Executive Order No. 03-008-2019

AN ODER PROVIDING STANDARDS FOR THE CONTROL AND ELIMINATION OF DENGUE IN THE
MUNICIPALITY OF GARCIA-HERNANDEZ THROUGH THE CREATION OF THE GARCIA-HERNANDEZ ANTI-
DENGUE COMMITTEE AND BARANGAY ANTI-DENGUE TASK FORCES IN THE THIRTY (30) BARANGAYS OF
GARCIA-HERNANDEZ, BOHOL.

WHEREAS, the municipality of Garcia – Hernandez and its component barangays, as local government
unit, are mandated under the local Government Code to promote health and safety of its constituents
by providing measures to prevent and control the spread of diseases, particularly Dengue, and provide
assistance to those afflicted;

WHEREAS, Environmental Sanitation is still the most effective way in the elimination and ultimate
destruction of breeding sites of the mosquito vector carrying the disease;

WHEREAS, Environmental Sanitation as preventive measure can be achieved and sustained through
community participation at the lowest level of the community which is the Barangay and down to its
Purok level;

WHEREAS, given the preventability of the disease, it is prudent to provide for a community-based
dengue prevention and control mechanism, and strengthen existing policies that are already being
implemented by the LGU and DOH;

NOW THEREFORE, I, HON. TITA V. BAJA-GALLENTES, Mayor of the Municipality of Garcia-Hernandez, by


virtue of the powers vested in me law, do hereby order the following:

Section 1. Garcia Hernandez Anti Dengue Committee. A Garcia-Hernandez Anti-Dengue Committee is


hereby created. The Committee shall be composed by the following:

Chairman : Hon. Tita V. Baja-Gallentes - Mayor

Vice Chairman : Dr. Enriqueto L. Acenas - Municipal Health Officer

Members : Hon. Alfonso T.


Section 2. Function and responsibilities. Consistent with rules and guidelines issued by the
Department of Health regarding the control and prevention of dengue, the Committee shall have the
following powers and functions:

1. Engage the participation of all households, and the public and private sector on the driver
to abate the number of dengue cases in the municipality;
2. Conduct information and education campaigns on the prevention and control of dengue;
3. Provide technical and logistical support to thirty (30) barangay Anti-Dengue Task Forces;
4. Institutionalize an affective recording and reporting system for vector control and
surveillance information;
5. Coordinate with government and private medical institutions relative to adoption of
hospital-based surveillance system for suspected dengue cases;
6. Perform other functions as it may deem necessary in the control, prevention and
elimination of dengue in the Municipality.

Section 3. Barangay Anti-Dengue task Force. Every barangay in the Municipality of Garcia-Hernandez
shall organize its Barangay Anti-Dengue task Force to be chaired by the Punong Barangay with the
Sangguniang Barangay Chairman on Health, the Barangay Midwife/Nurse, the Barangay Health Workers,
Barangay Nutrition Scholar (BNS), the school Representative, whether private or public, operating within
the territorial jurisdiction of the barangay, and a representative from Non-Government Organization, as
members.

Section 4. Responsibilities. The Barangay Anti-Dengue Task Force Shall:

1. Ensure that every household and establishment within its jurisdiction shall
1. Dispose, empty, seal, store, under roof containers that are usually filled with rainwater such
as discarded tire, bottles, broken appliances, garbage, paint cans, etc;
2. Regularly clean containers or replace water in containers that are usually filled with water
by people, such as drums, aquariums, ponds, fountains, animal feeding bowls and pools;
3. Keep its respective surroundings and areas of responsibility clean;
4. Implement other preventive actions that the Department of Health may provide;
2. Coordinate with the Municipal health office in the conduct of entomological survey, and search
and destroy activities;
3. Conduct massive information and education drive in its respective jurisdiction regarding
control, prevention and elimination of dengue:
4. Assist in the surveillance and reporting of dengue cases.
5. Conduct regular clean-up drivers and declogging of canals care of Engineering Office assistance
of non-government organizations;
6. Perform other activities incident and necessary in the control, prevention and elimination of
dengue on their respective barangays.

Section 5. Funding. The Municipal Government shall allocate some amount necessary to implement the
provisions of this Executive Order chargeable against the account of the Municipal Health office. The
Barangays Governments shall allocate funds to augment the implementation of the Municipal-wide
Dengue Prevention and Control Program chargeable against their respective annual budget.

In the event, that a dengue outbreak shall have been declared by the Municipal Health Office in a
barangay, the Sangguniang Barangay thereof may declare its jurisdiction under a state-of-calamity and
may thereof utilize its calamity funds for this purpose.

Section 6. Effectivity. This Executive Orders shall be effective immediately.

Issued this 13th of day March, Two Thousand and Nineteen in the Municipality of Garcia-Hernandez,
Bohol, Philippines.
