This study is being conducted for a Master’s Dissertation in Engineering Management. It will focus on
the Facilities Management (FM) structure at two university institutions in Gauteng which represents
the economic hub of South Africa (SA), generating 33% of the SA Gross Domestic Product while its
land area represents only 1.4% of the total SA land area. The pressure on Gauteng Universities is
therefore extremely high, and hence the need for improving FM.

Problem Statement

Facilities Management (FM) at Tertiary Institutions is often regarded as a secondary function which
supports the primary functions of teaching and research. However, FM consumes vast amounts of
resources in the form of staffing and money to operate an extensive range of buildings, laboratories
and sports facilities. As per the study conducted by Pitt and Hinks, FM is viewed as an area for cost
containment rather than a tool for achieving strategic growth.

Therefore there exists a great urgency within Tertiary institutions, especially Universities, to transform
and adapt their FM structures to achieve strategic goals such as:

• Growth in Student Numbers, Changes in Programmes


• Lecture venues and research facilities
• Strategic Initiatives to the primary functions of teaching and research

The overall study design will involve a questionnaire and interviews with key role players at each
university for the data collection of the research project indicated above.

1. Main purpose of this study:

This study will focus on the Facilities Management (FM) structure at two university institutions in
