SUMMONS

1. GENERAL INFORMATION

FINA and the Hungarian Swimming Association (HSA) cordially invite all FINA affiliated National
Federations to participate in the 7th FINA World Junior Swimming Championships 2019, to be
held in Budapest, Hungary.

2. HOST PLACE & DATE OF COMPETITION

The host of this Championship is the HSA.


An Organising Committee (OC) has been established which shall be in charge of the preparations
and organisation of the competition under the control and supervision of the FINA Bureau.
The Championships will be held in Budapest, Hungary, according to the following schedule:

4. MANAGEMENT OF EVENT

Management Committee: the FINA Technical Swimming Committee (TSC) will be the Management
Committee for the Championships.
Jury of Appeal: In accordance with FINA Rules and Regulations

5. ENTRY REGULATIONS

All FINA affiliated federations are eligible to participate in the 7th FINA World Junior Swimming
Championships 2019 – Budapest (HUN).
Each federation may enter up to 2 (two) swimmers per event, and 1 (one) relay team.
 Girls: 14 – 17 years on 31 December 2019 (born 2005, 2004, 2003, & 2002)
 Boys: 15 – 18 years on 31 December 2019 (born 2004, 2003, 2002, & 2001)

Qualifying Period
Entry times will only be accepted if they have been completed within the qualifying period of 15th
May 2018 until 8th August 2019. All times outside of this qualifying period will not be accepted.

8. AWARDS (BL 9.13.1)


Medals – Gold, Silver, and Bronze: Awards are awarded to the three first in individual and team
events. In relays, medals will be awarded to those swimmers who have participated in the heats
and the final.

In case of equal times, medals shall be awarded as follows


1st place: 2 gold – no silver, 1 bronze
2nd place: 1 gold, 2 silver – no bronze
3rd place: 1 gold, 1 silver, 2 bronze

In case of 3 equal times medals shall be awarded as follows:


1st place: 3 gold, no silver – no bronze
2nd place: 1 gold, 3 silver – no bronze
3rd place: 1 gold, 1 silver, 3 bronze

9. SUBSTITUTION (G.R 7.1)

Any entered competitor may be substituted by another entered competitor at the Team Leader‘s
Meeting. It is mandatory for the Team Manager of the Federation to take part in the Team Leader’s
Meeting. Failing to do so will result in a fine of 100 (one hundred) Swiss Francs or an equivalent
amount.

10. WITHDRAWAL (G.R 7.2)

A competitor or team not wishing to take part in the Semi–Final or Final in which qualification was
earned, shall withdraw within 30 (thirty) minutes following the Preliminaries or the Semi–Final of the
event in which the qualification took place. No show will be fined 100 (one hundred) Swiss Francs
or an equivalent amount. In case of a relay, the sum shall be 200 (two hundred) Swiss Francs or
an equivalent amount.

11. PROTESTS (G.R 9.2)

Protests must be submitted as follows: To the Referees within 30 minutes following the conclusion
of the respective event (heats or semi-finals and finals). If conditions causing a potential protest are
noted prior to the event, a protest must be lodged before the signal to start is given.
• In writing on FINA forms
• By the responsible Team Leader
• Together with a deposit of 500 (five hundred) Swiss Francs or an equivalent amount.

12. TEAM LEADERS’ MEETING

The Team Leaders’ Meeting will be held on 19 August 2019 at 16:00 (TBC) in Duna Arena. The
Team Leaders’ Meeting will provide updated sport specific information for all coaches and Team
Leaders. All National Federations must be represented at the meeting because there will be a
review regarding the competition procedures, athletes’ flows, warm-up procedures, Victory
Ceremonies, etc. Failing to be present at the meeting will result in a fine of CHF 100.- (GR 7.1)

13. SWIMWEAR AND ADVERTISING (G.R 5) (BL 7)

The swimwear (swimsuit, cap and goggles) of all competitors shall be in good moral taste and
suitable for the individual sports disciplines and not to carry any symbol which may be considered
offensive (GR 5.1). All swimsuits shall be not-transparent (GR 5.2). The Referee of a competition
has the authority to exclude any competitor whose swimwear or body symbols do not comply with
this rule (GR 5.3). Before any swimwear of new design, construction or material is used in
competition; the manufacturer of such swimwear must submit the swimwear to FINA and obtain
approval of FINA (GR 5.4). All swimwear used at Olympic Games and FINA Events (pool and open
water competitions) shall be swimwear approved by FINA in accordance with the rules and
procedures set forth in the FINA Requirements for Swimwear Approval (FRSA) issued by the FINA
Bureau and valid on the date of approval. Following an approval process conducted by the
Swimwear Approval Commission, a list of approved swimwear is published by FINA (the Approved
List) each year. The Approved List is published each year before December 31 and is valid starting
from January 1 of the subsequent year (BL 8.1). In swimming competitions the competitor must
wear only one swimsuit in one or two pieces. No additional items, like arm bands or leg bands shall
be regarded as parts of a swimsuit (BL 8.2).
Swimwear for men shall not extend above the navel nor below the knee, and for women, shall not
cover the neck, extend past the shoulder, nor shall extend below knee. All swimsuits shall be made
from textile materials (BL 8.3).

14. ADVERTISING

 Swimsuits (BL 7.1.1)

o One (1) manufacturer’s logo of a maximum size of 30 square centimetres when worn. Where
one-piece body suits are used, two (2) logos of the manufacturer shall be permitted, one
above the waist and one below the waist of a maximum size of 30 square centimetres each
when worn. These two (2) logos of the manufacturer shall be not placed immediately
adjacent to each other. Where two-pieces body suits are used, the two (2) logos of the
manufacturer shall be placed on one part each.

o One (1) flag and one (1) country name or code of a maximum of 30 square centimetres
when worn.

o One (1) sponsor’s logo of a maximum of 30 square centimetres when worn. 2.2 Caps (BL
7.1.2)

• Swimming Caps (BL 7.1.2)


· One (1) manufacturer’s logo of a maximum size of 20cm2 (when the cap is not being worn)
on the front.
· One (1) flag and country name (code) of the size of 32cm2 may be printed on the left side of
the cap when worn.
· The athlete’s name of the size of 20cm2 may also be printed on the left side of the cap.
· On the right side, please keep blank this space, clean of any advertising logos

• Goggles (BL 7.1.6)


• Two (2) manufacturer logos of a maximum 6 square centimetres are allowed on goggles but
only on the spectacle frame or band.

In general, please ensure that all swimsuits, goggles and pool deck equipment are based on the
FINA Rule BL 7 & BL 8 of the latest edition of the FINA Handbook (BL 7.1.1 (swimsuits), BL 7.1.3
(Product Technology Identification), BL 7.1.6 (goggles) and BL 7.1.8 (pool deck equipment).

Athletes Bibs (BL 7.1.5)


• The maximum size of the Bibs shall be 24cm (width) x 20cm (height).
• The Bibs must be worn and fully visible during Athletes’ introduction for Semi-Final and
Final races, and for award ceremonies.
• An athlete removing the Bib before being presented at the start of an event or before
completion of the victory ceremony may be disqualified.

15. DOPING CONTROL

The conduct of the doping control will be the responsibility of the Hungarian Anti-Doping Agency
(MACS) and one or more persons appointed by the FINA Bureau. A selection of competitors to be
tested during the FINA competition shall be decided by the Doping Control Commission at the
competition. All participating competitors shall be considered for doping control selection. Any
swimmer establishing or breaking a World Record or a World Junior Record shall submit to doping
control after the race. When a relay team breaks or equals a world record or a World Junior Record
all competitors swimming the relay shall be tested.

16. REGISTRATION PROCEDURE

There will be three successive entry steps to provide information to FINA and the Organising
Committee in order to register for the 7th FINA World Junior Swimming Championships. All the
communication between the OC and National Federations will be confirmed by email. All
Registrations and Entries shall take place through the FINA General Management System (FINA
GMS) which can be accessed by https://data.fina.org

 PRELIMINARY ENTRIES:
To be submitted through the FINA GMS by 8th May 2019 at 23:59 (GMT)
The Preliminary Entry is for the purpose of indicating to the Organising Committee the maximum
number of competitors, NF representatives, coaches, doctors, etc., which each Federation
intends to register for the Championships.

 FINAL NOMINATIONS (Entries by name)


To be submitted through the FINA GMS by 22nd July 2019 at 23:59 (GMT)
The Final Named Entry is the final deadline to register all Athletes, Team Officials and NF
Representatives that includes all relevant data for the purposes of Accreditation, travel details
and accommodation. After this deadline it will not be possible to register anymore individuals to
the event. The number of registrations must not exceed the numbers submitted in the
Preliminary Entry Form. The data must contain the exact number of named competitors,
representatives, coaches, official delegates, doctors, etc.

 FINAL SPORT ENTRIES


To be submitted through the FINA GMS by 8th August 2019 at 23:59 (GMT)
Each Athlete must be registered for the event(s) in which he/she will be participating. The sport
entries must be submitted through the FINA GMS by 8th August 2019 at 23:59 (GMT). No late
entries will be accepted.

FINA and the Budapest OC will use all collected data for the purposes of event registration and
accreditation.

17. TRAVELING TO HUNGARY

VISA REQUIREMENT

All visitors to Hungary should have a valid Schengen visa for their entry and stay in the country.

The Hungarian Swimming Association will make its best efforts to facilitate an entry visa to Hungary
for all participants. In order to receive a formal invitation letter from the OC, which is needed for visa
interviews, federations are kindly asked to request that via email (international@musz.hu) with the
personal and passport data of each applicant in it.
Visa applicants must be fully registered in the FINA GMS with a passport valid for 6 months after the
last day of the Championships. All registration data must be submitted before 22nd July 2019, 23.59
GMT

Countries which need a visa for Hungary are highly encouraged to proceed with their registrations
as soon as possible and are solely responsible for making their visa application on time.

GENERAL INFORMATION FOR ENTERING HUNGARY

Hungary joined the Schengen Area on 21 December, 2007. From that time visas and residence
permits issued by one of the Schengen Member States are valid also for Hungary, and
visas/residence permits issued by Hungarian authorities are – as a general rule – also valid for the
entire Schengen Area.
Schengen Member States: Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland,
France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands,
Poland, Portugal, Slovakia, Slovenia, Spain and Sweden, Norway, Iceland, Switzerland and
Lichtenstein.
Hungary issues visas in 89 countries, while in 67 countries Hungary is represented by other Member
States for issuing visa.
The application should be submitted personally by the applicant.

IMPORTANT INFORMATION
1. The decision about the admissible applications as main rule must be made within 15 calendar days
counted from the submission. Therefore it is advised to submit the application earlier than 15 calendar
days before the planned departure. The consulate does not take any responsibility for delayed
submission and for therefore failed travels.
2. That period may be extended up to a maximum of 30 calendar days, and exceptionally maximum
of 60 calendar days in special cases.

18. FINANCIAL

The National Federations are responsible for their team travel, accommodation and meals expenses.
FINA will provide financial contribution for a maximum of three (3) swimmers and one (1) coach
entered to participate at this Championships as follows:

Africa: up to USD 1’500.- per person


Asia: up to USD 2’000.- per person
Americas: up to USD 2’000.- per person

Europe: up to USD 600.- per person
Oceania: up to USD 2’000.- per person

The financial contribution will be provided only after the conclusion of the Championships upon
receipt by FINA of an invoice addressed to FINA by the Federation (template to provide) with copies
of flight invoices, E-tickets and proofs of payment and provided that each athlete has swum at least
one event and appears on the results sheet. Details about the travel itinerary shall also be entered
onto each participant's GMS profile latest ten days prior the starting of the Championships.

General Information
The Organising Committee provides accommodation in a total of 6 (six) official Team Hotels. There
are three categories of accommodation: two 4-star Superior hotels are located on beautiful
Margaret Island, the ‘lungs of Budapest’, just a short stroll away from Duna Arena, venue of the
World Championships; two other 4-star hotels lie close to the venue, and two 3-star hotels, located
a little bit closer to City Center are also available for participating Teams. All rooms in all hotel
categories come with full board.

Booking Procedures
The National Federations must submit the Preliminary and the Final Accommodation Forms before
the respective deadlines to the Organising Committee. The OC accepts only appropriately
completed, stamped and signed forms, submitted solely by the National Federation. Both forms can
be found attached to these Summons. All bookings need to be placed through the OC, and are
subject to hotel availability.

Provisional Accommodation Bookings


The Preliminary Accommodation Form must be sent to Mr. Laszlo Szogi, Accommodation Manager
of the OC via email (laszlo.szogi@musz.hu) no later than 3 May, 2019.

Final Accommodation Booking Confirmation


Final accommodation booking confirmation allows your national federation to make any final
changes to your reservations and confirm the booking. The deadline for the final accommodation
booking confirmation is 22 July, 2019 by 23:59 (GMT).

Rooming List
National Federations must provide a detailed rooming list for their accommodation bookings. The
deadline for the rooming list is 1 August, 2019 by 23:59 (GMT). For those National Federations
who do not submit a rooming list by this date, the OC reserves the right to generate a rooming list
based on the information available on their behalf.

Payment Procedures
Upon final accommodation booking confirmation the OC will provide the National Federation a
detailed invoice for the remainder of the amount due. The full amount must be paid by 31 July,
2019 by 23:59 (GMT) in order to guarantee the booking. Without this rooms may not be available
upon arrival.

Cancellation Policies
To avoid additional cancellation charges the OC must be notified of any amendments or
cancellation no later than 22 July, 2019 by 23:59 (GMT). All cancellations must be submitted in
writing by email to laszlo.szogi@musz.hu.

20. TEAM OFFICIALS

Individuals who are serving as Team Officials (coaches, managers, trainers, chaperons, etc.)
cannot serve as Technical Meet Officials. Each federation shall be allowed to include in its’
Delegation Team Officials (coaches, managers, trainers, chaperons, etc.) based upon the number
of competitors entering and participating in accordance with the following:

A fee of 100 USD$ will be payable for each approved additional accreditation pass.

21. TRAINING SESSION SCHEDULE

Both the competition and the warm-up pool of Duna Arena (50m, indoor) will be available for training
from 16 August, 2019 until the end of the World Championships. Exact training times TBA later.
There will be open training sessions meaning that it is not possible to reserve lanes beforehand.

Right next to the competition venue there’s another 50m (outdoor) pool, which may also be used for
training and warming up (availability TBC).

Teams are allowed to occupy massage/team rest area on the pool deck of the warm-up pool on a
first come, first served basis.

Warm up Schedule:
Competition pool will be closed for training/warm-up 15 minutes prior to the start of the session (9:15
in the morning, 17:15 in the afternoon), with the first day of competition being a possible exception
because of the official Opening Ceremony. The warm-up pool can be used for training/warm-up
throughout the whole session.

22. LOCAL TRANSPORTATION

The OC will welcome all participants of the 7th FINA World Junior Swimming Championships
registered through GMS at the Budapest Liszt Ferenc International Airport (BUD). Each athlete and
team official will receive free transportation from the airport to their respective hotels (provided they
have booked their accommodation through the OC). Upon departure the OC will also provide return
transfer to the airport based on the travel information submitted in the GMS.

The OC will run a frequent shuttle bus service for those who are staying in an official team hotel
and have booked their accommodation through the OC between the hotels and the
training/competition venue. The shuttle service will run from the morning of the first official training
day (16 August) until the evening of the final day of competition (26 August).

23. COMPETITION VENUE

Completed in a record-breaking two years’ time, Budapest’s new wonder, the Duna Arena served
as the main venue of the 17th FINA World Championships in July 2017, and has hosted several other
FINA Aquatics events since. The complex features two Olympic-size pools – the competition pool is
3m deep, while the depth of the warm-up pool can be set according to the needs.

During the 2017 FINA World Championships the venue could accommodate 12,000 spectators by
using temporary indoor stands, as well as catering to all demands of any large-scale event. Applying
the latest development in all areas, this magnificent building has become a great home of each
aquatic discipline and has already hosted a series of international events. Even though it offers
approximately 5,000 seats in legacy mode – as of today, it can be re-enlarged within months if
another major showcase event visits the city.

In August 2019 the Hungarian Swimming Association will welcome the best swimmers of the future
generations at the 7th FINA World Junior Swimming Championship. After the highly successful World
Championships and the reconstruction of the building into legacy mode, the Duna Arena already
staged a handful of major events in almost all disciplines, most recently the 4th leg of the 2018 FINA
Swimming World Cup which brought back the fantastic atmosphere to the venue with 5,000 fans
cheering on the stands.

In 2019 more major FINA Events are to be staged here, the highlight definitely being the 7th FINA
World Junior Swimming Championships.

24. TEAM FILMING AREA

Please note that we only have limited space for video analysis with your equipment. Any National
Federation team wishing to make biomechanical video analysis during the event should contact the
OC in advance to request a position, which will be allocated on a first-come, first-served basis. Any
unauthorized video analysis by any person or team will not be permitted. All requests regarding
filming positions should reach the HSA no later than 3 May, 2019.

24. BUDAPEST

Budapest is the capital and the largest city of Hungary, a metropolis which leaves the visitor thirsting
for more. This impressive capital has the very best of what Hungary has to offer. It is a large, vibrant
city, with a population of approximately 2 million people. Being one of the most densely populated
cities in the region, it is not just the powerhouse of the Hungarian economy, but also an important
cultural centre and the focus of the country’s political life.

The history of the city began with Aquincum, originally a Celtic settlement that became the Roman
capital of Lower Pannonia. Hungarians arrived to the territory in the 9th century. Budapest became
a single city occupying both banks of the Danube River with the unification of Pest, Buda and Óbuda
in 1873.

Today Budapest is a popular tourist destination in Europe. Even if only for a short stay, there are
many things worth seeing in Budapest. It has the largest thermal water system in the world, the first
underground of European was built in Budapest more than a 120 years ago, and the Hungarian

capital has the third largest Parliament building in the world, as well as the biggest and one of the
most spectacular synagogues in Europe.

The Buda Castle Hill, with the 700-year-old Matthias Church, the Royal Palace and the Fishermen's
Bastion, is among the most fascinating World Heritage Sites, with spectacular views to the downtown
and the Danube River, with her many bridges, amongst them the beautiful Chain Bridge – the first
one to permanently connect Buda and Pest.

The Opera House, was opened in 1884 during the Austro-Hungarian Empire, attracts not only the
music lovers, but also those who want to admire its architectural beauty. The Opera is located on
Andrássy Avenue, often called Budapest's Champs-Elysées, leading on to Heroes' Square, built in
1896 to mark the thousandth anniversary of the Hungarian state. The City Park is just a couple of
steps away – with Vajdahunyad Castle, a replica of a Transylvanian castle of that name, the
Budapest Zoo and many museums.

The city’s cultural life is vibrant and diverse, where museums, galleries, theatres and concert halls
are completed with year-round festivals, concerts, exhibitions and other cultural events.
Budapest is packed with museums and galleries, 223 altogether, and there are plenty of temporary
exhibitions in the most unlikely of settings, particularly in the summer. Giving home to not only
Hungary’s historical, artistic and scientific past but also that of European culture and science. Some
of the greatest examples are the Hungarian National Museum, the Museum of Fine Arts and the
Hungarian National Gallery.
Speaking of water, the city’s number one reference is the Danube River, which parts the city into the
hilly Buda and the flat Pest sides. Budapest is a city of spas, with a unique composition and
temperature of the waters, where visitors can relax and recharge in one the 19 different thermal
baths, including Turkish hammams.
Budapest and its surrounding is also a real paradise for sport events, for instance marathon runs
offer splendid views along the two banks of the river Danube. And let’s keep in mind that the city has
already hosted many aquatic events. For instance, the 17th FINA World Championships, as well as
the very first edition of the European Swimming Championships back in 1926.
