Overview

Asian Development Bank (ADB) is an international development finance institution


headquartered in Manila, Philippines and is composed of 67 members, 48 of which are from the
Asia and Pacific region. ADB’s mission is to reduce poverty and promote sustainable economic
growth in the region. ADB’s main instruments for helping its developing member countries are
policy dialogue, loans, equity investments, guarantees, grants, and technical assistance.
The positions will be assigned to various operational departments in ADB.

Job Purpose

The Energy Specialist / Senior Energy Specialist identifies, develops, implements and administers
loans, grants and technical assistance (TA) projects, and non-lending products and services
(NLPS) and contributes to the development of energy sector policy in developing member
countries (DMCs).

The incumbent will report to the designated Director and may supervise one or more National
and Administrative staff.

Responsibilities
• Provide information and analyses towards the development of strategies for the energy
sector in DMCs in consultation with relevant government agencies and Resident missions
(RMs), by identifying opportunities for ADB support in the energy sector in the region and
integrating ADB’s policies and guidelines in the design and implementation of energy sector
projects.
• Participate in country programming activities and ADB’s subregional activities regarding the
energy sector and ensure that operational strategies and programs for the sector are
adequately reflected in the resulting country/regional programming documents.
• Coordinate with other development partners in the energy sector for consistency and
harmonization of approach, exchange of experience, partnership and cofinancing where
appropriate.
• Participate in developing projects, TAs, sector works, and economic analysis.
• Participate in processing loans and TAs in areas requiring policy, institutional and
operational reforms, cross-border infrastructure projects, and risk analysis.
• Integrate ADB’s policies and guidelines in the design and implementation of energy sector
projects.
• Undertake activities for the administration of sector and program loan and TA projects.
• Undertake analysis of the energy sector and policies with a view of ensuring comparability
to best practices and responsiveness to development needs of DMCs.
• Evaluate cost and benefits of projects as well as draw lessons for future projects.
• Evaluate the impacts of projects to ensure compliance with ADB policies, guidelines,
practices on project development and administration.
• Participate in and contribute to internal and external training and conferences on the energy
sector and other activities for advocacy, dissemination and knowledge building.
• Supervise the performance of reporting staff, providing clear direction and regular
monitoring and feedback on performance.
• Ensure the on-going learning and development of reporting staff.
