The floods of 2010 have further increased in the poverty of these districts. The
assessments of damage to the property and life in these flood affected districts is being made. In
general the people are in desperate need of support for re-construction of their houses,
replenishment of livestock and agricultural inputs for sustaining their livelihood. Following
project design was shown to the participants:
SPPAP Project Design Overview is under:-
The project will target around 80,000 households or 19% of the poor households in the four
districts. For greater impact the interventions of the project have been proposed to focus on a
limited number of Tehsils and rural Union Councils in each district. The project will begin its
activities in the poorest Tehsil in each district and will only move to the next Tehsil once it has
consolidated its work in the first Tehsil.
Component of the project.
SPPAP has three main components.
(i) Livelihoods Enhancement
(ii) Agriculture and Livestock Development
(iii) Project Management.
Component 1: Livelihoods Enhancement consists of three sub-components; 1.1 Asset creation
1.2 Vocational and entrepreneurial training and 1.3 Community physical infrastructure. The first
sub-component is targeted at women from households that score between 0-11 on the poverty
score card.
The second sub-component is aimed at households with limited skills.
The third sub-component under the Livelihood Enhancement component is Community Physical
Infrastructure (CPI) which is aimed at communities with limited access to basic services.
Component 2: Agriculture and Livestock Development. The agriculture and livestock
development component is directed at the smallholder farmer in Southern Punjab. It consists of
three sub-components; (i) Productivity Enhancement Initiatives (ii) Technology Transfer to
farmers using the Farmer Field Schools approach and (iii) Training of service providers in
agriculture and livestock.
The productivity enhancement sub-component has been designed to provide opportunities to the
smallholder farmer to increase productivity in the crop and livestock sectors.
The second sub-component is designed to transfer available technologies through the Farmer
Field Schools (FFS) methodology.
The third sub-component will finance (a) training of women in livestock management and
production and (b) strengthening of private sector service providers in crop and livestock
production at the village level.
INSTITUTIONAL ARRANGEMENTS
(a) A Project Steering Committee will be constituted which will be chaired by the
Chairman, Planning & Development Board.
(b) Project Management Unit (PMU) will be established under the supervision of the
Planning and Development Department of the Government of Punjab. The PMU will
be based in Bahawalpur District.
(c) Two District Management Units (DMUs) will be established for better coordination
and management of project activities.
(d) Department of Agriculture, Livestock & Dairy Development, Industries and Board
of Revenue.

After the presentation the chair invited the participants for comments / discussion.
Member (Services Sector) has observed that asset creation component is focused to provide
poultry package shall ruminants / large ruminants, Livestock packages but not addressing poorest
of the poor whereas the nomenclature of the scheme is poverty alleviation. In the PC-I, it has
also been mentioned that the project will identify the Community Physical Infrastructure (CPI)
schemes through the community organizations and finance these on share basis. Selected
communities will provide on an average 10 % of the cost for labor, local materials and
supervision costs. It may be justified because the project main focus is to target poorest of the
poor and how that segment of the society will contribute community share. Chief (RP)
responded to the query and explained that the 10% of the community share under CPI schemes
beneficiary share will be charged in the shape of kinds or cash. Under Assets creation major
focus will be provided poultry packages, small lands plots etc. Additional Secretary Finance
Department observed that 80% of the project area and is over lapping with Punjab Economic
Opportunities Programme interventions and how implementing agencies will differentiate results
of both the projects. It may be ensured that activities of Southern Punjab Poverty Alleviation
Project (SPPAP) and Punjab Economic Opportunities Programme may not intermingle with each
other. The house agreed to it. Representative of TEVTA observed that role of their organization
is very limited and it may be specified. The chair responded to it that for Vocational Training
Components interested organizations may be invited to come up through open competition and
accordingly TEVTA may compete at that time.
Decision
This scheme was approved/ cleared in principle for CDWP with following observations:-
1. The data reflected in the PC-I should be based on benchmark survey conducted to
indicate the social indicator of the project area.
2. The Project Director, PMU, Southern Punjab Poverty Alleviation Project and Programme
Coordinator, Punjab Economic Opportunities Programme (PEOP) may be member of
Steering Committees constituted for both the Projects for better coordination regarding
implementation of intervention reflected in the PC-I.
3. The target group particularly women of the project area may be provided health insurance
from the Insurance Companies available in the project area. The Amount of health
insurance may be met from prices contingencies earmarked in the cost estimate of the
scheme.
4. Size of PMU of the scheme located at Bahawalpur may be smart and its function may be
to look after the business of Districts Management Units. The post of Deputy Director
and Assistant Director may be allocated to Districts units.
5. PMU may have two specialists in the hierarchy for Livestock, Dairy Development and
Agriculture components.
6. The salary package offered for different position of PMU and DMUs may be
standardized as per Government of Punjab rates.
