1.0 Sealed Tenders for PROVIDING OF ROUND THE CLOCK SECURITY SERVICES AND
UNSKILLED WORKERS are invited by the General Manager, MSME Tool Room (Central
Tool Room & Training Centre, Kolkata, India (Hereinafter called “The Centre and/or the
Purchaser”). The tenders shall be received up to 12.30 Hours on 14.01.18 and shall be opened, in
the presence of intending tenderers as per schedule and procedure described in these tender
documents. Earnest money shall be Rs.50000/- in the form of DD of any branch of a scheduled
bank, Favouring Central Tool Room & Training Centre, payable at Kolkata. Tenders received
without Earnest Money and received late will not be accepted.

2.0 Tenders must be submitted in the Tender Box kept at Central Tool Room & Training Centre,
Bonhooghly Industrial Area, Kolkata-700108, India in a strong sealed cover addressed to the
General Manager, Central Tool Room & Training Centre, Bonhooghly Industrial Area, Kolkata-
700108, super scribing on the top of the envelope Tender enquiry number with date and due
date of the tender opening.

3.0 The Tenderer must be ex-servicemen security agency sponsored by the Director General of
Resettlement (DGR) or State Ex-servicemen Corporation or any other authority approved under
the present law. Copy of the documentary evidence is to be attached with the tender failing which
tender will be rejected.

4.0 The agency should be registered with statutory authority like ESI, PF, Trade licence, GST; etc.
Three years tax return and balance sheet of the agency and ITC clearance should also be attached
with the tender.

5.0 The agency should have the annual turnover of Rs.1 core or more.

6.0 List of Establishment where the services are being provided should be submitted (Last 3 years).

7.0 The security services are to be provided round the clock, 8 hours per day for 24 hours in shift at
the centre having its offices and establishments at Bonhooghly, Kolkata. The centre is having
Production and Training activities, trainees hostel and residential accommodation at Bonhooghly.

8.0 The period of contract shall be for duration of 12 months. Centre reserves the right to terminate
the contract after giving two month’s notice in case of any default in implementation of any
clause or if the performance of the security personnel is not found satisfactory.

9.0 The Centre reserves the right to reject any or all offers without assigning any reason whatsoever.
The centre also reserves the right to accept any tender in whole or in part without assigning any
reason whatsoever. The successful tenderer shall be notified of the acceptance of the tender and
till such intimation is received tenderer (s) should not make any arrangement or incur any
expenditure in anticipation of the receipt of notice of acceptance; he/ they will have no claim for
compensation of any sort. On issue of notice of acceptance of the tender, the tenderer will furnish
Security/Deposit in the form of a Bank Guarantee in favour of the Centre, If applicable for an
amount of Rs.1.50 lakhs to be notified at the time of issue of Acceptance of Tender, from a
Nationalised Scheduled Bank which will be kept valid for a period of 15 months. The Bank
Guarantee should be deposited at the Centre within 5 days of receipt of acceptance of tender.

10.0 Any dispute or difference arising in interpretations or applications of provisions of the


contract, shall be referred to the sole arbitration of Development Commissioner (MSME),
Ministry of MSME, Govt. of India or any other person appointed by him. The award of the
arbitration shall be final and binding on both the parties. Arbitration shall be governed by Indian
Arbitration Act.

sealed cover marked Part “A” and the Tender enclosed herewith at prices quoted by me/us in
Part “B” of the Tender which is also enclosed herewith in a sealed cover marked PART- ‘B’. I/We
agree to hold the offer open for 90 days from the due date. I/We have read and understood the terms
and conditions of the Tender Documents which shall become contract on acceptance of tender, and
agree to be governed by the same. I/We specifically undertake that I/We will not resile from my/our
offer modify the terms and conditions thereof.

entrusted by the management)

PART – IV

GENERAL SCOPE OF WORK

1. Security Guards are to be deployed round the clock. They shall make their own arrangement
to stay in the premises. Patrolling activity to be done regularly.
2. The personnel so deployed shall have knowledge of fire fighting equipment kept in the
premises.
3. Maintaining proper records and register of the goods which are entering and leaving of the
premises. Maintaining vehicle records and checking of personnel going out is mandatory.
4. To check pilferage and implementation of anti theft measures.
5. Any other tasks allotted by the management in the interest of security of premises.
