Developing a District Literacy Plan

1. Literacy mission & vision statements


○ The development of a literacy mission statement leads to a
shared understanding and common focus.
○ A mission statement should represent the core philosophy
of the district.
○ What do we (as a district) believe about literacy instruction
for our students?
2. Data analysis
○ What data sources provide insight into our literacy
achievement?
○ Provide an overview of the data in chart or graph
form
○ Determine the root cause
■ Something you can impact.
■ The cause is logical, makes sense, and provides
clarity to the problem. (It is not a symptom)
■ if the cause is dissolved, there is realistic hope that
the problem can be reduced or prevented in the future
3. Measurable student performance goals (SMART)
○ Describe the measurable student achievement goals that
the literacy plan is designed to support progress toward.
○ Consider:
■ Grade level trends
■ Specific literacy skills
■ Additional factors (ex: high teacher
turnover, newly identified curriculum,
etc.)
4. Action plan map(s) / monitoring of plan
○ How will implementation of the literacy plan take place for
each goal that is addressed?
○ Limit your plan to 2-4 goals
■ Action plan maps should have elements of data,
systems, and practices since all are needed to
improve student outcomes
■ Too often, people jump right to practices / programs
■ The systems will allow all students to benefit from the
preventative reading supports and intervention
supports
■ Data will guide successes and opportunities for
improvement
○ How will progress toward goals be monitored, measured,
and reported?
5. Expectations for supports for students and schools (PD plan)
○ Strategies to Support Students - what evidence-based
strategies will you use to improve instruction
○ Ensuring Effectiveness & Improving Upon
Strategies - how will you monitor implementation
○ Professional Development Plan - what will your
professional development plan for teachers include?
