1 Introduction
The following operation and control philosophy are best understood if read along with the
following references. This control philosophy is aimed to provide essential information
required to know how the operation philosophy of the plant for 17 m3/h Demineralized water
and 1 m3/h Potable water.
Others auxiliary systems include Backwash System, RO Cleaning In Place (CIP) and
Flushing System, and Regeneration System.

3.2.1.1 Automatic Screen Filter operates service and flushing based on differential pressure
between inlet pressure and outlet pressure.
3.2.1.2 Two units Automatic Screen Filters are one on duty and one standby. Duty change
by timer on every 24 hours.

Activated Carbon Filter operates service and backwash based on differential pressure
between inlet pressure and outlet pressure.
3.2.4.1 pH Adjustment Dosing Pumps, Coagulant Dosing Pumps, and Chlorine Dosing
Pumps are interlocked with RO Feed Pumps (permissive signal). The Dosing Pump
runs when the RO Feed Pumps runs. Then, dosing flow is proportional to RO feed
water flow.
3.2.4.2 The whole dosing pumps mentioned above will on duty at the same time.

3.2.5.1 Filtered Water Tank level is interlocked with RO Feed Pumps, Backwash Pumps,
and SWRO Feed Pumps.

finishing backwash.

3.2.6.1 Biocide Dosing Pump, Antiscalant Dosing Pumps, and SMBS Dosing Pumps are
interlocked with SWRO Feed Pumps. (permissive signal). The Dosing Pump runs
when the SWRO Feed Pumps runs. Then, dosing flow is proportional to SWRO feed
water flow.
3.2.6.2 The whole dosing pumps mentioned above will on duty at the same time.

3.2.7 SWRO Feed Pumps (C03WP514A/B, 2 x 50%), SWRO High Pressure Pumps

3.2.10.1 BWRO High Pressure Pumps are interlocked with BWRO Feed Pumps.
3.2.10.2 When Pressure Switch Transmitter senses incoming pressure 2 bar and/or
above then High Pressure Pumps start to RUN, and still remain RUN when that
pressure maintain 2 bar and or above.
3.2.10.3 When Low Pressure Switch senses incoming pressure are below 2 bar then
High Pressure Pumps STOP.

4 Control Description
Modes of interaction for interlocking, starting up or shutting down will be described
below.
1. The sea water storage basin has level monitoring device (C03LT006) which can be
monitored by the operator from DCS and has interlock with RO feed pumps. If the
level in sea water storage basin is high, then alarm will be annunciated in the DCS,
then the operator has to stop the Automatic Screen Filter unit. When the level reaches
low level, the pump shall be automatically stopped to prevent the pumps from run dry.
2. Several pumps takes water from Raw water storage pond (C03BA02), such as: Raw
water buffer transfer pumps, service water pumps, potable water pumps, etc. Level
transmitter (C03LT003) is provided in the Raw water storage pond for level
monitoring. When the water level in this pond decreases to a low level, then those
pumps taking water from the raw water storage shall be automatically be stopped to
prevent them from running dry.
3. Raw water storage pond has level monitoring device (C03LT006) which can be
monitored by the Operator from DCS. If the level in the raw water storage is high then
alarm will be annunciated in the DCS, then the operator has to stop the Reverse
Osmosis unit.
4. Demin regeneration pump (C03WP08) shall be automatically started and stopped
based on signal/command from local control panel of the Demin unit for mixed bed
regeneration cycle, based on pressure drop settings or timer. However, the demin tank
level monitoring shall also stop the demin regeneration pumps in case of low level in
the tank.
5. The Water Treatment Plant (including Reverse Osmosis unit and Demineralization
unit) shall have its own Local Control Panel (LCP) to manage all process variables
during normal operation, as well as start-up and shutdown operations. Start-up, normal
operation and shutdown shall be conducted from LCP located near the Water
Treatment Plant.
