1.0 INTRODUCTION
The subject property consists of an undeveloped 9.31-acre parcel (Chatham County Parcel 2-
0374-03-015) located at 2201 Beaumont Drive in Savannah, Chatham County, Georgia. The site
location and topography is shown on reproduced portions of the 2017 Savannah, Georgia and
Isle of Hope, Georgia U.S. Geologic Survey (USGS) 7.5-minute series topographic maps
presented as Figures 1 and 2 in Appendix A.
Savannah Skidaway Partners, LLC is in the process of purchasing the subject property for the
development of a self-storage facility. The subject property was operated as a private landfill for
construction and demolition (C&D) materials from approximately 1975 to 1980. As part of due
diligence, Terracon completed a Limited Site Investigation (LSI) in November 2017 to evaluate
soil and shallow groundwater conditions on the subject property. LSI results indicated the
presence of barium and lead in soil at concentrations exceeding Georgia Environmental
Protection Division (EPD) Hazardous Site Response Act (HSRA) Type 3 Risk Reduction
Standards (RRS) for non-residential use.
As a result of the discovery of soil contamination at the subject property, Savannah Skidaway
Partners, LLC requested Terracon prepare the following Prospective Purchaser Corrective Action
Plan (PPCAP), pursuant to Article 9, Section 12-8-209 of the Official Code of Georgia Annotated
(Code), also known as the Georgia Brownfield Act. The contents of this report are based upon
fieldwork, sampling, and analysis performed by Terracon and others for the subject property.
The subject property currently consists of an undeveloped, overgrown and wooded tract of land.
General trash and miscellaneous debris are scattered throughout the subject property. The
subject property is bounded by residential properties, with the exception of a storm water
detention pond on along the southern property boundary. A diagram of the subject property is
included as Figure 3 in Appendix A.
The legal description, survey plat, and property tax card for the subject property are provided in
Appendix C.

2.0 BACKGROUND
Savannah Skidaway Partners, LLC provided Terracon with a number of historical documents and
prior reports for the subject property. Copies of the following historical documents and prior
reports are provided in Appendix F and summarized in the following paragraphs.
Plat of Parcel I

In January 1996, a survey plat of the subject property was prepared by Mr. Whitney Reynolds,
Registered Land Surveyor, for the property owner at the time, Mr. Fred L. Williams, Jr. It is noted
on the plat that the subject property was used by Mr. Williams as a private landfill for his
construction company. According to Mr. Williams, land clearing and construction debris was
deposited on the subject property from approximately 1975 to 1980. Materials deposited in the
landfill included tree stumps, logs, large branches, grass, and general rubbish. Mr. Williams
covered up the landfill with dirt in or around 1980. Mr. Reynolds indicated the private landfill had
been registered with the City of Savannah at the time of the survey, and prior to any construction
activities at the subject site, the City of Savannah must approve the proposed construction plans.
United Consulting (United) conducted a Phase I Environmental Assessment (Phase I) for the
subject property in March and April 2006. According to the Phase I, the subject property was
historically used as a borrow pit, a fishing pond, and a private landfill. Test pits performed by
United during the Phase I identified buried wastes on the subject property, including metal, wire,
brick, and woody debris. United determined the historical use of the landfill to be a recognized
environmental condition (REC) and concluded that the decomposition of buried organic wastes
had the potential to generate methane gas at concentrations exceeding applicable limits. United
recommended conducting a Phase II Environmental Assessment (Phase II) to evaluate if the
historical use as a private landfill has impacted soil and/or groundwater at the subject property.
United performed a Phase II for the subject property in April and May 2006. The purpose of the
Phase II was to evaluate potential soil, groundwater, and landfill gas impacts on the subject
property. The Phase II scope of work included advancement of five direct push soil borings (GP-
1 through GP-5) to collect soil and groundwater samples for laboratory analysis. Soil and
groundwater samples were analyzed for volatile organic compounds (VOCs) and Resource
Conservation and Recovery Act (RCRA) metals. An additional soil sample was collected from
GP-2 and analyzed for semi-volatile organic compounds (SVOCs), chlorinated pesticides, and
chlorinated herbicides. Following the collection of samples, the five borings were converted into
soil vapor monitoring wells.
Soil analytical results indicated that acetone and/or methyl ethyl ketone (MEK) were detected in
samples collected from borings GP-3 and GP-5 at concentrations below the Georgia EPD HSRA
Notification Concentrations (NCs). In addition, several chlorinated pesticide compounds were
detected in the soil sample collected from GP-2 at concentrations below applicable HSRA NCs.
Certain RCRA metals were also detected in several soil samples at concentrations below
applicable HSRA NCs. No SVOCs or chlorinated herbicides were detected in the soil samples
submitted for analysis.
United concluded that the detection of selenium in the groundwater requires the property owner
to submit a formal release notification to the Georgia EPD within 30 days of being made aware of
the laboratory results. United also recommended the subject property be entered into the Georgia
Brownfield program.
Geotechnical & Environmental Consultants, Inc. (GEC) performed a Phase I ESA at the subject
property in July 2017 for Hand Properties, Inc. GEC concluded no obvious environmental
concerns were found with regard to the subject site, and recommended no further environmental
study at that time. However, GEC did recommend addressing the unsuitable soils in the area of
the former landfill and pond.
Whitaker Laboratory, Inc. (Whitaker) performed a test pit investigation at the subject property in
July 2017 for Mr. Todd Addison of Hand Properties, Inc. Whitaker completed 23 test pits
throughout the subject property to determine the extent and volume of landfill debris. Based on
the test pits, Whitaker determined approximately 36,000 cubic yards of buried deleterious material
is present on the subject property.
Terracon completed a Limited Site Investigation (LSI) for the subject property in October 2017.
The purpose of the LSI was to evaluate soil, soil vapor, and shallow groundwater conditions for
environmental impacts from the past use of the subject property as a private landfill. The LSI
included the advancement of six soil borings (denoted as B-1 through B-6), collection of twelve
soil samples for laboratory analysis, installation of four temporary wells (denoted as B-1, B-4, B-
5, and B-6), collection of four groundwater samples for laboratory analysis, and the installation of
17 temporary methane gas monitoring points (denoted as MM-1 through MM-5 and BP-1 through
BP-12). The site configuration, soil borings, groundwater monitoring wells, and methane
monitoring points associated with the LSI are shown on Figure 4 in Appendix A.
Prior to conducting the subsurface activities, Terracon requested public utility locate for the
subject site through the Georgia Utility Protection Center (Georgia 811) as required by the
Georgia Utility Facility Protection Act (GUFPA). Georgia 811 issued utility ticket 10257-301-235
on October 25, 2017, to cover the soil boring locations. Terracon verified that all affected
members had responded to the locate requests before initiating any subsurface activities.
Terracon personnel mobilized to the site on October 30, 2017, and advanced six soil borings
(denoted as B-1 through B-6) to evaluate in-situ soil and groundwater conditions for environmental
impacts related to past placement of debris fill on the site. Soil boring locations are depicted on
Figure 4 in Appendix A.
Each boring location was initially advanced with a stainless-steel hand auger to a depth of four
(4) feet below grade to verify underground utility clearance. Once cleared, the direct push borings
were advanced to 15 feet below ground surface (bgs) using a track-mounted GeoProbe ® 6620DT
rig.
While hand auguring to verify utility clearance, soil samples from ground surface to a depth of 5
feet below grade were generally collected from 1- to 2-foot intervals. From 5 feet to the total
boring depth at each location, soils were retrieved by advancing a stainless-steel sampling sleeve
equipped with an inner 5-foot long, disposable sampling tube. Soil samples were generally
collected at 2-foot intervals for screening purposes and further classification based on lithologic
and/or saturated zone changes.
Soil samples were placed in a sealed container upon removal from the boring. The soils were
visually classified in general accordance with ASTM D-2488 - 09a “Standard Practice for
Description and Identification of Soils (Visual-Manual Procedure)” and field-screened for volatile
organic vapors with a MiniRaeTM 3000 Photo-Ionization Detector (PID) with a 10.6 eV lamp
source. In accordance with the agreed upon scope of work, shallow (0 to 2 feet below surface)
and subsurface (4 to 6 feet below surface) soil samples were collected from each soil boring
above the saturated zone and submitted for laboratory analysis.
The soil samples selected for analysis were placed in laboratory prepared containers, labeled,
and stored on ice in insulated coolers secured with custody seals. The sealed coolers were
delivered to Avery Laboratories and Environmental Services, LLC (NELAC No. E87941) in
Savannah, Georgia (Avery Labs). The twelve soil samples were analyzed for the following
parameters:
Additionally, soil samples from B-1 and B-2 (4 total samples) were analyzed for pesticides by EPA
Method 8081. The samples selected for pesticide analysis were based upon a review of the soil
sampling results conducted at the site previously.
Soil boring logs including PID readings are attached in Appendix D. The chain of custody
documentation and laboratory data sheets are included in Appendix E.
before leaving the site. New disposable gloves were also utilized between each sample to
minimize the possibility of cross contamination.
3.3 Hydrogeology
The lithology of the subsurface soils encountered at the site generally consisted of silty sand and
sand. Wood, glass, and metal debris was encountered in several of the borings. Saturated soil
conditions were generally noted from approximately 6 to 7 feet bgs. Soil boring logs are provided
in Appendix D.
On November 9, 2017, static water levels collected from the four temporary monitoring wells
ranged from 5.69 to 7.23 feet bgs. A groundwater potentiometric surface map was prepared using
the groundwater elevations calculated from the water level measurements. Based on the
potentiometric surface map, shallow groundwater at the subject property generally flows to the
southeast. The groundwater potentiometric surface map is presented in Figure 5 of Appendix A.
A summary of depth to groundwater measurements and calculated groundwater elevation data is
presented in Table 1 in Appendix B.
Upon completion of the soil sampling activities, four of the six soil borings were converted to
monitoring wells in general accordance with procedures described in the US EPA Region 4,
Science and Ecosystem Support Division guidance document titled Design and Installation of
Monitoring Wells (SESDGUID-101-R1, effective date January 29, 2013). The wells were
constructed using 2-inch diameter, Schedule 40 PVC riser and screen. Well construction details
are presented on soil boring logs provided in Appendix D.
The monitoring wells were developed after installation on October 30, 2017, utilizing disposable
bailers to restore the natural hydraulic conductivity of the surficial aquifer. Separate bailers, twine,
and gloves were used at each well location.
Following the completion of development activities, the monitoring wells were purged and
sampled on October 31, 2017, in general accordance with the low-flow sampling protocol EPA
Region 4, SESD Groundwater Sampling Operating Procedure (SESDPROC-301-R4), April 2017.
The pump intake (Teflon tubing) was maintained within the mid-point of the submerged screened
interval during the purging and sampling of the wells. Field water quality parameters, including
pH, specific conductance, temperature, oxidation reduction potential (ORP), dissolved oxygen,
and turbidity were monitored throughout the purging of the wells. The target turbidity level for
groundwater samples is less than 10 Nephelometric Turbidity Units (NTU).
Following the stabilization of field parameters, laboratory-supplied containers were filled with
groundwater. The groundwater samples were logged on the chain of custody and placed in an
insulated cooler with ice. The sealed coolers were delivered to Avery Labs. The four groundwater
samples were analyzed for the following parameters:

Following groundwater sampling on October 30, 2017, Terracon installed five methane monitoring
wells along the perimeter of the site as shown on Figure 4 in Appendix A. Each temporary
methane monitoring well was constructed with 2.5-feet of 2-inch slotted schedule 40 PVC screen
and approximately 5 feet of 2-inch schedule 40 PVC riser pipe. The wells were completed with a
washed/graded sand filter pack and sealed with a bentonite/grout cap. The temporary methane
monitoring wells were installed to a depth of 5 feet bgs.
Twelve additional bar punch methane monitoring locations were placed between the methane
wells. Also, the groundwater monitoring wells were constructed with screens extending above
their respective groundwater levels, allowing each well to be monitored for methane. Methane
levels were monitored at each point using a VRAE methane meter on October 31, 2017.
The methane survey locations are shown on Figure 4 in Appendix A. Results of the methane
survey are summarized in Table 7, included in Appendix B.
Soil analytical results for the LSI were compared to the Georgia EPD HSRA Type 3 Risk RRS for
non-residential use. A soil quality map showing the detected constituents is presented as Figure 6
in Appendix A. Soil analytical results and applicable RRS are summarized in Tables 2 through 5
of Appendix B. Copies of the laboratory data sheets are included in Appendix E.
4.1.1 VOCs
The following VOCs were detected above the laboratory method detection limits (MDLs) in the
twelve soil samples submitted for analysis:
No other VOCs were detected above laboratory MDLs in the soil samples submitted for analysis.
SVOCs
The following SVOCs were detected above the laboratory MDLs in soil sample B-2-2:
No other SVOCs were detected above laboratory MDLs in the soil samples submitted for analysis.
RCRA Metals
The following RCRA metals were detected at concentrations exceeding Type 3 RRS for soil:
§ Barium was detected at a concentration of 1,080 mg/kg in soil sample B-5-2, which
exceeds the Type 3 RRS of 1,000 mg/kg.
§ Lead was detected at concentration of 3,830 mg/kg in soil sample B-5-2, which exceeds
the HSRA Appendix I NC of 400 mg/kg.
Several other RCRA metals were detected in the twelve soil samples at concentrations below
Type 3 RRS.
Pesticides
Several pesticides (4-4’DDD, 4-4’-DDE, and 4-4’-DDT) were detected above the laboratory MDLs,
but none of the detected pesticides exceed their respective Type 3 RRS.
Groundwater analytical results for the LSI are summarized below. A groundwater quality map
showing the detected constituents is presented as Figure 7 in Appendix A. Groundwater analytical
results are summarized in Table 6 of Appendix B. Copies of the laboratory data sheets are
included in Appendix E.
VOCs
Analytical results indicate no VOCs were detected above laboratory MDLs in the four groundwater
samples.
SVOCs
Analytical results indicate no SVOCs were detected above laboratory MDLs in the four
groundwater samples.
RCRA Metals
Analytical results indicate that the following RCRA metals were detected above laboratory MDLs
in the groundwater samples submitted for analysis:
n Barium was detected in groundwater samples B-1 (0.0334 milligrams per liter [mg/L]), B-
4 (0.0438 mg/L), B-5 (0.0763 mg/L), and B-6 (0.0652 mg/L).
n Lead was detected in groundwater sample B-5 at a concentration of 0.00924 mg/L.
No other RCRA metals were detected above laboratory MDLs in the four groundwater samples.
Methane was not detected at sampling points monitored on October 31, 2017. The methane
survey sample results are depicted on Figure 8 in Appendix A and are presented in Table 7 in
Appendix B.
Terracon understands the Georgia Brownfield Act has set forth certain criteria in order to qualify
for the Brownfield Limitation of Liability. Based on our understanding of the subject property, we
conclude the subject property and Savannah Skidaway Partners, LLC meet the Act’s
requirements as summarized below.
The subject property (Parcel ID Number 2-0374-03-015), in accordance with Official Code of
Georgia Annotated (Code) § 12-8-205:
§ Is not a person or entity who has contributed or is contributing to a release at the subject
property;
§ Is not related to, or is otherwise affiliated with, the current owner of the subject property or
any person who has contributed or is contributing to a release at the subject property;
§ Has not found evidence of liens filed against the subject property under subsection (e) of
Code § 12-8-96; and
§ Is not in violation of any order, judgment, statute, rule, or regulation subject to the
enforcement authority of the director.
Release Assumptions
The subject property currently consists of an undeveloped, overgrown and wooded tract of land.
Historical documents and interviews with former owners indicate the subject property was
operated as a private landfill for land clearing and construction debris from approximately 1975 to
1980. A number of environmental site investigations have been performed to assess if the
historical use as a private landfill has impacted soil, shallow groundwater, and soil vapor
conditions at the subject property.
Test pit investigations have determined that approximately 36,000 cubic yards of buried
deleterious material is present on the subject property (Whitaker, 2017). The buried materials
consist of metal, wire, brick, and woody debris (United, 2006). The decomposition of buried
organic debris has the potential to generate landfill gas in the subsurface on the subject property.
However, limited landfill gas surveys conducted by United in April 2006 and Terracon in October
2017 did not detect methane or hydrogen sulfide in temporary soil vapor monitoring wells installed
on the subject property.
The results of recent and historical site investigations performed by Terracon and others indicate
the following contaminants of potential concern (COPCs) were detected in soil samples collected
from the subject property:
§ Acetone;
§ Arsenic;
§ alpha-BHC;
§ alpha-Chlordane;
§ Barium;
§ Benz(a)anthracene;
§ Benzo(b)fluoranthene;
§ Chromium;
§ Chrysene;
§ Chlordane;
§ 4,4-DDD;
§ 4,4-DDE;
§ 4,4-DDT;
§ delta-BHC;
§ Dieldrin;
§ Ethylbenzene;
§ Fluoranthene;
§ gamma-BHC (Lindane);
§ gamma-Chlordane;
§ Isopropylbenzene;
§ Lead;
§ MEK;
§ Mercury;
§ Phenanthrene;
§ Pyrene; and
§ Styrene.
In addition, recent and historical analytical results indicate the following COPCs were detected in
shallow groundwater samples collected from the subject property:
§ Acetone;
§ Barium;
§ Lead
§ MIBK; and
§ Selenium.
Based on the results of recent and historical environmental site investigations, the historical use
of the subject property as a landfill has impacted soil and shallow groundwater. Barium and lead
have been detected in the subsurface soil at concentrations exceeding Type 3 Risk Reduction
Standards (RRS) for non-residential properties. Additional assessment activities are necessary
to determine the nature and extent of buried debris and soil contamination at the subject property.
As part of the PPCAP, Terracon proposes to conduct the following investigation and remediation
activities for the subject property:
§ Conduct a Supplemental Site Investigation (SSI) to delineate the vertical and horizontal
extent of buried debris;
§ Excavate and properly dispose of all buried solid waste debris which could result in the
generation or accumulation of methane or other landfill gases;
§ Excavate and properly dispose of soil contamination at levels exceeding applicable RRS;
and
§ Conduct confirmation sampling following excavation to confirm the subject property is in
compliance with applicable RRS.
Following the acquisition of the subject property, Savannah Skidaway Partners, LLC will proceed
with the SSI to delineate the horizontal and vertical extent of buried waste and conduct excavation
of all buried debris and contaminated soil exceeding the RRS.
Prior to transport and disposal, representative samples will be collected from the waste materials
and analyzed for characterization purposes by a qualified laboratory in accordance with permitted
disposal facility requirements. Solid waste debris and contaminated soils will then be transported
in compliance with applicable regulations to a pre-approved disposal facility permitted to accept
the designated waste.
Terracon will work with EPD to develop a protocol for conducting confirmatory soil sampling
following the excavation of the debris and impacted filled material to certify that the property is in
compliance with applicable RRS. Confirmatory soil samples will be submitted to a Georgia
certified laboratory and analyzed for the relevant COPCs. Excavation activities will continue until
confirmatory soil sample results show COPC concentrations below applicable RRS.
The excavation, handling, transport, and disposal of solid waste materials and contaminated soils
will be performed by methods which: 1) prevent contamination of the surrounding environment
(soil, water, and air), 2) performed in accordance with federal, state, and local laws, and 3) protect
personnel in the excavation area and adjacent areas.
PPCAP investigation and remediation activities will be performed in compliance with applicable
Occupational Safety and Health Administration (OSHA) regulations, and in accordance with a
project specific Health, Safety, and Emergency Response Plan.
Terracon will prepare a Prospective Purchaser Compliance Status Report (PPCSR) on behalf of
Savannah Skidaway Partners, LLC for the subject property. A written report will consist of the
previous information obtained in the format required for submission to the Georgia EPD. At a
minimum, the PPCSR will include the following:

EXECUTIVE SUMMARY'
United Consulting has completed a Phase II Environmental Assessment on the Mossy Branch
Apartments site, located south of Beaumont Drive, east of Hialeah Circle, and west of Howard
Foss Drive in Savannah, Chatham County, Georgia. This property is hereafter referred to in this
report as the Project Site. The results from this assessment are briefly summarized below. The
text of the report should be reviewed for a discussion of these items.
The purpose of this Phase II Environmental Assessment was to assess potential soil,
groundwater, and landfill gas impacts due to the operation of a historic landfill on the
Project Site. United Consulting has not been provided any information to suggest that the
landfill was lined or properly closed.
Five direct push borings, designated GP-1 through GP-5, were drilled on the Project Site
to collect soil and groundwater samples for laboratory analysis of volatile organic
compounds (VOCs), and Resource Conservation and Recovery Act (RCRA) metals. In
addition, a soil sample from direct push boring GP-2 was also tested for semi-volatile
organic compounds (SVOCs), chlorinated pesticides, and chlorinated herbicides. The
borings were converted to soil vapor monitoring wells above the depth to groundwater.

Based on the results of the analytical testing two VOC constituents, acetone and methyl
isobutyl ketone (MD3K), were detected in the groundwater sample collected from direct
push boring GP-5. No other VOC constituents were detected in the groundwater samples
submitted for analytical testing. Barium was detected in several of the groundwater
samples collected at the Project Site at concentrations below the maximum contaminant
level (MCL). However, selenium was detected in direct push probe GP-5 at a
concentration in excess of the MCL
Based on the results of the analytical testing, two VOCs, acetone and/or methyl ethyl
ketone (MEK), were detected in the soil samples submitted from direct push probes GP-3
and GP-5. The concentrations of these VOCs detected were below the applicable
notification concentrations (NCs) under the Georgia Environmental Protection Division
(EPD), Hazardous Site Response Program (HSRP). No other VOC were detected in the
soil samples. Low concentrations of RCRA metals were detected in several of the soil
samples. None of the RCRA metals detected in the soil were in excess of the applicable
NCs. No SVOC or chlorinated herbicide constituents were detected in the soil sample
collected from probe GP-2. However, multiple chlorinated pesticides, 4,4-DDD, 4,4-
DDE, 4,4-DDT, alpha-chlordane, and gamma-chlordane, were detected in the soil sample
collected from GP-2. All of the chlorinated pesticides reported in the soil were below the
applicable NCs.
Based on the results of the soil vapor sampling, no combustible gas nor hydrogen sulfide
gas was detected in the five soil vapor monitoring wells.
The detection- of VOCs and selenium in the groundwater requires a formal release
notification to the HSRP by the owner of the Project Site. Based on the HSRP Rules2, the
owner of the Project Site is required to submit a release notification within 30 days of his
knowledge that a release has occurred exceeding reportable quantity. Any VOCs detected
in groundwater constitutes a release exceeding reportable quantity. United Consulting has
conducted a preliminary assessment regarding the groundwater release notification. If
drinking water wells do not exist within 1 mile of the Project Site, then the Project Site
should not be listed on the Hazardous Site Inventory (HSI). United Consulting
recommends that a release notification be submitted to the HSRP for the reported
groundwater impacts at the Project Site on behalf of the owner. United Consulting can
prepare this notification to try and limit the potential for the site's listing on the HSI.

9. The nature of the impacts at this Project Site, and potential coverage are such that United
Consulting's opinion is that this Project Site is a good candidate for the Georgia
Brownfield Program (BFP) and the liability protections offered through this program.

can assist you with an application for such protections. Please contact us to discuss the

SITE LOCATION
The Project Site was located south of Beaumont Drive, east of Hialeah Circle, and west of
Howard Foss Drive in Savannah, Chatham County, Georg.ia. More specifically, the Project Site
was located in Parcel 15, Block 3, Land Lot 374 of the 2n° District of Chatham County, Georgia.
A preliminary development plan, dated March 29, 2006, prepared by Martin Riley Associates
and provided by The Paces Foundation, was used to determine the boundaries of the site during
this assessment. The Project Site consisted of approximately 12-acres of partially wooded and
partially cleared land. The general location of the Project Site is shown on Figure 1.
PURPOSE
United Consulting was retained by the The Paces Foundation (Client) to perform a Phase II
Environmental Assessment of the Project Site. The purpose of this Phase II Environmental
Assessment was to assess potential soil, groundwater, and/or landfill gas impacts from a historic
landfill on the Project Site.
SCOPE OF WORK
The scope of this assessment included the following items per our proposal dated April 18, 2006,
which was executed April 18, 2006:
Drilling five direct push environmental borings at the Project Site, to collect soil and
groundwater samples for laboratory analytical testing;
Converting the five direct push borings into one-inch diameter, temporary, soil vapor
monitoring wells;
Screening soil samples from the direct push borings for organic vapor screening with a
using MultiRAE Plus, PGM-50, Multi-gas monitoring instrument (Multirae);
Obtaining and submitting one groundwater sample from each of the direct push borings
for laboratory analysis of VOCs and RCRA metals;
Obtaining and submitting one soil sample from each of the direct push borings for
laboratory analysis of VOCs and RCRA metals;
Obtaining and submitting an additional sample from direct push boring GP-2 for SVOCs,
chlorinated herbicides, and chlorinated pesticides;
Measuring combustible gas and hydrogen sulfide gas concentrations within the soil vapor
monitoring wells; and

8. Preparing this report to document the results of the subsurface investigation, analytical
test results, and to provide United Consulting's professional opinion of the environmental
condition of the Project Site.
Alterations to the proposed scope of work were required due to Project Site conditions at the time
of the field investigations. Due to refusal on hardpan at approximately 10 feet bgs, United
Consulting was unable to advance the larger diameter direct push rods (2 and 3 inch) into the
hardpan. Therefore, groundwater monitoring wells were not constructed. United Consulting
advanced a smaller Screen Point 16 groundwater sampler into the hardpan to collect the
groundwater samples. Due to the high turbidity resulting from this method of sampling, all five
groundwater samples collected for RCRA metals analysis were submitted for analytical testing of
dissolved metals.
BACKGROUND
United Consulting conducted a Phase I Environmental Assessment, on the Project Site dated
April 24, 2006. At the time of the Phase I, the Project Site consisted of an approximately 12-acre
tract, which was a vacant, partially wooded parcel of land. Historically, the Project Site was used
as a borrow pit, a fishing pond, and then as a private landfill. During the reconnaissance, test pits
were excavated and woody debris, metal, wire and brick debris was observed. United Consulting
concluded that the decomposition of the organic material buried at the Project Site may produce
methane gas in concentrations above the recommended limits. The historical use of the Project
Site as a landfill was considered a REC.
Based on the Phase I, surrounding properties were primarily residential developments. Seven
listed, regulated facilities were identified Within the prescribed search distances from the Project
Site. Based on regulatory file review, United Consulting's opinion was that the listed, regulated
facilities were not RECs with respect to the Project Site.
The topography, geology and hydrogeology commonly control the migration of chemicals
released at a site/facility. The relative location of the properties will often define their potential
interaction and hydraulic connection. The description of the physical setting for the Project Site
is provided below, starting with the topography and geology. The estimated surface water and
groundwater flow directions are then estimated and described.
The Project Site was located in the Coastal Plain Physiographic Province of Georgia, which is
characterized by gentle east dipping mostly unconsolidated marine sediments. Topography in the

province is variable and ranges from low to moderate hills in the west to nearly flat in the east.
Based on the United States Geological Survey (USGS) 7.5-minute topographic quadrangle map
of the area (Savannah, Georgia, 1978 and Isle of Hope, Georgia, 1988), elevations in the vicinity
of the Project Site range from approximately 0 feet above mean sea level (nisi) to approximately
26 feet above msl. The Project Site was located on a gently sloping hill with an approximate
elevation of 26 feet above msl. Topography at the Project Site generally slopes down to the east.
Surface water flow at the Project Site and immediate vicinity generally flows east towards the
Herb River approximately 5,000 feet from the Project Site. Figure 2 shows the topography of the
Project Site and surrounding areas.
The mostly unconsolidated sediments comprising the Coastal Plain consist primarily of
Quaternary- to Cretaceous-aged marine deposits laid down during succeeding sea level
transgressions. These deposits dip gently to the east and southeast towards Atlantic Ocean. The
marine sediments are overlain along wider stream channels by Quaternary-aged alluvial and
fluvial deposits. According to the Geologic Map of Georgia, the Project Site and immediately
surrounding areas are underlain by the Pleistocene -aged, which consists of, light-gray cross-
bedded to massive glauconitic sand and sandy clay and calcareous sandstone.
The uppermost occurrence of groundwater in this area is contained within pore spaces of the
underlying sediments. Groundwater recharge occurs by seepage of water through the soil and/or
rock or by flowing directly into recharge areas of the sediments. The primary source of recharge
water is from precipitation that falls in the area, but can also originate from river discharge
during dry periods. The uppermost occurrence of groundwater is generally unconfined with some
perched zones. Deeper groundwater occurrences are generally contained within a complex
system of confined and leaky aquifers. Regional groundwater flow is south to southeast. Local
groundwater flow can generally be expected to flow in the direction of topography, with the
groundwater table mimicking the surface topography and the direction of groundwater flow
expected to generally conform to that of the surface water.
Groundwater flow below the Project Site is expected to flow east. Areas considered hydraulically
up-gradient of the Project Site are to the west within approximately 1,500 feet of the Project Site.
This anticipated direction of groundwater flow was used to assist in the evaluation of potential
impacts from nearby properties.
INVESTIGATION
Overview
The investigation included drilling five direct push environmental borings designated GP-1
through GP-5. The five borings were converted into temporary soil vapor monitoring wells with
the same designation. Direct push borings GP-1, GP3, GP-4, and GP-5 were located along the
estimated perimeter of the landfill area on the Project Site. Direct push boring GP-2 was located
on the south central portion of the Project Site within the estimated landfill and in an area of
potential stressed vegetation. Soil groundwater samples were collected from the five direct push

borings for analytical testing of VOCs, SVOCs, chlorinated herbicides, chlorinated pesticides,
and/or RCRA metals. Decontamination was performed and Chain of Custody was maintained, as
discussed in the Quality Control section of the report. Procedures used in this investigation are
discussed below and/or in Appendix A.
Drilling
Five direct push borings, GP-1 through GP-5, were drilled on the Project Site on April 20, 2006.
Generally, these borings were located in the areas listed above. The direct push borings were
advanced using a Geoprobe ® 5410 DT, direct push drilling machine. A Geoprobe® is a
hydraulically-powered, percussion/probing machine designed specifically for use in the
Environmental Industry. Soil probing techniques can be thought of as a subcategory of what are
commonly referred to as Direct Push techniques. Direct Push refers to tools and sensors that are
"pushed" into the ground without the use of drilling to remove soil or to make a path for the tool.
Soil samples were recovered continuous from the ground surface to depths ranging from about 5
to 10 feet below the existing grades. After soil sampling was complete at the direct push boring
locations, the borings were advanced to depths below the groundwater table or to the depths of
direct push refusal without obtaining additional soil samples. Soil drilling procedures are
outlined in Appendix A.
Upon drilling completion, the borings were converted into temporary soil vapor monitoring wells
as described below. The locations of the borings are illustrated on Figure 3. Soil drilling
procedures are outlined in Appendix A.
Soil Sampling
Soil samples were obtained continuously throughout the direct push borings using a Macro Core
Sampler, to a depth of about 12 feet below the existing grades. This sampling tool retrieved
continuous samples on a 5-foot interval. The continuous samples were pushed into clear PVC,
1.5-inch diameter, sampling tubes. Once the tubes were removed from the ground, the tubes were
cut open to reveal the soils for inspection and sampling. The soils were inspected and visually
classified using the visual-manual procedure.
Select soil samples were recovered from the borings and were screened with a Multirae gas meter
to ascertain the presence of organic vapors in the soil as described below. Separate soil portions
were used for the screening than those submitted for analytical testing as required by the
Environmental Protection Agency (EPA). Soil samples were obtained from each of the borings
for potential analytical testing. These samples were placed in laboratory supplied containers,
packed on ice, and delivered to an independent analytical laboratory for potential analytical
testing. The soil samples for VOC analytical testing were obtained by EPA sampling method
5035. Samples selected for analytical testing were taken from the interior of the sample
immediately after removal from the ground.

Subsurface Conditions
Fill soils were encountered at the surface of borings GP-2, GP-3, and GP-4. Fill soils are those
that have been placed by man. Fill soils can be highly variable in composition, density, strength,
and compressibility. The fill materials encountered generally consisted of sand with varying
amounts of silt and clay mixed with wood, metal, construction trash, and other debris. Naturally
occurring sediments were encountered below the fill materials of these borings and at the ground
surface in boring GP-1 and GP-5. The residual soils encountered generally consisted of sand with
varying amounts of silt and clay. The borings were terminated at a depth of 12 feet below the
ground surface. Groundwater was encountered in the respective borings at about 8, 9, 8, 8, and 8
feet below the existing grades at the time of drilling operations.
Soil Screening
Select soil samples were recovered from the borings and were screened with a Multirae to
ascertain the presence of organic vapors in the soil. The screening was done by placing each soil
sample into 8 ounce jars, covering the tops of the jars with aluminum foil to allow for the
collection of organic vapors, and placing the probe of the Multirae into the space between the soil
sample and the foil (''headspace"). Organic vapor screening indicated the presence of organic
vapors ranging in concentrations from non-detect to 22 parts per million (ppm). Table 1
summarizes the results of the organic vapor screening, which are also included on the
boring/monitoring well logs in Appendix B.

Well Installation
The five borings were converted into one-inch diameter PVC, temporary, soil-vapor monitoring
wells, designated GP-1 through GP-5. The monitoring wells were set at about 8 feet below the
existing grades. Ten feet of 0.01-inch (No. 10) slot size screen was utilized in the boring. Filter
sand was placed between the annular space and the boring wall and filled to a depth of
approximately two feet below the ground surface. An approximately two-foot thick Bentonite
seal was placed at the top of the well. The well was finished with a 1600 series locking cap. The
installation procedures are presented in Appendix A. The monitoring wells were left in place

following the sampling event. A typical vapor monitoring well detail can be found in Appendix
B.
Groundwater Sampling
One groundwater sample was obtained from each direct push boring for analytical testing of
VOCs and RCRA metals. This was accomplished by pushing hollow rods equipped with a
Screen Point 16 groundwater-sampling tool housed at the rod base, after the soil sampling
operations were complete. The Screen Point 16 sampler contains a 5-foot section of stainless
steel wire-wound 0.004-inch slotted screen, within a protective stainless steel casing. Once the
desired sampling depth was reached, the rods were lifted up approximately 5 feet, which released
the disposable tip and exposed the screen allowing groundwater to infiltrate into the "well".
Groundwater samples were then obtained with a peristaltic pump following the proper
Environmental Protection Agency (EPA) sampling techniques.
The groundwater samples were obtained using a peristaltic pump and dedicated polypropylene
tubing. Groundwater samples for analytical testing of VOCs were collected using the "straw"
method. All groundwater samples were placed directly into appropriate, clean, laboratory
supplied containers, packed on ice, and delivered within 24 hours to an independent analytical
laboratory for analytical testing.
QUALITY CONTROL
Procedures
Quality control (QC) procedures included cleaning, Chain-of-Custody maintenance and the use
of internal laboratory duplicate samples. Chain of Custody of the samples was maintained and
documented.
Decontamination
The direct push rig was cleaned prior to entering the Project Site. The direct push sampling tools
were washed with an Alconox/water solution between sampling locations. This cleaning was
performed to reduce the potential for contaminating samples due to the drilling/sampling
processes.
Chain-of-Custody
Chain of Custody was used to maintain control of the samples and the associated containers and
tests. Chain of custody forms were developed in the laboratory with the sample containers and
custody was passed from individual to individual to maintain control of the materials. As the
custody of the samples passed from individuals, this was documented on the Chain of Custody
forms. The chain of custody form is reproduced in Appendix C.

Quality Control Samples
One quality control sample was used during investigations at the Project Site, which consisted of
a trip blank sample. The trip blank sample consisted of a HPLC water filled VOC vial (prepared
by the laboratory), which was exposed to ambient air conditions present during various drilling
and sampling processes and was transported with soil and groundwater sample containers. The
quality control sample was submitted for laboratory analysis of VOCs.
One quality control sample was used during the drilling, sampling, and sample transportation
processes at the Project Site, as outlined above. The sample was submitted for analytical testing
of VOCs by EPA testing method 8260B.
VOC constituents were not detected in the trip blank samples. Based on these results, evidence of
potential cross-contamination is not present, which helps support the validity of the soil and
groundwater sampling analytical testing results for the Project Site. A copy of the laboratory
analytical testing data is included in Appendix C.
One soil sample was collected from each of direct push borings GP-1, GP-3, GP-4, and GP-5 for
analytical testing of VOCs and RCRA metals using EPA testing methods 8260B and
6010B/74714A, respectively. One soil sample was collected from direct push boring GP-2 for
analytical testing of VOCs, SVOCs, chlorinated herbicides, chlorinated pesticides, and RCRA
metals using EPA testing method 8260B, 8270C, 8151A, 8081A, and 6010B/74714A,
respectively.
Two VOCs, acetone and/or MEK, were detected in the soil samples submitted from direct push
probes GP-3 and GP-5. The concentrations of these VOCs detected were below the applicable
NCs. No other VOC constituents were detected in the soil samples. Low concentrations of
RCRA metals were detected in several of the soil samples. None of the RCRA metals detected in
the soil were in excess of the applicable NCs. No SVOC or chlorinated herbicide constituents
were detected in the soil sample collected from probe GP-2. However, multiple chlorinated
pesticides, 4,4-DDD, 4,4-DDE, 4,4-DDT, alpha-chlordane, and gamma-chlordane, were detected
in the soil sample collected from GP-2. All of the chlorinated pesticides reported in the soil were
below the applicable NCs. Table 2 summarizes the result of the soil analytical testing results. A
copy of the laboratory analytical test results is included in Appendix C.

One groundwater sample was obtained from each direct push boring for analytical testing of
VOCs and RCRA metals by EPA testing methods 8260B and 6010B/7470A, respectively. No
VOC constituents were detected in the groundwater samples collected from direct push borings
GP-1 through GP-4. Two VOC constituents, acetone and MD3IC, were detected in the
groundwater sample collected from direct push boring GP-5 at concentrations of 880 and 110
micrograms per liter (ug/L), respectively. No Maximum Contaminant Levels (MCLs) have been
established for these two VOC constituents.
Due to refusal on an extremely dense sand layer (locally defined as hardpan) at approximately 8
feet below the ground surface (bgs), United Consulting was unable to advance the larger
diameter direct push rods (2 and 3 inch) into the hardpan. Therefore, United Consulting advanced
a smaller Screen Point 16 groundwater sampler into the hardpan to collect the groundwater
samples. Due to the high turbidity resulting from this method of sampling, all five groundwater
samples collected for RCRA metals analysis were submitted for analytical testing of dissolved
metals. Barium was detected in the groundwater in several of the direct push borings at
concentrations well below the MCL. However, selenium was detected in the groundwater sample
collected from direct push boring GP-5 at a concentration in excess of the MCL. Table 3

summarizes the result of the groundwater analytical testing results. A copy of the laboratory
analytical test results is included in Appendix C.
United Consulting performed landfill gas testing at each of the five soil vapor monitoring wells-
on the Project Site. The testing was performed approximately 24 hours after the soil vapor
monitoring wells were installed in order to allow time for gases to migrate into the monitoring
wells. Sampling was conducted using a MultiRae gas monitoring instrument attached to
disposable tubing. Prior to sampling, the MultiRae was calibrated using vendor supplied .
calibration gases. The tubing was lowered into the monitoring wells while covering the top of the-
well to prevent gases from escaping. Based on the results of the landfill gas monitoring, methane
and hydrogen sulfide gas were not detected in any of the five soil vapor monitoring wells.

RECOMMENDATIONS
United Consulting recommends conducting additional testing in several locations throughout the
interior of the Project_Site to better assess other potential impacts from the former landfilling
operation. Additional soil and groundwater samples should be collected and submitted for
analytical testing of SVOCs, VOCs, RCRA, metals, and chlorinated pesticides. United
Consulting also recommends conducting further assessment and delineation of the chlorinated
pesticides detected in the soil al direct push boring GP-2.
The detection of VOCs and selenium in the groundwater requires a formal release notification to
the HSRP by the owner of the Project Site. Based on the HSRP rules, the owner of the Project
Site is required to submit a release notification within 30 days of his knowledge that a release has
occurred exceeding reportable quantity, unless the release can be remediated within 30 days. Any
VOCs detected in groundwater constitute a release exceeding reportable quantity. Under the
HSRP, the site is then evaluated for potential listing on the HSI by the EPD. The EPD's
evaluation process includes the following steps:

Release notification includes preparation of requisite forms, signed by the property owner, and
inclusion of supporting data. United Consulting experience is that providing the assessment can
assist the EPD in evaluating the site favorably. The steps followed included performing the
receptor (drinking water well) survey and preparing the calculations in accordance with the
RQSM. The information was then packaged with the site data and information on potential
receptors in the area, with a cover letter to the EPD requesting their evaluation and concurrence
that the site should not be listed on the HSI. United Consulting has conducted a preliminary
assessment regarding the groundwater release notification. If drinking water wells do not exist
within 1 mile of the Project Site, then the Project Site should not be listed on the Hazardous Site
Inventory.
Based on United Consulting's experience, evaluation by the State commonly takes four to six
weeks. The State's review is usually faster if the owner delivers the information to the EPD and
requests a quick review by the HSRP. Review periods of less than four weeks may occur if
requested by property owners or business people. The goal of the notification process is to not
have the site listed on the HSI. United Consulting recommends that the owner of the Project Site
make the notification to the HSRP and that a letter indicating that the Project Site will not be
placed on the HSI be obtained prior to acquisition of the property.
In addition, whether the property is placed on the HSI or not, the groundwater impacts make this
property a good candidate for the liability protections afforded by the Georgia Brownfield
program. This program is for obtaining limitation of liability (LoL) coverage for chemically
impacted properties under the Georgia Ha72rdous Site Reuse and Redevelopment Act (Act)i,
also referred to as the Brownfield Program. The Act has been established to provide limitation of
liability, to prospective purchasers of impacted properties for:
Groundwater impacts,
Third party liability, and
Regulatory changes.
A pre-requisite that we wish to emphasis is that the application must be submitted to the EPD
and an agreement reached with the EPD prior to acquisition of the property. This, of course, is
based on the Project Site meeting all the applicable criteria (as defined under section 12-8-205)
and you meeting the criteria for a prospective purchaser (as defined under section 12-8-206).
United Consulting believes the site will meet the property criteria. Notification of the Project
Site to the HSRP may define these remedial requirements. If the Project Site is not listed on the
HSI, the actions would be considered voluntary. Other conditions may exist for you to meet the
required criteria. Most relate to the release and certifying that you and your company had no
relation to those that were involved in the release or the company that caused the release. In
addition, you cannot be in violation of other environmental laws. These are conditions that you
must verify/certify as defined under section 12-8-206 of the Act. United Consulting has extensive

experience with the I4SRP, and with the Brownfield program, and can assist you with an
application for such protections.
LIMITATIONS
United Consulting has performed appropriate inquiry for this Phase II Environmental
Assessment The analysis and evaluation presented in this report are based on the results of this
investigation. Contamination levels should be expected to vary from the boring locations and
with time.
United Consulting's assessment has been prepared using generally accepted standards prevailing
within the relevant disciplines as practiced within the southeastern United States. United
Consulting is not responsible for the conclusions, opinions or recommendations of others.
Nothing contained within this report is intended to supersede or replace the judgment of the
Client. MI decisions relating to the aforementioned project or site are the sole responsibility of
said users.
This Phase H Environmental Assessment has been prepared for the use of The Paces
Foundation, GHTA, HUD, and DCA. Should any other person, partnership, or corporation
desire to rely upon this report, it will be necessary for United Consulting to update it for the new
user. The right to rely upon this report and the data herein may not be assigned without the
express written permission of United Consulting. As a prerequisite for the granting of such
permission, the third-party users (including, but not limited to, the Client's successors and
assigns) must agree to be bound by the terms and conditions of the original agreement between
United Consulting and the Client. Further, reliance is dependent on similar uses of the property
and the document.
