CHAPTER - 1
1.2.2 The printed hard copy of the bid documents shall not be issued. The bidders
shall have to down load the same from the GMB website.
1.2.3 The bidders shall submit completed bid document only by Registered Post
AD / Speed Post so as to reach the Executive Engineer(c), Construction
division,GujaratMaritime Board, Porbandar up to Dt. 16/11/2018 up to office
hours i.e.the last date of submission of the bid. The cover containing both the cover of
technical & price bid shall be super-scribed by Consultancy services for "Restoration Of
Existing Deck Bridge nr.lime kiln area at Porbandar Port.Phase-1 Soil Investigation &
Structural Design etc. Bridge (Length 70.71 meter in Length)"
On top of the main envelope while posting. Both the cover for Technical and price bid
shall be in separate cover super scribing "TECHNICAL BID" as well as "PRICE BID".
1.2.4 The offer shall be valid for 120 (one hundred twenty) days from the opening of the
bid.
1.2.5 Bid document fee of Rs. 1,500/- (non-refundable) shall have to be furnished in
form of DD/bankers cheque issued by Nationalized/Scheduled bank/ICICI, HDFC, IDBI
or AXIS bank drawn in favors of "Gujarat Maritime Board" payable at PORBANDAR
along with Technical bid.
1.2.6 The bid document without bid document fees shall be consider non-responsive
and shall be rejected.
1.2.7 Conditional tender shall not be accepted.
1.2.8 This tender notice shall form a part of tender document.
1.2.9 The Empanelled consultants are advised to read carefully all the Instructions and
conditions stipulated in the tender documents.
1.2.10 The Gujarat Maritime Board reserves the rights to reject any or all tenders
without assigning any reason thereof.
1.2.11 Empanelled consultants are bound by Government rules and regulation being
issued from time to time.
1.2.12 Any kind of amendment shall be published only on-line and shall be final and
binding to all empanelled consultant.
1.2.13 Format for undertaking (on stamp paper of Rs.100/-):As per Annexure III
Offer of above work shall be quoted inclusive of all taxes including service tax,
incidentals, over heads, traveling expenses, accommodation, printing and
binding of reports, all sundries, all other expenditure for execution of these
services / assignment covering all ‘Terms and conditions’ (as per this tender
document).
1.2.14 The Tender Bids will be opened on Dt. 17/11/2018 at 12.00 hrs. in
the office of the Executive Engineer (Civil), Construction Divsion, Gujarat
Maritime Board, Porbandar.
1.2.15 GMB reserves right to reject any or all offer without assigning any
reason/reasons thereof.

CHAPTER – 2
SCOPE OF THE WORK
The work entails carrying out marine geotechnical investigation work, which includes
following.
Bore holes for designing bridges at Porbandar Port.
1) Mobilization of machinery and manpower along with suitable platform mounted
with hydraulic drill rig, water pump, testing tools, accessories, power pack, store house
etc. or any other suitable temporary structure to access the bore location to carry out
marine boreholes and related in-situ tests in boreholes shall be included in the price
quoted by the consultant.
2) Survey and precise positioning of the borehole and in-situ test locations using
approved make DGPS.
3) Shifting of work platform on Bridge/Culvert as per the bore hole location.
4) Sinking relevant number of marine boreholes at desired locations from existing
sea/creek bed w.r.t to chart datum.
5) Level up to termination depth (-)20.00 meter and (-) 15.00 M with respect to chart
datum) as explained in the coming section of the tender document.
6) Carrying out Standard Penetration Tests (SPT) in the bore holes as per the technical
specification of the contract.
7) Disturbed and undisturbed sampling of soil in the boreholes as per the
technical specification of the contract.
8) Logging visually identifiable litho-logical and engineering characteristics of the soil
and rock core samples recovered from the boreholes.
9) Preparation and submission of the laboratory test schedules along with preliminary
field logs for client/consultant’s approval.
10) Packing, labelling and dispatching the soil samples for laboratory test schedules.
11) To carryout various laboratory tests in accordance with technical
Specification of the contract and approved laboratory test schedule.
12) Preparation and submission of the geotechnical investigation report complying the
technical specification of the contract.
13.) All the permissions/NOC which need to be taken from other department shall be
taken by the Agency at their own Cost. Necessary co-operation will be provided by GMB
to obtain it.
1. SCHEDULE OF SERVICES
The consultant shall render following services: -
Stage-l
a. A kick of meeting with concerned GMB authorities followed by site visit.
b. Collect all the data from GMB and other sources to be utilized for soil
investigation design of structures proposed for the work/project.
c. Understanding GMB’s requirements.
d. Examine the site conditions to become fully acquainted for the proposed
work/project.
e. Prepare conceptual report like number of bore holes and testing details based on
data as per norms.
f. Presentation of the scheme.
g. Submission shall be in Five hard copies as well as in Five soft copy.
Stage-2
a. Based on working methodology, soil investigation work shall be started as per the
approved report. The soil investigation shall be carried out as per relevant IS code.
b. After completion of soil investigation testing shall be carried out in laboratory and
detailed preliminary report shall be prepared and submitted to GMB for approval
c. Submission shall be in Five hard copies as well as in soft copy..
d. All drawings shall be made on computer on AutoCAD 2000 or above version and
submitted to GMB for approval.
e. All soil analysis shall be carried out with sound engineering practice and as per all
relevant IS Codes.
Note:
1. GMB shall provide available input data/ information such as layout plan, etc.,

expert / technical institute than Consultancy firms shall attend meeting with

8. The soil investigation report shall be property of GMB.
2. INTRODUCTION
The soil investigation work is to be carried out for sub soil characteristics to design of
foundation of PROPOSED BRIDGE WORKS AT PORBANDAR PORT.
3. Objective
The soil investigation will consist of boring, conducting in-situ tests, collection of
disturbed and undisturbed soil core samples from the boreholes and conducting
relevant laboratory tests as specified herein. The objective of this investigation is to
ascertain the nature and properties of soil available at different locations of site at
various depths and recommend foundation for the proposed structures and for other
design requirements.
4. Term of Reference
4.1 General
The Term of Reference covered under soil investigation includes setting out, field
investigation, laboratory testing and submission of soil investigation reports
incorporating the observations made during the field investigation and the results of
laboratory tests, analysis of all results, foundation/ pavement recommendations with
calculations and other related information along with necessary charts, curves and
drawings. The investigation shall consist of sinking boreholes by approved method of
boring, standard penetration tests, and collection of disturbed and undisturbed soil
samples, collection of water samples and conducting necessary laboratory tests at a
recognized and approved soil laboratory.
The work shall be carried out in conformity to relevant Bureau of Indian Standards
(BIS)/IRC/MORTH of latest revision for respective types of structures.
The consultant shall be responsible for the setting out of the position of each borehole
in consultation with representative of GMB.

handed over to the Engineer in air-tight container for the purpose of record.
ii) Undisturbed Samples
Undisturbed samples in cohesive soils shall be taken from the boreholes at 1.5m
intervals alternate with SPT or at every identifiable change of strata whichever is
met earlier. Sampling procedures and samplers for recovering undisturbed samples
shall normally conform to IS:2132 unless otherwise specified and directed by the
Engineer.
The samples shall be sealed, packed and properly labeled and transported to the
laboratory as laid down in IS:2132. The top and bottom of a sample must be
indicated clearly on the sample tube to facilitate the laboratory testing in proper
orientation as specified by the Engineer.
C. Testing
Following field/laboratory tests are required to carry out on disturbed/undisturbed
soil samples to know the different characteristics of the soil/rock.

5. REPORTS
5.1 Preliminary Report and Records
On completion of each borehole, three copies of a preliminary borehole log shall be
submitted to the GMB.
These preliminary bore logs shall show:
vii) The levels at which each separate ground water level is first encountered and at
which it comes to rest (standing water level).
5.2 Draft and Detailed Report
On completion of all field and laboratory testing, the consultant shall submit five
copies of draft report to GMB. The report shall include detailed bore logs, subsoil
section, field test results laboratory observations and test results both in tabular as
well as graphical form, practical and theoretical considerations for the interpretation of
test results, the supporting calculations for the conclusions drawn etc. If required,
draft report shall be modified as suggested by GMB. The draft report shall also include
the following;
iii) A description of the procedures of investigation and testing employed and list of
equipment used.
iv) Detailed bore logs, subsoil sections, laboratory and field test results both
in tabular as well as in graphical form, showing variations of each of the
soil Properties with depths in each borehole.
v) A true cross section of all individual bore holes with reduced levels and
coordinates showing the classification and thickness of individual stratum,
position of ground water table, various in-situ tests conducted and samples
collected at different depths and the rock stratum, if met with.
vi) Field and laboratory test results along with graphs and tables used for
computation.
vii) Plot of SPT value (both field and corrected) with depth.
viii) The stress-strain diagrams as well as MoHR circle envelopes for unconfined
compression tests, triaxial tests and shear strength of rock sample.
ix) ‘e’ vs log ‘p’, compression vs. log ‘t’ or compression vs. ‘square root t’ plots
depending upon the shape of the plot to determine the coefficient of consolidation
‘Cv’ and time for 50% and 90% primary consolidation.
xi) Recommendation regarding the allowable safe bearing capacity of soil, settlement
analysis, ground improvement along with the depth of foundations.
contractor shall incorporate in his report the agreed modifications and after
getting the amended draft report approved, six (6) copies of the detailed final
report shall be submitted along with the graphs, tables etc. Electronic (soft)
copies of the final report in MS word and MS Excel format shall also be
submitted in CD. The graphs and drawings shall also be submitted in AutoCAD
format.
6.0 The execution of soil investigation work may be conducted during port
operations/cargo handling/Port approach road daily traffic. The agency shall
have to take care using proper Barrier arrangement during execution of work if
required so as not to cause any major hindrance to traffic and to have safety
precaution measure to be taken as required or as directed by EIC.

Period than GMB reserves its right to recover an amount at the rate of 0.5 % of
the Contract Price per week of delay due to reasons solely attributable to
Empaneled consultants up to a maximum of 10% of the Contract Price.

hereinafter called "the Employer” of the one part and _______________________________________

WHEREAS the Employer is desirous that certain tasks be performed for verification/vetting of the

at Porbandar Port.Phase-1 Soil Investigation & Structural Design etc. Bridge (Length 70.71 meter in
Length)" and has accepted a proposal by the " Consultant" as referred in the assignment NOW THIS
AGREEMENT WITNESSETH as follows:
In this agreement words and expression shall have the same meaning as are respectively assigned to
them in the Conditions of Tender Document hereinafter referred to.
The following documents shall be deemed to form and be read and construed as part of this
Agreement, viz.-
a) The Tender Document for Survey Work Consultancy services for Soil Investigation for the
"Restoration Of Existing Deck Bridge nr.lime kiln area at Porbandar Port.Phase-1 Soil Investigation &
Structural Design etc. Bridge (Length 70.71 meter in Length)"as issued by the Employer.
b) All amendments to the Tender Document for ‘Consultancy services for Soil Investigation for the
"Restoration Of Existing Deck Bridge nr.lime kiln area at Porbandar Port.Phase-1 Soil Investigation & Structural
Design etc. Bridge (Length 70.71 meter in Length)"as issued by the Employer prior to submission of the
bids.
c) Acceptance letter issued by the Employer vide No.__________ dated………….and "Consultant" tender
proposal with all correspondence exchanged between the Employer and the Consultant up to the date
of issue of acceptance letter as specifically referred to in the said acceptance letter.
The Employer hereby covenants to pay the "Consultant" in consideration of the execution,
completion, of the works the contract charges/fees at the times and in the manner prescribed in Price
bid.
IN WITNESS WHEREOF the parties hereto have caused their respective Common Seals to be hereunto
