ASEAN Objectives

 accelerate the economic growth, social progress and cultural development in the region
 promote regional peace and stability
 promote active collaboration and mutual assistance
 training and research facilities in the educational, professional, technical and administrative
spheres
 greater utilisation of their agriculture and industries, the expansion of their trade etc.

India- ASEAN Relation

 India’s search for economic space resulted in the ‘Look East Policy’. The Look East Policy has
today matured into a dynamic and action oriented ‘Act East Policy in2014.
 India became sectoral dialogue partners in 1992 and full dialogue partners in 1996
 There are 30 Dialogue Mechanisms cutting across all the sectors including 7 ministerial level
meetings.

Commemorative Summit:

 In 2012, ASEAN and India commemorated 20 years of dialogue partnership and 10 years of
Summit level partnership with ASEAN --- Elevating the partnership to a 'Strategic Partnership'
 Set up ASEAN-India Centre (AIC) to undertake policy research, advocacy and networking
activities

Plans of Action:

 ASEAN-India Partnership for Peace, Progress and Shared Prosperity was signed in 2004 in
Vientiane.
 A Plan of Action (POA) for the period 2004-2010 was also developed to implement the
Partnership.

Security cooperation:

 ASEAN Regional Forum (ARF).


 ASEAN Defence Ministers' Meeting (ADMM)
 The ADMM+ brings together Defence Ministers from the 10 ASEAN nations plus Australia, China,
India, Japan, New Zealand, Republic of Korea, Russia, and the United States
 Expanded ASEAN Maritime Forum (EAMF) is an avenue for track 1.5 diplomacy focusing on cross
cutting maritime issues of common concern

Trade and Investment:

 ASEAN being India's fourth largest trading partner


 Annual stood at approximately US$ 76.53 billion in 2014-15
 ASEAN accounting for approximately 12.5% of investment flows into India since 2000 |
Whereas FDI outflows from India to ASEAN countries about US$ 38.672 billion
 The ASEAN-India Free Trade Area has been completed
 ASEAN India-Business Council (AIBC) was set up

Connectivity:

 India became the third dialogue partner of ASEAN to initiate an ASEAN Connectivity
Coordinating Committee-India Meeting. While
 India-Myanmar-Thailand Trilateral Highway and the Kaladan Multimodal Project
 Issues related to increasing the maritime and air connectivity under discussion.
 A possible extension to India-Myanmar-Thailand Trilateral Highway to Cambodia, Lao PDR and
Viet Nam is also under consideration.
 A consensus on India-Myanmar-Thailand Motor Vehicle Agreement (IMT MVA) has been
reached.
 IND announced a Line of Credit of US$ 1 billion to promote projects on digital connectivity
 A Project Development Fund with a corpus of INR 500 crores to develop manufacturing hubs in
CLMV countries.

ASEAN-India Projects:

 Since 2011-12, while 13 projects have been completed, 17 projects are under implementation
and 22 projects are in the planning stage
 Programmes and projects totalling over US$ 48.85 million have been proposed since September
2011 till date to ASEAN through the ASEAN Secretariat
 Space Project envisaging establishment of a Tracking, Data Reception/Data Processing Station
Upgradation of Telemetry Tracking and Command Station
 Setting up of Centres of Excellence in Software Development & Training
 India has been supporting ASEAN specially CLMV countries under the Initiatives for ASEAN
Integration(English Language & Training)
 Training Programme for ASEAN diplomats, Exchange of Parliamentarians, Participation of ASEAN
students
 Agriculture --- Exchange of Farmers, ASEAN-India Fellowships for Higher Agricultural Education
in India and ASEAN, Exchange of Agriculture Scientists,
 In the S&T field, there are projects such as ASEAN-India Collaborative Project on S&T for
Combating Malaria, ASEAN-India Programme on Quality Systems in Manufacturing, ASEANIndia
Collaborative R&D Project on Mariculture, Bio-mining and Bioremediation Technologies etc.

Delhi Dialogue:

 India has an annual Track 1.5 event Delhi Dialogue, for discussing politicosecurity and economic
issues between ASEAN and India.

Mission to ASEAN:

 India has set up a separate Mission to ASEAN and the EAS in Jakarta in April 2015 with a
dedicated Ambassador

ASEAN Plus

 The ASEAN+3 cooperation process started in December 1997 during an informal summit among
the ASEAN leaders and China, Japan, and the Republic of Korea
 ASEAN is also working to finalize the RCEP, a planned free trade agreement between the
member states and six trading partners—Australia, China, India, Japan, Republic of Korea, and
New Zealand—the so-called ASEAN+6

 The Association of south east Asian Nations with nine members nations of the region and its II
dialogue partners from all over the world, is collectively called Asean Plus.
 This is an eco-political group to boost trade and commerce among them. It discusses the
measures for cooperation in economical fields, like, trade, commerce, industry etc.
 The main duty is to increase solidarity among member nations with mutual cooperation in
economical and security matters.

ASEAN CHARTER

 The ASEAN Charter[1] is a constituent instrument of the Association of Southeast Asian


Nations (ASEAN). It was adopted at the 13th ASEAN Summit in November 2007.[2]
 The intention to draft the Charter had been formally proposed at the 11th ASEAN Summit held
in December 2005 in Kuala Lumpur, Malaysia. Ten ASEAN leaders, one from each member state,
called the ASEAN Eminent Persons Group (EPG) were assigned to produce recommendations for
the drafting of the charter.

The Details

o Emphasis on the centrality of ASEAN in regional co-operation.


o Respect for the principles of territorial integrity, sovereignty, non-interference and
national identities of ASEAN members.
o Promoting regional peace and identity, peaceful settlements of disputes through
dialogue and consultation, and the renunciation of aggression.
o Upholding international law with respect to human rights, social justice and multilateral
trade.
o Encouraging regional integration of trade.
o Appointment of a secretary-general and permanent representatives of ASEAN.
o Establishment of a human rights body and an unresolved dispute mechanism, to be
formalized at ASEAN Summits.
o Development of friendly external relations and a position with the UN (like the EU)
o Increasing the number of ASEAN summits to twice a year and the ability to convene for
emergency situations.
o Reiterating the use of the ASEAN flag, anthem, emblem, and national ASEAN day on 8
August.
