1.0 SCOPE
This schedule of technical requirements is for chairs for use in Air Conditioned
Chair Cars of Indian Railways. While quoting, the tenderer shall give clause wise
comments and shall submit a deviation statement also.
2.2 Fixing and mounting arrangement of chairs in the coach will be as per
drawing No. WSCZAC2-6-1-202.
2.3 Chairs shall have mounting arrangement and foot rest as shown in drawing
No. WSCZAC2-6-1-202.
Scope of supply including number of chairs of different types, hardware
items, folding table arrangement, (attendant seat fixing arrangement.) and
foot rest etc. shall be described separately by the indenters as required
based on particular coach layout.
Note : Along with each coachset of chairs, the supplier will supply 5 meter
length of upholstery cloth, exactly the same out of which chairs have been
made.
2.4 Overall dimensions of chairs including back and arm rest and seat cushion
etc. shall be as per drawing No. ICF/SK-6-1-271.
2.5 All fasteners and metal parts shall be suitably concealed or aesthetically
flushed. The chairs shall have no sharp edges or corners anywhere.
2.6 Steel frames for seat and back rest shall be sturdy and painted to suit the
colour scheme of coach which shall be advised by ICF after placement of
purchase order.
2.7 Steel tubes provided in the frame shall confirm to specification IS-1161-98
or IS:3074-79 or IS:4923-85. The manufacturer shall mention the actual
specific specification while quoting for the supply of chairs.
2.8 Snack table top shall have a top Matt surface with depression to place
tumbler. It shall easily be cleanable.

2.9 Suitable spring to IS:4454-81 shall be provided below the cushion in seat
for better cushioning.
2.10 Moulded cushion for seat and back rest shall be made of polyurethane to
IS:8255-76 or (ICF/MD/Spec-087)
2.12 For latex foam rubber cushions (ICF spec No. ICF/MD/Spec.87) shall
apply with clause 2.1.2 read as under.
a. For Seat bottom and Arm : Hard grade with indentation hardness index
Rest from 29 to 35.
2.13 Chair shall have provision for either only back rest movement or a
combined back rest and seat bottom having both the provisions with the
reclining back rest and having hinged at bottom will be preferred.
Reclining mechanism should cater for continuous movement with stop at
any desirable position or with stop at minimum three positions. Details of
positions of seat bottom and back rest in initial and fully reclined
condition shall be optimised for the seating arrangement shown in
WSCZAC2-6-1-202 over & which it shall be mutually agreed upon at the
time of prototype approval. The back rest of the chair shall have a
reclining arrangement from 13 degree to 30 degrees. Seat cushions and

back rest contours shall provide adequate ergonomical comfort. These
details shall be mutually agreed upon in all the reclining positions at the
time of approval of prototypes.
2.14 Gas filled reclining mechanism for reclining shall be sturdy enough to
meet the operating requirements in a railway coach. The arrangement
should be leak proof during the entire operational period. The tenderer
shall clearly mention the type of arrangement offered. The mechanism
shall ensure smooth operation for minimum of 50,000 strokes without
maintenance.
2.16 All bearing points shall be provided with bushes made out of good nylon
having self-lubricating quality.
2.17 Magazine bag shall be made out of nylon wire, built with suitable curtain
spring at the opening edge of bag which shall be covered with lining to
avoid sagging in service.
2.18 Upholstery with beading at the borders shall be used and it shall be
properly fitted into the FRP back rest so that it does not come out of the
back rest during coach manufacture and operational service. A sample of
upholstery shall be got approved from ICF for colour, shade and quality
specification before the manufacture of chairs.
2.20 Arm rests other than at the sidewall and aisle of seats shall be foldable.
2.21 Tenderer shall supply two sets of assembly drawings with details along
with the sample of chairs for approval.
3.0 DEVELOPMENT
Vendors may offer alternate design of seats for all the above or any of the above
clauses with a view to upgrade the design. Clausewise justification shall be given
by the tenderer in such cases. Seats having lower weight shall be preferred and
vendor should develop in this direction. Specific details given above may be
deviated from those specified above, if sufficient technical justification is

available. However, the decision of the approving authority of ICF on all such
matter shall be final.
4.0 PACKING
5.0 WARRANTY
The tenderer shall give warranty for any part of the Chair failing or proving
unsatisfactory in service due to defective, design, material or workmanship within
36 months from the date of supply or 24 months from the date of fixing of chairs
whichever is later.
6.1 Tenderer shall supply one prototype two seater and one three seater for
approval before commencing bulk supply. These prototypes shall be
examined from all view points and supplier shall incorporate changes
suggested by ICF on the basis of this review in the prototypes as well as
bulk supply. The bulk manufacture shall be undertaken only after the
approval of prototypes.
6.2 Clause –6 is applicable for the first supply of a new supplier. However,
ICF shall have the right to repeat the prototype approval process
mentioned in Clause 6.0 above in subsequent orders also. In this regard,
ICF’s decision shall be final.
7.1 Testing of chairs shall be done in the same condition as fixed in the
coaches. The following static load test shall be applied to prototype
samples of chairs.
a. 100 Kgf vertical load to be applied per person to the seat cushion by
using pressboard of hard board of circular area 615 Sq.cm in the
location of sitting area.

e. 75 Kgf vertical load shall be applied on each arm rest near the outer
most edge of arm rest. 75 Kgf horizontal load shall be applied on the
outer arm rest directing inside the chair.
7.2 The above tests shall not give rise to any deformation or cracks in any
components.
7.3 Once a type approval for the chairs has been granted based on the
prototype results, the design of the same shall not be changed without the
specific and written approval of ICF.
