A Needs Analysis for Proposed Public Market

in Phase 6, Barangay Tigbe, Norzagaray, Bulacan

Objective

The main objective of the needs analysis is to investigate whether there is sufficient
customer demand to support the Proposed Public Market in Phase 6, Barangay Tigbe, Norzagaray,
Bulacan. Conducting a needs analysis survey will allow the researchers to identify if the study is
really needed or not.

However, to ensure its success, the following key concepts must be considered:
1. The mode of transportation and time travel of the potential consumer and vendor.
2. The present situation in the community.
3. The interest in having a Public Market.
4. The need for an accessible Public Market.

Defining the Market Service Area

A population is defined as all


persons living in a geographic area
and is the basis for quantifying
customer demand. Figure 1 shows
the area that will benefit from the
public market. The North Hills
Village in Barangay Tigbe
composed of Phase 4, 5, 6 and 7.
According to the documents
presented by the local government
unit, the total population of
Barangay Tigbe as of 2017 is 10,
141. Approximately 2000
households will benefit from the
proposed public market.

Needs Analysis Survey

To fully assess the potential demand and interest in the public market among the Barangay
Tigbe residents, a house-to-house survey in the immediate market area (Phase 4, 5, 6 and 7) was
conducted.

The researchers conducted a random house-to-house survey in the vicinity. But before
conducting the survey, a theory was used to approximate the number of people to be surveyed -
the Slovin's Formula. It is used to calculate the sample size (n) given the population size (N) and
a margin of error e. If a sample is taken from a population, a formula must be used to consider
confidence levels and margins of error. Wherein the sample size obtained is 99.02 or 100 with a
90% confidence level (10% margin of error).

It was conducted September 10, 2018, early in the morning and ended in the late afternoon.
It was difficult for the researchers to conduct the house-to-house survey because other residents
did not want to participate or were busy. A questionnaire was prepared by the researchers. It
constitutes seven questions, the first question is about the mode of transportation when going to
their desired market. The second question is the time it takes them to travel to the public market.
The third question is their opinion about the construction of a public market in their barangay. The
fourth question is about the vendors on the creek and their goods. The fifth question is about the
possible opportunities for the residents. The sixth question is about their views whether it would
help the economic growth aspect of their community. And lastly, if they really need a public market
in their barangay.

Profile of Respondents

The sample population size is divided into four to see the number of respondents required
for the survey, and it turns out that in each phase, there will be 25 respondents. The breakdown of
the respondents is 67 percent female and 33 percent male. Gender is an important factor due to
their judgment; like women look more into the quality of goods and men focus on the other factors,
such as the price and quantity.

Pertaining to age, 19 percent are below 20 years old and generally are students. 22 percent
are 21 to 30 years old and 23 percent are 31 to 40 years old, which majorly are capable of going
to the market because they have jobs. 36 percent are 41 above, which are said to be experienced
and usually take interest in visiting the public market.
On the other hand, having an occupation serves as a great factor for potential demand in
the public market. From the survey conducted, 39 percent are housewives or they do not have an
occupation, therefore, they have the time to stop by their desired market. 37 percent have
professions that give the researchers an idea on their expenses in goods and products. 19 percent
are students which play a significant role in the society and 5 percent did not specify if they have
a work or not.

General Opinion

Majority of the residents in Barangay Tigbe thinks that the Proposed Public Market is a
good idea. One advantage is that they will not be needing to go to Sampol anymore, which is
kilometers away from their barangay. One of the citizens said, "Mahal kasi ang pamasahe
papuntang Sampol, dalawang tricycle pa bago makapunta. Eh kung magkakaroon dito sa amin,
mas maganda kasi makakatipid kami sa pamasahe.” Tricycle fare is what they really point out
because of the one-way cost of Php 80 from their barangay to Sampol.

Another matter is that the vendors beside the creek and along the sidewalks can be
transferred to the proposed public market. Many say that it would be pleasing to the eyes if there
could be an appropriate area for the scattered vendors, they would have sanitary sidewalks and the
danger of the vendors staying beside the creek will disperse. Though there are a few residents who
did not want them to transfer because they are used to where the stores are.

On the other hand, vendors that are asked in the survey said that it would be troublesome
for them to transfer if the proposed public market is to be constructed because of the rent, tax, and
permit that they would be needing in order for them to continue their transactions. In addition,
consumers also said that the price of the goods must be the same price as the produce in Sampol
because it is much cheaper there.

Mode of Transportation and Time Travel

In questioning the residents of Barangay Tigbe, it is found that 2 percent is using a bicycle
as a way of transportation when going to the public market. 33 percent goes to the public market
on foot. 3 percent uses jeepney as the mode of transportation when going to the public market, 49
percent uses tricycle as the mode of transportation when going to the public market and 13 percent
has their own motorcycle which they use when going to the public market. In this query, many did
not get the idea of the public market because the residents misunderstand the term "palengke".
Many answered walking as they go to the public market because they thought that the researchers
are asking about the "talipapa" in their barangay in which they are talking about the vendors on
the sidewalks.

Referring to making a trip to the public market, 47 percent is traveling less than 10 minutes
to go to the public market. 48 percent says it takes them almost 30 minutes to go to the public
market. And 5 percent say it takes them an hour to get to the public market. As they misunderstand
the question, they also did in the time travel. But the majority of the respondents that go to Sampol
answered that it depends on how fast the public transportation takes a trip.

Interest in Public Market

It appears that 90 percent of the citizens in the barangay agree to the idea of having a public
market in the vicinity when asked about it in the sixth question. Some of them are already aware
of the possible construction of the public market, as there was a previous proposition but was never
constructed. 5 percent thinks otherwise and answered “no” to the subject. Some citizens think that
having a public market nearby is not going to be that beneficial for them, as the price of goods
may become higher if the market is nearer. The rest (5%) does not have an opinion about it, the
reason being that they do not actually go to the marketplace.

Opinions about the Problem

When the people are asked if the vendors near the creek are selling in a safe place, 26
percent answers “yes” as they have been near the creek and do not see a problem with the vendors’
safety. Yet, 49 percent says that “no”, they do not believe that the area where the vendors are
selling is safe, as it is apparent that some particular place around the creek is unstable and may
cause the stores to collapse.

The survey shows that a majority of 71 percent consider that it is more safe, secure, and
reliable if the stores near the creek were to be transferred to a new public market. 4 percent has no
opinion on the matter or simply did not know their opinion about it. While the rest did not answer
the question because they have never been nor have ever bought anything from the stores near the
creek.

Benefits of the Proposed Public Market

According to 92 percent of the inhabitants of the barangay, they agree that a public market
in Phase 6 will give opportunity to those who want to start a business. Some of them said that it
would help small entrepreneurs. Another citizens said that they would appreciate it more if the
money they use to buy goods went to the people who actually live in their barangay and not to
some place elsewhere. The rest of 8 percent has no opinion on the matter.
From the tenth question asked, 95 percent says “yes” as they come to an understanding
that a public market will aid in the growth of their livelihood and economy in the barangay. Still,
1 percent says that “no” it will not be helpful to the state of their barangay. While the remaining
4 percent does not have an opinion if the public market will be actually beneficial for them, as
some of them think that all the profit may go to the outsiders who may want to sell in the public
market.

The Need for a Public Market

For the last question, the citizens were asked if their barangay need a market that is easily
accessible and safer. The majority (98 percent) admits that “yes” they need a market that is nearby
and safe. As from the earlier queries, they have already admitted they want to have a less dangerous
and more organized marketplace. Only 2 percent has no opinion on the matter, because some of
them does not really go to the market enough to have a judgment about it.

Conclusion

The purpose of this paper is to prove that the Barangay Tigbe is in need of a proper
marketplace or a public market. The list of questions asked gained different responses from the
citizens of the barangay but dominantly they equate to one answer.

After conducting a survey and interpreting the data gathered, the overall results show that
the residents of Barangay Tigbe believe that the construction of a public market is to their
advantage. A small fraction of citizens does not have an opinion about the subject but does not
necessarily neglect the perks of having a convenient marketplace. The citizens who frequent the
market elsewhere also agree it is about time they have an easily accessible public market in their
barangay, as it is highly laborious to always go back-and-forth. From the data presented prior, it
can be identified how or why they believe that it is appropriate to build a public market in the
vicinity.
