examinationofhowindividualsconstructorganizationalstructures,processes,and 
practicesandhowthese,inturn,shapesocialrelationsandcreateinstitutionsthat 
ultimatelyinfluencepeople",organizationalstudiescomprisedifferentareasthat 
dealwiththedifferentaspectsoftheorganizations,manyoftheapproachesare 
functionalistbutcriticalresearchalsoprovidealternativeframeforunderstandingin

small), Digital Microwave equipment, optic fibre equipments, satellite 
communicationequipment,accessproductsandterminalequipments.Ithas6 
manufacturing facilitiesalloverIndia:Bangalore,Naini,RaeBareli,Mankapur, 
Srinagarand Palakkad.The company’s strength is in the strategic area of 
manufacturinganddesigningofcryptoproductsforsecurecommunicationnetwork 
ofdefenceandPara-militaryforces.Thestudyincludesthehierarchyofdifferent 
departments,theirfunctionsandotheractivitiesthattheorganisationundergoes.

2.1PROFILEOFTHEINDUSTRY 
India’stelecommunicationnetworkisthesecondlargestintheworldbynumberof 
telephoneusers(bothfixedandmobilephone)with1.206billionsubscribersason 
30September2017.Ithasoneofthelowestcalltariffsintheworldenabledbymega 
telecomoperatorsandhyper-competitionamongthem.Indiahastheworld'ssecond 
-largestInternetuser-base.Ason30September2017,therewere324.89million 
internetsubscribersinthecountry.MajorsectorsoftheIndiantelecommunication 
industryaretelephone,internetandtelevisionbroadcastIndustryinthecountry 
whichisinanongoingprocessoftransformingintonextgenerationnetwork, 
employsanextensivesystemofmodernnetworkelementssuchasdigitaltelephone 
exchanges,mobileswitchingcentres,mediagatewaysandsignallinggatewaysat 
thecore,interconnectedbyawidevarietyoftransmissionsystemsusingfibre-optics 
orMicrowaveradio relaynetworks.Theaccessnetwork,which connectsthe 
subscribertothecore,ishighlydiversifiedwithdifferentcopper-pair,optic-fibreand 
wirelesstechnologies.DTH,arelativelynewbroadcastingtechnologyhasattained 
significantpopularityintheTelevisionsegment.TheintroductionofprivateFM has 
givenafilliptotheradiobroadcastinginIndia.TelecommunicationinIndiahas 
greatlybeensupportedbytheINSATsystem ofthecountry,oneofthelargest 
domestic satellite systems in the world. India possesses a diversified 
communicationssystem,whichlinksallpartsofthecountrybytelephone,Internet, 
radio,televisionandsatellite.[8]Indiantelecom industryunderwentahighpaceof 
marketliberalisationandgrowthsincethe1990sandnowhasbecometheworld's 
mostcompetitiveandoneofthefastestgrowingtelecommarkets.TheIndustryhas 
grownovertwentytimesinjusttenyears,from under37millionsubscribersinthe 
year2001toover846millionsubscribersintheyear2011.Indiahastheworld's 
second-largestmobilephoneuserbasewithover1183.04millionusersasof 
September2017.Ithastheworld'ssecond-largestInternetuser-basewithover324 
million as of September 2017. Telecommunication has supported the 
socioeconomicdevelopmentofIndiaandhasplayedasignificantroletonarrow 
downtherural-urbandigitaldividetosomeextent.Italsohashelpedtoincreasethe 
transparencyofgovernancewiththeintroductionofe-governanceinIndia.The 
governmenthaspragmaticallyusedmoderntelecommunicationfacilitiestodeliver 
 
masseducationprogrammesfortheruralfolkofIndia.AccordingtoLondon-based 
telecom tradebodyGSMA,thetelecom sectoraccountedfor6.5%ofIndia'sGDPin 
2015,orabout₹9lakhcrore(US$140billion),andsupporteddirectemploymentfor 
2.2millionpeopleinthecountry.GSMAestimatesthattheIndiantelecomsectorwill 
contribute₹14.5lakhcrore(US$220billion)totheeconomyandsupport3million 
directjobsand2millionindirect 
TelecommunicationsinIndiabeganwiththeintroductionofthetelegraph.TheIndian 
postaland telecom sectorsareoneoftheworldsoldest.In 1850,thefirst 
experimentalelectrictelegraphlinewasstartedbetweenCalcuttaandDiamond 
Harbour.In1851,itwasopenedfortheuseoftheBritishEastIndiaCompany.The 
PostsandTelegraphsdepartmentoccupiedasmallcornerofthePublicWorks 
Department,atthattime.Theconstructionof4,000miles(6,400km)oftelegraph 
lineswasstartedinNovember1853.TheseconnectedKolkata(thenCalcutta)and 
Peshawarinthenorth;Agra,Mumbai(thenBombay)throughSindwaGhats,and 
Chennai(then Madras) in the south;Ootacamund and Bangalore.William 
O'Shaughnessy,whopioneeredthetelegraphandtelephoneinIndia,belongedtothe 
Public Works Department,and worked towards the developmentoftelecom 
throughoutthisperiod.Aseparatedepartmentwasopenedin1854whentelegraph 
facilitieswereopenedtothepublic. 
Thetele-densitylevelstoodatabout36%bytheendofthefiscal.Thehugemarket 
shareofpublicsectorbehemoths,MTNLandBSNLinfixedlinesislikelytoget 
reducedfurtherasthepenetrationbyprivateplayersspreads.Duringthecurrent 
fiscal,alotoffocuswillbegiventonew policyinitiativesintheindustry.The 
predominantoneistheallocationofspectrum forthe3Gandbroadbandwireless 
access(BWA)services.Inaddition,thetelecom regulatorTRAIrecentlyunveileda 
drafttoallowmobilenumberportability(MNP)whichallowssubscriberstoswitch

Telecommunication is so vitalto ourability to compete in business.The 
telecommunicationsindustryisasystem ofswitches&linesthatinterconnectedto 
providecommunicationbetweenmultipleparties.Theconceptofuniversalservice 
 
hasthusfaronlybeenappliedtobasictelephoneservice.Todayhomeowners 
expecttheirhomestoaccommodate:

•InternetserviceVideodistribution,&otherentertainmentservices 
•Data&securityservices 
•Faxmachines&thelistgoon. 
Thus,telephonesplayamajorroleincommunicationinthisera.Thetelephonesare 
ofmultipurpose&arenotrestrictedtojustcommunicationanymore.Alexander 
Graham BellpatentedtheTelephonein1876,& formedBellTelephonewhich 
licensedlocaltelephoneexchangesinmajorUScities.AT&Twasformedin1885to 
connectthelocalBellcompanies.Itisexpensivetomaintainlocaltelephone 
servicesallthewiringandplantthatmustbemaintained.Longdistanceservices 
withallthewiring&plantthatmustbemaintained.Longdistanceservices,onthe 
otherhand,aremustlessexpensivetooperate.Soanumberofpublicpolicyissues 
emergewithregardtoprovide.Mostofitisnow carriedbymicrowave&other 
technologieswhicharelessexpensivetooperate.So,anumberofpublicpolicy 
issuesemergewithregardtosubsidization,supposedcompetition,&telephone 
rates. 
TheAsiantelecom marketisoflargescaleandgreatinvestmentpotential.Four 
marketsaredevelopingfasterinAsia.TheyareChina,Indonesia,IndiaandSingapore, 
haveahighermarketpotential.Indiahasamere1.2telephonesforeveryhundreds 
ofitspeople. 
Thisiswaybelowinternationalstandardsandisnotbecomingofacountryaspiring 
tobeamajorplayeringlobaleconomyofthe21stcentury.Thetelecom industryis 
developing the fasteramong allsectors in India.Meanwhile,GSM mobile 
communicationisinthedevelopmentoftelecom market.Inthenextfew years 
subscriberswillbeexpandingdramaticallywithanexpectedofmorethan50percent. 
Thefigurewillupto200millionin2008,accountingfor75percentofalltelecom 
subscribers.Inthepastfiveyears,thenumberofGSM handsetusersincreasesten 
times.

publicandprivatesector.LiberalpoliciesoftheGovernmentthatprovideeasy

governmentopenedupthesectortoprivateoperators.Aliberallicensingregime

IPtelephonyorgreymarketisalsoaseriousconcern. 
Governmentlosesrevenue,whileunlicensedoperationbycertainoperatorsviolates 
thelawanddepleteslicensedoperatorsmarketshare.NewserviceslikeIP-TVand 
IP-Telephonyarebecomingpopularwiththedemandlikelytoincreaseincoming
