Purpose

The purpose of this Statement of requirements is to broadly


communicate the design requirements of OMKAR 1973 in a non-
prescriptive manner, which will provide a comprehensive design
approach that encourages innovative and creative solutions. Mumbai as
always has been demanding on the location, co-existence & cultural
connections. These requirements have been translated to the design
guidance described in this document and are to be subsequently
referenced in the Engineer’s Design Intent and Basis of Design
Documents. Representatives from the Client will sign off on these design
documents.

Design Considerations:

High Rise buildings in India are covered under the National


Building Code & Local Fire Code (Mumbai Metropolitan Region).
Various national & international standards will be evaluated while
designing the systems. Globally acclaimed practices for design will
be followed. Buildings in India follow practices from European
Standards (EN) and United States (UL). The designs proposed have
been made after carefully studying and adapting best practices
considering local environmental conditions and resource
competencies. Guidelines available from the following local
agencies are considered

Project Details :

The premium residential used premise is strategically located in


Mumbai’s South Central Area. The proposed residential complex
comprises the following:-

SECURITY SYSTEMS

 Access Control System

Access Control system is an integrated and computerized access


control and alarm monitoring system. Access Control System software
shall be capable of integrating multiple functions including Access
Control, Time and Attendance Management of employees, Alarm
Management, Intrusion Detection, Video Imaging and Badging,
Database Partitioning, and external system database sharing of
employee personal information. Access Control System shall be
connected over IP network.

Contactless smart card readers shall comply with ISO 15693, ISO 14443A
(CSN), and ISO 14443B and shall read credentials that comply with these
standards.
Contactless smart card readers shall output credential data in compliance
with the SIA AC-01 Wiegand standard as follows:
Contactless smart card readers shall meet the following certifications: UL
294,
Canada/UL 294, FCC Certification, Canada Radio Certification, EU and CB
Scheme Electrical Safety, CE Mark (Europe)
The reader shall be of potted, polycarbonate material, sealed to a NEMA
rating of 4X (IP65).

Access control systems comprise of the following sub-systems:-

 Access Readers
Readers shall be provided at various locations:

Long Rage RFID active tags will be provided on Owner to operate
Bollards at:
1. E1 & E2 Entrance
2. E1 & E2 Exit gates

 Access Card Controllers.


Controller shall provide connectivity to magnetic locks, readers and
electro-magnetic contact. The controller shall be programmable to
generate alarm in event of door remaining open more than the
stipulate (default) time.

 Access Devices
As most of the areas shall be provided with Bio readers, hence the
primary access device is the finger impression of the resident. Long
range active tags shall be provided for owner vehicles registered.
All other people entering the premise shall be registered on the
Visitor Management Concierge.

 Bollards
In recent years, terrorist attacks using vehicle-borne bombs have become
a worldwide threat, Multidisciplinary cooperation and technical
integrations as well as multi-resilience protection systems are always the
key features to protect critical facilities as well as human lives. In
addition to active prevention of such man-made hazards in advance,
perimeter security barriers like Retractable Bollards provide an
additional way to assure life and facility safety.
Bollards are widely used as a traditional anti-crash barrier type with
advantages of slim shapes and simple applications. Bollards have
advantages over Spike Barriers as vehicles can easily override the spike
barriers with the use of special tyres, or they can still travel to some
distance even with flat tyres. Bollards too allow easy pedestrian access
making them an optimum vehicle access control solution.

Entrance Security Solution incorporating Automatic Retractable Bollards


as a Access Control & Security component to control the access to the
facility as well as thwart any attempt of forced intrusion from an
intimidating / unauthorised vehicle to the premises
Automatic Retractable Bollards shall be installed at entrance & exit
points of vehicular access.

1. 2 sets of 3 Bollards each will be provided at E1, E2 Entrance.


These bollards will be operated via RFID or Exit Switch
a. The 2 separate lanes will be marked as Visitors & Owners,
hence allowing faster access to owner vehicles.
b. Visitor will stop for security checks and post confirmation
from residents will be allowed IN
2. 1 Set of 3 Bollards each will be provided at E1 and E2 Exit. These
will be operated via either loop detection or exit switch at security
guard room
3. 1 Set of 3 Bollards will be provided at E3 Entrance. These will be
operated by Open Switch at Security Room
4. 2 Sets of 3 Bollards will be provided at E4 Entrance & Exit. These
will be operated by RFID or Exit Switch at Security Room

All Bollards will be rated to withstand minimum of 550 Kilo joules of


impact and will be not less than 200/250MM in diameter & height of
500/700MM from ground level.

Under Vehicle Scanners UVSS:

UVSS will be placed at E1, E2 & E3 Entrance gates & will be monitored
from the security rooms.

Each UVSS will comprise of cameras capable of capturing:


1. Driver Image
2. Under body of the vehicle
3. License Plate

In addition to the above, the UVSS will be capable of running License


Plate Recognition Software (LPR) on various types of number plates.

 Explosive Detectors
Explosive Detectors shall be used at the Vehicular Entry Gates. These
detectors shall be hand held type & shall be capable of being used in a
standalone mode for scanning walk-in visitors as well.

 X-Ray Baggage Scanner:2

These scanners shall be located at the Drop off Entry points out
the towers.

 Visitor Management System


Visitor Management software shall be installed in the main entrance
lobby & shall issue entry passes to each visitor. Access to this software
shall be provided to each tenant & Request for Visit (advance registration
of visitors) from their respective offices shall be possible. The visitor shall
hand over the pass to the reception desk while leaving the premise.

 Car Park Management


Car Parking will be handled via Management module integrated with
RFID. All owner vehicles which are tagged will be allowed smoothly inside
the premise & guided to their respective parking slots.

Visitor Parking has to be designated at one specific level inside the


building & the number of slots to be decided.

Once the area is identified, visitors will be guided to that specific areas
using signages.

A display shall be put up at the main entry gate indicating status


of the parking lot. For ex: information on availability of parking on
each level & the total cars currently in the premise.1

The Car Park Management software deals with the entry & exit of visitors
as well as owners cars. The following understanding governs the
operations of the Car Park Management software.

The software shall be installed on a centralised server & shall have


clients installed on each security desk (PC). The software shall be capable
of generating reports on various parameters, like inflow of cars, current
slots in the parking lot (free/occupied), etc. The entire system shall be
connected on IP network, for easy access & remote manageability.

2. CCTV SURVEILLANCE SYSTEM

Introduction

In recent times, various events have forced property owners to beef up


security measures in order to provide safe hassle free living environment.
One of the measures normally implemented is installation of a closed
circuit television (CCTV) system. The CCTV system increases the chances
of avoiding unfavourable incidents. The CCTV system usually couples to
the BMS & provides data relevant to the occurred event on real time
basis. The advantages of these systems can be for fault isolation &
evidential in cases of loss of property. The system shall be on IP network
& capable of remote monitoring.

 The CCTV system shall comprise of :-

1. Display Screens LCD


Displays CCTV feeds
2. Indoor Dome Cameras
Installed on the ceiling area shall cover a substantial large area.
3. Outdoor Camera / PTZ
Captures real-time moving traffic & shall be installed at entry/exit
vehicular barriers
4. Server Based Video Capture System with storage capacity
(recording) for 30 Days
The server shall be Microsoft Windows based capable of at least
RAID 2 storage. The server shall house the necessary hard drives
enabling video feed storage for 30 days. The server shall support
hot-swap function.
5. IP Network
CCTV cameras shall support Internet Protocol. The necessary
hardware & network (switches) shall be proposed, & connectivity to
the central BMS shall be provided. The IP network shall be capable
of delivering minimum of gigabit performance.

THIS CODE OF PRACTICE IS NOW GENERALLY SUPERCEDED
BY BRITTISH / EUROPEAN STANDARDS, BUT STILL CONTAINS
USEFULL GUIDANCE.
Also dont forget the DATA PROTECTION ACT 1998 and the
HUMAN RIGHTS ACT 1998.

 Basis of Design

The 1973 is spread on a large campus & hence the CCTV becomes the
eyes of the security team monitoring the premise. The location of the
CCTV central monitoring station shall be the BMS room. All cameras
shall be connected to the main server & the viewing shall be possible
from the central site or from the remote location.

Cameras will be placed at strategic locations like:-


 Service Lift Lobbies at Podium Levels Tower 1, 2 & 3
 Service entrance to the towers
 Concierge (Reception of the Tower 1)
 Perimeter of the building
 Fire escape routes
 Strategic locations covering the entire parking lot1

 Functions

The CCTV system shall provide immediate & real time video feed of all
installed areas. Indoor Cameras shall monitor Lift Lobbies on all floors
(including Podiums) & provide information of entry/exit of people.
Outdoor Cameras shall be installed at Main Entrance gate. These
cameras shall be capable of moving traffic capture, recording real time &
processing the data for video analytics.
The Server shall be installed with Central Monitoring Software. The
software shall be capable of 24 Hour Video Recording with time stamp &
schedule recording. (Motion Detection based recording). Start/Stop
recording at desired time. Auto Delete & rewrite when no space in hard
drive. It shall have capacity to store video data for 30 days.

Type of Camera:
All cameras will be IP based & will be typically

2. IR Bullet types in staircase, parking lots
3. PTZ High Speed Dome types ate security gates and periphery

8. IP NETWORK SYSTEM

 Introduction

Ever changing & challenging work environments require a highly scalable


& performance rated network. The network is the functional structure of
the entire ELV sub-system. Traditionally networks were supposed to be
independent & useful in their own way. But due to the introduction of
Internet Protocol (IP), the scenario has changed drastically. The IP
network forms the core of business productivity & connectivity. Business
now-a-days require a stable, high-speed connection to the Internet, thus
mobilizing most of the communications of the company over the Internet.
Providing faster connections with lowest of down-time (failures of
connection) has been the motto of all IT Departments. The purpose of
using IP as the de-facto for networking is complimented by the fact that
most of the services are IP ready, hence can be used on the same
network without physically laying wires for each of them.

The IP is a set of rules which enable multiple devices to connect &


communicate over single type of cable. The Network is reliable, fast,
scalable, & above all economical as it virtually eases out the pain of
laying, integrating & managing separate cabling system for each ELV
sub-system. The network in this pretext is spread across an entire
campus & falls under the category of Local Area Network (LAN)

The LAN comprises of:-


 Network Interfacing Cards
 Data Switches
These form the heart of the network. Switches offer smart, fast &
reliable communication to the entire network. IP addresses are
provided on the switches. Switches offer speed to the network, i.e.
the capability of the data to flow on the network is governed by
them. Switches shall be installed as per the network design needs.

 Structured Cabling System (SCS)

SCS offers a large variety of Layer 1(physical) connectivity modes.
Commonly used are Unshielded Category 5e/ Category 6 cables,
which can successfully negate up to 90 Mts of distance. The SCS
also uses Optical Fibre Cable for backbone (backhaul) connectivity.
Overall the SCS forms the veins of the network, on which data
flows. SCS shall be provided & guaranteed to perform for 20 Years

 Basis of Design

Based on the various services to be offered as part of ELV, the obvious


choice of network was IP based. The Design of the network shall be in
redundant mode, i.e., the network never goes down, because of a single
failure. In other words, the network isolates the fault & carries out its
functions through other paths/routes. The network shall have two
different mediums of communication. Category 6 UTP shall be deployed
for Horizontal Cabling & Fibre shall be used for backbone cabling.
Redundancy of cables shall be planned & path redundancy to be applied
wherever possible. Overall the network shall deliver 1000 MBPS (1
Gigabit) throughput at all times. Add/Move/Changes shall be possible &
easy to make. The entire network shall be monitored on an Enterprise
grade Network Management Software which can display the entire
network map with various components.

The LAN shall deliver the following:-


 Network shall be available 24 x 7 x 365.
 Network shall provide connectivity to :-
a. Access Control
b. CCTV
c. BMS
d. Voice Communications
e. Internet
f. Digital Signage (future)
g. IP TV
h. VOIP

 Network shall be capable of cable break fault finding.


 Edge switches shall be installed on Basement, First, Seventh,
Thirteenth & Nineteenth to minimize the length of cable used

 Network shall be capable of providing high-speed Internet Access
to Occupants
 Network shall be capable of providing access to Visitor
Management Software
 Voice Network (for common services) shall be terminated in the
standards based MDF design. Service Provider cables shall be
terminated in the Telecommunication Room B3 Level
 Data Network (for common services) shall be wired up & connected
from the Central IT (BMS)Room

 In building Communications

High rise building loses coverage for cellular communications


including voice & internet above 100mts from ground level. To
overcome the same, In Building solutions will be deployed covering
the entire building & providing seamless connectivity to all
residents.
Distributed Antenna Systems (DAS) will be deployed with antennas
at all residential floor levels covering the common areas.
Antennas based on study & maps will be installed inside the flats
to provide zero call drop & internet access to residents.

 Connectivity:

Each home will be connected using a OFC cable and the following will be
available over the same:
1. Internet
2. Voice Communications
3. Video Door Phones
4. CCTV Viewing
5. Visitor Management Console.
6. Home Automation.

Each home will have the following connectivity options:


1. Internet Data Points: Virtually unlimited as the OFC is terminated
directly inside the flat LV closet, from here the owner pulls it inside
the flat.
2. Voice: Intercom & Outside line connections for 4 service providers

3. Video Door Phone: IP Based VDP providing image capture, video
calling between flats, & emergency panic/gas alarm features
4. CCTV: Provides access to live feeds from various locations inside
the building, for eg: kids school bus drop off point.
5. Visitor Management: provides interface to visitor management
system enabling residents to advance register guests. Also provides
real time location information about the guest when he is inside
the building.
6. Home Automation: Lighting, Audio/Video, Curtains, Showers, Air
conditions will be controlled. Strategic points like electrical fuses,
panel status, will be integrated from IBMS.

Perimeter Intrusion Warning System

 As the premise is spread across a large area, guarding the same


from un-wanted access & intrusions is very necessary. The
Perimeter Intrusion & Warning System provides real time data on
the point of intrusion & sends the signal to the main control panel.
The system gives a sharp, short but safe shock & generates fear
factor in the intruder. The system mainly comprises of :-

1) Fence
2) Control System

 The Fence shall be capable of generating a high voltage to deter &


help detect the intrusion.
 The Control System shall generate an alarm as soon as the
Intrusion happens and the exact location of the event shall be
traced on the Graphic interface provided with the system.
 The system shall effectively generate alerts on un-authorised
access in the premise. The system shall be capable of maintaining
logs of the same.
