Functions of Police

The Punjab Police is constituted by the Police Order 2002 and operates under Police Rules of
1934. There is a Central Police Office (CPO) at Lahore which has a number of functional
branches like Legal Affairs Division (Legal Branch), Finance & Welfare, Establishment,
Operations, Training, Research & Development, etc. These units report to the Inspector
General of Police through their respective Additional Inspectors General of Police. The
Regional Police Officers report to the Inspector General of Police directly and they do not
form part of the Central Police Office (CPO), Punjab. The Inspector General of Police is ex-
officio secretary to the Government of Punjab. The Punjab Police is staffed by officers of the
Punjab Police and the Police Service of Pakistan.

'To fight terrorism in all its manifestations'
In 1995, the Criminal Investigation Department was formally created and it operates under
the CID Manual, 1937. Starting as a small operational unit, it has now developed into a
department having its regional offices all over the Punjab. The Criminal Investigation
Department (CID) was named as Counter Terrorism Department (CTD) on 21-07-2010.
Creation of Counter Terrorism Force (CTF) within CTD is another landmark initiative.
Highly educated corporals (1200 in number) have been inducted and given most modern
training with the collaboration of the armed forces and friendly countries. These corporals
have been deployed all over the Province to perform their mandated tasks. State of the art
gadgetry and equipment have been provided to CTD and its infrastructure is being improved.
Role of the police in counterterrorism is extraordinary which warrants a set of extraordinary
structural reformations to police as an institution. Role of police, as compared to enhanced
law enforcement agencies, is on a strategic level and as a law enforcement agency of first
instance whereby contact with any terrorist activity, through intelligence or operationally,
would be with police before any counterterrorist forces are deployed for securitization.
Counterterrorism is an institutional terminology which usually entails six core elements; 1.
proper intelligence information to identify strike patterns and/or targets 2. activation of
relevant preempting forces charged with averting a terrorist threat, if aversion is not possible
then to interrupt any said terrorist threat by means of force or other means necessary 3. to
contain the damage and collateral whether a terrorist activity succeeds or miscarries 4.
maintenance of a congenial environment for further intelligence and information collection
and to allow reprisal operations on said intelligence once verified to further preempt any
imminent threats. 5. Within this arrangement, police remain an imperative unit in both
preempting any terrorist threat and in calculating intelligence for further action 6.
Contemporary role of police is not suitable to police sufficient operational and technical
leverage over the counterterrorism policy and where police as a department is further
distributed into forces that are actually purpose built for rendering counterterrorism services,
police department as a whole requires structural amendments to suit coming threats.
Counterterrorism requires an intricately patterned institutional framework where all
institutions are not only structured to operate autonomously but also to provide credence and
credibility to the operations as a whole and any institution if taken selectively, would result in
fractures in the counterterrorism framework and would lead to ambiguities that can be
tactically and strategically dent counterterrorism

 Criminal Investigation Area:


 The Investigation Branch, Punjab is a specialized investigation agency that carries out
investigations of complex and contested cases. It is also the primary agency for
collection of crime statistics and briefs from the whole province. It analysis the data
collected and disseminates its report on incidence, detection and prosecution of
criminal cases.it is also makes spatial and temporal studies of crime partners and co-
ordinates inter-district and inter-province crime prevention and investigation efforts.
It also houses the Finger Print Bureau, the largest repository of finger print records in
the country.

 Punjab River Police:

Attack on some important national installations, the Attock district police have revisited
their security plan, which focuses on checking entry of terrorists from Khyber
Paktunkhawa (KP).
They intensified riverine patrolling at all points of Indus River which connects it with KP, it
has been learnt.
The 80-km-long border area with KP, including Indus river and mountainous belt, passes
through this district from Ghorghusti village of Hazro tehsil to Mukhad village of Jand tehsil.
Hardened criminals use this difficult terrain for their inter-provincial movement, sources said.
In pursuance of such directives, a police team led by the district police officer (DPO) Abdul
Kadir Qamar visited Khushalgarh, Mukhad and Injra in this regard, sources disclosed.
He also inspected riverine police posts of the district at Bagh Neelab, Mukhad, Jaba,
Formuli, and Shadipur villages.
Boats fitted with latest surveillance gadgets were recently provided to the Attock police for
patrolling of Indus River, sources added.DPO Mr Kadir told Dawn that district police had
already been on high alert especially at all entry points of the district.
Meanwhile the security of sensitive defence installations of Attock including Pakistan
Aeronautical Complex Kamra, PAF Base Kamra, Pakistan Ordnance Factory Sanjwal and
Army Regimental centers have also been beefed up.Moreover, the security of Attock jail was
also tightened and special police pickets were established at different points of Jail Road.

 Special Protection Agency

Special Protection Unit (SPU) was created on 23.10.2014 as a dedicated unit for the security
of foreigners working at different projects of national importance in the Province. Protection
of the premises and important persons notified by Provincial Police Officer, the persons on
high risk as notified by the Government of Punjab or IGP/PPO also falls in the ambit of SPU
as per SPU Act 2016.
3336 Security Constables, 187 drivers, 20 wireless operators, 244 Ex-Army personnel in the
rank of Senior Security Constable to Chief Security Officer and 7 Ex-Army Officers in the
rank of Additional Director & Deputy Director were recruited in SPU. Keeping in view the
job requirement, security constables were imparted 06 months rigorous training in 04 police
training schools of the Province by the professional trainers.
Presently, 3829 Officers and Jawans of SPU along with 2552 attached personnel from
districts are providing foolproof security day and night to 7567 Chinese working at 04 CPEC
and 27 non CPEC projects in the Province. They are also providing security to the Chinese
residing at 70 residences and 24 camps in the Province. The Punjab government has decided
to raise two more battalions of the Special Protection Unit (SPU) of the police to further
strengthen security around foreigners, including Chinese experts working on different
development projects in the province.

Functions:
 The Unit shall ensure protection of foreigners, important persons and premises as may
be notified by the Provincial Police Officer.
 Subject to section 6, the Provincial Police Officer may, by general or special order,
extend the services of the Unit to a private or public sector organization on such
payment and in such manner as may be prescribed.

 Punjab Elite Force:

Elite Police is the highly trained special force that assists district police in situations that need
expertise with high-risk searches, raids and rescue operations. The officers in the Elite Police
are trained to a high degree of skill in use of firearms, personal combat, and reconnaissance
missions. They are trained at a modern facility, the Elite Training School on Baidian Road
Lahore. The Deputy Inspector-General of Police, Elite Police heads the force.
The Elite Training Centre had provided training services to more than 40,000 officers and
jawans since its establishment. Besides Punjab, police officers and officials from Khyber-
Pakhtunkhwa, Baluchistan, Islamabad police, Pakistan Rangers, Prisons Department, rescue
1122, Railway Police and other law-enforcement agencies got training from the Centre.

 Punjab Boundary Force:

The Punjab Boundary Force was an ad hoc military force to restore law and order
during the communal carnages of the partition of India in the Punjab. The force
was based on the 4th Indian Division and commanded by Maj Gen T.W. Rees.The
force was unable to execute its task successfully and it was disbanded so that the
newly formed dominion armies of India and Pakistan could take charge of the
situation.
“The division of India now finally and irrevocably effected.
No doubt we feel that the carving out of this great inde-
-pendent Muslim State has suffered injustices. We have
been squeezed in as much as it was possible and the
latest blow we have received was the award of the
Boundary Commission. It was an unjust, incompre-
-hensible and perverse award, but we have agreed to
abide by it, it may be our misfortune but we must bear
up this one more blow with fortitude, courage and hope.”

 Punjab Traffic Police:


Traffic Police in Punjab has two main components under the current command &
control structure. Traffic wardens with grayish blue uniform are performing traffic
management in the five City districts i.e. Lahore, Rawalpindi, Faisalabad, Multan
& Gujranwala and have been notified as Punjab Traffic Warden Service. Traffic
Police Punjab with white shirt & blue trousers are performing duties in the
remaining 31 districts.
An officer of SSP rank known as Chief Traffic Officer (CTO) is the in charge of
Traffic Police in City districts Rawalpindi, Faisalabad, Multan & Gujranwala, and
are under the operational control of their respective CPOs, whereas in Lahore it is
under the administrative and operational control of CCPO Lahore.
Functions:

 All Traffic enforcement agencies focus their attention on preventing road


accidents.
 Traffic policing is based on analysis of accident data and targeted to the
roads and locations where accidents occur most frequently.
 Traffic police training is meant to create a specialist traffic police force
skilled in use of modern enforcement equipment, tactics and strategies.
 The basic aim is to regulate traffic, enforce traffic laws, issue driving
licenses and render help to road users and accident victims.
 Apart from traffic laws enforcement, traffic police also concentrate on
traffic education and inculcate traffic laws and educate public on road
safety.

 Punjab Highway Petrol:


'Polite, Helpful, Passionate'
The Punjab Highway Patrol serves as the traffic police for all Provisional Highway
of Punjab. The PHP patrol the roads to maintain safe highways and prevent crimes
from taking place, especially in rural regions of Punjab. Recently, in many districts,
some of the patrolling units have also been given the responsibility for imposing
tickets for traffic violations.

Functions:

 24/7 Availability team is carrying out patrolling duty on various highways


of Punjab to overcome the crime rate and serve the people travelling on
highways, round the clock.
 Patrolling: duties are performed in three 8-hour shifts.
 On-Spot Help: In case of emergency, on receiving any call from helpline
1124, PHP team reaches at the spot immediately for assistance.
 Accident Management: Accidents on the highways are managed through
proper standard operating procedure (SOP).
 Removal of Encroachments: Punjab Highway Patrol removes temporary
encroachments (22 feet) alongside the roads in addition to the permanent
encroachments with the coordination of concerning departments.
 Traffic Management: In 2004, Punjab Highway Patrol was designed to
control road crime on highways and help people in distress. The
performance of Punjab Highway Patrol against crime control was
appreciated and it was decided to assign traffic management responsibility
to PHP as an additional duty.

 Punjab Dolphin Force:

Dolphin Force is an elite security unit of the Punjab Police to deal with street
crime. It was launched by the Chief Minister Shahbaz Sharif in Lahore in first
phase and later in the five other major cities of the province in second phase. 696
policemen were trained in the second phase. Two policemen ride each bike will be
equipped with helmets with wireless radio, small arm, handcuffs, GPS tracking
device, camera and special uniform (black with contrasting red and white colors).
The force will comprise of total 1,800 constables, 60 ASIs, 15 SIs, four DSPs and
an SP who will work in three shifts with 300 motorcycles. The equipment will
include three hundred 500cc Honda motorcycles, 10 mini buses for field support,
600 helmets, 600 camera-body cams, 200 GPS locators and 300 wireless radios. A
special uniform will be worn for dolphin patrol officials.
 Street crime rate in Lahore
Despite spending billion on the project and its high operational cost, the crime rate
of Lahore soared in early 2016, during start and mid of 2017,only in July, 2017 the
crime surged by 13.37% in Lahore. Although the project received continuous
funds, however, it was unable to deliver in any form.
