2. Minerals (Acquisition and Transfer) Order, 1961 for onshore
2. Regulations of Mines and Oilfields & Mineral Development (Government Control)
Act, 1948
➢ Act to provide basis for the provisions related to mines & oilfields and covers the
following activities;
➢ Grant or revocation of Exploration licences, mining leases
➢ The circumstances under which any license may be revoked, renewed or
extended
➢ Determination of rates of royalties, rents or taxes
➢ Control of production, storage and distribution of minerals oils
➢ Fixation of prices at which mineral oils may be bought or sold
➢ Concessions to be granted under the production sharing agreements
Petroleum Related Legislation- Petroleum Rules
▪ Petroleum Rules are promulgated by the GoP in exercise of powers
conferred by the 1948 Act
➢ Onshore Rules – 1949, 1986, 2001, 2009
➢ Offshore Rules - 2003
▪ Rules are issued and notified by the Government in its official Gazette and
cover the following;
➢ Permit for reconnaissance surveys
➢ Licence for petroleum exploration
➢ Lease for petroleum development and Production
➢ Accounts, records, inspection and reports
➢ Standard of operations
➢ Miscellaneous – Environment etc.

Petroleum Rules & Regulations
■ Promulgation of OGRA Ordinance in 2002. Became regulator of midstream &
downstream petroleum industry.
➢ Determination of revenue requirement of T&Ds
➢ Notification of prescribed prices and sale price
➢ Regulation and notification of petroleum product prices
➢ Issuance of licenses for
✓ Transmission, distribution and sale of gas, LPG, LNG or CNG
✓ Construction and operation of gas pipelines
✓ Construction and operation of testing &storage facilities of gas, LPG,
LNG or CNG
■ However, powers under Pakistan Petroleum (Refining, Blending & Marketing) Rules
1971 transferred to OGRA from DG Oil in March 2006 which includes
➢ Construction or operation of refinery, pipeline, storage facilities, blending
facilities and installation
➢ Marketing & storage of refined petroleum products
■ Wellhead gas price notification – transferred to OGRA from DG Gas
