As a reduction of the AC blocking of the AMR calls, maintaining of the estimated non-controllable interference of the inactive AMR calls is
removed. AC will treat the AMR call active after the call setup (TN189, RN6.0 2.2)
New functionality has been designed to limit UL bit rates when high UL interference power is added to the cell-specific packet scheduler
(TN189, RN6.0 2.2)
HSUPA AC not active by default (recommended to activate to protect end-user experience, if HSUPA accessibility is not main KPI)
Average estimated RTWP is used as the reference power quantity
DPCCH overhead is fully included in the own cell
If the measured CPICH Ec/No value which UE has reported is lower than -10 dB, then it is used directly in defining the initial code power
value. Otherwise 6 dB is subtracted from the measured CPICH Ec/No value, keeping the outcome in -10 dB at least; produced Ec/No is
used in defining the higher initial code power value.
New conditions of the noise power autotuning are applied in the definition of the unloaded cell.
Cell shall be empty of the calls in CELL_DCH state.
6 dB is subtracted from the measured CPICH Ec/No value, which UE has reported, for defining the higher initial code power value. This is
the original implementation in RU10

NCA contributes to the AC of the diversity handover branch addition

NCA does not contribute to the AC of the initial CS service setup;

Estimated power of the non completed RRC connection setups are not included in the power based admission decisions
Highest CPICH Ec/No value, which UE has reported for the target cell and the active set cells, is used directly in defining the higher initial
code power value so that the value equals to -6 dB of the RL specific maximum value at most.
This is the original RU10 implementation.
Power quantities used in the admission decisions (def measured power)
