I. SCOPE OF WORK

A. The work to be done under this heading shall consist of furnishing all
materials, equipment, tools, transportation, supervision and services and
performing all labor for excavating, filling and backfilling, required for
the construction of all structures indicated on drawings.

B. It shall include staking, layout and all necessary survey work.

C. It shall include all excavation, handling of material, transportation,


rehandling, rolling tamping, or ramming, surfacing, and disposal of
surplus materials as herein described, furnishing of new material of the
kind, character, and quantity required, removal of water during the
construction, and any and all work of similar character necessary as part
of or incident to the construction and completion of all the installation,
and finishing the entire project in accordance with the lines and elevations
illustrated on the drawings and described in these specifications.

D. It shall include the furnishing and maintaining until completion of all


work, adequate barracades, guardrails, lights and other protection.

II. WEATHER

No excavation, grading, or other earthwork shall be done in wet, cold, or other weather
conditions which the owner’s representative may consider unfavorable for
securing the best construction.

III. EXCAVATIONS

A. All excavations of every description and in whatever substance


encountered shall be made to the dimensions and levels shown on the
drawings or to the dimension necessary for proper construction and/or
installation of utilities. Excavation may be accomplished by any method
authorized by Owner. Excavations carried below the exact depth
indicated on the drawing, either by accident or otherwise, shall be refilled
to the proper grade with thoroughly compacted suitable fill except in
excavation for footings the resulting excess excavation shall be filled with
concrete at no extra cost.

B. Pipes and conduits encountered in excavation which are to remain in place


shall be properly supported and protected.

C. During earth moving operations, to prevent dusting and erosion by wind:


1. Spray clear water on haul roads and final graded areas designated
to receive paving or structures. Renew such applications when
necessary. Do not use salt water.

2. Wet down all cut and fill areas necessary to prevent soil from
becoming airborne.
3. All vehicles leaving the site shall have their wheels cleaned of mud
and dirt to prevent tracking onto public streets.

D. Immediately notify the owner’s representative of any underground


conditions found which differ materially from those indicated or expected.

E. Legally dispose on the CertainTeed’s site or where directed by the


owner’s representative any surplus earth and unsuitable fill such as
organic material, debris, or clay or materials or combination of materials
which will fail to compact, remain stable or reasonably constant in volume
after compaction. Asphalt or bituminous materials shall be legally
disposed of off site at a road base processing facility or compacted
backfill.

IV. EXISTING FOUNDATION AND OTHER OBSTRUCTIONS NOT SHOWN


ON THE DRAWINGS

If existing foundations, existing underground lines or other obstructions not shown on the
drawings are in the way of excavation, notify the owner’s representative for
instruction as to the proper method to follow in either moving the obstruction or
work around it. This will be handled as an addition to the scope of the contract.

V. PUMPING, DEWATERING AND TEMPORARY DRAINAGE

A. The Contractor shall divert and/or pump out, bail or otherwise remove any
water which may be found or shall accumulate in the excavations, and
shall perform all work necessary to keep them entirely free from water
while construction under this contract is being completed.

B. If ground water is of the extent that well pointing is necessary, this shall
be handled as an addition to the scope of the contract, unless this site
condition is expressly indicated in the scope of work.

C. Temporary grading and elevations shall slope away from the buildings at a
rate of not less than 2%. It is required that low point elevations do not act
as reservoirs for runoff.

D. Water removal shall be accomplished in such a manner as not to damage


or injure adjacent property or any item of permanent site improvement.

VI. SHORING, BRACING AND SHEETING

A. Shoring, Bracing and Sheeting, where necessary, shall be furnished and


placed by the Contractor for support of earth banks bordering excavations
in order to make the construction safe, stable, and secure in accordance
with safety requirements and as required by OSHA.

B. The size and arrangement of members shall be such that banks are
retained in place so that no earth movements can occur that would damage
adjacent structures or underground facilities.

VII. EARTH FILL AND BACKFILL

A. Material for fill and backfill shall be approved clean granular material.
Stones, boulders or cobbles, or any other rock material greater than 5
inches in the longest dimension shall not be allowed in the fill material.
The rock materials used in the fill shall not be grouped in a manner known
as “nesting”.

B. All fill or backfill material shall be compacted to a dry density at least


equal to 95% at the maximum dry density tested according to ASTM-
D1557.

C. Fill or backfill material shall be placed in successive horizontal lifts


consistent with the equipment used to do compacting and not more than
10 inches in loose depth for the full width of the area to be compacted.
Placement shall start in the deepest area and progress approximately
parallel with finished grade.

D. No materials will be placed until the previous lift has attained the proper
compaction.

E. The optimum moisture content shall be required throughout the layers of


fill material. Wetting or drying manipulation shall be required if
necessary to accomplish this. Compaction operations will be suspended
when, in the opinion of the Owner’s representative, satisfactory results
cannot be obtained because of rain or other unsatisfactory conditions.

F. No fill material shall be placed until excavations and areas have been
cleared of unsound material, rubbish and debris; or when free water is
standing in the area, or on surfaces which have not been approved by the
Owner’s representative.

G. No fill or backfill materials shall be placed when either the materials or


the previous lift (or subgrade) on which it is placed, is frozen. In the event
that any fill or backfill which has already been placed on the subgrade
shall become frozen, it shall be scarified and recompacted, or removed,

before the next lift is placed. Any soft spots resulting from frost shall be
removed or recompacted before new material is placed.

H. Any soft or spongy areas in any new fill or backfill shall be excavated,
refilled and re-compacted at the expense of the Contractor.

I. The Contractor shall compact each layer by using a Dynamic Vibrator


Compactor, acceptable to the owner’s representative, capable of operating
at the optimum frequency of vibration required for the size and type of the
compactor in use and the material being compacted. There shall be not
less than two or not more than five passes per layer and the actual number,
within this range, shall be as directed by the owner’s representative
depending upon the type of material being compacted. A pass is defined
as one passage of the vibrating unit over the entire surface of the layer.

J. Any area inaccessible to a roller shall be compacted to the proper percent


compacting by mechanical tampers or other approved suitable means.
Lifts in these areas must be reduced to suit the equipment used.

K. At all times, the Contractor shall drag, blade or slope the embankment to
provide proper drainage.

L. The Contractor shall be responsible for the stability of all fills made under
contract, and shall replace, without additional compensation, any portion
of the fill which shows distress at the discretion of the owner’s
representative.

VIII. BORROW AND DISPOSITION OF SURPLUS MATERIAL

A. Surplus material not required for filling, backfilling or grading shall be


deposited as designated in the scope of work.

B. No excavated material or debris shall be removed from the owner’s


property without approval of the owner’s representative.

IX. INSPECTION

A. For fill required where structures are to be built, the fill material shall be
approved by the owner’s representative and all distribution, compaction,
etc., shall be done in a manner acceptable to the owner’s representative.

B. The owner reserves the right to inspect the work in progress at any time.
Inspection may include any or all the following:

1. Verification of excavation.
2. Verification of compaction.
3. Verification of suitability and quality of fill materials.

4. Approval of Contractor’s equipment.
5. Verification of filling and compaction operations.
6. Verification of grading operations.
7. Verification of subgrade before placing of foundations, paving or
floor slabs.

X. PROOFROLLING

A. The entire area outside upon which tanks, or structures, will be built shall
be proofrolled before placement of required fill or construction of any
foundation or structure.

B. Proofrolling shall be accomplished by subjecting the entire area to several


passes of any acceptable vibratory roller to obtain 95% of the max. dry
density as tested according to ASTM-D1557.

C. In the event that proper compaction cannot be obtained because of poor


soil, this soil shall be removed and replaced with granular materials
selected by the Owner’s representative.

XI. TESTING OF COMPACTED SUBGRADE & FILL MATERIAL

A. As indicated in the scope of work, a reliable testing laboratory shall be


retained for the purpose of testing the areas upon which structures will be
built to control the density and moisture content. Soil which does not pass
the test will have to be corrected at the Contractor’s expense.

B. If indicated in the scope of work, analysis results will be required which


certify that any fill material brought on site shall pass the EPA Extraction
Procedure according to Federal Register (5/19/80), section 261.34 for the
following metals:

Also analysis results may be required to certify that material contains no Poly
Chlorinated Biphenyls (PCB).
