungbro to Kyauktow is situated in Rakhain province of
Myanmar. From Thaungbro to Balibazar, there is a narrow earthen
road terrace running through small hilly & plain regions. From
Balibazar to Chatta (Kyauktow) there is missing link. Within
Myanmar from Chatta (Kyauktow) there exist two lane Union
Highways (National Highway), which linked the Capital Yuangoon
& others Provinces. This road network is also connected with
Thailand in the Southeast and China in the Northeast. The 130-km
Road from Thaungbro to Chatta (Kyauktow) is a “Missing Link”
for Bangladesh-Myanmar Road Communication, whose
construction will connect these two neighbor countries directly. For
the propose in 1st phase, construction of 2 km road within
Bangladesh area and 23 km road inside Myanmar is being
proposed.
Direct Road Communication in between Bangladesh and Myanmar
will also establish & develop social, cultural, economical &
political relationship with China Thailand & the countries of South-
East ASIA in general.
15. Whether any Pre-appraisal / Pre- - No, no pre-investment study was done. Provision for consultancy
investment study was done before services is kept for detail survey and design.
Formulation of this Project? If so, Two Technical Task force have been constituted to work for

Myanmar. Bangladeshi Taskforce visited Myanmar and prepared

preliminary survey, Design, Technical Specification, Pre-
construction work & construction procedure and evaluated the
indicative cost of the project. For the 2-km Bangladesh portion,
from Balukhali to Gundum, Cox’s Bazar Road Division has
supplied the data. For Myanmar portion, the estimate has been
generated following the data supplied by Public Works Department
of Myanmar. RHD new schedule of rate has been considered to
prepare cost for this DPP.

In the second phase, another 110km. road is to be constructed from


Bawlibazar to Chatta (Kyanktow) to connect the link with the
national highway of Myanmar. In a meeting of financial task force
held on 23/03/2005,it is agreed that detailed survey work for this
portion would be done by Public Works Department of Myanmar
and to bear the necessary cost 0.2 million dollar will be kept as
provision in this DPP. In both the cases technical task forces of
both the countries will do the top supervision and monitoring.

17. Indicate the Basis of total and item- : On the basis of RHD rate schedule 2006. For Myanmar portion,
wise cost estimate the quantity estimate has been generated following the data
supplied by Public Works Department of Myanmar and discussion
with the task force (appendix-k). The estimated quantity may vary
after final survey done by the consultant. It is known from
discussion that in Myanmar per kilometer cost for such road in
Myanmar is 0.47 million US dollar.
In this DPP for Myanmar portion per kilometer cost stands
Tk. (9231.64÷23=) 401.37 lacs which is, in US dollar 0.573
million. During discussion it is agreed that per kilometer cost
may be up to 0.50 US dollar (Appendix- L) in the year 2004.
