there are changes in the applicable CQC staff, onsite production


supervision or work crew; if work on a definable feature is resumed after
a substantial period of inactivity; or if other problems develop.

3.7 TESTS

3.7.1 Testing Procedure

Perform specified or required tests to verify that control measures are


adequate to provide a product which conforms to contract requirements.
Upon request, furnish to the Government duplicate samples of test
specimens for possible testing by the Government. Testing includes
operation and/or acceptance tests when specified. Procure the services of
a Corps of Engineers approved testing laboratory or establish an approved
testing laboratory at the project site. Perform the following activities
and record and provide the following data:

a. Verify that testing procedures comply with contract requirements.

b. Verify that facilities and testing equipment are available and comply
with testing standards.

c. Check test instrument calibration data against certified standards.

d. Verify that recording forms and test identification control number


system, including all of the test documentation requirements, have
been prepared.

e. Record results of all tests taken, both passing and failing on the CQC
report for the date taken. Specification paragraph reference,
location where tests were taken, and the sequential control number
identifying the test. If approved by the Contracting Officer, actual
test reports are submitted later with a reference to the test number
and date taken. Provide an information copy of tests performed by an
offsite or commercial test facility directly to the Contracting
Officer. Failure to submit timely test reports as stated results in
nonpayment for related work performed and disapproval of the test
facility for this Contract.

3.7.2 Testing Laboratories

The testing laboratory must be accredited by an independent third party


accrediting agency to ISO 17025 or ASTM E329 or validated by USACE. The
listing of validated testing laboratories in the Middle East region is
attached hereto.

3.7.2.1 Capability Check

The Government reserves the right to check laboratory equipment in the


proposed laboratory for compliance with the standards set forth in the
contract specifications and to check the laboratory's testing procedures
and techniques and compliance with ISO 17025 or ASTM E329 and other
specified standards.

3.7.2.2 Capability Recheck

If the selected laboratory fails the capability check, the Contractor will
be assessed a charge of $6,000 to reimburse the Government for each
succeeding recheck of the laboratory or the checking of a subsequently

1.6.1 Laboratory Accreditation

include the required test methods, as specified. Furthermore, the testing
must comply with the following requirements:

1.6.1.1 Aggregate Testing and Mix Proportioning

Perform aggregate testing and mixture proportioning studies in an


accredited laboratory, under the direction of a registered professional
engineer in a U.S. state or territory who is competent in concrete
materials. This person is required to sign all reports and designs.

1.6.1.2 Acceptance Testing

Furnish all materials, labor, and facilities required for molding, curing,
testing, and protecting test specimens at the site and in the laboratory.
Furnish and maintain boxes or other facilities suitable for storing and
curing the specimens at the site while in the mold within the temperature
range stipulated by ASTM C31/C31M.

1.6.1.3 Contractor Quality Control

All sampling and testing must be performed by an approved, onsite,


independent, accredited laboratory.

1.6.2 Quality Control Plan

Submit a concrete quality control program in accordance with the


guidelines of ACI 121R and as specified herein. Identify the approved
laboratories. Provide direct oversight for the concrete qualification
program inclusive of associated sampling and testing. Provide all quality
control reports to the Quality Manager, Concrete Supplier and the
Contracting Officer. Maintain a copy of ACI SP-15 and CRSI 10MSP at the
project site.

1.6.3 Pre-installation Meeting

A pre-installation meeting with the Contracting Officer is required at


least 10 days prior to start of construction. Conduct the meeting with
the Project Superintendent and active installation personnel present.

1.6.4 Special Properties and Products

Concrete may contain admixtures other than air entraining agents, such as
water reducers, superplasticizers (only permitted with silica fume), or
set retarding agents to provide special properties to the concrete, if
specified or approved. Include any of these materials to be used on the
project in the mix design studies.

1.6.5 Technical Service for Specialized Concrete

Obtain the services of a factory trained technical representative to


oversee proportioning, batching, mixing, placing, consolidating, and
finishing of specialized structural concrete. The technical
representative must be on the job full time until the Contracting Officer
is satisfied that field controls indicate concrete of specified quality is
furnished and that the crews are capable of continued satisfactory work.
Make the technical representative available for consultation with and
advising Government forces.

1.5.2 Other Staff

Submit for approval, the qualifications and resumes for the following
staff:

1.5.2.1 Petrographer

Bachelor of Science degree in geology or petrography, trained in


petrographic examination of concrete aggregate according to ASTM C294
ASTM C295/C295M, ASTM C856 and trained in identification of the specific
deleterious materials, causes and reactions, and tests identified in this
specification. Resume must detail the education, training and experience
related to the project-specific test methods and deleterious materials and
must be submitted at least 20 days before petrographic and deleterious
materials examination is to commence. The resume must include actual
experience, project name and location noted either as the principal
petrographer or understudy (with principal petrographer noted) in testing
and analysis of deleterious constituents in aggregate as outlined in
Tables 3 and 4.

1.5.2.2 Licensed Surveyor

Perform all survey work under the supervision of a Licensed Surveyor.

1.5.2.3 3 Concrete Batch Plant Operator

National Ready Mix Concrete Association (NRMCA) Plant Manager


certification at the Plant Operator level.

1.5.3 Laboratory Accreditation and Validation

Provide laboratory and testing facilities. Submit accreditation of the


commercial laboratory by an independent evaluation authority, indicating
conformance to ASTM C1077, including all applicable test procedures. The
laboratories performing the tests must be accredited in accordance with
ASTM C1077, including ASTM C78/C78M, ASTM C1260, and ASTM C1567. The
accreditation must be current and must include the required and optional
test methods, as specified throughout this Section.

1.4.3 Laboratory Accreditation and Validation

Provide laboratory and testing facilities. Submit accreditation of the


commercial laboratory by an independent evaluation authority, indicating
conformance to ASTM C1077, including all applicable test procedures. The
laboratories performing the tests are required to be accredited in
accordance with ASTM C1077, including ASTM C78/C78M and ASTM C1260.
Provide current accreditation and include the required and optional test
methods, as specified. In addition, all contractor quality control
testing laboratories performing acceptance testing require USACE
validation by the Material Testing Center (MTC) for both parent laboratory
and on-site laboratory. Validation on all laboratories is required to
remain current throughout the duration of the paving project. Contact the

scheduling. Provide onsite temperature-controlled concrete curing
facilities. Contracting Officer may consider equivalent Saudi Arabia
Laboratory certification.

1.4.3.1 Aggregate Testing and Mix Proportioning

Aggregate testing and mixture proportioning studies are required to be


performed by a commercial laboratory.

1.4.3.2 Acceptance Testing

Provide all materials, labor, and facilities required for molding, curing,
testing, and protecting test specimens at the paving site and in the
laboratory. Provide steel molds for molding the beam specimens. Provide
and maintain boxes or other facilities suitable for storing and curing the
specimens at the paving site while in the mold within the temperature
range stipulated by ASTM C31/C31M. Provide flexural loading equipment in
accordance with ASTM C78/C78M.

1.4.3.3 Contractor Quality Control

All sampling and testing is required to be performed by an approved,


onsite, independent, commercial laboratory, or for cementitious materials
and admixtures, the manufacturer's laboratory.

1.4.3.4 Laboratory Inspection

The Government will inspect all laboratories requiring validation for


equipment and test procedures prior to the start of any concreting
operations for conformance to ASTM C1077. Schedule and provide payment
for laboratory inspections. Additional payment or a time extension due to
failure to acquire the required laboratory validation is not allowed. The
laboratory is to maintain this certification for the duration of the
project.

1.4.4 Preconstruction Testing of Materials

All sampling and testing is required to be performed. Use an approved


commercial laboratory or, for cementitious materials and chemical
admixtures, a laboratory maintained by the manufacturer of the material.
Materials are not allowed to be used until notice of acceptance has been
