1-Pre-Qualification:- The firm shall be able to produce the work order completed for same
type of work during last 07 years in either of the following options :
(i) One completed work costing not less than the amount equal to Rs. 23,51,466.00
(ii)Two completed works costing not less than the amount equal to Rs. 14,69,666.00
(iii)Three completed works costing not less than the amount equal to Rs. 11,75,733.00

2- Average annual financial turnover ending 31 March of the previous three financial

SCOPE OF WORK
Annexure – A MCO NO. 06990

1. Description of Item: Hiring of Security Guard (without arms) on all 365 days for round
the clock security of Proof Range Area at Sarsaul, Kanpur.
2. Qty: 12 Nos. per day (4 nos. per shift, 3 shifts a day)
3. Delivery: 365 days (one year from the date of commencement of contract)
4. Eligibility criterion:DGR sponsored Ex-servicemen security agencies or state Ex-servicemen
Corporation only will be eligible to participate in the tender enquiry.
5. Scope of Work:Proof range at Sarsaul, Kanpur is under development. At present the area
(850 m X 850 m approx.) is covered by boundary wall. The security guards have to
provide round the clock safety and security to the government property at Sarsaul Range
Area. The scope of work and aim for deploying Private Security Guards is to ensure the
following:
a) To keep vigilance to safeguards areas of responsibility, safeguards the properties,
assets and other materials from theft, pilferage and destruction by sabotage and
subversive activities by bad/anti-social elements during the period of contract. The
place of duty can be changed as on required basis as per the discretion of security
officer/OFC, Kanpur.
b) To carryout mobile patrolling and other security related duties in a laid down
systematic manner and as and when ordered by Sr.SO/SO, depending upon the
situation.
c) The services are to be provided during the period of contract on all days in 03 shifts
including Sunday and holidays. The agency shall deploy their guards round the clock on
the basis of 08 (eight) hours shift and weekly off shad be allowed to them as per statutory
rules of UP Govt. During weekly off of the guards deployed, the relief guard shall be
provided without extra cost. The agency must ensure the relief of the guards. No guard
shall be put on duty for more than 08 (eight) hours a day. No overtime is permitted.
d) The agency shall ensure that their guards are performing their duties properly, efficiently
and in a disciplined manner.

e) The guards shall ensure that only authorized persons enter the areas covered by them for
security purpose and also allow entry/exit of any property, material only after checking, on
the orders of competent authority.

f) The agency providing security cover shall ensure strict compliance of the instructions for a
prohibited area declared under clause-8 of section 2 of the official secret Act of 1923.
g) The agency shall ensure that under no circumstances, the area under their security cover is
left unguarded wholly of partly due to the absence from duty of any of their security
guards.
h) The security personnel of the agency shall immediately intimate the Sr.SO/OFC cases of
any untoward incidents arousing suspicion or apprehension of theft or burglary or outbreak
of the fire or movement of unauthorized persons in the area under their security cover. The
guards on duty in such cases shall simultaneously bring to the notice of their senior
authorities for taking immediate action as necessary in the situation.
6. Dress code:
i. Cap
ii. Shirt with name plate and identity card (same colour and pattern for everybody).
iii. Trouser.
iv. Whistle &Baint (Danda)
v. Raincoat during rainy season.
vi. Woolen jersey for winter.
7. Terms & Conditions

a) The firm/agency will have to engage 12 nos. of Security Guard (without Arms) on all working
days and holidays etc. to keep the areas under contract well secured to the satisfaction of
contracting authority i.e. GM/OFC. The contractor shall perform the job as per instructions by
the representative of GM/OFC.
b) List of security staff to be engaged is to be furnished by the contractor before start of work and
persons enlisted should only attend the work. Details of all the persons to be employed, with
two recent passport size photographs shall be provided to OFC for record. Duration of their
work will be 8 hrs a day and as per timing specified by representative of GM/OFC.
c) Contractor has to furnish PVR of the persons employed by him.
d) In case of detection of any misconduct on the part of employees, the matter will be reported to
the contractor for necessary action against the erring personnel. Any threat or breach/violation
of security shall be contractor's responsibility.

e) No housing accommodation will be provided by OFC to the personnel employed by the
contractor.

f) The contractor has to arrange for supervisory work and keep account of work done on day-to-
day basis and responsible for execution of work as per directives of representative of GM/OFC.
g) In the event of any damage to life/property or to OFC or its employees, the contractor shall be
liable to payment of compensation and/or prosecution in accordance with the laws/acts in
force. Compensation for damage to property of OFC will assessed by representative authorized
by GM/OFC.
h) Any infringement/violation of agreed terms &condition of the contract by the contractor shall
entitle forfeiture of Security Deposit and levying of such penalties as deemed fit by contracting
authority on 15 days’ notice.
i) The contract will be responsible for safety of his workers and will be required to provide
protective clothing etc. The contractor will be solely responsible for accidents/injuries suffered
by his workers.
j) Daily recording of Attendance of security staff are to be done and should be shown to OFC
representative on demand.
k) The contractor shall provide necessary uniform with security logo and necessary equipment for
security personnel.
l) The contractor must ensure that the security persons reach in time to the designated place on
duty.
m) The Agency shall always cater for additional requirement of personnel to cater for absenteeism
due to leave, sickness, desertion etc. No security personnel will be deployed on overtime for
such contingencies.
