Standard Technical Criteria

Eligibility Criteria - For works costing more than 50 lakhs- (a) The tenderer must have
successfully completed any of the following during last 07 (seven) years, ending last day
of month previous to the one in which tender is invited: Three similar works costing not
less than the amount equal to 40% of advertised value of the tender, or Two similar
works costing not less than the amount equal to 50% of advertised value of the tender,
or One similar work costing not less than the amount equal to 80% of advertised value of
the tender. (b) (i) In case of composite works (e.g. works involving more than one
distinct component, such as Civil Engineering works, S&T works, Electrical works, OHE
works etc. and in the case of major bridges - substructure, superstructure etc.), tenderer
must have successfully completed any of the following during last 07 (seven) years,
ending last day of month previous to the one in which tender is invited: Three similar Allowed

TENDER DOCUMENT
I/We have read the conditions of tender attached hereto and agree to abide by

I/We have perused the contract Documents (i.e. the General Conditions of
Contract, Special Conditions, Specifications/ special specifications and the
Specifications for Materials and Works 1969 of the Southern Railway/Indian
Railways Unified standard specifications 2010 and the Schedule of Rates 2008

of the Southern Railway /Southern Railway Unified Standard Schedule of rates
2011, and all other documents attached to the tender) and that I/We/ am/are
fully aware that I/We will have to perform the contract if my/our tender is
accepted subject to the Contract Documents complete aforesaid.
I/We offer to do the works mentioned in the tender at the rates shown in the
printed booklet Southern Railway Unified Standard Schedule of rates 2011
pertaining to MDU Division / Schedule of Rates, 2008, of Southern Railway/ of
the Senior DEN/DEN portion of MDU/Division as corrected upto date at
par/enhanced/diminished by Percentage in respect of Schedule A (items

covered by the Schedule of Rates) and at the rates quoted for each item by
me/us in respect of Schedule B (items not covered by the Schedule of Rates)
and hereby bind myself/ourselves to complete the work within the period of
completion as mentioned in the NIT header, from the date of issue of the letter
of acceptance.
I/We also agree to keep this tender open for acceptance for a period of 45
4 (Forty five) days from the date fixed for opening the same and in default No No Not Allowed
thereof I/We will be liable for forfeiture of my/our Earnest Money .
The full value of the Earnest Money shall stand forfeited without prejudice to
5 any other right or remedies available to the Railway in case my/our tender is No No Not Allowed
accepted and if,
I/We do not execute the Contract Documents not later than 60 days duly
remitting the performance Guarantee within 21/60 days without/with penal

interest of 12% per annum from the date of receipt of letter of acceptance
issued by the Railway
I/We do not commence the work within fifteen days from the date of receipt of
Letter of acceptance.
I/We agree that until a formal agreement is prepared and executed,
acceptance of this tender shall constitute a binding contract between us

subject to modifications as may be mutually agreed to between us and
indicated in the letter of acceptance of my/our offer for this work.
I/We also undertake to carry out the work in accordance with the said plans,
specifications and conditions of contract and to find and provide such of the
7 materials (other than those to be supplied by the Railway), and to do all such No No Not Allowed
things which in the opinion of the Engineer may be necessary for, or incidental
to the construction.
Completion and maintenance thereof and complete the whole of the said
works in all respects, and hand them over to you or your representative(s)

within the period specified, and to maintain the same for the period and in the
manner provided in the conditions of contract.

The tenderer shall upload scanned copies of mandatory credentials such as
experience, Turn over certificates and any other documents as applicable ,all
documents related to partnership deed /Joint venture /Consortium/MOU,
should be uploaded at the time of submission of bid

TENDER DOCUMENT
For the works tenders, it has been decided to adopt the affidavit - based
system of credential verification. The tenderer shall submit along with the
tender document, documents in support of his/their claim to fulfil the eligibility
criteria as mentioned in the tender document. Each page of the copy of
documents/certificates in support of credentials, submitted by the tenderer,

shall be self- attested /digitally signed by the tenderer or authorized
representative of the tendering firm. Self - attestation shall include signature,
stamp and date ( on each page). Only those documents which are declared
explicitly by the tenderer as "documents supporting the claim of qualifying the
laid down eligibility criteria" will be considered for evaluating his/their tender.
The tenderer shall thoroughly go through the entire tender documents and
strictly adhere the instructions and directions given at different pages.
2.3 Tender Document Cost once paid is non-refundable. No No Not Allowed
Unreleased EMD, if any, held with the Railway Administration, shall not be
adjusted towards the EMD to be remitted.
2.5 All the required/supporting documents should be scanned and uploaded. No No Not Allowed
If the Tenderer(s) deliberately give(s) wrong information/ incorrect documents
in his/their tender or create circumstances for the acceptance of his/their
tender, the Railway reserves the right to reject such tender at any stage. The
2.6 entire EMD and any other dues available with Railway against that contract will No No Not Allowed
be forfeited. Action will be taken to suspend the business with the tenderere
for a period of one year. In addition, Administration reserves the right to
prosecute under suitable law.
All terms and conditions in the tender documents are binding on the
Tenderers.
Railways reserves the right to accept or reject any or all the tenders and to
2.8 award the work in whole or in part without assigning the reason for any such No No Not Allowed
action.
The Tenderers are advised to visit the site of work in their own interest and
acquaint themselves with the site conditions and expected quantum of work
and assess all the site specific difficulties to be experienced while executing
the same and the rate shall be arrived duly considering all the facts above and
quoted in the tender. Any representation at a later date specifying the site
difficulties shall not be considered.
Payment of EMD and Form cost should be made online only through multiple
bank's net banking, debit and credit cards

The Design mix for USSOR item 041010, 041012 in the above works to be M-
25, instead of M-20 in the printed U.S.Schedule of Rates 2011
2 Note to Sch - B No No Not Allowed
2.1 All supply of materials should conform to the relavant IS specification. No No Not Allowed
The sample of all materials should be produced and got approved before
supply of materials.

TENDER DOCUMENT
" The tenderers shall submit a notarized affidavit on a non - judicial stamp
paper stating that they are not liable to be disqualified and all their
statements/documents submitted along with bid are true and factual. Standard
format of the affidavit to be submitted by the bidder which is already available
under Head "ELIG ". Non submission of an affidavit by the bidder shall result in
1 summary rejection of his/their bid. And it shall be mandatorily incumbent upon Yes No Not Allowed
the tenderer to identify, state and submit the supporting documents duly self
attested by which they/he is qualifying the Qualifying Criteria mentioned in the
