Sub: Govt. Homoeopathic Medical College, Kadapa, YSR District, Andhra Pradesh -
Admissions for the academic year 2017-18 in BHMS and Post Graduate Course -
Representation on the deficiencies pointed by the Ministry of AYUSH – submission
of compliance report – regarding.
In response to the hearing under the first proviso to sub –section 4 of Section 12 A of the HCC
Act, 1973 was given to the Govt. Homoeopathic Medical College, Kadapa, YSR district, A.P. to
appear before the hearing Committee on 07.08.2017 at 10.30 A.M. at AYUSH BHAVAN, New
Delhi.
In order to verify the compliance of the College, CCH has conducted the inspection of Govt.
Homoeopathic Medical College, Ravindra Nagar, Kadapa, AP on 05.06.2017 for considering
admissions for the year 2017-18.
The Central Government while examining the inspection report of CCH in terms of the
provisions of HCC (MSR), 2013 has observed that the College is not fulfilling the following
basic eligibility conditions
The representatives of Govt. Homoeopathic Medical College, Kadapa, YSR district, A.P.
submitted written representation (2 pages) addressed to Under Secretary, Ministry of AYUSH
with supporting enclosures of 3 to 79 – pages (enclosed) and clarified the position of
shortcomings as under on being questioned by the Hearing Committee.
1.1. ANSWER: It is submitted that The Govt. Homoeo. Medical College, Kadapa
established in the year 1983 with a staff strength sanctioned keeping in line with the
MSR regulations 1983of CCH New Delhi, and MSR regulations 2002 of CCH New
Delhi. And MSR 2013 . All the staff are permanent employees of the Government Vide
enclosure –I attached Mr. Sreenivasulu Permanent employee has been posted as Lab-
Attendant to Dept. of Pharmacy with immediate effect.
2. 02 OPD available against required 03. No pediatric & RCH OPD is available
2.1. ANSWER It is submitted that The Govt. Homoeo. Medical Hospital, Kadapa was
established in the year 1984 by the Govt. of Andhra Pradesh as an attached Hospital to
Govt. Homoeo. Medical College, Kadapa. The Present building are owned by the
Govt. and allotted to the Hospital measuring total plinth area of 1909.00 Sq Mts. Both
including ground flour and 1st flour copies enclosed.
2.2. Currently the Hospital functioning with 4 OPDs, (1) Medicine Unit-I & Medicine Unit-
II. The OPD of Peadatricts & RCH is part of Medicine Unit-II and Gynaecology. The
records are maintained accordingly.
2.3. However it is submit that as per the regulations of CCH New Delhi & Guide lines of the
Ministry of AYUSH the Outpatient Department shall be re-arranged. It is further submit
that in addition the Hospital is running another OPD of Surgery. The departmental
OPD Registers are maintained individually with entries of patient name & brief details,
Registration number, and brief treatment given.
3. Average patient per day attend in OPD is 218 against required 250.
3.1. ANSWER: It is submitted that as per verification of Outpatient Register, the hospital
having an inflow of around 250 patients per day on average. As per the MSR regulations
of 2013 of CCH for Undergraduate course only 200 Outpatient per day are required.
Whereas the College was accorded permission for the Post Graduate Course in
December 2016 consequently every effort is being made to strengthen and improve the
Out Patients.
3.2. It is Further submitted that, the Hospital is conducting periodical health Camps both to
sensitized about Homoeopathy and improve the Out Patient. Further we have opened
peripheral Units one at Alluri seetaramaraju N agar, and another at Ramarajupalli,
Kadapa Mandal, Kadapa District.
3.3. It is further submitted that, the Government of India, Ministry of AYUSH under
National AYUSH Mission has accorded sanction of Rs. 17.00 Lakhs towards
establishment of Tele-medicine Unit to this College (copy enclosed). The College has
already issued Tender Notification and the bidder has been selected Letter of acceptance
has been issued by the Competent authority for establishment of Telemedicine unit
which will definitely strengthen the Outpatient flow to the main Hospitals.
3.4. We assured that we will further improve the Outpatient flow beyond the minimum
requirement of the regulations.
4. The attached hospital is not having requisite hospital staff 01 RIMO is available against
required 02, 03 nursing staff available against required 07. 04 Ward boys/Aya available
against required 07.
4.1. ANSWER: It is submitted that The Govt. Homoeo. Medical Hospital, Kadapa was
established in the year 1984 with a staff strength sanctioned keeping in line with the
MSR regulations 1983 of CCH New Delhi, and MSR regulations 2002 of CCH New
Delhi. And MSR 2013. All the staff are permanent employees of the Government it is
submitted vide G.O.Ms. No. 847, HM&FW Dept., dated 22.03.1984, G.O.Ms. No. 940,
HM&FW Dept., dated 06.01.1986 and G.O.Ms. No. 353, HM&FW Dept., dated
02.11.2007 of Government of Andhra Pradesh has sanctioned 41 posts of various
cadres vide the annexure (1) for the Government Homoeo Hospital, Kadapa
4.2. Whereas the said sanctioned staff strength is sufficient for the under Graduate Course
attached hospital and as the Ministry of Ayush, govt. of India has accorded permission
for the start of Post Graduate Courses in Homeopathy in the subjects of organ of
Medicine and homoeopathic Pharmacy in the December 2016.
4.3. Consequent to this hospital has addressed to the Govt. of Andhra Pradesh vide the
annexure (2) attached for the additional sanction of staff cadre, which is under active
consideration. The APPSC has already issued notification for the conduct of common
examination for the selection of various post copy attached.
4.4. Meanwhile the Commissioner Dept of Ayush has made an intermediate arrangement by
issuing order of Deputation/ Utilization of Services of the following posts, with an
immediate effect, viz.,
4.4.1. One post of Resident Medical Officer
4.4.2. Three Posts of Nursing Staff
4.4.3. Three post of ward boys/ayas (MNO/FNO)
The above individuals have already reported for duties. Their Orders of deputation
joining report are attached herewith.
4.5. Further it is submitted that vide the operational guidelines under the National Ayush
Mission, Department of AYUSH, Ministry of Health & Family Welfare, Government of
India vide the regulation III under Up gradation of exclusive/stand alone Government
AYUSH hospitals and regulation V of Setting up of up to 50 Bedded AYUSH
Hospitals, Govt. of India has accorded a financial grant of Rs 800.00 lakhs for
undertaking construction of new hospital Buildings for Govt. Homoeopathic Hospital,
Kadapa vide the Annexure (1).
4.6. The District Collector, Kadapa has already allotted a land of 0.26 acres for the
construction vide annexure (2) and further a letter has been addressed to the District
Collector, kadapa for allocation of another 0.15 acres of Land vide annexure (3) which
is under active process. Once the allocation of land is completed the Andhra Pradesh
health Medical and Infrastructure Development Corporation, has been assigned the
work of construction of new buildings a Govt. policy.
4.7. The Govt. of India has assigned the following specification of the buildings vide the
annexure (4) and as well the minimum staff strength vide the annexure (5)

4.9. Thus the above specifications of the Govt. of India are above the MSR regulation of
CCH and it comes into operation all the requirements shall be fulfilled. Thus the
outpatient and Inpatient services shall be improved beyond doubt.
5. In department of anatomy dissection table is not available.
5.1. It is submitted that, The Department of Anatomy is having 4 dissection table as per the
requirement of MSR regulations. The necessary entries to this extent are entered in the
departmental stock Registers. The Stock Register in Original is submitted for Physical
verification by the competent authority and copy of the extract of Stock Register duly
attested by the Head of the Department and Head of the Institution.
6. The College has not developed its website with requisite information.
6.1. ANSWER The Govt. of Andhra Pradesh has taken a uniform policy of digitization of
all the education institutions all the relevant details to this extent has been already
submitted to the Govt. of Andhra Pradesh. Meanwhile, the Govt. Homoeo. Medical
College, Kadapa has already registered under the domain www.ghmckdp.org. Once the
domain is accepted by the Government we will include the details of the
Principal/Medical Superintendent details of Teaching & Non-Teaching staff, details of
intake of students of UG & PG, List of students admitted details of recognition and
others as prescribed under MSR regulations from time to time.
6.2. It is further submitted that the Commissioner, Dept of Ayush, has issued an open
undertaking on behalf of the Government of Andhra Pradesh, to fulfill any deficiencies,
if pointed out, by the competent authority within the reasonable period.
6.3. In view of the facts supra stated and considering the measures taken up by this institute
to fulfill the deficiencies, we earnestly request you to kindly accord permission for
admission for the year 2017-18 for both Under Graduate and Post Graduate studies
since this is only Government institute which is catering the needs of low socio
economic students from Rayalseema area.
