• in 2018 Ukraine scored 71st in Doing Business rating
compared to 87th position in 2014

• 54th position in Starting Business in 2018 in comparison

to 70th place in 2015
Providing services
“The key goal of the PAR is to build a modern,
digital and service-oriented state”

Results:

• + 47 new Centers for Administrative Services

• 14 million services provided in 2018 which is 23% more
than in 2017
• in 2018 the use of E-services tripled and 118 new E-
services were introduced
Measuring and informing
Informing about steps taken rather than about how far it is
to the point of destination

But changes on the march:

Introduction of the policy analysis documents, including

impact assessment, monitoring and evaluation, in the
decision making and drafting regulation

Paradigm shift as an indicator of the PAR impact:

• good cervices – happy citizens – effective PAR
• public trust in state institutions and authorities
