1. Why was Shorinji Kempo founded?


Why did Kaiso found Shorinji Kempo? This is the origin of Shorinji Kempo.
A branch master should succeed the will of Kaiso and propagate it to the members.

What Kaiso learned from his own experiences?


Kaiso Doshin So experienced hardships in his childhood and defeat in a war in a foreign country
(China), and chaos of people’s mind and social orders, and the harsh realities of international
politics where the interests of states and races took precedence, and only might seemed to make
right, and has reached to one thought.

Motivation
Realization Kaiso gained from his experiences
- The person, the person, the person, everything depends on the quality of the person -
★ Human society is planned and controlled by human.
All the cultures including religion, philosophy, and technology are created by human, and politics,
wars, educations, and economy are also planned and controlled by human.
★ “The person, the person, the person – everything depends on the quality of the person.”
Kaiso discovered that events are greatly affected by the character and way of thinking of people in
positions of influence. He expressed this realization as, “The person, the person, the person:
everything comes from the quality of the person.”
Determination to develop people
So he decided “to gather youths with a sense of purpose, to explain this path to them, and to draw
out their sense of justice, to nourish their confidence, courage, and vigor, and so to educate people
who would contribute to the revival of our native land.”

Kaiso Doshin So founded Shorinji Kempo in Kagawa of Japan in October 1947.

2. What is Shorinji Kempo?
A branch master should understand the essence of Shorinji Kempo and be prepared to explain what
it is. If you can make the people around you understand Shorinji Kempo properly, your activity
will be supported and be promoted.

Shorinji Kempo as “gyo”


Shorinji Kempo is a “gyo” (discipline) to promote truly strong people with confidence, courage,
vigor, a spirit of compassion and a sense of justice.
◆What is “gyo” ?
Learning how to control and develop one’s mind by using one’s body is called “shugyo” or “gyo” in
Japanese.
◆The character of “gyo” ① ②


Kaiso gave the character “gyo” (see ①) his own interpretation.
He interpreted it to show an image of strong people shouldering
the weak and standing face to face with each other. (see ②)

Shorinji Kempo has the educational system that realizes this


interpretation. Our aim is to help people to establish a self that can be relied upon (jiko kakuritsu)
and to be able to act with the same kind of consideration for others as we give ourselves (jita
kyoraku).
Practice method with three benefits
Shorinji Kempo brings the three benefits of “self defense,” “spiritual cultivation,” and “improved
health.” The essence of Shorinji Kempo must be “gyo” in which one practices Shorinji Kempo for
peace and cooperation, to train the self rather than defeating others and overcoming the self to
establish the self, and to be a self that can be relied upon.

3. Fostering people in order to establish the Ideal World
A branch master should have a clear vision of what kind of people we are to foster through Shorinji
Kempo, and should find the effective way and implement it.

Ideal image of humanity toward which kenshi aspire


• People who can live with faith in their own potential
• People who can live as the authors of their own lives
• People who can act with consideration for the happiness of others
• People who can act with compassion, courage, and a sense of justice
• People who can live so as to bond with and support each other in solidarity and
cooperation

Our activities are Movement for Happiness


Movement for Happiness is a movement in which we develop individuals, based on the principle of
Shorinji Kempo “Half for one’s own happiness, and half for he happiness of others,” who can take the
initiative to act and influence the people around him/her to improve the school, office, and the
community, in order to strive to establish a society, which is peaceful and prosperous without wars and
terrorism, and a society in which people

Operation Body
Movement for Happiness is to be implemented by each kenshi cooperating with each other in unison.
Even if it is a right idea, it is often impossible to realize it by just one person. It is also an important
task of a branch master to establish an operation body in which comrades can cooperate with each
other to work on the same goal of establish the ideal society. A branch master should make efforts to
let the members communicate with each other, and also to strengthen the bonds with the neighboring
branches by sharing activities and opinions. Let us establish a solid relationship of fellow kenshi
beyond the social status, ranks, and occupations, to make it an organization that is truly united.

4. Structure of the organization
This section explains the structure of the World Shorinji Kempo Organization. A branch master
should be conscious of being a member of an organization and follow the policy and rules of it.

Purpose of the World Shorinji Kempo Organization


The activity of the World Shorinji Kempo Organization is to supervise the organizations of Shorinji
Kempo established around the world and to achieve the following purpose.
“The purpose of the Organization shall be to spread worldwide and protect the teachings and
arts of Shorinji Kempo initially created by Doshin So and promote friendly relationships among
those countries participating in the Organization without regard to race, religion or political
preference, thereby contributing to peace in the world.”

・ A branch has completed the set procedures and is permitted to implement its activities of
Shorinji Kempo.
・ Exchange friendly relationship and promote mutual cooperation among the branch members.

・ Promote activities to develop Shorinji Kempo.

◆ A Regular Group Member (a national federation of Shorinji Kempo)


・ A federation consists of 4 branches or more within one country formed to supervise the branch
activities of the country.
・ Exchange friendly relationship and promote mutual cooperation within the federation.
・ Help the affiliating branches operate their activities smoothly.
・ Promote activities to develop Shorinji Kempo in the country and contribute to the world peace.

1. Position, mission, and behavior of an instructor
Position - Being positioned as assuming roles of instructing and nurturing the Kenshi on behalf of
Kaiso and Shorinji Kempo Shike.
Mission – Inherit the resolution of Kaiso (motivations and objectives for originating Shorinji
Kempo) and promote the Prosperity Crusade of realizing an ideal world by nurturing
people in each region where a branch is located.
Behavior - Make the Shorinji Kempo’s principle his/her own principle of actions, and propagate
them to others by practicing them in real life.

2. Mission of a Branch Master


□ Practice Shorinji Kempo as “gyo” and promote the Prosperity Crusade.
□ Follow the policy of the organization, and promote activities in order to achieve the goals with
the embers of the branch.
□ Have a proper job and be trusted in the society as a leader.

3. Behavior of a Branch Master


□ Be a role model to the branch members by practicing the principles in daily life.
□ Contribute to the development of the community and the country.
□ Develop his/her teaching skill in both techniques and philosophy.
□ Propagate the ideas of Shorinji Kempo properly to those who do not know Shorinji Kempo,
and increase supporters.
□ Work together with neighboring branches and exchange information and friendship.
□ Understand the information received from WSKO and positively propagate it to the members.
□ Never teach other martial arts.

4. Duties of a branch master


Administrations
Implement the required administration works as explained in the Chapter 3 and 4.
Delayed applications may cause the branch members great inconveniences. A Branch Master is
responsible for implementing all the administration works not to violate the rights of the branch
members.

Accounting
Keep and maintain clear accounting stated in the Chapter 5 of this book.
Any money paid by the branch members should not be kept or used as the branch master’s
individual income.

】Branch Operation
1. Branch Activities
①Dress code
Clothing for practice
(1) Wear a “dogi” for practicing Shorinji Kempo.
(2) A dogi should meet the following requirements:
① The color of a dogi should be white.
② Wear a “sodesho (sleeve badge)” that is suitable for the rank. (see the Regulations of
clothing)
③ Name should be written on the back collar, bottom of the front collar, and on the upper front
of the pants.
④ Do not roll up the sleeves.
⑤ The bottom of the pants should be between ankles and knees.
⑥ Wear underwear neatly if worn under a dogi.
⑦ A belt should comply with the rank of the wearer. Do not wear a belt too old to show the
color, or too shabby.
⑧ Feet should be bare in principle, unless any special reasons.

About Hoi
At Embukai or demonstrations organized as a branch
activity, wearing a Hoi would help your public relations
activities more effective.
We do not have specific eligibility to wear a Hoi.
However, it is preferable that kenshi who can show Embu
with higher levels wear it. Sleeves of a Hoi should be rolled
up.

Sleeves should be rolled up.

Dogi should not be seen


below the bottom of Hoi.

② On Chinkon Gyo
Significance of Chinkon Gyo
In Chinkon Gyo, we recite Meditation (seiku), Oath (seigan), and Creed (shinjo). They explain
the basics we must understand and practice with belief. Also, by reciting them in unison, unite the
hearts of all the members present.
By confirming the purpose of practice and putting our spirits into the proper mode for training, we
can see far better results than practicing without any consciousness.

Guideline for Implementing Chinkon Gyo


◆ Chinkon gyo should be performed at every practice session in principle.
◆ Technical practice should be performed after Chinkon gyo in principle.

How to perform Chinkon Gyo


(1) Have the members line up.
(2) Shuza faces the members and announces “We will start Chinkon gyo (Chinkon gyo wo
hajimemasu.)” and does gassho-rei.
(3) Shuza turns right-about, and commands “rei” to make all the members perform “rei” to the same
direction, and commands “naore.”
(4) Shuza commands “seiku” and everyone recites seiku.
(5) After reciting seiku, Shuza commands “seigan” and everyone recites seigan.
(6) After reciting seigan, Shuza commands “chakuza” and everyone sits down in anza and perform
meimoku and chosoku*.
(7) Shuza stands up and goes round with a stick. When finds a kenshi with a bad posture, pat
him/her on the shoulder to inform. If the kenshi is still in a good posture, Shuza corrects it by
putting the stick on the back of the kenshi or with Shuza’s hand. The kenshi who is corrected the
posture stay seated and perform gassho rei.
(8) Shuza waits for everyone perform chosoku fully, and make a sound by hitting the stick to the
floor. With the sound, everyone makes kiai. Immediately Shuza commands “kiritsu” and leave
the stick and go back to the front.
(9) Shuza faces to the members and commands “shinjo.” Everyone recites shinjo.
(10)After reciting shinjo, Shuza turns right-about and commands “rei” to make everyone perform rei
to the same direction, and commands ”naore.”

(11) Shuza turns right-about to face the members and announce “We will finish chinkon gyo (Chinkon
gyo wo owarimasu.)” and Shuza and the members perform gassho rei to the other.

=1. How to do Chosoku


- Proper posture with back muscles elongated
- Eyes lightly closed (meimoku)
- in principle, breathing should be through the nose. 20 to 30
seconds per breath
1) Inhalation – gently, slowly, and deeply (7 seconds)
2) Spillover – let a little air escape
3) Saturation – saturate the chest and abdomen with ki (3 seconds)
4) Exhalation –slow, drawn-out release of seven tenths of the
breath (10 seconds)
5) Retention –stop and hold the remaining three tenths (3 seconds)
N.B. – All times are rough guidelines

Fostering Future Executive Members
Significance of Fostering Future Executive Members
Fostering future executive members who are to assist the branch management or provide technical
instructions is an important issue to influence the future activation of the branch, directly linking with
its enriched activity basis.
In order to foster future executive members, the Branch Master is asked to develop an elaborate
instruction plan indicating clear goals for Kyu or Dan promotion, to prepare the environment in which
members can practice actively.

Points to Remember when Fostering Future Executive Members


Develop the instruction plan
The Branch Master needs to prepare for providing the grading examination based on the annual
instruction plan, to prepare a system that allows future executive members to be qualified steadily.
In addition, higher levels of instructions are needed to be provided according to the proficiency in
techniques and subjects. In some cases, special training only for the Branch Master and executive
members or training exchange with neighboring branches is also helpful.

Help accumulate experience


It is also important for the Branch Master to assign some technical instructions and official
procedures to future executive members, trying to give them hands-on experience of participating in
the branch operation. However, the Branch Master shall still be responsible for all the branch
operation. Thus, he/she shall not neglect control and supervision of assigned tasks.

Branch establishment
In the event of the executive member becoming fully qualified, he/she should be encouraged to
establish a new branch.
In order to become a Branch Master, the awareness of the actual executive member shall be valued
most. However, it is necessary to provide opportunities to enlighten such awareness.

3. On Kyu & Dan grading examinations


It is one of the tasks of Branch Masters and Coaches to give members lessons in both philosophy
and techniques in accordance with the Curriculam as provided for by WSKO. Shorinji Kempo has a
ranking system to show how far each member has developed.
The Shorinji Kempo ranking systems involve gradually accumulating layers as if ascending stairs
one at a time. A kenshi receives a new rank if he/she has spent the stipulated period of time working
hard to learn techniques and teachings, and to improve his/her character; have been tested on the
techniques and teachings relevant to his/her level.

(1) Martial rank (Bukai) & philosophical rank (Hokai)


Martial rank (Bukai) primarily signifies the extent of one’s progress in learning physical
techniques. Those allowed joining the organization start from the level of minarai (apprentice), and
then advancing through Kyu and Dan levels.
In order to obtain Hokai ranks in the World Shorinji Kempo Organization, one is required to attend
international/regional study sessions which are held to learn techniques and philosophy deeper from
the WSKO official instructors and to learn work together with fellow kenshi from other branches.
Hokai ranks is to given after a kenshi is evaluated his/her inner maturity and contribution to the
organization. After receiving the 5th Dan rank, one should obtain a Hokai rank before obtain a Bukai
rank as follows; 5th Dan – Daikenshi – 6th Dan – Junhanshi.
For the Hokai and Bukai rank of Daikenshi and above, WSKO Qualification Evaluation Committee
issues an information letter of grading to only those who are qualified for applying such ranks.

The prerequisites listed above shows the minimum period and attendance numbers. Even if one has
satisfied these requirements, one cannot take the grading without approval of one’s branch master or
coach.
Grading for 3rd Dan and above requires approval by the WSKO Qualification Evaluation Committee.
See Chapter 4.
Only those who are informed as “qualified” by WSKO Qualification Evaluation Committee are
eligible to take the examination for 6th Dan and above.

Evaluating Philosophy Test
1. On Philosophy Test for Kyu grading tests
Evaluation of essay
(1) Kyu examinees, both children and adult, submit essays on the themes stipulated in the Curriculum
book, to be evaluated.
(2) Evaluation should be rated in one of the five scores:
Excellent = 100 points or close to 100 point / Full marks or close to that.
Very good = 90 points or more / very well done.
Good = 80 points or more / more than standard
Pass = 70 points or more / standard
Failing = 69 points or less / less than standard
(3) The kenshi with the score of “poor” or higher pass the test; those with the “failing” score are
allowed to write another essay on the same themes. (“Poor” is the highest score in the case of
re-submission.)
(4) The essays are evaluated cooperatively before the examiners by the day of the tests.
(5) The examiners evaluate the essay on each of its themes, mark the resulting scores on each part,
make corrections in red ink of spellings or misunderstanding of the question, and return the essay
to the branch master. The branch master, in turn, returns the reports to the examinee and calls
attention to their mistakes.
(6) Essays may be used to confirm and/or deepen the contests of the essays; however, the essay results
are only used as a reference and should not affect the original evaluation of the essays.
(7) In the case of 8th Kyu and 7th Kyu kenshi, the essays may be substituted by oral questions on the
same themes.

2. On Philosophy Test for Dan grading tests
(1)Evaluation of essay for Dan grading
1) Dan examinees, both children and adult, submit essays on the themes stipulated in the Curriculum
book, to be evaluated.
2) Evaluation should be rated in one of the five scores:
Excellent = Far better than the average
Very good = Better than the average
Good = Average
Poor = Below average but understandable
Failing = not acceptable
The kenshi with the score of “poor” or higher pass the test; those with the “failing” score are
allowed to write another essay on the same themes. (“Poor” is the highest score in the case of
re-submission.)
3) The essays are evaluated cooperatively before the examiners by the day of the tests.
4) Each federation may decide the disposition of the essays after evaluation (if there is no federation
in the country, the branch is to decide.)

Criteria for Evaluation of Dan grading test


General criteria of evaluation are presented below:

(2) Evaluation of Philosophy Test at the Dan Grading


1) At a Dan grading examination, philosophy test is conducted with the 4 questions for adults (13yrs
+) and 3 questions for children chosen from the set Curriculum books.
2) The written tests are checked by the examiners, judgments are made by consultation among three or
more examiners.
3) The full score is 100 points and Kenshi with total scores of 70 points or above pass the exam.
4) These kenshi who fail with a total score of between 50 and 69 points may take a makeup test on the
same day.
Those with total scores of below 50 points have no choice but to take the grading once again. Any
retake should be within four months counting from the month immediately following the failed
grading.
5) Misspelling, misunderstanding of the question, etc., may cause demerit marks. However, priority
should be put on significant aspects rather than the trivial.

Technical Tests of Examinations

1. Examinee’s belongings to the test


Examinees should bring to the test their set of Dogi and writing implements.

2. Test subjects and examiner


(1) Test Subjects
The test subjects are according to the Shorinji Kempo curriculum as follows: basic techniques,
random techniques, Kumi Embu and application techniques.
(2) Examiner
The examiner should be a branch master or Coach with 3rd Dan or above who is approved by the
Board Chairperson of the World Shorinji Kempo Organization.

3. Outline of technique testing


(1) Distribution of points for Kyu examination
Techniques are graded by A [basic techniques (50 points), random techniques (100 points), and
Kumi Embu (100 points)] and B [application techniques (100 points)].
Successful examinees should get 70% or more of the total 250 points in A while 70% or more of
the 100 points in B. There is no Embu test for 3rd Kyu. The total points in A for 3rd Kyu test
are 150.

Note 1- In both tests for Dan and Kyu, examinees fail in the case they cannot get 70 % or more of
either A or B, or when they cannot get 50% or more of the possible points in either subject of
basic, random and Kumi Embu even if they get 70% or more of the total points in A.

Note 2 – In both tests for Dan and Kyu, examinees at 40 years of age or over, as a rule, do not need to
take application techniques test, so that judgment is made only as to A. But if such
examinees take application techniques test because of their desire, it is judged as stated before.

Note 3 – The examiner should use the designated scoring sheet and write down his/her own appraised
points using 1 for the smallest point without using decimals.

4. Basic Technique testing


(1) Test should be given in order of the basic techniques written in the Shorinji Kempo Curriculum.
(2) The basic techniques will be judged at one time or in some times according to the number of the
applications.

5. Random Techniques
(1) The random techniques will be judged by the 5 techniques of Goho and 5 of Juho, which the
examiner appointed in advance.
(2) The random techniques will be judged one pair by one.
(3) The point of the random techniques should be written in the score sheet.
(4) The judging points of Goho
Accuracy of jinkei and taigamae, offending and defending, correct understanding of tan geki, ren
geki, and dan geki, proper counter techniques.
(5) The judging points of Juho
1) nuki waza…shuho, atemi, nukite, tai sabaki, umpo, zanshin, etc.

6. Judging Kumi Embu
(1) A Kumi Embu to be judged should be conducted as written in the curriculum.
(2) A Kumi Embu will be judged one pair by one.
(3) A Kumi Embu should not be stopped on the way. The judge should tell the pair later if there is
any comment.
(4) If the applicant forgets the order of the Kumi Embu, and the judge have to tell him/her the order, 2
points will be deducted per advice.
(5) A Kumi Embu should be judged according to the guidance of Embu judgment.

7. Judging Un’yoho
(1) Conducting Un’yoho
1) Eligibility… Kenshi who is 13 to 39 years old can be judged. If an applicant who are 40
years old or above wishes, s/he can be judged.
2) Paring…A pair should be made, in which sex, age, or size should be considered.
3) Safety measures
a. A judge should confirm the place, prohibited actions, and protectors.
b. A judge should be careful to keep the Embu safe, paying attention to the condition of
the applicants.
c. Have the applicants wear protectrive gears as much as possible. If such gears are not
available, perform the technicqes with sundome.
4) Testing contents
The attitude, manner and precision in defense and counter attack should be judged in total in both
Goho and Juho.

(2) Goho testing


1) Way of conducting the test
The examiner specifies who will be on the offense or defense before the test. (Limitation of
offense should be imposed according to the examinee’s rank,)

a. Limitation of offense and defense


All attacks against Jodan (head) or Kinteki (groin) should be Sundome. (Uraken uchi, rate uchi,
shuto uchi, shuto giri may be used.)
Such attacks against Jodan are prohibited as ushiro geri, ushiro mawashi geri, and sokuto geri, in
which Sundome is difficult to practice.
Tsuki, uchi, and keri against the partner’s Chudan (body) with protector may be used. (Hiji ate,
shoken uchi and hiza ate may be used.)
All attacks against Kinteki should be sundome.
Ashibarai using the bottom of the foot may be used, but it is prohibited to kick or trip the partner
on or above the knee.
It is prohibited to use kicks and sweeps (kariashi) against Gedan.
Sukui nage, sukui kubi nage and tora taoshi may be used. However, in tora taoshi, the technique
of holding the partner’s knee and after that opening his/her body and then reversing his/her leg is not
allowed.
Throwing techniques of the Goka ken school and kote nage may be used.

Other instructions
Tai gamae should be those of Shorinji Kempo.
Throwing after grasping the partner, throwing after lifting the partner on one’s back or waist are
not allowed. However Ahibarai with the bottom of the foot while grasping instantaneously the wrist,
sleeve or collar of the partner, as well as atemi may be used.
It is prohibited to purposely seize the partner continuously, or to keep grasping the partner with the
sleeve or collar.
Examinee is not allowed to attack the partner who has fallen down.
Examinee is allowed to deliver thrusts or kick s before the attacker, in case where s/he responds to
the feint of the attacker.
The examiner can prohibit the techniques which s/he finds dangerous.

b. The number of performance times
In principle the examinee, while taking the defensive and offensive sides in turn, performs once.
However finding it necessary for the examinee to repeat the performance in order to evaluate his/her
skill more correctly, the examiner can order him/her to perform the offensive and defensive once
again.

2) Way of scoring the test


a. Test should be given for one pair at a time and the defensive side should be marked.
b. The maximum number of points is 50 with 40 points given to each examinee at the beginning in
Juho and giving evaluation or devaluation points in accordance with examinee’s performance.
c. The average score (counts 5 and higher fractions as a unit and cut away the rest below a decimal
point) for the 2 performances should be marked in total’s column in Arabic numerals when testing
is performed twice.
d. Judging the effective techniques
If the technique is effective, the judge says “waza ari,” raising the arm to the level of the shoulder.
When the technique is effective, the judge has the pair do Gassho Rei to each other.
e. Announcement of winning or losing should not be made.

(3) Judging Juho


1) Way of conducting
The roles of an offender and a defender should be settled before the test. (Body parts to attack
should be limited according to the applying rank.)
a. Limitation of attack
- In principle, the offender should continue the offense without loosing the part where s/he
grabbed first.
- The offense should be ashi barai, slaps in the head by an open hand, tsuki into the chest
with kumade, hiza geri (sundome). The grabbed part should be pulled, pushed, or
twisted.
b. Limitation of defense
The defender can slop off from the opponent’s grabbing hand a conduct atemi, or
counterattacks with gyaku waza. S/he may also use the other various techniques.
The judge has the applicant use the gyaku waza suitable for his/her ranks, not only nuki
waza.

s/he starts.
Meuchi and Atemi feint forms may be used.
c. The number of performance times
In principle the examinee, while taking the defensive and offensive sides in turn,

In the above mentioned case, there should be a break of two minutes or more between
performances.
The examiner orders one of the examinees to take the offensive six to eight times and
have them change sides. (There will be not time limit.)
The examiner may stop the performance before the examinees finish all the performances
when s/he judges there exists a bid difference in the abilities of the examinees.
2) Way of scoring the test
a. The maximum number of points is 50 with 40 pints given to each examinee at the beginning
in Goho and giving evaluation or devaluation points in accordance with examinee’s
performance.

Examples of Failing Kenshi in Basic and Random Techniques

in Grading Examinations

The Kenshi failing in basic and random technique examinations may attempt to do better up to about
three times. However, any of the following (below 70% of the respective total points) disqualifies
the Kenshi:

1. The kenshi does not know the technique.


(1) The examiners may give oral advice (and judge as if no advice had been given).
(2) The examiners must not demonstrate the technique.
(3) The kenshi may choose to wait and watch other Kenshi first and then take the test, provided
that the Kenshi will receive a failing score (6 points or below for each of random techniques).
2. The kenshi fails to demonstrate key points clearly (the degree of clarity may vary).
3. The kenshi’s movement is awkward apparently due to lack of practicing.
4. The kenshi fails to demonstrate correct umpo and tai-sabaki.
5. The kenshi’s demonstration disagrees with the objective of the test.
6. The kenshi fails to demonstrate defense in goho sotai test.
7. The kenshi’s counterattack does not reach the opponent in goho sotai test.
8. The kenshi fails to demonstrate nuki in Juho nuki waza.
9. The kenshi relies on excessive force in Juho nuki waza.
10. The kenshi fails in shuho and goes off balance in Juho nuki waza and gyaku waza.
11. The kenshi’s Juho nage-waza and gyaku waza are lack rationally and thus ineffective.

4. Ranking System of the Children’s Division

As the number of WSKO branches increases recently, the number of child members who are 13 years
old is also on the increase. Each branch adopted its own methods of instruction according to the
ranking system of the children’s division operated in Japan, which caused the differences among the
branches. In order to unify them as one system, following rules are adopted and have been
implemented since April 1, 1995.
1. The starting rank for members who are 13 years old or older is 3 Kyu.
2. Members who are younger than 13 years old should begin with 8 Kyu or 6 Kyu rank.
Each national federation, or each branch in countries where the national federation has not been
established, is obliged to decide the starting rank of children as either 8 Kyu or 6 Kyu and report it to
WSKO Hombu. The Curriculum book for children is also published.

[Guidelines for training members who are younger than 13 years old]
1) Members who are 13 years old or older are classified in the General Division. Members who are
younger than 13 years old are classified in the Children’s Division.
2) The starting rank for Kenshi in the Children’s Division can be 8 Kyu or 6 Kyu. However, starting
from 7 Kyu is not allowed. (In the countries where the national federation has not been established,
each branch is responsible for the decision.)
3) In a country having an established national federation, the unified starting rank is to be decided
among branch masters within the federation. In countries having no national federation, the
starting rank may be decided by each ranch master. Each federation or each branch must report its
choice to WSKO Hombu using the form.
4) Members in Children’s Division should practice according to the Children’s Curriculum. The
minimum training period for each rank is 3 month.
5) A member of the Children’s Division must be 11 years old or older to take the 1st Dan Examination,
which is the final rank of the Children’s Division. Applications for 1st Dan from any member who
has not met the practicing period and age requirements (his/her birthday has not come year) are not
accepted.
6) Any member who has been training in the Children’s Curriculum with rank less than 4 Kyu should,
on his/her 13th birthday, start training for 3 Kyu according to the Curriculum for Kenshi in the
General Division. A member who has acquired only 5 Kyu by the time s/he becomes 13 years old
and is ready to take an examination for a higher rank, may take the 3 Kyu examination for Kenshi in
the General Division without taking the 4 Kyu examination.
7) Belt colors:
Minarai…white 8 and 7 Kyu…. Yellow 6, 5 and 4 Kyu…green
3, 2 and 1 Kyu…brown Dan holders…. black
8) Teaching techniques should follow the Children’s Curriculum
9) Teaching philosophy should follow the Shorinji Kempo Tokuhon.
10) The form for reporting examination results is the same as the one currently in use.
11) Copies of the Children’s Curriculum may be obtained for 400 yen per copy. Branch masters
should order for his/her members from WSKO Hombu.

5. Safety Measures
Techniques of Shorinji Kempo are comprised of those such as Tsuki, Keri and Nage that pose
dangers toward life and limb by their nature. Therefore, instructors are obligated to strive to prevent
those dangers from becoming reality.
Regardless of his/her physical presence, the Branch Master is held liable for all the accidents
occurring during travel time to Taikai or training camps and those relating to branch activities, not to
mention during practice. The Branch Master must give sufficient consideration to and preparation
for safety measures and health management of members as well as give thorough instructions to
members.

◆ Safety Measures
1. In the preparation stage for practice, the instructor shall develop an appropriate practice plan
according to members’ age, mentality, physical fitness and techniques and select an appropriate
place for the practice.
2. During practice, the instructor shall be present without fail to give appropriate instructions while
understanding all the situations including physical conditions of members and safety of the place of
practice.
3. In the event of an accident, the instructor shall take prompt and appropriate action.
It is important to examine potential accidents according to conditions while considering the above
three points.
In addition, as measures against possible accidents, it is necessary to: 1) prepare a first aid kit on a
routine basis; 2) learn how to provide first aid treatment; and 3) confirm locations and contacts of
emergency hospitals nearby in advance.

◆ Health Management
It is important that the instructor checks the health conditions of members in advance, to give
instructions on the day of practice while paying careful attention to the health conditions of those
members.
If a member has an internal ailment, it cannot be noticed only through external observation in
many cases. Therefore, the instructor needs to ask members about their medical history at the time
of enrollment. (In the case of a juvenile member, ask that of the parent or guardian.) Upon
completing that questioning, if any problem exists, the instructor needs to consider a practice method
according to the physical fitness of the member while paying attention to that member on a routine
basis.
At the time of practice, sufficient warming-up exercises are naturally required. In addition to
those, it is necessary for the instructor to pay attention to the physical conditions of members by
asking them to inform him/her immediately if feeling unwell to avoid forcing excessive practice on
them.

◆ Instructions to Members
The instructor also needs to instruct members about self-management of everyday physical conditions.

◆ Response in the Event of Accident


In the event of an accident, the instructor must immediately provide appropriate first aid treatment
to prevent the injury or damage from expanding. He/she must take action to provide appropriate
medical treatment under direction of a specialist such as arranging an ambulance service to take the
injured person to hospital.
When the instructor is asked to explain about the accident and related conditions by the member’s
family, sincere response is required as a matter of course.

◆ Legal Perspective
In the event of a serious accident, legitimate obligation of the Branch Master differs according to
each country’s laws. It is also required to consult with a legal advisor to assess whether the measures
taken at the branch are sufficient from the legal perspective.

Statutes of the World Shorinji Kempo Organization
Preamble
Doshin So, the founder of Shorinji Kempo, witnessed many instances of unashamed behavior of
people under the extreme situation, namely war, when people lose their conscience as human beings.
He strongly felt that the significant differences in the rule of law, military affairs and politics were
made by the people participating in such affairs and greatly depended on their character and way of
thinking. Giving his thoughts words, he said, “The person, the person, the person! Everything
depends on the quality of the person.” Doshin So realized that if the course of human events
depends entirely upon the actions of “the person” in society, then in order to establish the peace that
we all long for, the only way is to nurture as many individuals as possible with a strong sense of mercy,
courage and justice. Thus, he determined to nurture young people.
Doshin So founded Shorinji Kempo in 1947 in Japan as a method of asceticism to nurture people.
The basic principle of Shorinji Kempo is to build wholesome societies by nurturing as many people
as possible who can act while wishing for other people’s happiness in equal proportion to their own.
As for the organizations of Shorinji Kempo, its federations and branches have been established in
various countries around the world, including within Japan, since its first branch abroad was
established in Indonesia in 1966.
It organized the International Shorinji Kempo Federation (ISKF) in 1972 for the purpose of
unifying those Shorinji Kempo organizations established in various countries around the world.
Subsequently, the ISKF was incorporated into a new organization, the World Shorinji Kempo
Organization (WSKO: hereinafter referred to as “the Organization”) in 1974.
In May 1980, Yuuki So (Shorinji Kempo Shike, Doshin So II) assumed the office of President of
the WSKO and has continued up to the present after the passing away of Doshin So, the founder of
Shorinji Kempo.
The Organization’s major premise is to correctly inherit and develop the basic principles of the
crusade toward “realizing an ideal world by nurturing people” that started from the resolution of the
founder Doshin So, namely, the Prosperity Crusade. The purpose of the Organization shall be to
spread worldwide and protect the teachings and arts of Shorinji Kempo and promote friendly
relationships among those countries participating in the Organization without regard to race, religion
or political preference, thereby contributing toward peace in the world.
The members of the Organization shall cooperate together to manage the Organization without
disobeying its basic principles as well as paying maximum respect to the philosophy of Shike who is
the successor to the philosophical traditions of Shorinji Kempo.

Chapter I General Rules


[Name]
Article 1 The Organization shall be called the World Shorinji Kempo Organization and shall be
abbreviated as WSKO.
[Purpose]
Article 2 1. The purpose of the Organization shall be to spread worldwide and protect the teachings
and arts of Shorinji Kempo initially created by Doshin So and promote friendly
relationships among those countries participating in the Organization without regard to
race, religion or political preference, thereby contributing to peace in the world.
2. Without obtaining approval of the Organization, nobody shall be allowed to establish a
branch, use the name of "Shorinji Kempo" or other names, symbol, and logo, stipulated
by the Organization, that is similar thereto, in any form, or to set up a place for practicing
or teaching Shorinji Kempo to other persons.
[Activities]
Article 3. 1. The Organization shall engage in the following activities in order to achieve the purpose
set forth in the preceding Article.
(1) Promote the establishment and approval of branches as well as a federation in each
country which have as their goals the popularization of Shorinji Kempo and fostering
of Shorinji Kempo Kenshi.
(2) Holding and giving support to Shorinji Kempo Taikai and Embu
Demonstrations.
(3) Holding and giving support to training seminars, study sessions, lectures, training
camps, and the like aimed at fostering Shorinji Kempo Kenshi.
(4) Developing qualified instructors to teach Shorinji Kempo.

(5) Activities to protect qualifications established by Shorinji Kempo Shike.
(6) Providing information including publishing videos, CDs, books and other
promotional materials concerning Shorinji Kempo.
(7) Activities conducive to peace in the world.
(8) Other activities necessary to achieve the purpose set forth in the preceding Article.
[Secretariat]
Article 4. 1 The secretariat of the Organization shall be located at the address of 3-1, Hondori,
Tadotsu-cho, Nakatado-gun, Kagawa Prefecture, Japan.
2 The Organization shall have the right to establish a subordinate office under the
control of the Secretariat through a resolution of the Board of Directors.

Chapter II The Shorinji Kempo Shike


[Position and Role of the Shorinji Kempo Shike]
Article 5. 1 The Shorinji Kempo Shike (hereinafter referred to as the “Shike”) provides the
leading spiritual support for all the Kenshi who practice Shorinji Kempo and the Shike
shall be the supreme advisor regarding the philosophy and arts of Shorinji Kempo as
well as operations of the Organization, while the person in this position shall succeed
to the philosophical tradition of the Kaiso (founder) of Shorinji Kempo.
2 The Shike shall authenticate, including, but not limited to, granting and divesting of
any and all qualifications concerning Shorinji Kempo to/from any and all members of
the Organization.

Chapter III Membership


[Membership]
Article 6 The Organization shall consist of group members (which are subdivided into regular
group members and associate group members) and individual members.
(1) Group members shall mean the following.
a) A regular group member shall mean a federation in each country, with its
establishment approved by the chairperson of the Board of Directors of the
Organization (hereinafter referred to as “the Board Chairperson”) based on the
resolution of the Board of Directors.
b) An associate group member shall mean a branch in each country, with its
establishment approved by the Board Chairperson.
(2) Individual members shall mean the following.
a) An ordinary member is an individual who shall belong to a branch as set forth in
Article 6, Item (1), sub-item b) above and whose admission to the Organization for
the purpose of practicing Shorinji Kempo is approved by the Board Chairperson.
b) A special member is an individual who shall support operations of the
Organization and whose special membership is recommended by the Board of
Directors and approved by the Board Chairperson.
c) An honorary member is an individual who shall understand the objectives of the
Organization and whose honorary membership is recommended by the Board of
Directors and approved by the Board Chairperson.
[Forfeiture of Membership]
Article 7 The members of the Organization shall forfeit their membership for the following
reasons.
(1) Regular Group Members and Associate Group Members
When a federation or branch is dissolved.
(2) Individual members
a) When a member leaves the Organization
b) When a member has passed away.
c) When a member is removed from the roll of membership of the Organization
[Withdrawal from Membership]
Article 8 A member (both individual and group) desiring to withdraw from the Organization shall
submit a notice of withdrawal stating the reason and obtain the approval of the Board
Chairperson.

Chapter IV Rights and Obligations of Members
[Rights of Members]
Article 9 Members of the Organization shall have the following rights.
(1) Each group member shall select one representative who may attend General Meetings of
the Organization thus: A country that is a regular group member shall select such a
representative from among the members of its federation and a country that is an associate
group member shall select such a representative from among the members of its branches.
(2) A group member shall have the right to express his/her views at General Meetings and the
right to participate in the election as stipulated in Item 4 of Article 25.
(3) To follow necessary procedures to attend a variety of events hosted by Shorinji
Kempo-related organizations and by the Organization.
(4) To use various facilities under the control of various organizations of Shorinji Kempo
through the completion of the designated procedures.
(5) To request the Organization for lecturers, instructors, examiners for grading, and other
necessary personnel.
[Obligations of Members]
Article 10 Members belonging to the Organization shall have the following obligations:
(1) To abide by these Statutes, Bylaws, Regulations, and a variety of instructions issued by the
Organization, and to pay membership fees and other necessary charges, as separately
provided for.
(2) A regular or associate group member shall submit an annual report to the Organization to
report the makeup of its membership and other necessary matters in accordance with
provisions as separately stipulated.
(3) To support in the achievement of the purpose and the activities of the Organization, while
maintaining the honor of the Organization and his/her dignity as a member of the
Organization.

Chapter V Board of Directors


[Makeup and Duties]
Article 11. 1 The Board of Directors shall be the supreme resolutionary organ of the Organization
and shall consist of the President of the Organization and directors.
2 The Board of Directors shall be responsible for formulating and implementing
business plans and budgets of the Organization.
[Chairperson]
Article 12 The person who shall chair the Board of Directors shall be the Board Chairperson.
[Convocation of the Board of Directors]
Article 13 Any and all meetings of the Board of Directors shall be convened by the Board
Chairperson, as necessary.
[Quorum and Resolution]
Article 14. 1 The quorum for the Board of Directors shall be constituted by the majority of directors
and the agenda items shall be resolved by a majority vote of directors present when
such a quorum is present.
2 A director exercising his/her voting right by proxy approved by the Board of
Directors shall be deemed to have attended the Board of Directors' Meeting.
3 In the case that voting on an item is equally divided, the Board Chairperson shall
have the deciding vote after consulting with the President of the Organization.
Article 15 In the event that the Board of Directors Meeting can not be held but a resolution by the
directors is required, the Board Chairperson may resolve the matter through the postal
votes cast by the directors.

Chapter VI Council
[Makeup and Duties]
Article 16 The Council shall consist of the President of the Organization, the Board Chairperson,
and councilors, deliberate over the matters requested by the President of the Organization
and the Board Chairperson and give recommendations to the President of the
Organization and the Board Chairperson.
[Chairperson]
Article 17. 1 The Chairperson of the Council shall be elected by mutual votes of councilors and
shall be appointed by the President of the Organization.
2 The Chairperson of the Council shall maintain his/her tenure until the term of
his/her current office expires.

[Convocation of the Council]
Article 18 Any and all meetings of the Council shall be approved by the Board Chairperson and
convened by the Chairperson of the Council.

Chapter VII General Meeting


[Status]
Article 19 The General Meeting shall be the place of communication among the President of the
Organization, the Board of Directors and each member and between members, and where
each member can express his/her opinions, shall facilitate the operation of the
Organization, and shall assist and support the President of the Organization in the
performance of his/her duties.
[Structure and duties]
Article 20. 1 The General Meeting shall consist of the President of the Organization, the Board
Chairperson, directors, and one representative from each of group members selected
according to Item 1 of Article 9 (associate group members in the case of countries not
regular group members).
2 The above representative shall be elected by each country and appointed by the
President of the Organization.
3 The term of office of a representative shall be four (4) years from the day of
appointment to the day before expiration and a representative may be reelected. The
term of office of a representative so appointed to fill a vacancy shall be the remaining
term of office of his/her predecessor.
4 At General Meetings, a representative shall have the right to express his/her views on
courses of action, operational plans and statements of accounts during those four (4)
years.
[Regular General Meeting]
Article 21. 1 A regular General Meeting shall be convened once every four (4) years by the Board
Chairperson.
2. Notification of the details on the date, place and agenda of convocation shall be
made by the Board Chairperson.
[Extraordinary General Meeting]
Article 22 The Board Chairperson may convene an Extraordinary General Meeting in accordance
with the request of representatives of each country and opinions of the Board of
Directors.
[Notice of Convocation]
Article 23. 1 A notice of convocation involving the above Article shall be given to representatives
not later than six (6) months before the date of convocation of the General Meeting.
2 Representatives may submit their proposals before the General Meeting by notifying
the secretariat of opinions of members of their country not later than four (4) months
before the date of convocation of the General Meeting.
3 In case the above proposals have been brought before the General Meeting, the Board
Chairperson shall decide on the agenda items of the General Meeting through the
resolution of the Board of Directors and the Secretariat shall notify representatives of
the contents of agenda items not later than two (2) months before the date of
convocation of the General Meeting.
4 Notwithstanding the provisions of the preceding Items from 1 through 3, the Board
Chairperson may convene the Extraordinary General Meeting by shortening the above
period under the approval of the Board of Directors.
5 A representative who cannot attend the General Meeting may express his/her opinion
on the agenda items mentioned in Item 3 of this Article at the General Meeting by
submitting a written opinion of the members from his/her country to the Board of
Directors not later than ten (10) days before the date of convocation of the General
Meeting.
[Chairperson]
Article 24 The Board Chairperson shall act as Chairperson of the General Meeting. However,
he/she may appoint the Chairperson of the General Meeting from among the members
of the General Meeting when he/she deems it necessary.

Chapter VIII Officers
[Officers]
Article 25 The Organization shall have the following officers.
(1) President of the WSKO: The position of the President of the Organization shall be served by
the Shorinji Kempo Shike.
(2) Board Chairperson: Directors will jointly elect the Board Chairperson from among its
members and the Board Chairperson shall be appointed by the President of the Organization.
(3) Members of the Board of Directors: The number of directors shall not be more than
seven (7) and the directors shall be appointed by the President of the Organization after
considering the opinions of councilors.
(4) Councilors: The number of councilors shall be not more than ten (10), from among whom
the President of the Organization shall designate three (3), appoint another four (4) who are
elected at the General Meeting and appoint the remaining three (3) or fewer through the
resolution of the Board of Directors. Selection of the above four (4) councilors at the General
Meeting shall be resolved by a majority vote of those in attendance.
(5) Secretary-General of the WSKO Secretariat: One (1) Secretary-General of the WSKO
Secretariat may be appointed from among the directors by the President of the Organization.
(6) Treasurer: One (1) treasurer shall be appointed by the President of the Organization.
(7) Auditors: Two auditors shall be appointed by the President of the Organization.
(8) The President shall have the right to dismiss directors and other officers after considering
the opinions of the Board of Directors and the Council.
[Duties of Officers]
Article 26 The duties of officers of the Organization shall be as follows:
(1) President of the WSKO: The President of the Organization shall bear responsibility for
the appointment of officers of the Organization and other duties. In the event of any
emergency, the President can take the necessary measures to resolve the situation after
consulting with directors.
(2) Board Chairperson: The Board Chairperson shall be responsible for managing all
operations of the Organization.
(3) Directors: Directors as members of the Board of Directors shall be responsible for
resolutions and implementation of business affairs of the Organization.
(4) Secretary-General: The Secretary-General shall carry out the affairs of the
Organization under the Board Chairperson.
(5) Treasurer: The treasurer shall be responsible for the financial administration of the
Organization and carry out the necessary accounting tasks. The Secretary-General may hold
the office of Treasurer concurrently.
(6) Councilors: Councilors as members of the Council shall respond to the requests of the
President of the Organization and the Board Chairperson, deliberate over affairs of the
Council and give recommendations to the President of the Organization and the Board
Chairperson.
(7) Auditors: Auditors shall be responsible for examining the Organization’s accounts and
its financial administration to ensure that they are operated in an appropriate manner.
[Term of Office]
Article 27. 1 The term of office of the Board Chairperson shall be four (4) years from the day of
appointment to the day before expiration and reelection to the same position is allowed.
2 The term of office of the director shall be four (4) years from the day of appointment
to the day before expiration and reelection to the same position is allowed.
3 The term of office of either the Secretary-General of the WSKO Secretariat, a treasurer,
a councilor, or an auditor shall be four (4) years from the day of appointment to the day
before expiration and reelection to the same position is allowed. The term of office of
any such officer who is appointed as a vacancy occurs shall be the rest of the period of
the term yet to be served by his/her predecessor.
4 An officer, even if his/her term of office has expired, shall continue to perform his/her
duties until his/her successor takes over his/her post.
[Special Committee]
Article 28. 1 The Organization shall have the right to establish a Special Committee as well as its
Committee Members.
2 The President of the Organization shall appoint Special Committee Members through
the resolution of the Board of Directors.
3 The Special Committee Members shall draw up plans regarding special matters,
research and discuss them and implement them.

4 The Board Chairperson shall define the necessary articles regarding the Special
Committee Members and the Special Committee separately.
[Makeup of the Secretariat]
Article 29. 1 The Organization shall establish the Secretariat under the Board Chairperson to
process the clerical work of the Organization.
2 The head of the Secretariat shall be the Secretary-General and other necessary
personnel shall be appointed for the Secretariat.
3 The Board Chairperson shall be responsible for appointing and dismissing the
personnel.
4 The personnel shall be remunerated for their services.
5 The Board Chairperson shall define the necessary articles regarding the organization
and operation of the Secretariat separately after consulting with the Secretary-General.

Chapter IX Official Language


[Official Language]
Article 30. 1 The official languages of the Organization shall be Japanese and English
2 In case of difference in interpretation of Japanese and English, the Japanese version
shall prevail.

Chapter X Applicable Law


[Applicable Law]
Article 31. 1 These Statutes, Bylaws, Regulations, and a variety of instructions issued by the
Organization shall be governed by the laws of Japan.
2. Any doubt, dispute or other issue arising between the Organization and its members
out of these Statutes, regulations, other rules, and a variety of teachings issued by the
Organization shall, unless amicably resolved by the parties concerned, be settled by
Tokyo District Court in Japan as the original jurisdiction.

Chapter XI Accounting and Finance


[Fiscal Year]
Article 32 The fiscal year of the Organization shall be from April 1 of each year to March 31 of the
following year.
[Income]
Article 33 Income of the Organization shall be as follows:
(1) Admission fees
(2) Federation and Branch membership fees
(3) Grading examination fees
(4) Subsidies and donations
(5) Others
Chapter XII Revision of Statutes and Dissolution
[Revision of Statutes]
Article 34 Any revision of these Statutes shall be subject to opinions invited at the General
Meeting and the approval of not less than two-thirds of the incumbent directors at the
meeting of the Board of Directors. Then, the approved resolution shall be submitted to
the President of the Organization, who shall recommend it to the Shike for approval.
[Dissolution]
Article 35 The Organization shall be dissolved subject to opinions invited at the General Meeting
and subsequent deliberation of the Council, followed by the unanimous approval of all
the directors present at the Board of Directors’ Meeting. Then, the approved resolution
shall be submitted to the President of the Organization, who shall recommend it to the
Shike for approval.
[Disposition of Remaining Assets]
Article 36 The disposal of any assets which remain from the dissolution of the Organization shall
be absorbed by other organizations associated with Shorinji Kempo subject to the
decision made by the Board of Directors.

Chapter XIII Disciplinary Measures


[Rules on Punitive Measures]
Article 37 Group members and ordinary members who fail to take necessary procedures as
stipulated by the Organization, shall be disqualified from promotion in grades and
participation in lectures, events such as Taikai, and the like.

In case the above-mentioned necessary procedures have not been taken despite repeated
requests, Article 39 shall apply.
[Punitive Measures]
Article 38. 1 If any of the following Items (1), (2) or (3) is applicable to any member of the
Organization, the Board Chairperson shall notify the relevant member to cease his/her
activities temporarily under the approval of the Board of Directors and shall provide
him/her with an opportunity to defend him/her self by designating such not later than 90
days after that notification.
The Board Chairperson may take necessary actions toward the relevant member,
such as disciplinary measures, suspension, dismissal from his/her position, removal of
his/her name from the membership roll, and dissolution (of a group member) based on
the resolution of the Board of Directors. The Board Chairperson may also submit
his/her recommendation to the Shike about how to treat such a member, including the
demotion or withdrawal of his/her status in the Shorinji Kempo qualification system
after being examined by the Board of Directors.
(1) When a member’s behavior is deemed as violating these Statutes, Regulations,
other rules, and/or a variety of instructions issued by the Organization;
(2) When a member’s words and deeds are deemed as violating the objective and
creed of the Organization and/or as detrimental to the achievement of the
objectives of the Organization; and/or
(3) When a member is subject to criminal punishment due to a breach of laws and
ordinances of the relevant country and is deemed as such that his/her continued
position or membership with the Organization may bring dishonor upon the
Organization.
2 The remaining assets which may arise from the dissolution of any group member shall
be merged into the Organization, providing that if there is any legal restriction on such
a disposal of the assets of the group member that is determined to be disbanded, the
Board of Directors shall be authorized to determine how to dispose of the assets, which
shall also consider the prevailing laws or regulations in the country concerned.

[Enforcement of Punitive Measures]


Article 39. 1 The provisions for punitive treatments as described under the Article hereof above
shall be implemented subject to the resolution adopted by the Board of Directors of the
Organization, providing that the dismissal of any member from his/her position and the
removal of any member from the membership roll shall require two-thirds or more of
votes for such a treatment cast by members of the Board of Directors.
2 Demotion, disqualification or any other severe treatment in the Shorinji Kempo
qualification system due to any measure taken under the Article above shall be
approved by the President and decided on by the Shike after being examined by the
Board of Directors.

Chapter XIV Bylaws and Regulations


[Bylaws and Regulations]
Article 40 The bylaws necessary for implementation of these statutes shall be decided by the
Board Chairperson through the resolution of the Board of Directors. Regulations
necessary for implementation of each Bylaw shall be provided for separately by the
Board Chairperson.

Additional Clause
These revised Statutes shall take effect from July 1, 2003.
These revised Statutes were approved by the Board of Directors and consent was
obtained from the President based on the opinions in the General Meeting held in Paris
on April 27, 2001 and shall take effect from April 1, 2002.
These revised Statutes shall take effect from July 1, 1998.

Chapter I General Rules


Article 1 (Purport)
These Bylaws shall provide for the requirements for holding a Taikai and Embu demonstrations of
Shorinji Kempo (hereinafter referred to as “a Taikai”) as stipulated in Item (2) of Article 3 of the
Statutes (hereinafter referred to as “the Statutes”) of the World Shorinji Kempo Organization
(hereinafter referred to as “the Organization”).
Article 2 (Purpose)
A Taikai shall be held as an activity to achieve the purpose of the Organization as stipulated in Article
2 of the Statutes and shall be based on the following:
(1) To improve the skill of ordinary members of the Organization (hereinafter referred to as “the
Members”).
(2) To provide a place for further deepening mutual understanding and establishing greater trust
among the members.
(3) To increase understanding and cooperation of outsiders.

Chapter II Procedures for holding a Taikai


Article 3 (Procedures for holding a Taikai)
Procedures for holding a Taikai shall be as in the following in accordance with the makeup of
participants in the Taikai.
(1) Application for approval of holding a Taikai……If the Taikai is attended by two countries or more.
(2) Notice for holding a Taikai……If the Taikai is at national level organized by the country.
Article 4 (Application for approval of holding a Taikai)
1. If a Taikai is attended by two countries or more, the person responsible for the Taikai shall obtain
approval from the Board Chairperson by submitting an application for approval of holding the
Taikai.
2. The said application for approval of holding a Taikai shall be made not later than six (6) months
before the day of holding the Taikai.
Article 5 (Notice for holding a Taikai)
1. If a Taikai is held by each country, the person responsible for the Taikai shall submit a notice of
holding a Taikai to the Board Chairperson.
2. The said notice for holding a Taikai shall be made not later than one (1) month before the day of
holding the Taikai.
Article 6 (Guidance in holding a Taikai)
If the Board Chairperson deems in accordance with the documents submitted by the person
responsible for a Taikai that the contents of the Taikai deviate from what Shorinji Kempo should be,
he or she may give guidance in respect of the contents of the Taikai or may disapprove the holding of
the Taikai.
Article 7 (Participation Eligibility in a Taikai)
Those who fall under any one of the following items shall not participate in a Taikai.
(1) Those who have no membership to the Organization or whose membership has been suspended.
(2) Those who are not eligible to participate in the Taikai.
Article 8 (Responsibility of the issues arisen at the Taikai)
The person responsible for a Taikai shall be responsible for solving various issues arising out of the
Taikai.
Article 9 (Submission of a report on a Taikai)
A person responsible for a Taikai shall report on the Taikai by submitting the stipulated report on the
Taikai when so requested by the Board Chairperson.

Supplementary Provisions
These revised Bylaws shall take effect from April 1, 2003.

Bylaws Regarding Training Seminars as Stipulated in
Article 3, Item 2-(3) of the Statutes of The World Shorinji Kempo Organization

Chapter I General Rules


Article 1 (Purport)
These Bylaws shall provide for the requirements for holding training seminars, study sessions and
training camps of Shorinji Kempo as stipulated in Item 2-(3) of Article 3 of the Statutes (hereinafter
referred to as “the Statutes”) of the World Shorinji Kempo Organization (hereinafter referred to as
“the Organization”).
Article 2 (Definition of terms)
Major terms as used in these Bylaws shall be defined as follows:
(1) “Training seminars” shall mean those training seminars which the Organization hold to improve
the ability of ordinary members, Branch Masters and Coaches and in which ordinary members
and Branch Masters are obligated to participate.
(2) “Study sessions” shall mean those sessions which the Organization hold in order for individual
members of the Organization to deeply understand the technique and philosophy of Shorinji
Kempo.
(3) “Training camps” shall mean a joint practice meeting which is held by the members of not less
than two (2) branches at home and abroad for two (2) days or more.

Chapter II Holding Training Camps


Article 3 (Application for approval of holding a training camp)
1. In case of a training camp in which the members of two (2) countries or more participate, the
person responsible for the training camp shall obtain the approval for holding the training camp
from the Board Chairperson by submitting an application for approval.
2. The said application for approval of holding a training camp shall be made not later than three (3)
months before the day of holding the training camp.
Article 4 (Notice for holding training camps)
1. In case of a training camp in which only the member of branches in the same country participate,
the person responsible for the training camp shall notify to the Board Chairperson for holding the
training camp by submitting a notice of holding training camps as designated by the Organization.
2. The said notice for holding a training camp shall be made not later than one (1) month before the
day of holding the training camp.
3. With regard to the preceding item 2, a regular group member may dispense with the notice for
holding individual training camps by submitting its plan for annual training camps to the
Organization at the beginning of the fiscal year.
Article 5 (Guidance in holding training camps)
In case the Board Chairperson deems in accordance with the documents submitted by the person
responsible for a training camp that the contents of the training camp are not appropriate, he or she
may give guidance in respect of the contents of the camp or may disapprove the holding of the
training camp.
Article 6 (Eligibility of Participants in training camps)
Those who fall under any one of the following items shall not participate in training camps.
(1) Those who have no membership to the Organization or whose membership has been suspended.
(2) Those who are not qualified to participate in the training camp.
Article 7 (Responsibility of the issues arisen at the training camps)
The person responsible for a training camp shall be responsible for solving various issues arising out
of the training camp.

Chapter I General Rules


Article 1 (Purpose)
These Bylaws shall provide for training leaders as defined in Article 3, Item 2-(4) of the Statutes of
the World Shorinji Kempo Organization (hereinafter referred to as “the Statutes"), pursuant to Article
40 of the Statutes.

Chapter II Training and Grading Examination


Article 2 (Method of Training)
1. A Branch Master and Coach shall give members lessons in both philosophy and techniques in
accordance with the curricula as provided for by the Organization.
2. A regular group member, Branch Master and Coach shall be prohibited from individual alteration of
the method of practices stipulated by the Organization and deviation from the essence of Shorinji
Kempo.
3. A Branch Master shall keep attendance records and report the operations of a branch to the
Organization every three (3) months in accordance with the Attendance Report.
Article 3 (Qualifications for Taking Grading Examination)
1. An ordinary member may take grading examination (Kyu-grading, Dan-grading, Hokai
examination) subject to the confirmation of the results of practices and the approval of a Branch
Master or Coach and subsequently obtain approval for taking examination from the Organization or
regular group member; provided, however, that unless he/she falls under any one of the following
cases:
(1) He/she does not hold qualifications for an ordinary member of the Organization or is subject to
suspension of such qualifications.
(2) The period of practices as stipulated by the Organization has not elapsed since the current
qualifications were obtained.
(3) He/she does not have the results of practices as stipulated by the Organization.
The period of practices and the actual results of practices as stipulated by the Organization
shall be the minimum requirements and even if these requirements are met, a member shall not
be allowed to take an examination unless he/she obtains the approval by the person confirming
the results of practices (a Branch Master or Coach).
(4) He/she has not paid the stipulated membership fee, branch dues, etc., or
(5) Apart from the preceding Sub-items (1) – (4), he/she whom the Organization recognizes as being
inappropriate shall not take the grading examination.
2. (1) In the event of a member takes a grading examination from 4th Dan or above to Daikenshi,
he/she shall be allowed to take the examination upon receiving a prior recommendation from
the regular group member in the case of the country has a regular group member, or the
Organization in the case of the country has no regular group member, subsequently obtaining
the notice to take the examination from the Organization.
(2) In the event of a member takes a grading examination of 6th Dan or above, he/she shall be
allowed to take the examination upon receiving a recommendation from the regular group
member, subsequently obtaining the notice to take the examination from the Organization. In
the case of a country has no regular group member, he/she shall be allowed to take the
examination at the time of receiving the notice to take the examination from the Organization.
Article 4 (Kyu grading Examination)
Examination for Kyu grading shall be entrusted to qualified person; provided, however, that the result
of the examination shall be submitted to the Board Chairperson with the Examiner's Report.
Article 5 (Dan Grading Examinations)
1. Dan Grading examinations shall be carried out, in principle, at the Organization; provided, however,
that the Board Chairperson may take the following measures for examinees from remote areas.
(1) Dispatch of examiners
(2) Entrusting examinations to a regular group member
(3) Entrusting examinations to a qualified person as stipulated in Item 2 of this Article
2. A person who is appointed as examiner for grading shall have the following qualifications
according to the grades which he/she is evaluating.

(1) Qualifications of examiners entrusted with grading examinations

(2) Special grading examination


Examinations for 4th Dan or above shall be special grading examinations and shall be
carried out at the Organization. Except for special circumstances, examiners shall not be
entrusted to others.
3. (1) “Qualified person” mentioned in Item 1-(3) of this Article indicates Branch Masters and
Coaches.
(2) When a person who has the rank of 3rd Dan and above, and who is not neither a branch master
nor a coach, is appointed to become an examiner by the regular group member, he/she becomes
a “qualified person.”
(3) When the Board Chairperson has approved the request by a regular group member or an
associate group member, the appointed person becomes a “qualified person.”
4. After implementation of grading examinations as set forth in 1 - (2) of this Article, a Branch Master
shall report the results of grading examinations to the regular group member and the Board
Chairperson.
Article 6 (Grant of Qualifications)
1. Bukai (technical status), Hokai (philosophical status) and other qualifications of Shorinji Kempo
shall be granted by Shorinji Kempo Shike.
2. Qualification of Shorinji Kempo for ordinary members shall be examined at the WSKO Central
Qualification Examination Committee (operation of the organization shall be provided by the
Board of Directors Meeting separately) based on the recommendation of a regular group member
or an associate group member. Subsequently, it shall be granted by Shike after being approved
by the President.
3. Qualification shall come into effect from the date of issue of respective Qualification Certificates
for Kyu Kenshi and Dan holders.
4. In the case of a country where issuing Qualification Certificates for Kyu and Dan grading
examinations is allowed only by a federation in the country according to the regulations of the
country, Shike may delegate his/her authority to the representative of a regular group member of
such a country by issuing a letter of attorney which has the signatures of Shike and the
representative of the regular group member as well as the signature of the Board Chairperson as an
witness.
The said representative of the regular group member shall issue Kyu and Dan grading Certificates
which shall have the names of both Shike and the representative of the regular group member.

Supplementary Provisions
These revised Bylaws shall take effect from April 1, 2003.

Bylaws Regarding the Members as Stipulated in Article 6

Chapter I General Rules


Article 1 (Purpose)
These Bylaws shall provide for the rights of members as stipulated in Article 6, and for forfeiture of
membership as defined in Article 7, of the Statutes (hereinafter referred to as “the Statutes”) of the
World Shorinji Kempo Organization (hereinafter referred to as “the Organization"), pursuant to Article
40 of the Statutes.

Chapter II Regular Group Members


Article 2 (Definition)
A regular group member shall mean a Federation organized by all the branches within the country
consisting of four branches or more, with its establishment approved by the Board Chairperson of the
Organization (hereinafter referred to as “the Board Chairperson”).
Article 3 (Organization)
A regular group member shall be named as “Shorinji Kempo (the name of the country) Federation”
(hereinafter referred to as “the Federation”).
Article 4 (Purpose)
A regular group member shall be a unified organization of branches in a country and its purpose shall
be to promote harmonious relations, friendships, mutual aid and a sense of solidarity among the
members of the Federation, ensure the smooth operation of each participating branch, and promote
activities intended to popularize and develop Shorinji Kempo in each country, thereby contributing
toward achieving world peace.
Article 5 (Operation)
A regular group member shall be operated in accordance with the consensus of each participating
branch and a regular group member shall carry out activities while abiding by the Statutes, Bylaws,
Regulations, and a variety of instructions issued by the Organization.
Article 6 (President of a Federation)
A representative of a regular group member shall be named as “President of Shorinji Kempo (the
name of the country) Federation” (hereinafter referred to as “a Federation President”).
Article 7 (Solution of Problems and Implementation of Duties on behalf of the Organization)
In the event that there arise problems in a Federation, such problems shall be solved within the
Federation and reported to the Organization. The Board Chairperson may entrust regular group
members with investigation for solution of a problem on behalf of the Organization and also make
Federation President or others appointed by the Board Chairperson from the regular group member to
implement the duties of the Organization on behalf of the Organization when so required by the Board
Chairperson.
Article 8 (Qualifications of regular group members)
The requirements and procedure to qualify as a regular group member shall be as follows:
(1) There shall be four (4) or more participating branches.
(2) The consent of all Branch Masters of the participating branches shall be obtained as to the
establishment of the Federation.
(3) There shall be rules of such Federations while abiding by the Statutes, Bylaws, Regulations, and a
variety of instructions issued by the Organization.
(4) The approval for establishment shall be obtained from the Board Chairperson based on the
resolution of the Board of Directors through the application procedures for establishment of a
Federation and registered with the Organization.
(5) In such cases where consent of all Branch Masters cannot be obtained, the application for
establishment of a Federation may be submitted by reporting reasons for being unable to obtain
consent from all Branch Masters after obtaining not less than three-quarters of the consent of the
entire Branch Masters.
Article 9 (Issue of a Letter of Permit)
1. When receiving an approval of a federation establishment from the Board Chairperson stipulated
in Item (4) of Article 8, the Organization shall register the Federation as a regular group member
on the date of the approval.
2. The relevant Federation shall be qualified as a regular group member on the date of the approval
in the preceding Item (hereinafter referred to as “the registration date”).

3. The Organization shall issue a letter of permit to the regular group member of the preceding Item
on the date of the approval in the preceding Item.
4. The registration period for a regular group member shall be valid for two (2) years from April 1 to
March 31 of the second year and the registration shall be renewed every two years.
Article 10 (Permit of a Long Stay)
In establishing a Federation, a representative for establishment of Federation, if he/she is of foreign
nationality, shall obtain a permit of a long stay issued by the host country.
Article 11 (Election of a Federation President)
1. A Representative for establishment described in the application for establishment of a Federation
shall be the person scheduled to become the President of the said Federation and shall be
appointed as such as of the date of approval stipulated in Item (4) of Article 8.
2. A regular group member may have the Federation President whole or a part of his or her duty
entrusted to other officer by reporting so to the Organization.
Article 12 (Duties of a Federation President)
A Federation President shall represent the regular group member and take responsibility for operation
of the regular group member.
Article 13 (Officers of a Regular Group Member)
A regular group member may appoint the following officers in addition to the Federation President.
(1) Honorary officers such as Honorary President and Advisors
(2) Officers such as Vice President, Accountant and Chairperson.
Article 14 (Changes in Officers)
In the case of changing a Federation President, the fact shall be reported to the Board Chairperson to
obtain approval. In the case of changes of other officers of the Federation, the fact shall be forthwith
reported to the Board Chairperson.
Article 15 (Expenses for Establishment and Annual Registration Renewal Fee of a Regular
Group Member)
Regular group members shall pay expenses for establishment and annual registration renewal fee of
regular group member to the Organization.
Article 16 (Regular Group Member Fees)
Regular group members may collect membership fees necessary for their operations from their
branches and ordinary members stipulated in Item (2) of Article 6 of the Statutes.
Article 17 (Branch's Participation in a Regular Group Member)
After a Federation of a country has been established, all the branches within the country shall
participate in such a Federation.
Article 18 (Requirements for Establishment of a branch)
The regular group member may permit establishing a branch within the country after establishing
rules following the Organization’s conditions for establishment of a branch and being entrusted by the
Board Chairperson; provided that when establishing a branch, the name of the branch master, contact
details and its officers of the branch shall be forthwith reported to the Board Chairperson.

Chapter III Associate Group Members


Article 19 (Definition)
An associate group member stipulated in Article 6, Item (1), Sub-Item b) of the Statutes shall mean a
branch with its establishment approved by the Board Chairperson (hereinafter may be referred to as “a
branch” simply.)
Article 20 (Name)
An associate group member shall be named as “Shorinji Kempo (a place name or direction, etc.)
Branch.”
Article 21 (Purpose)
An associate group member shall be a branch in a country and its purpose shall be to promote
harmonious relations, friendships, mutual aid and a sense of solidarity among members, ensure the
smooth operation of the branch, and promote activities intended to promote and develop Shorinji
Kempo.
Article 22 (Operation)
An associate group member shall carry out activities while abiding by the Statutes, Bylaws,
Regulations, and a variety of instructions issued by the Organization.
Article 23 (Preparation for Establishment of a Branch)
The following conditions shall be required beforehand to establish a branch:
1. As a general rule, a representative for establishment of a branch shall be 25 years of age or older
and 3rd Dan or above in Shorinji Kempo rank.
2. A representative for establishment of a branch shall receive one of the following Branch Master

Qualification Certification Seminars.
(1) Branch Master Qualification Certification Seminar held by the Organization
(2) Branch Master Qualification Certification Seminar given by instructors entrusted by the
Organization
(3) Branch Master Qualification Certification Seminar held by a regular group member of the
country where a representative for establishment is going to establish a branch
3. In establishing a branch, a representative for establishment thereof shall obtain the written consent
of the neighboring associate group members and concerned organizations which are designated to
the branch by the regular group member if the country has a regular group member, or by the
Organization if the country has no regular group member.
4. A representative for establishment of a branch shall find a Dojo suitable for practice of Shorinji
Kempo in advance and shall make certain that the Dojo is available.
5. A newly establishing branch shall consist of ten (10) or more ordinary members (designated in
Article 6, Item (2) of the Statutes) including the representative for establishment.
6. A branch established in corporations, schools, etc. shall obtain prior approval for Shorinji Kempo
activities from related organization.
Article 24 (Procedures for Establishment of a Branch)
A representative for establishment of a branch shall complete all the procedures stipulated in these
Bylaws to obtain approval from the Board Chairperson.
Article 25 (Issue of Permit for Establishment and Registration)
A branch that has obtained the approval for its establishment set forth in the preceding Article 24 shall
be registered with the Organization on the date of the approval as an associate group member. The
representative for establishment shall be appointed as the Branch Master on the date of the approval
and issued with the permit for establishment of the branch.
Article 26 (Obligations of a Branch Master)
1. A branch may engage in its activities only at the location described on the permit for establishment,
or at the location whose changing procedures have been completed stipulated in Article 34.
2. A Branch Master representing his/her branch shall take responsibility for deeds and actions of each
member of his/her branch, direct his/her branch, and assume responsibility for liaison with the
Organization.
3. A Branch Master may serve as a Branch Master and/or Coach of other branches concurrently in no
more than three (3) different branches.
Article 27 (Registration Renewal)
1. The registration period for an associate group member shall be valid for two (2) years from April 1
of the initial year to March 31 of the second year and the registration shall be renewed every two
years.
2. An associate group member who is comprising a regular group member shall take procedures such
as branch registration and qualification continuance provided by the regular group member apart from
the preceding Item.
Article 28 (Branch Officers)
A branch may appoint the following officers in addition to a Branch Master and Coach.
(1) Honorary officers such as President, Advisors, etc.
(2) Ordinary member officers such as Deputy Branch Master, Accountant and others
Article 29 (Term of Office of Branch Officers)
The term of office of a branch officer shall be two (2) years; provided, however, that he/she may be
reelected.
Article 30 (Giving Entrustment of the Coach and Planning of a Long Stay)
1. In the event that a representative for establishment of a branch is not the holder of the 3rd Dan or
above in Shorinji Kempo rank, he/she shall be required to be the holder of the 1st or 2nd Dan and 25
years of age or older and commission an qualified person holding the 3rd Dan or above and 25 years
of age or older who is approved by the Board Chairperson to train the members of the branch as its
coach.
2. A Coach so commissioned shall prove his/her ability to train the members of the branch by
preparing a training program and submitting it to the regular group member if the country has a
regular group member, or to the Organization if the country has no regular group member in that
country.
3. In the event that a representative for establishment of a branch or a person scheduled to become a
Coach is of foreign nationality, he/she shall obtain a permit of a long stay issued by the host
country; provided however, in the case with special reasons, a Branch Master may commission a
Coach other than such person with a permit of a long stay after reporting to and obtaining approval
from the Board Chairperson.

Article 31 (Duties and Obligations of a Coach)
1. A Coach shall be responsible for training members in terms of technique and spirit and shall
confirm to affix his/her signature to Kyu Examination Report, Application for Permission to
Conduct Dan Examination, Application for Dan Examination, etc. developed by a Branch Master
2. A Coach shall do his/her best to participate in various training seminars held in each district.
3. A Coach may serve a Branch Master and/or Coach of other branches concurrently in no more than
three (3) different branches.
Article 32 (Fees for Branch Establishment and Registration Renewal)
Associate group members shall pay fees for establishment and registration renewal stipulated in
Article 27 to the Organization. An associate group member in a country with a regular group
member shall pay the amount designated by the regular group member to the regular group member.
Article 33 (Branch Membership Fees)
An associate group member may collect monthly branch membership fees stipulated by the branch in
addition to the admission fees from its ordinary members.
Article 34 (Change in the Location of a Branch)
1. In the event of changing the location of a branch, the Branch Master shall take procedures for
changing the location of the branch with the regular group member and the Organization if the
country has a regular group member, or with the Organization if the country has no regular group
member.
2. The changing of a branch location shall require obtaining the prior written consent of the
neighboring associate group members and concerned organizations of the location for transfer,
which are designated to the branch by the regular member if the country has a regular group
member, or by the Organization if the country has no regular group member.
Article 35 (Change in the Contact Address of Branch Master and Coach)
1. The Branch Master shall submit any changes in his/her contact address and telephone number to the
regular group member and the Organization if the country has a regular group member, or to the
Organization if the country has no regular group member.
2. In the event that a Branch Master changes the contact address mentioned in the preceding Item,
he/she shall submit it to the regular group member and the Organization if the country has a regular
group member, or to the Organization if the country has no regular group member.
3. Liaison from the Organization to an associated group member shall always be possible by
contacting the contact address in the preceding Item 2.
Article 36 (Change in the Name of a Branch)
1. In the event of changing the name of a branch, the Branch Master shall take procedures for
changing the name of the branch beforehand.
2. The Branch Master shall indicate the branch name described on the permit for establishment, or
the name whose changing procedures set forth in the preceding Article have been completed.
Article 37 (Election of a Substitute)
1. In the event of that a Branch Master cannot carry out his/her duties and/or cannot make decisions,
branch officers shall elect a substitute and forthwith submit the notification of substitute election.
2. When the term of office of said substitute in the preceding Item passes one (1) full year from the
date of the election, the substitute shall take procedures for changing the Branch Master.
3. Even when the term of office of the substitute is less than one (1) year, if it is clear that the Branch
Master cannot undertake duties in future years, the substitute shall take procedures for changing
Branch Masters.
4. The procedures in the preceding Item 3 shall be taken to the regular group member if the country
has a regular group member, or to the Organization if the country has no regular group member.
Article 38 (Change of Branch Masters)
1. In the event that a Branch Master cannot perform the duties caused by cases of Items 2 and 3 of
the preceding Article, his/her resignation or other various circumstances, the Branch Master or the
substitute shall forthwith elect a successor to replace such a Branch Master.
2. In line with the replacement of a Branch Master, the resigning Branch Master or substitute shall
take procedures for resignation to the regular group member if the country has a regular group
member, or to the Organization if the country has no regular group member. In the event a new
Branch Master takes office, procedures as stipulated in the Bylaws shall be taken.
Article 39 (Suspension of Operations of a Branch)
1. In the event that the operations of a branch are suspended for more than three (3) month due to
various circumstances, the Branch Master or the substitute shall take procedures for obtaining a
permit for suspension
2. In the event that the said suspension exceeds the submitted period of suspension, the Branch
Master shall apply procedures for a permit for the extension of suspension, provided that the

suspension period shall not exceed more than three (3) years including the extension.
3. In the event of resuming the operations of a branch after the period of suspension set forth in the
preceding Items 1 and 2, the Branch Master shall take procedures for obtaining a permit for
resuming the operations of the branch.
4. The branch shall not be required to take procedures for the registration renewal set forth in Article
27 during its suspension period, provided that the registration renewal fee and other expenses
which had already been paid shall not be reimbursed to the branch.
5. In the event that the suspension period of the branch exceeds three (3) years set forth in Item 2 of
this Article, or the Board Chairperson deems it impossible for the branch to resume its operations,
he/she may recommend the branch to take procedures to dissolve the branch during a certain time
period.
6. In the event that the said branch in the preceding Item fails to take proper remedial measures
during the said time period, it shall be deemed to have been dissolved as of the date of expiration
of the said time period.
7. Other items regarding dissolution of a branch shall be stipulated in the Bylaws.

Chapter IV Ordinary Members


Article 40 (Admission of Ordinary Members)
An individual desiring to be an ordinary member shall make application through the Branch Master of
a branch he/she wishes to enter. The approval for the admission shall be obtained from the
representative of a regular group member (a Federation President of the relevant country) if the
country has a regular group member, or from the Organization if the country has no regular group
member.
Article 41 (Admission Procedures for Ordinary Members)
1. In the event that a person desires to join the Organization as ordinary member, a Branch Master
shall have such a person to submit Membership Application signed by himself/herself and shall
interview him/her to examine his/her qualifications for admission prior to approval for admission.
2. In the event that a Branch Master deems a new member qualified for admission after examination,
the Branch Master shall apply for membership of the new member and submit admission fee to the
regular group member if the country has a regular group member, or to the Organization if the
country is not a regular group member.
3. In the event that a regular group member receives such an application and submission stipulated in
the preceding Item, the regular group member shall approve the application as a general rule and
report the fact to the Organization.
Article 42 (Issue of Membership Cards)
Admission of ordinary members shall be effective upon the issue of a membership card which shall be
issued by the Organization after obtaining the approval for admission from the regular group member
stipulated in the preceding Item 3 or the Organization following submission of the Membership
Application and admission fees stipulated in the preceding Item 2 to the regular group member or the
Organization.
Article 43 (Reissue of Membership Cards)
1. Since a membership card certifies an official registration with the Organization, each ordinary
member shall not lend it to others and shall retain it carefully.
2. In the event that the entry items of the membership card are changed or the card has been
damaged or lost, etc., the ordinary member shall take procedures for applying for reissue of the
membership card upon clarifying the reasons through the Branch Master to the regular group
member if the country has a regular group member, or to the Organization if the country has no
regular group member.
Article 44 (Handling of Admission Fees)
Ordinary members shall pay admission fees to regular group members in their designated amounts in
the case of a branch in a country with a regular group member or the Organization with the separately
provided amounts in the case of a branch in a country without a regular group member.
Regular group members shall pay membership registration fees of ordinary members provided
separately in rules to the Organization.
Article 45 (Transfer)
Ordinary members may be transferred to other branches after obtaining prior permission from the
Branch Master receiving such a transferee.
Article 46 (Practices in Another Branch)
An ordinary member, who desires to practice in another branch to which he/she does not belong, shall
obtain the prior approval of the Branch Master of his/her own branch and the Branch Master of the
other branch.

Chapter V Dissolution of Regular Group Member
Article 47 (Dissolution of Regular Group Member)
1. In the event that a regular group member is to be dissolved, prior permission from the Board
Chairperson shall be obtained by submitting a Notice of Dissolution of Regular Group Member to
the Organization. Articles 38 and 39 of the Statutes shall provide for other issues regarding
dissolutions.
2. In line with the dissolution of a regular group member, the federation shall deliberate and
determine how to dispose of fixtures and money owned by the regular group member and the
Federation President shall report the method and result of disposition to the Organization by
attaching a list of assets.
3. With the dissolution of a regular group member, all the unpaid amounts shall be paid in full to the
Organization, as well as any other debt of the regular group member.
4. The remaining assets which may arise from the completion of the above dissolution in the
preceding Item 2 and 3 shall be merged into the Organization as set forth in Article 38, Item 2 of
the Statutes.

Chapter VI Dissolution of Associate Group Member


Article 48 (Dissolution of Associate Group Member)
1. In the event that an associate group member is to be dissolved, prior permission from the Board
Chairperson shall be obtained by submitting a Notice of Dissolution of Branch from the Branch
Master or the substitute to the Organization. Articles 38 and 39 of the Statutes shall provide for
other issues regarding dissolutions.
2. In line with the dissolution of an associate group member, the branch shall deliberate and
determine how to dispose of fixtures and money owned by the branch and the Branch Master
shall report the method and result of disposition to the regular group member and the
Organization if the country has a regular group member, or to the Organization if the country has

Bylaws Regarding Inviting Instructors as Stipulated in Article 9, Item (5)
of the Statutes of the World Shorinji Kempo Organization
Chapter I General Rules
Article 1 (Purport)
These Bylaws shall provide for the requirements for requesting the dispatch of instructors as stipulated in
Article 40 and Item 5 of Article 9 of the Statutes (hereinafter referred to as “the Statutes") of the World
Shorinji Kempo Organization (hereinafter referred to as “the Organization")
Article 2 (Definition of terms)
"WSKO instructors" as used in these Bylaws shall mean those instructors, appointed by the President of the
Organization (hereinafter referred to as “the President”), for training seminars, study sessions, training camps,
etc.

Chapter II Requesting the Dispatch of Instructors


Article 3 (Requesting the Dispatch of Instructors)
1. When the Members wish to hold a training camp, the person responsible for training camp may request to
the Board Chairperson to dispatch WSKO instructors.
2. Such a request in the preceding Item shall be filed in principle at least six (6) months before the
scheduled dates of the training camp.
Article 4 (Decision of personnel to be dispatched)
If such a request in the preceding Article is filed, the Organization shall select the personnel to be dispatched,
and the Board Chairperson shall decide and dispatch them.
Article 5 (Costs for inviting instructors)
1. When the members invite WSKO instructors to a training camp in accordance with Article 3 of these
Bylaws, the costs necessary for inviting instructors shall be borne by the person(s) who hold(s) the
training camp supported by the participants of the training camp in the following manner:
(1) Outfit allowance -- Amount per Table 1
(2) Transportation allowance -- Amount per Table 2
(3) Hotel expenses -- Amount per Table 3 times the number of nights stayed by request
(4) Daily allowance -- Amount per Table 3 times the number of days stayed by request
2. The tables lay down the maximum amount to be borne. If agreed between the Organization and the
person(s) who hold(s) the training camp, the amount may be lower than provided in the tables. However,
the person(s) who hold(s) the training camp shall try to bear at least the actual expenses for transportation
and the living expenses during the stay lest the dispatched instructors bear more expenses than needed.
3. When WSKO instructors are dispatched based on the request made in accordance with Article 3 of these
Bylaws, the Organization shall insure the dispatched with the travel insurance for the period as considered
to be needed and as provided in Table 4.

Chapter III Miscellaneous


Article 6 (Interpreters during training camps)
The person responsible for training camp shall provide interpreters as needed for the instructors in giving
guidance during the training camp.
Article 7 (Numbers of attendance at study sessions necessary to be qualified for qualification
examination)
As for those who have completed the course of training camps held by invited WSKO instructors,
participation in such training camps shall be counted as one attendance in respect of the numbers of
attendance at study sessions to be required at qualification examination to take examination for technical
status and philosophical status.
Notwithstanding the above, attending and completing within the same year two or more training seminars,
study sessions, training camps held under the guidance of WSKO instructors, shall be counted as only one
with respect to the numbers of attendance at study sessions necessary to be qualified for taking examination
for technical status and philosophical status.

Supplementary provisions
These revised Regulations shall take effect from April 1, 2003

Chapter I General Rules


Article 1 (Purport)
These Bylaws shall provide for the requirements for payment of membership fees, examination fees,
etc. as stipulated in Article 33 of the Statutes (hereinafter referred to as “the Statutes") of the World
Shorinji Kempo Organization (hereinafter referred to as “the Organization") in accordance with
Article 40 of the Statutes and the Bylaws Regarding the Obligations of Members as Stipulated in
Article 10 of the Statutes (hereinafter referred to as “the Bylaws").
Article 2 (Definition)
1. Fees of Admission, membership, and grading examinations, etc. as used in these Bylaws shall
mean what the members of the Organization pay to the Organization.

Chapter II Determination of Amounts


Article 3 (Determination of Amounts of Membership Fees, etc. under the Statutes and the Bylaws)
1. Considering different economic situations of each country, the amounts by country of
membership fees, etc. payable to the Organization under the Statutes and the Bylaws shall be
determined by the Board Chairperson through the resolution of the Board of Directors' Meeting on the
basis of per capita GDP of each country as estimated by the International Monetary Fund.
2. The amounts set forth in the preceding Item shall be based on a sliding-scale system and shall be
altered by the Board Chairperson through the resolution of the Board of Directors' Meeting when so
required by the Board Chairperson.
Article 4 (Classification and Establishment of Amounts)
The amounts set forth in the preceding Article shall be classified as shown in the following Table 2
prepared in accordance with the classification in the following Table 1, which has been determined on
the basis of the ratio against per capita GDP of Japan.
Article 5 (Establishment of Amounts in the Currency of Each Country)
1. The amounts payable by members of the Organization shall be determined by the Board
Chairperson in the currency of each country, based upon the closing price at the Tokyo Foreign
Exchange Market on the day on which the classification set forth in the preceding Article has been
determined.
2. Various other expenses necessary for each branch or federation to engage in their activities in
addition to the expenses as stipulated in these Bylaws shall be stipulated by each branch or each
federation separately from the amounts as stipulated by these Bylaws. However, the financial report
of the fiscal year is required to be provided to the branch members and the concerned parties.
Article 6 (Renewal of Classification and Amounts in the Currency of Each Country)
As to the classification and the amounts in the currency of each country as set forth in preceding
Articles, in due consideration of further developments in economic situations of each country, the
Board Chairperson shall determine the new classification and amount in the currency of each country
after the Organization reviews the classification under which each country falls, in principle, every
four years.
Article 7 (Determination of Examination Fees under the Statutes and the Regulations)
Examination fees under the Statutes and the Bylaws shall be based on the amounts as determined by
the Board Chairperson, which are as shown in the following Table 3.

Chapter III Payment of Expenses


Article 8 (Payment)
1. Each federation, or each branch if the country has no national federation, shall pay to the
Organization various expenses payable to the Organization, which cover a period up to the end of
September of each year, by the end of November of the same year and those which cover a period
up to the end of March of the following year by the end of May of the same year. Various
expenses arising from the establishment and annual federation registration renewal shall be paid
by the federation in question to the Organization following direction given by the Organization.
2. The method of payment shall be based on any one of the following; provided, however, that in the
event that any country finds difficulty in making payment according to the specified method of
payment due to social circumstances, a proper alternative method of payment shall be determined
for such country by the Board Chairperson.

(1) Remittance through the bank
(2) Remittance by bank check
(3) Remittance by postal money order
(4) Direct payment by individual members belonging to the group member on the occasion of
visit to the Secretariat of the Organization.

Article 9 (Custody of Expenses Paid)


In the event that procedures for admission, Kyu-grading, Dan-grading, etc. have been taken, the
responsible person of group members shall collect related expenses and shall be responsible for
retaining them with care until requested from the Organization.

Supplementary Provisions
These revised Bylaws shall take effect from April 1, 2008.

Chapter I General Rules


Article 1 (Purport)
These Bylaws shall provide for the requirements for the Board of Directors as stipulated in Chapter V
of the Statutes of the World Shorinji Kempo Organization (hereinafter referred to as “the Statutes”)
pursuant to Article 40 of the Statutes.

Article 2 (Definition)
1. The Board of Directors shall be the supreme resolutionary organ of the World Shorinji Kempo
Organization (hereinafter referred to as “the Organization”) and shall consist of the President of the
Organization and directors.
2. The Board of Directors shall be responsible for formulating and implementing activity plans and
budgets of the Organization.

Chapter II Holding of the Board of Directors Meetings and Resolution


Article 3 (Convocation and Chairperson of the Board of Directors Meetings)
1. The Board Chairperson shall convene the Board of Directors Meetings as necessary.
2. The Board Chairperson shall act as the chairperson of the Board of Directors Meetings.

Article 4 (Holding)
1. The Board of Directors Meetings shall consist of the Regular Meetings of the Board of Directors
and the Extraordinary Meetings of the Board of Directors.
2. The extraordinary meeting of the Board of Directors shall be held when so required by the Board
Chairperson.
3. In the event that directors deem that there are matters to be resolved at the Board of Directors
Meeting, they may request the Board Chairperson to hold the extraordinary meeting of the Board of
Directors by submitting to the Board Chairperson a document stating reasons for holding it.
4. Details on the time, date and place for convocation shall be determined by the Board Chairperson.

Article 5 (Notice of Convocation)


1. A Notice of Convocation involving the preceding Article shall be given to the directors not later
than three (3) months before the date of the Regular Meeting of the Board of Directors.
2. In the event that each director deems that there are matters that should be brought before the Board
of Directors Meeting for resolution, he/she may propose agenda items for the Board of Directors
Meeting by giving a six (6) weeks’ prior written notice to the Board Chairperson.
3. In the event that agenda items for the Board of Directors Meeting are proposed as set forth in the
preceding Item, the Board Chairperson shall determine the agenda items for the Board of Directors
Meeting and notify directors of the agenda items and their contents and the time, date and place of
the Board of Directors Meeting not later than three (3) weeks before the Board of Directors
Meeting.
4. Notwithstanding the preceding Items from 1 through 3, the Board Chairperson may convene the
Extraordinary meeting of the Board of Directors by shortening the above-mentioned periods in the
preceding Items from 1 though 3.

Article 6 (Quorum of the Board of Directors Meeting)


1. No resolution shall be adopted at the Board of Directors Meeting unless more than one half of the
incumbent directors are present.
2. Agenda items shall be adopted by a majority vote of directors present and, in the case of an equal
number of votes, the Board Chairperson shall have the deciding vote upon consulting with the
President.
3. A director who cannot attend the Board of Directors for unavoidable reasons may submit his/her
vote in writing regarding matters notified beforehand or may entrust his/her vote to another director.
For the purpose of the preceding Items 1 and 2, directors in question shall be deemed to have
attended the Board of Directors Meeting.

Article 7 (Preparation of the Minutes)
1. The minutes of the Board of Directors Meeting, which records the outline of proceedings and
resolutions of the Board of Directors Meeting, shall be prepared in addition to implement recording
by audio-visual equipment.
2. The minutes of the Board of Directors Meeting shall be signed by two (2) or more persons elected
from among attendees of the Board of Directors Meeting in addition to the chairperson of the
meeting.

Supplementary Provisions
These revised Bylaws shall take effect from September 1, 2002.
These Bylaws shall take effect from April 1, 1990.

Bylaws Regarding the Council as Stipulated
in Chapter VI of the Statutes of the World Shorinji Kempo Organization
Chapter I General Rules
Article 1 (Purport)
These Bylaws shall provide for the requirements for the Council as stipulated in Chapter VI of the
Statutes (hereinafter referred to as “the Statutes") of the World Shorinji Kempo Organization
(hereinafter referred to as “the Organization") pursuant to Article 40 of the Statutes.
Article 2 (Definition)
The Council shall consist of the President of the Organization (hereinafter referred to as “the
President”), the Board Chairperson and councilors, deliberate over the matters requested by the
President and the Board Chairperson and give recommendations to the President and the Board
Chairperson.

Chapter II Appointment and Term of Office


Article 3 (Appointment)
1. The number of councilors shall be not more than ten (10), from among whom the President shall
designate three (3) and appoint another four (4) elected by the General Meeting and appoint the
remaining three (3) or fewer through the resolution of the Board of Directors' Meeting; provided
that the appointment may be rejected in case the President and the Board Chairperson deem the
person to be inappropriate or any problem exists in the operation of his/her branch.
The four (4) councilors to be elected at the General Meeting shall be designated for election from
certain regions or countries beforehand by the President and those who received recommendations
from those regions or countries shall be approved at the general meeting.
A councilor shall not concurrently hold the office of a Representative.
2. The councilors to be elected at the General Meeting shall be elected from among Branch Masters
and Coaches as stipulated in Article 6 of the Statutes or officers of federations as stipulated in
Article 6 of the Statutes.
Article 4 (Term of Office)
1. The term of office of councilors shall be four (4) years. However, they may be reelected and the
term of office of councilors so elected to fill a vacancy shall be the remaining term of office of the
predecessor.
2. A councilor, even if his/her term of office has expired, shall continue to perform his/her duties
until his/her successor takes over his/her post.

Chapter III Holding and Convocation of the Council Meeting


Article 5 (Holding of the Council Meeting)
The Council Meeting shall be held at the request of the President and the Board Chairperson; provided,
however, that it may be dispensed with by expressing opinions in writing when so required by the
Board Chairperson due to the emergency situation or other unavoidable circumstances.
Article 6 (Notice of Convocation)
1. The Council Meeting shall be convened by the chairperson of the Council under the approval of
the Board Chairperson.
2. The details on the time, date and place of the Council Meeting shall be determined by the
chairperson of the Council under the approval of the Board Chairperson.
Article 7
1. A notice of convocation as set forth in the preceding Article shall be issued to each councilor by
the chairperson of the Council not later than three (3) months before the date of the Council
Meeting after determining the agenda items to be brought before the Council Meeting and their
contents and the time, date and place of the Council Meeting in accordance with Item 2 of Article
5 of the Bylaws.
2. A councilor who cannot attend the Council Meeting for unavoidable reasons may express his/her
opinions by submitting to the chairperson of the Council documents stating his/her opinions about
the agenda items noted previously. For the purpose of this Item, sending the said opinions to the
Secretariat of the Organization shall be valid.
Article8 (Chairperson of the Council)
1. The chairperson of the Council shall be elected by mutual election of councilors and shall be
approved by the President.
2. The term of office of the chairperson of the Council shall be until the expiration of the term of
office of the incumbent councilors.

written opinions about matters requested by the President and the Board Chairperson without having
to hold the Council Meeting. The President and the Board Chairperson shall explain the outline of
the said written opinions at the first Council Meeting to be held after such a case.

Supplementary Provisions
These revised Bylaws shall take effect from April 1, 2003.
These Bylaws shall take effect from April 1, 1990.

Article 1 (Purport)
These Bylaws shall provide for the requirements for the General Meeting as stipulated in Chapter VII
of the Statutes of the World Shorinji Kempo Organization (hereinafter referred to as “the Statutes")
pursuant to Article 40 of the Statutes of the World Shorinji Kempo Organization (hereinafter referred
to as “the Organization").
Article 2 (Definition)
1. The General Meeting shall be the place of communication among the President of the Organization
(hereinafter referred to as “the President”), the Board of Directors and each member and between
members, and where each member can express his/her opinions, shall facilitate the operation of the
Organization, and shall assist the President in the performance of his/her duties.
2. The Federation as set forth herein shall be a national organization consisting of four or more
branches established under the approval of the Board Chairperson, and shall be a group member of
the Organization, which has been established under the approval of the Board Chairperson.
Article 3 (akeup)
The General Meeting shall consist of the President, the Board Chairperson, the directors, the
Secretary-General, the auditors, the treasurer and one representative from each country.

Chapter II Representatives
Article 4 (Standards for election)
Representatives shall be Branch Masters of branches which have been established under the approval
of the Board Chairperson.
Aticle 5 (Notification of the Election of Representatives)
1. The Board Chairperson shall give notification of the election of representatives as follows:
(1) If the country has a regular group member, the Board Chairperson shall give notification to the
president of the federation.
(2) If the country has no regular group member, the Board Chairperson shall give notification to
each Branch Master in the country.
2. The notification of the election of representatives as set forth in the preceding Item shall be given
six (6) months before the expiration of the term of office of the incumbent representatives.
Aticle 6 (Method of Election)
1. When the notice as set forth in the preceding Article has been received, officers of the federation in
each country shall elect one representative thereof.
2. When the representative as set forth in the preceding Item has been elected, the Federation
President shall report the results of election of the representative to the Board Chairperson by using
the form designated by the Organization to which the signatures of three (3) officers of the
federation are affixed to show their consent.
3. If the country has a regular group member, all the Branch Masters within the country shall elect one
representative when the notice as set forth in the preceding Article has been received.
4. When the representative as set forth in the preceding Item has been elected, all the Branch Masters
within the country shall report the results of election of representatives to the Board Chairperson by
using the form designated by the Organization to which their signatures consenting the election of
the representative are affixed.
5. In case it is difficult to elect the representative in the country, the Board Chairperson may give
instructions on or take proper measures for the election of the representative in such a country.
Article 7 (Appointment)
Representatives shall be appointed as such after being elected in each country by the President of the
Organization.
Artice 8 (Term of Office)
The term of office of a representative shall be four (4) years; provided, however, that they may be
reelected and the term of office of a representative so appointed to fill a vacancy shall be the
remaining term of office of his/her predecessors.
Article 9 (Functional Responsibilities)
Representatives shall always recognize the ideal aimed at by the World Shorinji Kempo Organization
and their role in the operation of the Organization and shall do their best to perform their roles.

Article 10
Representatives shall not only perform their duties but participate positively in local activities as a
Branch Master or a Kenshi.
Article 11
1. When representatives are deemed not to be equal to their duties due to troubles in both mind and
body, such situations shall be explained to the Board Chairperson as soon as possible and such
representatives shall be replaced by their successors.
2. Article 4, Article 6 and Article 8 of these Regulations shall apply to the replacement of
representatives.
Article 12 (Remuneration)
No remuneration shall be paid to representatives.
Article 13 (Necessary Expenses)
Expenses necessary for representatives' attendance at the General Meeting, etc. shall be borne by the
federation which such representatives represent or in case of a country which has no federation, borne
by all the cooperated branches which are represented by the representative.

Chapter III Holding, Convocation, etc. of the General Meeting


Article 14 (Regular General Meeting)
1. The Regular General Meeting shall be convened every four (4) years by the Board Chairperson.
2. The details on the date and place of convocation shall be decided by the Board Chairperson through
the deliberation of the Board of Directors.
Article 15 (Extraordinary General Meeting)
1. The President may convene an Extraordinary General Meeting by a proper method in accordance
with the request of the representatives of each country and opinions of the Board of Directors.
2. An Extraordinary General Meeting may be dispensed with by expressing opinions in writing when
so required by the Board Chairperson due to the emergency situation or other unavoidable
circumstances.
Article 16 (Notice of convocation)
1. A notice of convocation involving the above two Articles shall be given to the representatives by
the Board Chairperson not later than eight (8) months before the date of convocation of the General
Meeting.
2. Representatives may bring their proposals before the General Meeting by notifying the secretariat
of opinions of members of their country not later than five (5) months before the date of
convocation of the General Meeting.
3. In case the above proposals have been brought before the General Meeting, the Board Chairperson
shall decide on the agenda items of the General Meeting through the resolution of the Board of
Directors and the secretariat shall notify representatives of the contents of agenda items not later
than two (2) months before the date of convocation of the General Meeting.
4. Notwithstanding the provisions of the preceding Items from 1 through 3, the Board Chairperson
may convene an Extraordinary General Meeting by shortening the above period under the consent
of the Board of Directors.
Article 17 (Attendance by Proxy, etc.)
1. In case the representatives appointed by the President cannot attend the General Meeting, such
representatives may request ordinary members within the group members represented by such
representatives to attend the General Meeting on their behalf by submitting a proxy to the Board
Chairperson not later than one (1) month before the date of the General Meeting.
2. Attendees by proxy shall be, in principle, ordinary members of the Organization and also shall be
Branch Masters of branches which have been established under the approval of the Board
Chairperson and shall meet the following requirements:
(1) As to a country which has a regular group member,
Signatures of the Federation President and three (3) other officers of the federation shall be
obtained which show their consent on the form designated by the Organization.
(2) As to a country which has no regular group member,
Signatures of all Branch Masters in the country in question shall be obtained which show their
consent on the form designated by the Organization. In case it is difficult to elect attendees by
proxy in each country, the Board Chairperson may give instructions on or take proper measures
for the election of such attendees.
3. In case representatives cannot attend the General Meeting, they may express their opinions at the
General Meeting by inviting, arranging and submitting by writing to the Board of Directors opinions
of members in each country not later than one (1) month before the date of the General Meeting.
4. Expressing opinions by writing at the General Meeting shall require the following:

(1) As to a country which has a regular group member,
Signature of the president and three (3) other officers of the federation shall be obtained which
show their consent on the form.
(2) As to a country which has no regular group member,
Signature of all Branch Masters in the country in question shall be obtained which show their
consent on the form.
Article 18 (Chairperson)
The Board Chairperson shall act as the chairperson of the General Meeting. However, the Board
Chairperson may appoint the chairperson of the General Meeting from among the members of the
General Meeting when the Board Chairperson deems it necessary.

Chapter IV Minutes of the Meetings


Article 19 (Preparation of the minutes)
1. The minutes outlining the proceedings and the results of deliberation shall be prepared.
2. The minutes shall be signed by the Board Chairperson and two (2) or more persons who have been
elected as signers of the minutes from among those present at the meeting.

Supplementary Provisions
These revised Bylaws shall take effect as from April 1, 2003.

fully recognize and perform their roles in the operation of the Organization.
Article 4
The officers of the Organization shall not only perform their duties as officers but also participate
positively in local activities as Branch Masters or members.
Article 5
In the event that the officers of the Organization deem it impossible to perform their duties due to a
mental or physical incapacity or such, they shall forthwith explain the condition of such incapacity to
the President of the Organization and shall take proper measures.

Chapter II Remuneration and Necessary Expenses of Officers


Article 6 (Remuneration)
The officers of the Organization shall have no remuneration.
Article 7 (Payment of Necessary Expenses)
In the event that the officers of the Organization make an official business trip to attend a meeting or
for other reasons, a travel allowance, daily allowance and lodging allowance shall be paid in
accordance with the Regulations as stipulated by the Board Chairperson.

Chapter 1 Clothing of Individual Members of the World Shorinji Kempo Organization


1. Individual members of the World Shorinji Kempo Organization (hereinafter referred to as “the
Organization”) shall wear a designated dogi or hoi with the “symbol & logo” embroidered on its
left chest, as well as a belt designated and conforming to his/her rank.
Such members shall also attach a “sleeve badge” conforming to his/her rank.

Article 3 Designated “Obi”


1. The designated belt (with the approved label containing the combined trade mark and logo)
according to the individual’s grade shall be worn. A belt whose surface is so worn as to make its

3. Embroidery on obi shall be “Shorinji Kempo”, country, branch, name or “World Shorinji Kempo
Organization”.

1. The designated hoi (with the approved label containing the symbol & logo) shall be worn.
Those who have been issued with the breast badge may use this instead.
2. The use of the hoi within the Organization is limited to Taikai and where it is worn as a costume

Article 5 Sleeve Badge
1. The Sleeve Badge appropriate to rank and grade shall be sown with the lower edge of the badge on
the seam of the shoulder and sleeve.
2. The gold rank stripe shall be worn by the WSKO Directors WSKO Instructors, and the WSKO
Branch Masters (Daikenshi 5th Dan & above), and National Federation officers (Daikenshi 5th Dan
& above).
3. The silver rank stripe shall be worn by Branch Masters who are Seikenshi 5th Dan or below.
4. The red rank stripe shall be worn by those who are 3rd Dan or above and who are registered on the
branch list of officers.
5. All Kenshi other than those specified in 2), 3), and 4) above shall wear a black rank stripe.
6. In principle, the name of the country, the federation, or the branch shall be written. The first
preference shall be English alphabets.
7. Sleeve Badges can be produced by a Regular Group Member when its separate application has been
approved, or ordered to Hombu.
8. Sleeve Badges can be produced by an Associate Group Member when its separate application has

Article 6 Prohibited matters regarding producing dogi, obi, and hoi
1. The master licensee (owner of the license) only shall hold the right of performing embroidery to
dogi / hoi, and may exercise it.
2. No one/party except the master licensee may embroider the symbol and logotype to dogi/hoi, which
is a violation of the trademark.
3. A kenshi dressed in a dogi which violates these regulations is not allowed to participate in all kinds
of Taikai, study sessions, seminars, as well as to take the grading examinations of Shorinji Kempo.

Supplement
These regulations shall be enforced from April 1, 2006.

Article 1. Shorinji Kempo Pin Badges


These Regulations shall provide for the requirements for the members of the World Shorinji Kempo
Organization (hereinafter referred to as “the Organization”) when wearing Pin Badges regulated by
the Shorinji Kempo Group.

Article 2. Officer Pin Badges


An Officer Pin Badge shall be provided by the Organization to an Officer, who shall return it to the
Organization when leaving the office.

Article 3. Branch Master Pin Badges


A Branch Master of the Organization may wear a Branch Master Badge on his/her own responsibility
on condition that he/she fully understands that all the rights of the Branch Master Badge including the
design belong to the Organization. When leaving the post, the badge may not be worn.

Article 4. Membership and Rank Pin Badges


Membership and Rank Pin Badges may be worn on the members’ or rank holders’ own responsibility
on condition that the owner fully understands that all the rights of the Membership and Rank Pin
Badges including the design belong to the Organization. These Pin Badges may not be given or sold
to any other party.

Article 5. Handling of the Pin Badges


The Pin Badges stated in the above three articles may not be counterfeited, transferred, or sold to any
third party.

[1] Branch Establishment
As stipulated in the “Bylaws Regarding the Members as Stipulated in Article 6 and Regarding
Forfeiture of Membership as Stipulated in Article 7 of the Statutes of the World Shorinji Kempo
Organization,” you should have satisfied the following requirement to establish a branch.

- You are a member of one of the branches recognized by the World Shorinji Kempo
Organization (WSKO).
- You are recommended by the branch master of the branch you belong to.
- You hold the rank of 3rd Dan or above in Shorinji Kempo and are 20 years old or older.
In the case your rank is 1st or 2nd Dan, you are required to have a coach with 3rd Dan rank and
is qualified as a branch master.
-You have attended a seminar held by WSKO to certify branch masters within the last two years.
- Your neighboring branch masters agree to your branch establishment.
- You can secure the place for practice.
- You have satisfied any other requirement given by the WSKO Secretariat.

Procedure
1. Applying for Permission to Prepare for Establishment of a Branch
Submit the following documents to the WSKO Secretariat through your branch master after satisfying
the requirements above.
- Notice of Preparation for Establishment of a Branch
- Personal Record of the Applicant
- Applicant’s essay on reason and motivation for establishing a branch
- Identification of the Applicant
- If the applicant is of foreign nationality, certificate of residence in the country
- If the applicant is 2nd Dan or lower, a letter of acceptance of a Coach
- If the applicant is 2nd Dan or lower, the Coach’s training program

After the WSKO Board Chairperson permits the preparation for establishing a branch, the WSKO
Secretariat notifies the branch master of the applicant.

2. Applying for Permission to Establish a Branch


After the preparation is permitted, you may start recruiting members. When you have 10 members
or more, submit the following documents to the WSKO Secretariat.

- Application for Permission to Establish a Branch


- List of Branch Officers
- Acceptance of Branch Officers
- 10 sheets of more in total of Membership Application and/or Application for Branch Transfer

After WSKO Board Chairperson permits the branch establishment, the WSKO Secretariat issues a

branch master.

[2] Branch Registration Renewal

As stipulated in the “Bylaws Regarding the Members as Stipulated in Article 6 and Regarding
Forfeiture of Membership as Stipulated in Article 7 of the Statues of the World Shorinji Kempo
Organization,” each branch belonging to the World Shorinji Kempo Organization shall renew its
branch registration

- The registration is valid for two years, from April 1 of the initial year to March 31 of the second year
and the registration shall be renewed every two years.
- If the registration renewal is not completed by the due date, the branch loses the membership status,
and may not participate in Taikai and other events, and the members may not take grading testes.
- During a suspension period of branch operation, the branch registration renewal form should be
submitted, but the annual membership fee is not required.

Procedures
1. WSKO Secretariat sends an application form for Branch Registration Renewal to each branch every
two years.
- The information on the form states the information registered with Hombu. Correct errors if
any.
- The branch master should sign the form and send it to the WSKO Secretariat.
- If there is any change in branch officers, attach a list of branch officers and letter of
acceptance.
2. The branch registration renewal fee should be paid to the WSKO Secretariat annually on receiving
the bill.

officers shall elect a substitutes. When the branch master returns, he shall follow the requested

Procedures for Appointing a Substitutes Branch Master


1. Officers elect a substitute, and submit “Notification of Substitute Branch Master” to the WSKO
Board Chairperson.
- When the term of the substitutes passes one year, the substitute shall take the procedures for
changing the branch master.
- Even when the term of office of the substitute is less than one year, if it is clear that the branch
master cannot undertake duties in future years, the substitutes shall take procedures for
changing branch master.

Procedures for Return of Branch Master


Officers elect a substitute, and submit “Notification of Return of Branch Master” to the WSKO Board
Chairperson.

[4] Changing Branch Master

As stipulated in the “Bylaws Regarding the Members as Stipulated in Article 6 and Regarding
Forfeiture of Membership as Stipulated in Article 7 of the Statues of the World Shorinji Kempo
Organization,” if the branch master cannot perform the duties cased by his/her resignation or other
various circumstances, the branch master or the substitute shall elect a successor to replace the branch
master immediately.

The replaced branch master should have satisfied the following requirements;
1. He/she is a member of one of the branches recognized by the World Shorinji Kempo Organization
(WSKO).
2. He/she is recommended by the resigning branch master of the branch you belong to.
3. He/she holds the rank of 3rd Dan or above in Shorinji Kempo and are 25 years old or older.
4. He/she has attended a seminar held to certify branch masters within the last two years. Such a
seminar should be organized by the national federation in a country where the national federation
has been established or by WSKO where there is no federation in the country.
5. You have satisfied any other requirements set by the WSKO Secretariat.

Procedures
After satisfying the above requirements, submit the documents to the WSKO Secretariat

[5] Suspending / Resuming Branch Operation

As stipulated in the “Bylaws Regarding the Members as Stipulated in Article 6 and Regarding
Forfeiture of Membership as Stipulated in Article 7 of the Statues of the World Shorinji Kempo
Organization,” if a branch master cannot carry out his/her duties and/or cannot make decisions, branch
officers shall elect a substitutes. When the branch master returns, he shall follow the requested
procedures.

Procedures for Suspending Branch Operation


1. When a branch is to be closed for 3 months or more, the branch master shall submit “Notification of
Suspension of Branch Operation” to the WSKO Board Chairperson.
- The period of suspension may not exceed 3 months including the extended period.
- The branch is not required to take procedures for the registration renewal during its suspension
period. However the registration renewal fee which had already been paid will not be
reimbursed to the branch.

In the event that the suspension period of the branch exceeds three years or the Board
Chairperson deems it impossible for the branch to resume its operations, he may recommend
the branch to take procedures to dissolve the branch during a certain time period.

Procedures for Resuming Branch Operation


When the branch resumes its operation within three years, the branch should submit “Notification of
Resumption of Branch Operation” to the WSKO Board Chairperson.

[6] Closing the Branch

As stipulated in the “Bylaws Regarding the Members as Stipulated in Article 6 and Regarding
Forfeiture of Membership as Stipulated in Article 7 of the Statues of the World Shorinji Kempo
Organization,” if a branch master or a substitutes cannot carry out his/her duties due to disease or
change of residence and also there is no possible successor, the branch shall take the procedure for
closing the branch.

Procedures
1. When a branch is to be dissolved, the branch shall deliberate and determine how to dispose of
fixtures and money owned by the branch
2. Then the branch submit the “Notification of Branch Closure” to the WSKO Board Chairperson
along with the “list of branch assets” if there is any remaining asset.
- In the case the branch due any money to the WSKO Secretariat, the branch shall complete

[1] Membership Application
As stipulated in Chapter IV Ordinary Members of the “Bylaws Regarding the Members as Stipulated
in Article 6 and Regarding Forfeiture of Membership as Stipulated in Article 7 of the Statutes of the
World Shorinji Kempo Organization,” an individual desiring to be an ordinary member should make
application to WSKO through the Branch Master of a branch he/she wishes to enter.

Procedure
1. A branch master should receive a membership application form from the applicant and interview
him/her to examine his/her qualifications for admission.
Make sure that the application form is signed by the applicant.
2. After examining the applicant, if the branch master approves the admission, the branch master
should submit the membership application form to the WSKO Board Chairperson.
Make sure that the application form has the branch stamp and is signed by the branch
master.
Submit the 1st page to the WSKO Secretariat, keep the 2nd page at the branch, and return
the 3rd page to the new member.
3. Admission Fee received from the new members should be paid on requested by the WSKO
Secretariat.
4. On reported, WSKO Secretariat registers the new member, and issues a list of registered new
member and a membership card to be sent to the branch master.
5. The branch master should check the information on the membership card received from the WSKO
Secretariat, and give it to the new member. Contact the WSKO Secretariat if there is any error.
List of New Members sent with the membership card should be kept at by the branch.

On filling in the Membership Application form


The WSKO Secretariat enter and maintain all the data of the members’ enrollment, transfer, Kyu and
Dan promotion, attendance at regular practice and seminars, based on the reports you submit to us.

Among the reports on the subjects above, a membership application form is the most important
document, based on which the new member’s information is registered with the WSKO Secretariat for
the first time. Most of the time, however, the names sound unfamiliar to the Japanese WSKO
Secretariat staff. There have been several cases in which the secretariat staff cannot read the
handwritten alphabets and makes errors when typing in the information, which have caused
inconveniences to both the new members and the branch masters.

Therefore, we have decided to print a sample form on the back of the application from now on.
Please advice your new members to write their names neatly in Capital Block Letters in the
membership application from.

[2] Attendance Reports
As stipulated in Item 3 of Article 2 in “Bylaws Regarding Training Instructors as Stipulated
in Article 3, Item 2-(4) of the World Shorinji Kempo Organization,” a branch master should keep
attendance records and report the operations of the branch to the federation and WSKO every three
months in accordance with the Attendance Report.
Attendance report is an important document that keeps the record of individual Kenshi’s
training and is used to conduct a grading examination fairly to all the Kenshi.
A Kenshi will become eligible for a grading test when he/she has satisfied the required
number of attendance and period as stipulated in the curriculum issued by WSKO. This attendance
number is the number written on the attendance reports submitted to WSKO by the branch master.

Procedure
WSKO Secretariat issues attendance report forms on which the branch master and the
currently active members of the branch are listed and send them to the branch master in March, June,
September, and December. Keep attendance record and cut the form into two pieces to send the
report to the WSKO Secretariat every three months.

Deleting and Adding to the List


If you want to add to or delete from the list, circle the alphabet of the applicable item in the
column on the right of the form.

New
For a new member whose name is not printed, the branch master should write the name

and the number of attendance, and circle “N.”

Transferred For a new member who has been transferred from another branch and not listed, the

[3] Branch Transfer & Requesting for Reissued Items
As stipulated in Chapter IV Ordinary Members of the “Bylaws Regarding the Members as
Stipulated in Article 6 and Regarding Forfeiture of Membership as Stipulated in Article 7 of the
Statutes of the World Shorinji Kempo Organization,” an ordinary member may be transferred to
another branch after obtaining permission by the branch master of the branch the member is
transferring to.
In the event that the entry items of the membership card are changed or the card has been
damaged or lost etc., the member should take procedures for applying for reissue of the membership
card upon clarifying the reasons through the branch master to WSKO. In the event that a Kyu or
Dan certificate is damaged or lost, application for reissue can be made by submitting the Application
for Reissuing Items.

Procedure for Branch Transfer


1. The branch master should receive the form of Application for Branch Transfer from the transferee.
Make sure that the application form is signed by the transferee.
2. If the branch master approves the transfer, the branch master should submit the application form to
the WSKO Secretariat.
Make sure that the application form has the branch stamp and is signed by the branch
master.
3. Branch Transfer Fee received from the transferee should be paid on requested by the WSKO
Secretariat.
4. On reported, WSKO Secretariat register the transfer, and issues a new membership card to be sent
to the branch master.
5. The branch master should check the information on the membership card received from the WSKO
Secretariat, and give it to the transferee. Contact the WSKO Secretariat if there is any error.
List of New Members sent with the membership card should be kept at by the branch.

Procedure for requesting items to be reissued


1. The branch master should receive the form of “Application for Reissuing Items” from the applicant.

When an individual member wishes to return to the branch activity after absence, s/he may do so after

Activity from the returning member.

[5] Kyu Grading Examination

As stipulated in Chapter 2 Training and Grading Examination of “Bylaws Regarding Training


Instructors as Stipulated in Article 3, Item 2-(4) of the Statutes of the World Shorinji Kempo
Organization,” a Branch Master and Coach shall give members lessons in both philosophy and
techniques in accordance with the curricula as provided for by WSKO.
An ordinary member may take Kyu grading examination subject to the confirmation of the results of
practices and the approval of a Branch Master or Coach. The result of the examination should be
reported to the Board Chairperson by Kyu Exam Report form.

Procedure
1. Exam applicants should submit the home assignment and exam fee to the branch master.
2. Grading Exam is conducted. If the applicant has passed the test, the branch master should submit
the Kyu Exam Report to the WSKO Secretariat.
Make sure that the form is stamped the branch name by the branch master and signed by the
examiner.
Make sure that, in the case that the branch master is under 3rd Dan rank, the branch coach
has signed the form.
3. Exam Fee received by the branch master should be paid on requested by the WSKO Secretariat.
5. On reported, WSKO Secretariat registers the exam result, and issues a list of new kyu rank holders
and Kyu certificate to be sent to the branch master.
6. The branch master should check the information on the certificate received from the WSKO
Secretariat, and give it to the applicant. Contact the WSKO Secretariat if there is any error.

[6] Dan Grading Examination
As stipulated in Chapter 2 Training and Grading Examination of “Bylaws Regarding
Training Instructors as Stipulated in Article 3, Item 2-(4) of the Statutes of the World Shorinji Kempo
Organization,” a Branch Master and Coach shall give members lessons in both philosophy and
techniques in accordance with the curricula as provided for by WSKO.
An ordinary member may take Dan grading examination subject to the confirmation of the
results of practices and the approval of a Branch Master or Coach. The result of the examination
should be reported to the Board Chairperson by Dan Exam Report form.

Conducting Dan Grading Examination


1. Dan Grading examinations shall be carried out, in principle, by WSKO; provided, however, that the
Board Chairperson may take the following measures for examinees from remote areas.
(1) Dispatch of WSKO official instructors who are qualified examiners to regional study
sessions and training camps.
(4) Entrusting 1st and 2nd Dan grading examinations to qualified branch masters or coaches.
2. A person who is appointed as examiner for grading shall have the following qualifications
according to the grades which he/she is evaluating.
(1) Qualifications of examiners entrusted with grading examinations
Grade Qualifications for examiners
1st Dan Qualified person having 3rd Dan or above
2nd Dan Qualified person having 4th Dan or above
“Qualified person” mentioned above indicates Branch Masters and Coaches. However, when
a person who has the rank of 3rd Dan and above, and who is not neither a branch master nor a
coach, is appointed to become an examiner by the regular group member, he/she becomes a
“qualified person.”

3. After implementation of grading examinations, the Branch Master shall report the results of grading
examinations to the federation and the Board Chairperson.

Procedure
1. Exam applicants should submit the exam application form, home assignment, exam fee, and the
membership card to the branch master. The membership card should be returned to the applicant
after the federation identifies the applicant.
Make sure that the Exam Application form is signed by the applicant.
Make sure that, in the case that the branch master is under 3rd Dan rank, the Exam
Application form is signed by the branch coach.
Make sure that the attendance at the study sessions are filled in on the back side of the
application form.
2. Grading Exam is conducted. The branch master should submit the exam application form and the
Dan Exam Report form to the WSKO Secretariat.
Make sure that the Dan Exam Report is signed by the examiner.
3. Exam Fee received by the branch master should be paid on requested by the WSKO Secretariat.
4. On reported, WSKO Secretariat registers the exam result, and issues a list of new Dan rank holders,
Dan certificate, and new membership card to be sent to the branch master.
5. The branch master should check the information on the certificate and the membership card
received from the WSKO Secretariat, and give them to the applicant. Contact the WSKO
Secretariat if there is any error. List of New Dan Rank Holders sent with the certificates should
be kept by the branch.

[7] Special Dan Grading

Seikenshi 4th Dan, 5th Dan, and Daikenshi


A kenshi who has satisfied the prerequisites stipulated in the Curriculum may apply for the
grading of Seikenshi 4th Dan, 5th Dan, and Daikenshi, by submitting the exam application form to the
federation. If the federation permits the kenshi to take the test, the federation submits the application
form to the WSKO Secretariat.
At the WSKO Secretariat, the WSKO Qualification Evaluation Committee evaluates the
eligibility of the applicant based on the application form received.
The WSKO Qualification Evaluation Committee issues a letter of exam information if the
applicant is considered to be eligible. This exam information letter states the exam date, place, fee,
themes of the home assignment, titles of the written test and techniques test. The applicant should
follow the direction provided in this letter. However, there will be no written and techniques tests on
the exam day for Hokai Daikenshi test.

Exam Date
In principle, Seikenshi 4th Dan, 5th Dan, and Daikenshi grading tests are conducted at the
Shorinji Kempo Headquarters in Tadotsu, Japan. If the applicant is taking Seikenshi 4th Dan or 5th
Dan at the headquarters, you can decide the date after discussing with the WSKO Secretariat. Other
than the headquarters, there possibilities that applicants can take such grading at the regional study
sessions organized by WSKO as a special treatment. Such opportunities are stated in the invitation
letter to the regional study sessions from the WSKO Secretariat to each branch masters, and please
note the date of such grading is fixed.
Daikenshi grading test has essay evaluation only, and certificate presentation is given four times
a year.

Grading of 6th Dan and above


WSKO Qualification Evaluation Committee issues an exam information letter to branch masters
who has satisfied the prerequisites for taking the grading test for 6th Dan or above. Such grading is
th
conducted only at the Shorinji Kempo Headquarters. Applicants for 6 Dan and above can decide
the exam date after discussing with the WSKO Secretariat.
Grading tests for Junhanshi or above have essay evaluation only, and certificate presentation is
given four times a year.

[1] Remittances

1. Matters that require attention when handling money


(1) Collection of money other than membership fees, Kyu and Dan grading fees
1) Costs for Dogi, Obi, Tokuhon, Curriculum books and Breast Badges are not allowed to be
collected in a lump sum under stipulated expense items such as “admission fee” and “Kyu
grading fee.”
2) Venue cost and other costs involved in Kyu and Dan grading examinations shall be covered
by the administrative cost (branch cost).
3) Clearly specify the breakdown of the amount to all concerned parties.
(2) Record the evidence of handling money such as by issuing receipts.
(3) Payment of membership fee and other fees to the WSKO
1) In the event that procedures for admission, Kyu grading, Dan grading, etc., have been taken,
the responsible person of group members shall collect related expenses from time to time and
shall retain them with care until requested from the WSKO. The responsible person shall
confirm and pay the invoiced amount when the WSKO issues bills twice a year (April and
October.)
Those bills shall be paid to the WSKO, which cover a period up to the end of September of
each year, by the end of November of the same year and those which cover a period up to the
end of March of the following year by the end of May of the same year.
(4) Attachment of a Statement of Payment
1) In the event that applications for various procedures for admission, Kyu grading, Dan grading,
etc., are made to the WSKO, the responsible person of group members shall certify that the
related expenses are collected and retained by submitting to the WSKO a statement of
payment as designated by the WSKO (statement for admission fee, examination fee and other
fees) in which necessary entries have been made, together with individual documents for
taking necessary procedures.
2) Unless the responsible person of group member submits the said statement of payment
(statement for admission fee, examination fee and other fees), documents for taking the said
procedures shall not be accepted.

2. Method of Remittance
(1) Remittance by postal money order

3. Establishment of Amounts of Membership Fees, etc., and Classification

Considering different economic situations of each country, the amounts by country of membership
fees, etc., payable to the WSKO under the Statutes and the Regulations shall be determined on the
basis of per capita GDP of each country as estimated by the World Bank.
The amounts shall be classified in accordance with the classification, which has been determined on
the basis of the ratio against per capita GDP of Japan.

4. Establishment of Amounts in the Currency of Each Country


The amounts payable by members of the Organization shall be determined in the currency of each
country, based upon the closing price at the Tokyo Foreign Exchange Market on the day on which the
classification has been determined.

5. Review of Classification and Amounts in the Currency of Each Country


As to the classification and the amounts in the currency of each country, in due consideration of
further developments in economic situations of each country, the new classification and amount in the
currency of each country shall be determined after the WSKO reviews the classification under which
each country falls, in principle, every four years.

[2] Branch Accounting

1. Branch Accounting
The branch shall regard all the membership fees and other fees as official property for branch activity.
The branch shall organize and retain accounting books (financial records, etc.) and evidenced
documents (receipts, etc.) as a matter of course, but also shall be ready to explain it to the branch
members and concerned parties.

2. Accounting
The branch shall conduct “accounting” as one of its routine tasks by recording, calculating and
reporting its activity mainly in terms of currency amount from the economic perspective. It is
essential for the branch to conduct accounting for pursuing effective and economic activity within the
limited financial sources and funds.
As the person to control the accounting, the Branch Master shall demonstrate his/her fulfilled
responsibility through that “accounting” by revealing the content of financial changes of the branch’s
assets within the accounting year and their reasons, and financial condition at the end of the fiscal
period.

(1) Accounting system to operate the branch


1) Accounting period [fiscal period]
Although the branch operates its activity on a continual basis, it needs to set a certain period
over its account keeping, in order to identify the income and expenditure account statement and
list of assets. This period is called the “accounting period,” with its beginning called the
“beginning of the period” and its end the “end of the period.”
The accounting period of the branch is one year starting from April 1 and ending March 31 of
the following year.
2) In order to “foster people” that is the goal to continue and develop its activity, the branch shall
develop a “budget compilation” to indicate the branch’s activity plan financially each fiscal
year. In other words, the budget refers to a plan.
3) In order to achieve objectives and goals, the branch compiles a plan called the budget, to
develop its everyday activity. This activity will emerge as the [result].
4) [Closing the account] is a procedure to understand income and expenditure results after
executing the budget (plan) for the year (accounting period) and to understand the current
condition of the branch operation.
5) Through that closing, you can decide on the appropriate action to take to improve the current
condition upon examining the current positioning through analyzing the “budget” and “result”
in comparison by closing the account. Those results are indicated in the income and
expenditure account statement and list of assets.

(2) General Principles of Accounting


1) Income and expenditure must be controlled based on the budget.
2) When recording entries in the accounting book, the following points shall be kept in mind:
- To ensure continuous recording.

- To record accurately.
- To record promptly.
- To be neat and legible.
- To specify the content.
3) Financial documents (closing documents) must clearly indicate authentic content regarding
income and expenditure and assets based on the accounting book.

3. Accounting Process
The branch must properly organize and retain written evidences that were recorded in formats of
accounting books (financial records, etc.) and evidenced documents (receipts, etc.). The branch shall
plan the budget at the beginning of the year, execute the budget based on the plan throughout the year,
and close the account at the end of the year to compile the income and expenditure account statement.

(1) Budget compilation


When compiling the budget, estimate all the necessary costs based on the branch activity plan for
the next year, while considering the past budget, social situation such as fluctuations in price, and
internal circumstance such as changes of membership numbers.
The budget must allow effective branch activity through its effective use of the branch’s income.
Simultaneously, it must be capable of being realized. Accordingly, you need to adjust estimated
expenditures after comparing the importance of each activity and from the cost saving perspective
while examining income with any of its potential difficulty.

(2) Branch Activity


When income and expenditure actually emerge, you need to issue a credit (income) slip and enter
the data into the relevant accounting book each time.
In the event of expenditure, obtain the receipt or expenditure certificate from the other party. For
income, issue the receipt with two copies remaining for some income types, keeping one of those
copies as an evidenced document by attaching it to the slip. Based on these slips, etc., you enter
the data in the relevant accounting book.
When the branch is very small scaled with few occasions of income or expenditure, you may make
entries directly into the accounting book.

(3) Closing the Account


Closing the account is the accounting procedure to show the financial condition as of the end of the
year as a result of incomes and expenditures over the year, while showing how the budget plan was
carried out financially by summarizing the result of incomes and expenditures.
The Branch Master or representative member who took charge of the accounting work makes the
report to demonstrate the accomplishment of his/her duty through the closing of the account.

[1] Purchasing Goods

1. Purchasing Goods
- If you wish to purchase any goods sold at Shorinji Kempo Hombu, please place an order by
filling out the forms distributed from the WSKO Secretariat and returning it by mail or fax.
- We will accept orders placed by e-mail. However, please make sure to copy the item number
given on the order sheet, in order to avoid errors.
- After receiving the order, the WSKO Secretariat will e-mail you to inform the total price and the
shipping fee. Please send the amount to the WSKO Secretariat. On receiving the full amount,

[2] Opening Taikai and Embu Demonstrations

1. Purpose
A Taikai and Embu demonstrations should be held to achieve the purpose as follows:
- To improve the skill of WSKO members.
- To provide a place for further deepening mutual understanding and establishing greater trust
among the members.
- To increase understanding and cooperation of outsiders.

2. Procedures
(1) A Taikai attended by two countries or more
- The person responsible for the Taikai should submit “Application for Permission to Hold
a Taikai” along with “Detailed Plan of Taikai/Embu kai,” by six months prior to the
Taikai to WSKO Board Chairperson.
- If you wish a congratulatory message or picture, indicate so by filling in the “Application
for Permission to Hold a Taikai”
- After closing the Taikai, submit “Taikai Report” if requested by WSKO Board
Chairperson.
- When PR materials such as posters or pamphlets are to be produced, application for
permission to use the trademarks should be submitted.
(2) A Taikai attended by branches within one country
- The person responsible for the Taikai should submit “Notification of Plans to Hold a
Taikai” by one month prior to the Taikai to WSKO Board Chairperson.
- If you wish a congratulatory message or picture, indicate so by filling in the “Notification
of Plans to Hold a Taikai” (In such a case, the application should be submnitted by
6months prior to the event)
- After closing the Taikai, submit “Taikai Report” if requested by WSKO Board
Chairperson.
- When PR materials such as posters or pamphlets are to be produced, application for
permission to use the trademarks should be submitted.

3. Safety Measures
(1) The person responsible for the Taikai should make sure that all the participating branches and the
kenshi have taken out insurance policy that covers any possible damages arose in the event.
(2) The event should be operated following a carefully planed contents and timetable, considering the
physical condition of the participants to prevent accidents.
(3) Confirm the route to hospitals or medical doctors prior to the event.
(4) In the case an injury or an accident happened, provide quick service faithfully, and report the fact
to the person in charge of the Taikai.

[3] Holding Training Seminars, Study Sessions, and Training Camps

1. Names
(1) “Seminars” shall mean those training seminars which the Organization hold to improve the ability
of ordinary members, Branch Masters and Coaches and in which ordinary members and Branch
Masters are obligated to participate. (ex. Branch Masters Qualification Certification Seminar)
(2) “Study sessions” shall mean those sessions which the Organization hold in order for individual
members of the Organization to deeply understand the technique and philosophy of Shorinji
Kempo. (ex. International Study Sessions, Regional Study Sessions.)
(3) “Training camps” shall mean a joint practice meeting which is held by the members of not less
than two (2) branches at home and abroad for two (2) days or more.

2. Procedures for holding a training camp


(1) A training camp participated by two or more countries
- The person responsible for the training camp shall submit “Application for Permission to Hold
a Training Camp" along with “Detailed Plan of Training Camp” to the Board Chairperson
by 3 months prior to the opening of the camp.
- If you wish to have a WSKO official instructor, indicate so in the “Detailed Plan of Training
Camp” and submit it by 6 months prior to the opening of the camp.
- The person responsible for the camp pays necessary costs of outfit allowance, transportation
accommodation, and daily allowance, according the bylaws regarding inviting instructors as
stipulated in Article 9, item (5) of the WSKO Statutes. If the camp is attended by a WSKO
official instructor, attendance at the camp is considered as an attendance at t WSKO Study
session.
- The person responsible for the camp submits a list of participants to the WSKO Secretariat.
(2) A training camp participated by two branches or more within one country
- The person responsible for the training camp shall submit “Notification of Plan to Hold a
Training Camp” to the Board Chairperson by one month prior to the opening of the camp.
- If you wish to have a WSKO official instructor, indicate so in the “Detailed Plan of Training
Camp” and submit it by 6 months prior to the opening of the camp.

Please inform the WSKO Secretariat when there is any change in the branch information or new

any other organization using the name of Shorinji Kempo or its logo, please contact the WSKO
Secretariat.

2. Establishing a Website

When you establish a website with information of Shorinji Kempo, please follow the guidelines
below.
1) “Shorinji Kempo” is a proper noun, not a common noun which can be used by anyone. Please
avoid statements which may cause misunderstanding that anyone can use the term.
2) “Shorinji Kempo” was established in Japan. Please carefully avoid any expression that will cause
readers misunderstand that Shorinji Kempo was established in China. Please refer to the history
section of this WSKO official website for the history of Shorinji Kempo.
3) National federations and branches that are recognized by the World Shorinji Kempo Organization
are encouraged to use the name “Shorinji Kempo” and its logo mark on their websites, by applying
for permission to use the trademarks.
4) No individual or group may use any pictures or written material published by the World Shorinji
Kempo Organization, Shorinji Kempo Federation, Kongo Zen Sohonzan Shorinji, or Zenrin Gakuen
without permission.
5) When a branch which belongs to a federation establish its website, the federation is responsible for
the contents there. Therefore, the branch should ask the federation for approval. When a kenshi
establishes his/her own webpage, his/her branch master is responsible for the contents about the
information on Shorinji Kempo.
6) When a kenshi create his/her own personal webpage, any contents concerning Shorinji Kempo
should be checked by his/her branch master. Please note the Shorinji Kempo mark or logo may
not be used on personal webpages.

[5] Intellectual Property Right Protection

Protecting the intellectual property rights of Shorinji Kempo is one of the important roles of the
Branch Master.

Without obtaining approval of the Organization, nobody shall be allowed to establish a branch, use
the name of Shorinji Kempo or other names similar thereto, use symbols and logos that are
stipulated by the Organization in any format, or set up a place for practicing or teaching Shorinji
Kempo.

1. Intellectual Property
In general, “property” is regarded as being tangible with economic value such as money, land and
products. Conversely, creations produced from people’s intellectual creative activity and signs or
marks expressing business credibility are collectively called “intellectual property” while paying
attention to its economic effectiveness.

2. Request for Cooperation toward Name Protection and


Service Mark Control Activity
To protect “Shorinji Kemp” that is the unique name and symbol marks and logos that are
stipulated by the Organization from unauthorized use and commonness, we need to control them.
Therefore, please report promptly to the WSKO Secretariat if you find any confusing names or
marks.
You are not allowed to sell products using the service mark without being authorized by the
Organization. If you discover anybody who is manufacturing and selling dogi, obi or other items
using the service mark without authorization, please promptly inform the WSKO Secretariat of
that fact.
In the event of selling profit-oriented products in a branch, region or each country’s federation,
please inform to and obtain authorization from the WSKO. (However, in the case of using the
service mark for propagation purposes, you do not need to obtain that authorization. E.g.: flyers
to solicit members, pamphlets and posters for Embu performance, Taikai and other events.)

3. History of Shorinji Kempo – Expressions –


In the event of developing a Web site or pamphlets at each branch, please confirm carefully that
Shorinji Kempo is explained correctly. In particular, as for expressions relating to the history of
Shorinji Kempo, please follow the content of the WSKO official Web site, to integrate expressions
systematically.

[6] Practice at Shorinji Kempo Hombu

1. Shorinji Kempo Hombu


The Shorinji Kempo Hombu is located in Kagawa Prefecture in Japan. (The same address as the
WSKO Secretariat.)
The total area size of the Hombu is approximately 12,000 square meters featuring three Dojo of
2,000 square meter class as well as a small size practice area, training room and various other facilities.
It also features the Secretariat that controls the administration of members around the world.

2. Reminders when Visiting Hombu


Please make sure to contact Hombu before visiting. As Hombu is planning and operating
various events throughout the year, it may not be able to respond to a sudden visit.
The WSKO Secretariat cannot respond to a visit during its holidays. Please confirm holidays on
the event schedule chart.
Hombu can respond to visitors in English only at the everyday conversation level. There is no
staff member who undertakes translation business exclusively.
In principle, Hombu issues invitation letters that is required for visa acquisition only for
participants in study sessions, training camps and other events held at Hombu. Visitors other
than those are asked to obtain visas themselves, as Hombu does not issue such an invitation letter.

3. Study Sessions and Training Camps


You can participate in study sessions and training camps that are hosted by the Shorinji Kempo
Federation.
The Shorinji Kempo Federation is responsible for stipulating their requirements. Please
understand that some restrictions such as age or qualification may pertain to the eligibility to apply.
Please contact the WSKO Secretariat for queries regarding the participation.
All the content of study sessions and training camps are planned targeting Kenshi in Japan. All the
study sessions and training camps are conducted in Japanese only. You are asked to arrange your
own interpreter if necessary.

4. Event Schedule Chart of the World Shorinji Kempo Organization


The WSKO event schedule chart is issued annually at the beginning of the year.
Please confirm the annual schedule with that chart.
