Expression Of Interest (EoI) For Supply, installation, commissioning, operation and Maintenance of 25000
Public Wi-Fi Hotspots at BSNL’s rural Telephone Exchanges on turnkey basis
Telecommunications Consultants India Limited (TCIL) intends to participate in the tender for “Supply, installation,
commissioning, operation and Maintenance of 25000 Public Wi-Fi Hotspots at BSNL’s rural Telephone Exchanges on
turnkey basis”. In this regard, TCIL is looking a partner who is willing to participate in this work with TCIL on
exclusive basis.
3 Installation Material including POE Switch, For 25000 Public Wi-Fi Hotspot locations at
UPS, cables, Poles/Masts etc. BSNL’s rural Exchanges

1. Pre-Qualification Criteria:

1. SCOPE OF WORK
1.1 Tender is for Supply, installation, Commissioning, Operation and Maintenance of 25000 Public Wi-Fi Hotspots
on BSNL’s rural exchanges of BSNL on turnkey basis. Circle wise distribution of quantity is given under
Section-3, Part-E of the tender.
1.2 The bidder shall be responsible for Supply, installation, Commissioning, Operation and Maintenance of WLCs
at 5 central locations and Wi-Fi hotspots spread across 25000 rural exchanges of BSNL as per quantity
distribution in the tender & work awarded to respective successful bidder.
1.3 The Access Systems (WLCs) and Hotspots to be supplied by bidder shall be integrated with BSNL’s existing
Wi-Fi Core System. Bidder shall be responsible for integration and interoperability of the supplied equipments
with existing Wi-Fi Core system of BSNL.
1.4 The Wireless LAN (WLC) supplied by the bidder shall be capable of managing multiple Access Points from
central location. WLC shall be able to provide the status for each Access Point being managed and shall be able
to remotely handle configuration, reboot, update of Firmware, backup of a group (one or more) of Access Points
according to a schedule.
1.5 Public Wi-Fi Hotspot shall be created at BSNL rural telephone exchange. Access Points (APs) shall integrate
with supplied WLC and create CAP/WAP tunnel as per standard CAP/WAP protocol.
1.6 All Wi-Fi user data shall reach to BSNL existing Wi-Fi Core network from where it shall be sent towards the
internet.
1.7 Further, Helpdesk for management, trouble ticketing, etc. of the deployed Access & hotspot equipments shall be
setup by the bidder. The supplier shall provide a portal for booking faults and share the user id and password to
all the node incharges /NOC/Management for booking/closure of dockets and taking out necessary reports.
1.8 All equipment, Hardware, Software Supplied shall be IPV6 compliant and shall be able to handle IPV4 and
IPV6 traffic transparently.
3. Bid Validity Period: The offered bid shall be valid for a period of 150 days from the date of submission of Bids.
4. Amendment of EoI: At any time prior to the last date for receipt of offers, TCIL, may, for any reason, whether
at its own initiative or in response to a clarification requested by a prospective Technology Provider, modify the
EoI document by an amendment. In order to provide prospective Technology Provider reasonable time to take
the amendment into account in preparing his/her offer, TCIL may, at their discretion, extend the last date for the
receipt of offers and/or make other changes in the requirements set out in the Invitation for EoI.
5. Bidders may collect tender document from TCIL Office by signing of Non Disclosure Agreement (NDA).
6. TCIL reserves the right to accept or reject any or all the bids without assigning any reason.

their claim, latest by 05.10.2017 at 11:00 hours at the below mentioned address.

are bound unto Telecommunications Consultants India Limited (hereinafter called “the Purchaser”) in the sum of Rs.
………………… for which payment will and truly to be made of the said Purchaser, the Bank binds itself, its
successors and assigns by these present.
THE CONDITIONS of the obligation are:
1. If the Bidder withdraws his bid during the period of bid validity specified by the Bidder on the Bid form or
2. If the Bidder, having been notified of the acceptance of his bid by the Purchaser during the period of bid
validity
We undertake to pay to the Purchaser up to the above amount upon receipt of its first written demand, without the
purchaser having to substantiate its demand, provided that in its demand, the purchaser will note that the amount
claimed by it is due to it owning to the occurrence of one or both of the two conditions, specifying the occurred
condition or conditions.
This guarantee will remain in force upto and including THIRTY (30) days after the Period of bid validity and any
demand in respect thereof should reach the Bank not later than the specified date/dates.
