CHAPTER I

VISION & MISSION


STATEMENT

The vision of the Municipality of Naic will serve as a guide to which all plans,
programs, and projects of the municipality from the year 2013 to 2016 will be anchored.
It sets the desired role the municipality can play in the development of its wider region of
which it is an integral part, and the desired state of the municipality as a human habitat.

The vision statement portrays the end-state scenario of the five development
sectors of the municipality namely, the quality of the local population, the state of the
local economy, the condition of the natural environment, the features of the built
environment, and the capability of the local leaders.

The mission statement describes the general thrust of the LGU. It provides a
clear view what the Municipality of Naic is trying to accomplish, for its people and how it
can attain its purpose.

CHAPTER II
BRIEF PROFILE OF THE
LGU
History & Physical Profile:

Thousands of years ago, Naic was a part of the towering Mt. Taal. Naic was the
western slope of the volcano until it erupted internally that led to the sinking of its apex
in its present condition. When the Jesuits discovered Maragondon in 1627, its total

land area covered the whole of Naic, Ternate, and Magallanes (VANCE; SAULO and de
OCAMPO, 1990; MEDINA, 1992). In 1758, the Jesuits founded a community in the
western bank of the river (presently Brgy. Muzon) and made it into a “sitio” with a visita
still under Maragondon (VANCE; JOSE, 1996; MEDINA, 1992).

In 1791, the community was finally made into a town with its Poblacion still in the
western bank. The town was named NAIC after the old archaic word “CAÑAYIC”
meaning “town near one another” or “the other side” (MEDINA, 1992), while ALFREDO
B. SAULO contends that Naic is a highly cultured Tagalog word meaning “suburbs” or
“countryside”.

Also in Malaysia, Naic means “overboard” which only proves that the terms used,
refers to the fact that Naic was just a part of the older town of Maragondon and not from
the crying sound of pigs (NA-IGIK).

The Municipality of Naic is located at the western part of the province along the
shorelines of Manila Bay. It is bounded to the north by Tanza and Manila Bay, to the
south by Indang and Maragondon, to the east by Trece Martires City and to the west by
Ternate and Manila Bay.

The main topographical feature of Naic is its broad areas of level lands and
slightly rolling areas traversed by several creeks and rivers with slope category of 0-8
percent constituting about 81 percent of the total land area. Farming and fishing are the
peoples main occupation.

Geographical Location, Boundaries, and Land Area

• The Municipality is located at the Western part of the province along the
shorelines of Manila Bay at approximately 120 40’6” longitude and 140
10’9’’latitude. It is bounded on the North by Manila Bay and Tanza, on the East by
Trece Martires City, on the South by Indang and Maragondon and on the West by
Ternate and Manila Bay. It has big bodies of water namely Timalan River, Kay
Alamang River and Balsahan River.
• Travel between Naic and the provincial capital consist of 13.40 km East ward and
to Metro Manila, 47 km. North east ward.
• The municipality’s water area is 6,324.621 hectares and the coastline is 9,122.68
meters.
• Naic covers a total land area of 8,600 hectares, 6.03% of the total land area of
the Province of Cavite which is 142,796.
• From the twenty (23) municipality’s/cities of the Province of Cavite, the
municipality of Naic ranked seventh with the biggest land area.

Political Units

Naic comprises thirty (30) barangays.

Ten (10) barangays were classified as urban having a total land area of 1,074
hectares or 12.49% while the remaining twenty (20) barangays were classified as
rural having an area of 7,526 hectares or 87.51% of the total land area of the
municipality.

The barangays of Palangue 2 & 3 and Sabang have the biggest land area
comprising of 1,913 hectares and 1,519 hectares, respectively while the barangay of
Bagong Kalsada has the smallest area as indicated by 36 hectares or 0.42% of the
municipality’s total land area.

Climate

As with the rest of the province, Naic has two distinct seasons: dry during
October through March and wet during the rest of the year. Average rainfall is recorded
at 1.902.8 millimeters and temperature at 27.6°C.

Generally, the prevailing wind directions are moderately in the months of
October, November, December, and January; southeasterly in February, March, April;
southerly in May, south southwesterly in June, and southwesterly in July, August and
September . The highest temperature is usually registered during the month of April and
May while the lowest is in December, January to February

Labor Force

The economically active (labor force) of Naic is 66.96% of the total population of
15 years old and above (59,023). Out of the active labor force, 45.44 percent are
employed (26,819), while 4.78 percent are “unemployed”. Almost 50% of the active
labor force are utilized in the labor force. This indicates that there is a good potential of
manpower in the area.

Housing:
The National Statistics Office Housing Profile 2010 shows that there are 18,470
total housing units in the municipality. A number (21 ) of residential and commercial
subdivisions exists in the municipality and approximately 661 hectares.

The municipality has available areas for proposed government housing projects
approved under the 2000 CLUP Zoning Ordinance with a total land area of 128
hectares.

The MSWDO is responsible for the development, administration and
implementation of a comprehensive social welfare program that will promote the well-
being of the underprivileged residents of the municipality.

At present, the municipality’s social welfare programs include the following


activities. Child and Youth Welfare Program, Emergency Assistance Program, Family
Planning Program, Disabled Welfare Program and Senior Citizens Program .There are
26 Day Care Centers and 37 pre-elementary institutions in the municipality.

Sports and Recreation:

Current sports facilities: covered multi-purpose basketball court and Naic


Covered Plaza. The Naic Town Plaza serves as a venue for cultural shows and indoor
games. It is complemented by basketball and volleyball courts located at different
barangays of the municipality.

Recreational facilities: a cockpit arena for cockfight aficionados at Barangay


Timalan, the Saddle and Club Leisure Park at Brgy Sabang for horse racing
afficionados and a municipal library at the town center.

Agriculture:

The Municipality of Naic is basically an agricultural area , 5194.23 hectares


which is 60.40% of the total land area. 43.10 hectares is planted with vegetables. It
is a coastal town facing the Manila Bay towards South China Sea. Thus, the economy
of Naic is still dependent on the agricultural and fishery sub-sectors.

Four (4) water systems provide water to Naic namely; Balayungan Irrigation
System, Colong-Colong Irrigation Project, Sahing Irrigation System and the Kay Akle
Irrigation System near Maragondon. Water distribution network and services are being
undertaken by NIA.

There are also support facilities to agriculture both pre-harvest and post-harvest
facilities. Lending institutions, agricultural organizations and farm input dealers provide

assistance to the farmers.

Commerce and Industry:

Naic has :
> 2016 registered commercial and industrial establishments.
 public market complemented by a slaughterhouse
 an ice plant
 10 registered banks in the municipality. Most of those banks are located at the
Naic poblacion and near the public market.
 Several lending institutions could also be found in Naic.

Small/ Medium Scale Enterprises:

The Manila Electric Company services the municipality for its power needs.
The Philippine Long Distance Company, GLOBE , SMART, SUN and DIGITEL
companies answer the locality’s needs in telecommunications.

Tourism:

Naic is part of three (3) tourism nodal points in the Cavite Provincial
Development Plan. The other two is Tagaytay and Kawit

> The Casa Hacienda (presently the Naic Elementary School Building) is a place of
historical importance. There are other historical sites still unknown to many.
> 15 beaches/resorts
> the Saddle and Club Leisure Park for horse racing afficionados
> naic cockpit arena for cockfights

Transportation:

Presently Naic has a total of

>3040 registered tricycles, > 384 units of jeepneys, > 260 units of minibuses,
>100++ units of FX Vans, > 69 units of MAZDA and >125 units of aircon buses.
>Temporary terminals for tricycles and jeepneys are located at the town center.
Minibuses and FX Vans terminals are located at Brgy. Ibayo Silangan at the entrance of
the poblacion.
> A grand central terminal is nearing completion near the Naic Public Market. It will
serve as the terminal for mini-buses, jepneys, vans and tricycles. And it will also serve
as the parking area for the pubic market.

Power:

The total number of households served: 18,484.


Average consumption of 4,129,919 kwh/month. Though power supply is adequate, there
are places that need secondary lines so that residents can avail of the electric supply.

STRATEGIES

ADMINISTRATIVE GOVERNANCE

Brief Situation

The Municipality of Naic garnered an over-all rating of 4.53 or High Performance


in Administrative Governance LGPMS. The LGU is doing an excellent performance in
Human Resource Management and Development as one of the sub-areas of
Administrative Governance. Development Planning, Local Legislation, Customer
Service-Civil Applications and Revenue Generation sub-areas got high but still not
excellent. Improvements in the following areas are necessary in order to address gaps.
The Resource Allocation and Utilization rating is fair which means that the management
and coordination processes for budgeting and accounting are in place, however, these
processes need to be revisited and improved.

Brief Situation

The Municipality of Naic garnered an over-all rating of 4.78 or High Performance


in Social Governance LGPMS. The LGU is doing an excellent performance in Support
to Housing and Basic Utilities in which an administrative mechanism dedicated to
addressing the multiple requirements of housing services is in place. Peace, Security
and Disaster Risk Management, Support to Education Services, and Health Services
are the sub-areas that need improvements. Efforts are made to ensure excellent
performance but much more need to be done. Further assistance to the said areas is
encouraged.

HEALTH SERVICES:

Issues and Concerns

1 Inadequate number of permanent health manpower.


2. Poor couples not practicing family planning.
3. Increase no. of infectious disease ex. Tuberculosis, dengue, measles,
sexually transmitted disease, HIV.
4. Medicines are not always available.

Brief Situation

The Municipality of Naic garnered an over-all rating of 4.24 or High Performance


in Economic Governance LGPMS. None of the three sub-areas in Economic
Governance marked “Excellent” performance so far. Meantime, dedicate more time and
effort on the areas for improvement such as Support to Agriculture Sector, Support to
Fishery Services, and Entrepreneurship, Business and Industry Promotion. Support is
extended to the sub-areas but greater intervention and sustained engagement is
necessary.

SUPPORT TO AGRICULTURE SECTOR

Issues and Concerns

1. Low rice production


2. Lack of credit services to farmers.
3. Lack of technical knowledge on modern farming .

Development Goals

To improve the lives of farmers thru the use of modern technology and
availability of credit services.

Objectives

1. To provide adequate supply of irrigated water to 2,200 farmers covering


2,700 hectares from 2014-2016.
2. To provide post harvest facilities to organized farmers and cooperatives.
3. To implement community seed banking program.
4. To encourage farmers to practice organic farming.
5. To disallow the entrance of some rice traders from other municipalities
and provinces.
6. To have linkages to other concerned agencies to support DA/LGU
programs and projects
7. To provide more credit facilities to farmers.

To improve the lives of fishermen in the municipality.

Objectives

1. To organize Bantay Dagat Law Enforcer who will combat illegal fishing
activities
2. To provide legal fishing gear, post-harvest facilities like freezer,
refrigerator, cooler, and other fish processing equipments.
3. To produce products for income generating activities of fishermen
housewives before the end of 2016.
4. To stop disallowing, burrowing and dredging activities.
5. To make available credit services to fishermen

1. Coordinate with BFAR for deputation of Bantay Dagat and strengthening


of other Bantay Dagat by retraining them.

Brief Situation

The Municipality of Naic garnered an over-all rating of 4.88 or High Performance


in Environmental Governance LGPMS. The LGU is doing an excellent performance in
two out of the three sub-areas which is Coastal Marine Ecosystems Management and
Freshwater Ecosystems Management. However, the Urban Ecosystems Management
needs improvement. Pollution control and proper solid waste management are essential
in preserving the integrity of the environment. More need to be done to gain better
performance in this area.

FRESHWATER ECOSYSTEM MANAGEMENT:

Issues and Concerns

1. Presence of informal settlers along creeks and riverbanks.


2. Declining fish catch in the municipality's river system

The Municipality of Naic garnered an over-all rating of 4.51 or High Performance
in Valuing Fundamentals of Governance. None of the three sub-areas which is
Participation, Transparency, and Financial Accountability marked “Excellent”
performance. These areas need improvements.
