Tenders are invited under e-Procurement platform in two parts system - Technical Proposal and Financial Proposal, from the service providers for
the Rate Contract Price for the purchase of Laserjet/Inkjet Cartridges for the period of one year from the date of signing of contract, as per Table
-1, on Mangalore University Campus.

1. The details of this tender may be obtained from the website www.eproc.karnataka.gov.in. The same can also be obtained from the website
www.mangaloreuniversity.ac.in
Tender Cost
1. Bid Processing Fee: Each bidder shall pay Rs. 550/- (Rs. five hundred fifty only) as bid processing fee through any of the four e-Payment
options, namely:
* Credit Card * Direct Debit * National Electronic Funds Transfer (NEFT) * Over the Counter (OTC)-designated ICICI bank branches located
across the country
2. The payments submitted through cheque or demand draft shall not be accepted. For further details regarding e-Payment, e-Procurement etc.,
the website- www.eproc.karnataka.gov.in may be referred.
3. Earnest Money Deposit (EMD): Each bidder shall pay the earnest money deposit equal to the amount as listed in Table-2, through any of the
four e-Payment options mentioned above.

Tender procedure

The tender will be a two-part (two-cover) system. First part will have the Technical bid second part shall contain the commercial bid.

6. Technical Bid Format: The technical bid will have to include the following:
(a) The Technical Bid as per appendix 1
(b) Pre-qualification compliance as per appendix 2

Technical Bid Evaluation: The Mangalore University will evaluate the technical compliance as per pre-qualification criteria as per appendix 2

7. Commercial Bid Format: Vendors shall quote all-inclusive price (i.e. price inclusive of applicable taxes, transportation and all other expenses)
for delivery and installation per item. The all-inclusive price uploaded directly in to the e-Procurement portal will be taken as the basis for
evaluation of commercial bids. The rates quoted should take into account the concessions and tax benefits available for non-commercial
educational institutions.

8. Commercial bid evaluation: The commercial quotes submitted by technically qualified vendors will only be opened in e-Procurement
software. The vendor(s) who have quoted the lowest all-inclusive price for a item would be termed as L1 price vendor(s) for that item.

9. Awarding the contract: The vendor(s) who have quoted lowest price (L1 price) as described in Para 8 above will be awarded the contract for
the items quoting the lowest price. Selected vendor(s) have to sign an Agreement Contract on Non Judicial Stamp paper of Rs.100 with terms
and conditions listed in Annexure-1.

11. Miscellaneous:
11.1. The Mangalore University reserves the right to reject any or all bids without assigning any reason what so ever

11.2. The successful bidder shall not sublet or assign or franchise the responsibility to any other agency either in whole or in part.
11.3. The successful bidder should be solely responsible for all acts of omission and commission occasioned by his personnel in carrying out
the terms of the tender.
11.4. The decision of the Mangalore University in the evaluation of the technical bids and financial bids shall be final.
11.5. The bidder should comply with such directions as the Mangalore University may issue from time to time for successful completion of the
work.
11.6. The Mangalore University may cancel the purchase order in the event of breach of any of the terms and conditions stipulated therein.
11.7. If, after the purchase order has been issued, it is proved that any of the information furnished by the bidder in the tender is false or that
the bidder secured the contract through misrepresentation of facts in whatsoever manner the purchase order will be liable to be terminated by
the Mangalore University. The decision of the Mangalore University in this regard shall be final.
11.8. Changes, if any, in this tender will be updated on the website from time to time, but not beyond one day prior to the last date fixed for
submitting tender.
11.9. Decisions of the Mangalore University in this regard shall be final.

Annexure – 1

Terms and Conditions:

1. Commercial bid will be opened for further processing, only if found suitable, as per Technical Bid with the following
criteria for shortlisting

 1) Vendor should be operating business/service continuously for at least last three years in Mangalore/Karnataka.
2) Vendor should have support office in Mangalore.
3) Vendor shall have annual turnover of at least Rs.10 Lakhs for the last two years.

2. Should Supply the genuine cartridges manufactured by respective OEM.

3. The supplied cartridge should have shelf life of at least one year.

4. The supplied cartridge if found defective by the end user shall be replaced free of cost within 3 working days.

5. Demonstrate the genuiness of the cartridge to the end user while supplying and/installing the cartridge in the period.

6. Delivery of cartridges should be effected within three days from the Receipt of formal purchase order. Tax and Govt. levies are inclusive
as on the date 1.4.2019 and if any change in the rate of tax the difference will be paid by the University.

7. Payment shall be made after the delivery of the cartridge.
