DISPOSAL

PART 1 GENERAL
1.01 SUMMARY

1.02 DEFINITIONS
A. Construction Waste: Building and site improvement materials and other solid waste resulting
from construction, remodeling, renovation, or repair operations. Construction waste includes
packaging.
B. Demolition Waste: Building and site improvement materials resulting from demolition or
selective demolition operations.
C. Disposal: Removal off-site of demolition and construction waste and subsequent sale,
recycling, reuse, or deposit in landfill or incinerator acceptable to authorities having
jurisdiction.
D. Recycle: Recovery of demolition or construction waste for subsequent processing in
preparation for reuse.
E. Salvage: Recovery of demolition or construction waste and subsequent sale or reuse in
another facility.
F. Salvage and Reuse: Recovery of demolition or construction waste and subsequent
incorporation into the Work.

1.03 PERFORMANCE REQUIREMENTS
A. General: The Contractor is to develop a waste management plan that results in end-of-Project
rates for reuse, salvage, or recycle waste materials to divert a minimum of the following:
1. 75 percent by weight of total construction from landfill and incineration, and redirect
recyclable material back to manufacturing process generated by the Work to achieve
both LEED Credit MRc2.1 and MRc2.2.
a. Recycle as many of the waste materials as economically feasible. Minimize waste
sent to landfills.
b. The Waste Management Plan is to be coordinated with all subcontractors for
conformance to this Section.
c. The Contractor will be responsible to separate and dispose all materials at a point
pre-determined by the General Contractor.
d. The Contractor will be responsible to provide all necessary documentation and
efforts which will be required to successfully complete all LEED requirements in
accordance with the approved Waste Management Plan.
e. Refer to Section 01 81 13 “Sustainable Design Requirements” for additional
requirements.
B. The Owner’s goal is to salvage and recycle as much nonhazardous demolition and
construction waste as possible:
1.04 SUBMITTALS
A. Qualification Data: For Waste Management Coordinator.
B. Waste Management Plan: Submit three (3) copies of draft management plan within 15 days
of date established for the Notice to Proceed.
1. The Draft Construction Waste Management Plan shall include the Best Management
Practices described in Part 3 of this Section.
2. In the Plan designate an on-site party (or parties) responsible for instructing workers and
overseeing and documenting results of the Construction Waste Management Plan for the
Project.
3. Once the Owner’s Representative has determined which of the BMPs contained in the
draft Plan are acceptable, the Contractor shall submit, within 5 working days, a Final
Construction Waste Management Plan.
a. The Contractor shall distribute copies of the Construction Waste Management Plan
to the Job Site Foreman, each Subcontractor, the Owner’s Representative, and the
Architect before work commences on the site.
b. Confirm to the Owner’s Representative and Architect in writing that each
Subcontractor has received a copy of the approved Construction Waste
Management Plan.
c. Approval by the Owner’s Representative of the Contractor's Construction Waste
Management Plan will not relieve the Contractor of responsibility for adequate and
continuing control of pollutants and other environmental protection measures
specified.
4. The Contractor will not be allowed to proceed until an approved Waste Management Plan
is in place.

C. Waste Reduction Progress Reports: Concurrent with each Application for Payment, submit
three (3) copies of progress report. Include separate reports for demolition and construction
waste. Include the following information. Failure to submit this information shall render the
Application for Payment incomplete and shall delay Progress Payment.
1. Material category.
2. Total quantity of waste.
a. The amount (in tons or cubic yard of material) of material landfilled from the Project,
the location of the Receiving Facility, how the waste will be reused or recycled, the
total amount of tip fees paid at the landfill, and the total disposal cost including
transportation costs, container rental costs, taxes, etc. Include manifests, weight
tickets, receipt, and invoices
3. Quantity of waste salvaged.
a. Provide the date removed from the jobsite, the location of the Receiving Facility, the
amount of any money paid or received for the salvaged material, and the total
disposal cost including transportation costs, container rental costs, taxes, etc.
Include manifests, weight tickets receipts, and invoices. Obtain average recycling
rates for each co-mingled material from each receiving facility where co-mingled
waste materials are delivered
4. Quantity of waste recycled.
a. Provide the date removed from the jobsite, the location of the Receiving Facility, the
amount of any money paid or received for the recycled material, and the total
disposal cost including transportation costs, container rental costs, taxes, etc.
Include manifests, weight tickets receipts, and invoices. Obtain average recycling
rates for each co-mingled material from each receiving facility where co-mingled
waste materials are delivered
5. Total quantity of waste recovered (salvaged plus recycled).
a. Totals for date including: trash generated by weight and percentage of total; waste
materials generated by weight and percentage of total identified by salvaged for
resale, salvaged for reuse, or recycled; cost savings; and percentage of disposal
fees saved.
b. Total quantity of waste recovered (salvaged plus recycled) as a percentage of total
waste.
6. Cost savings by waste material due to salvaging, reusing, and recycling materials.
Calculate the savings based upon the cost per ton for disposal at landfill compared to the
cost per ton for salvaging, reusing, and recycling materials.
D. Waste Reduction Calculations: Before request for Contract Completion, submit three (3)
copies of calculated end-of-Project rates for salvage, recycling, and disposal as a percentage
of total waste generated by the Work.
1. Use the LEED calculation methodology as defined in the LEED Reference Guide to
determine the overall waste diversion rate for the Project.
2. Measurement of diversion rate is based upon either weight or volume, but must be
consistent throughout.
a. If co-mingled recycling services are used, the recycling service must be required to
provide hauling receipts outlining what percentage of weight was diverted from
landfill and where each materials was diverted to.

b. Material sent to a landfill for use as ADC may only be included as “recycled” material
in the construction waste management calculations if the landfill provides a letter
stating the material was received from the project and was specifically used for
ADC, including date of use.
E. Records of Donations: Indicate receipt and acceptance of salvageable waste donated to
individuals and organizations. Indicate whether organization is tax exempt.
F. Records of Sales: Indicate receipt and acceptance of salvageable waste sold to individuals
and organizations. Indicate whether organization is tax exempt.
G. Recycling and Processing Facility Records: Indicate receipt and acceptance of recyclable
waste by recycling and processing facilities licensed to accept them. Include manifests,
weight tickets, receipts, and invoices. Computer generated records of waste disposition will
be acceptable if they show all pertinent data.
H. Landfill and Incinerator Disposal Records: Indicate receipt and acceptance of waste by
landfills and incinerator facilities licensed to accept them. Include manifests, weight tickets,
receipts, and invoices. Computer generated records of waste disposition will be acceptable if
they show all pertinent data.
1.05 QUALITY ASSURANCE
A. Waste Management Coordinator Qualifications: LEED Accredited Professional by U.S. Green
Building Council.
1. Designate an on-site party (or parties) responsible for instructing workers and overseeing
and documenting results of the Construction Waste Management Plan for the Project.
a. Provide on-site instruction of appropriate separation, handling, and recycling,
salvage, reuse, and return methods to be used by all parties at the appropriate
stages of the Project. Conduct meetings, post signage, draft subcontractor
agreements to communicate the goals of the waste reduction plan.
b. Maintain current waste management records and perform calculations for the
Project.
B. Refrigerant Recovery Technician Qualifications: Certified by EPA-approved certification
program.
C. Regulatory Requirements: Comply with hauling and disposal regulations of authorities having
jurisdiction.
D. Waste Management Conference: Conduct conference at Project site to review methods and
procedures related to waste management including, but not limited to, the following:
1. Review and discuss waste management plan including responsibilities of Waste
Management Coordinator.
2. Review requirements for documenting quantities of each type of waste and its
disposition.
3. Review and finalize procedures for materials separation and verify availability of
containers and bins needed to avoid delays.
4. Review procedures for periodic waste collection and transportation to recycling and
disposal facilities.
5. Review waste management requirements for each trade.
E. The Contractor, or sub-contractor, that contaminates a recycle bin with unauthorized materials
making the container unusable for recycling will be assessed a compensating fine for the cost
of removing unauthorized debris from container. Fines will be levied on the respective
Contractor responsible for any of their sub-contractors contamination.

1.06 WASTE MANAGEMENT PLAN
A. General: Develop plan consisting of waste identification, waste reduction work plan, and
cost/revenue analysis. Include separate sections in plan for demolition and construction
waste. Indicate quantities by weight or volume, but use same units of measure throughout
waste management plan.
B. Waste Identification: Indicate anticipated types and quantities of demolition, site-clearing, and
construction waste generated by the Work. Include estimated quantities and assumptions for
estimates.
C. Waste Reduction Work Plan: List each type of waste and whether it will be salvaged,
recycled, or disposed of in landfill or incinerator. Include points of waste generation, total
quantity of each type of waste, quantity for each means of recovery, and handling and
transportation procedures.
1. Primary Recycling Target Materials: The following categories shall be diverted from
landfill to a recycling facility:
a. Plant materials from site clearing (rocks and soil must be excluded)
b. Clean dimensional wood, pallet wood, plywood, OSB, and particleboard
c. Asphalt, concrete, brick and masonry
d. Ferrous and non-ferrous metals
e. Gypsum products, acoustical ceiling tile
f. Cardboard, paper (including blueprints), paper-based packaging
2. Secondary Recycling Target Materials: The following categories shall be considered for
diversion from landfill to a recycling facility:
a. Paint
b. Glass (bottles and plate) porcelain
c. Plastics, plastic film, fiberglass (solid)
d. Carpet and pad: 100% Reclamation
e. Non-asbestos roofing
f. Mechanical and electrical equipment
g. Batteries
h. Doors, windows frames, relites, hardware, millwork
3. Salvaged Materials for Reuse: For materials that will be salvaged and reused in this
Project, describe methods for preparing salvaged materials before incorporation into the
Work.
4. Salvaged Materials for Sale: For materials that will be sold to individuals and
organizations, include list of their names, addresses, and telephone numbers.
5. Salvaged Materials for Donation: For materials that will be donated to individuals and
organizations, include list of their names, addresses, and telephone numbers.
6. Recycled Materials: Include list of local receivers and processors and type of recycled
materials each will accept. Include names, addresses, and telephone numbers.
7. Disposed Materials: Indicate how and where materials will be disposed of. Include
name, address, and telephone number of each landfill and incinerator facility.
8. Handling and Transportation Procedures: Include method that will be used for separating
recyclable waste including sizes of containers, container labeling, and designated
location on Project site where materials separation will be located.

a. Protect materials to be recycled from contamination. Handle, store, and transport
materials in a manner that meets the requirements of the designated facilities for
acceptance.
1) Remove and relocate reusable materials to be reinstalled or retained in a
manner to prevent damage or contamination.
2) Conduct construction and demolition in such a manner to minimize damage to
trees, plants and natural landscape environment.
D. Cost/Revenue Analysis: Indicate total cost of waste disposal as if there was no waste
management plan and net additional cost or net savings resulting from implementing waste
management plan. Include the following:
1. Total quantity of waste.
2. Estimated cost of disposal (cost per unit). Include hauling and tipping fees and cost of
collection containers for each type of waste.
3. Total cost of disposal (with no waste management).
4. Revenue from salvaged materials.
5. Revenue from recycled materials.
6. Savings in hauling and tipping fees by donating materials.
7. Savings in hauling and tipping fees that are avoided.
8. Handling and transportation costs. Include cost of collection containers for each type of
waste.
9. Net additional cost or net savings from waste management plan.

PART 2 PRODUCTS
2.01 Prequalified construction waste management and disposal services
A. To be Determined
1. All Subcontractors will be required to utilize this company under the coordination of the
Contractor.
2.02 WASTE CONTAINERS
A. Durable, covered, secured, reusable container for each category or waste.
B. Signs for each container: At least 6 feet by 3 feet, exterior grade panel, painted, message in
large letters identifying waste category and waste hauling/disbursement subcontractor.

PART 3 EXECUTION
3.01 PLAN IMPLEMENTATION
A. General: Implement waste management plan as approved by the Owner’s Representative
and Architect. Provide handling, containers, storage, signage, transportation, and other items
as required to implement waste management plan during the entire duration of the Contract.
1. Minimize the creation of construction and demolition waste on the job site. When
designing the Construction Waste Management Plan, the Contractor may use more than
one of these practices (simultaneously or phased in) as work progresses. In general, the
steps include:
a. Prevent waste in the first place:
1) Order materials precut to required size.
2) Order exact quantity required.

3) Use detailed take-offs to identify location and uses in structure to reduce risk of
unplanned and potentially wasteful cuts.
4) Verify that field measurements are as indicated on construction and/or shop
drawings before confirming product orders or proceeding with work.
5) Protect products from damage during storage, installation and in-place.
6) Materials that become wet, damp or unusable for any reason due to improper
storage shall be replaced at the Contractor’s expense.
7) Request products delivered to the Site with packing materials that can be
returned to sender, reused by others, or easily recycled.
8) Coordinate the schedule of product delivery to designated prepared areas in
order to minimize site storage time and potential damage to stored materials.
b. Reuse materials that would otherwise become waste:
1) Use temporary materials and facilities that will be reused at other projects.
2) Reuse on-site waste for patching existing work.
3) Arrange for the return of packing materials, such as wood pallets, where
economically feasible.
B. Waste Management Coordinator: Engage a waste management coordinator to be responsible
for implementing, monitoring, and reporting status of waste management work plan.
Coordinator shall be present at Project site full time for duration of Project.
1. It is required by the Contractor and all subcontractors that ALL Construction Materials or
demolition materials that leave the Project site shall be under the supervision of the
Waste Management Coordinator.
C. Training: Train workers, subcontractors, and suppliers on proper waste management
procedures, as appropriate for the Work occurring at Project site.
1. Distribute waste management plan to everyone concerned within three (3) days of
submittal return.
2. Distribute waste management plan to entities when they first begin work on-site. Review
plan procedures and locations established for salvage, recycling, and disposal.
D. Site Access and Temporary Controls: Conduct waste management operations to ensure
minimum interference with roads, streets, walks, walkways, and other adjacent occupied and
used facilities.
1. Designate and label specific areas on Project site necessary for separating materials that
are to be salvaged, recycled, reused, donated, and sold.
3.02 RECYCLING CONSTRUCTION WASTE, GENERAL
A. General: Recycle paper and beverage containers used by on-site workers.
B. Procedures: Separate recyclable waste from other waste materials, trash, and debris.
Separate recyclable waste by type at Project site to the maximum extent practical.
1. Separate construction waste at the project site by one of the following methods:
a. Source Separated Method: Waste products and materials, that are recyclable, are
separated from trash and sorted into appropriately marked separate containers and
then transported to the respective recycling facility for further processing. Trash is
transported to a landfill.
b. Co-Mingled Method: Selected waste materials are placed into a single container and
then transported to a recycling facility where the recyclable materials are sorted and
processed and the remaining trash and waste materials are handled separately.

c. Hazardous Wastes: Separate, store, and dispose of hazardous waste according to
local regulations.
d. Other methods proposed by the Contractor and approved by the Architect.
2. Provide appropriately marked containers or bins for controlling recyclable waste until they
are removed from Project site. Include list of acceptable and unacceptable materials at
each container and bin.
a. Inspect containers and bins for contamination and remove contaminated materials if
found.
b. Keep recycling and waste bin areas neat and clean and clearly marked in order to
avoid contamination of materials.
3. Stockpile processed materials on-site without intermixing with other materials. Place,
grade, and shape stockpiles to drain surface water. Cover to prevent windblown dust.
4. Stockpile materials away from construction area. Do not store within drip line of
remaining trees.
5. Store components off the ground and protect from the weather.
6. Remove recyclable waste off Owner's property and transport to recycling receiver or
processor.
3.03 RECYCLING CONSTRUCTION WASTE
A. Packaging:
1. Cardboard and Boxes: Break down packaging into flat sheets. Bundle and store in a dry
location.
2. Polystyrene Packaging: Separate and bag materials.
3. Pallets: As much as possible, require deliveries using pallets to remove pallets from
Project site. For pallets that remain on-site, break down pallets into component wood
pieces and comply with requirements for recycling wood.
4. Crates: Break down crates into component wood pieces and comply with requirements
for recycling wood.
B. Site-Clearing Wastes: Chip brush, branches, and trees on-site or at landfill facility.
C. Wood Materials:
1. Clean Cut-Offs of Lumber: Grind or chip into small pieces.
2. Clean Sawdust: Bag sawdust that does not contain painted or treated wood.
3.04 DISPOSAL OF WASTE
A. General: Except for items or materials to be salvaged, recycled, or otherwise reused, remove
waste materials from Project site and legally dispose of them in a landfill or incinerator
acceptable to authorities having jurisdiction.
1. Except as otherwise specified, do not allow waste materials that are to be disposed of
accumulate on-site.
2. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces
and areas.
B. Burning: Do not burn waste materials.
C. Disposal: Transport waste materials off Owner's property and legally dispose of them.
