Miller County, Arkansas.
The undersigned being duly sworn deposes and says:
Affiant has reason to believe that Franziska Denise Santifer has on
his/her person or premises, and all buildings, structures, or vehicles
situated thereon, the said premises being located at 10766 US Highway
82 Texarkana, Arkansas. That structure is described as a yellow metal
building with a grey/ silver tin roof, with an entry door facing East. The
residence is located in Miller County Arkansas approximately 3 ¥ miles
East of the Texarkana Arkansas city limits. The drive way leading to
the residence, has a grey mailbox affixed to the ground with the
numericals 10766 printed on the West side of the mailbox . In the
County of Miller, State of Arkansas, there is now being concealed and
conducted, or possessed, namely, various animals and reptiles, and any
other articles thereof, including, but not limited to receipts, records,
paper work, photographs, and articles of identification, which are being
possessed in violation of Arkansas Statute 5-62-103 Cruelty to Animals,
as amended, and that the facts tending to establish the foregoing
grounds for the issuance of a search warrant are as follows:

This is a summarization of Deputy Philip Ray's oringinal offense report:
On April 5, 2019, at approximately 11:19 am, I, Deputy Philip Ray,
was dispatched to 10766 US Highway 82 concerning animal abuse.ORIGINAL aoe
Dispatch advised the reporting party was Mrs. Elyssa Teel and
provided me with her phone number.
I contacted Mrs. Teel by telephone and she told me she worked to
help rescue animals. Mrs. Teel explained that her friend Ms. Franziska
Santifer left on vacation this past Sunday and asked her to come and
look for a lost puppy at her home. Mrs. Teel informed me she came to
the house yesterday and could not find the puppy but found other
animals on the property in bad shape. Mrs. Teel told me she received
permission from Ms. Santifer to return today and enter the home to
check and photograph the animals inside. Mrs. Teel said when she
entered the home the smell of ammonia was so strong, she decided to
contact the Sheriff's Office for assistance. Ms. Teel told me she would be
able to meet me later in the day at the home.
Sergeant Stephen Ward and I arrived at the home a short time
later and observed animals outside the home. There were two small
dogs in a cage under the carport. Both animals had food and water and
appeared healthy. There was a black and brown Doberman chained in
the yard. The dog appeared to be healthy and had access to food and
water. There were three Great Dane dogs, two were in enclosures and
one was on a short chain. All three Great Dane's appeared to be thin
but had food and water. The large grey Great Dane was covered in what
appeared to be sores. As Sgt. Ward and I walked around the home,
there was a very strong smell of ammonia emitting from the house. I
also smelled the odor of decaying flesh but could not locate a carcass.
Mrs. Teel arrived at the home a short time later. Mrs. Teel asked
deputies if she could bring a snake from the house and show us the
living conditions of the animals inside the home. Mrs. Teel entered the
home and returned with a clear plastic container with a yellow boa
constrictor inside. Mrs. Teel opened the container and immediately my
breath was taken away by the strong odor of ammonia emitted from the
plastic container. Mrs. Teel then showed Sgt. Ward and me. The snake
was covered in small black dots, which Mrs. Teel explained were mites.
The container was covered in feces and snake sheds. The snake
appeared to be very emaciated. I asked Mrs. Teel how many more
snakes were in the house and she said there were about 15 more with 6
to 10 of them being in the same condition. Mrs. Teel said all of the snake
containers were covered in feces and snake skins.ORIGINAL =

Mrs. Teel told me there was a Tegu lizard about three feet long on a
concrete floor without proper heating. Mrs. Teel said the lizard barely
would barely move. NOTE: Tegus require about 75 to 90-percent
humidity and should be kept on a sand or soil mixture substrate. Tegu's
also require UVB lighting which is vital to their health. A Tegu's
encloser should have a basking spot which should stay around 90 to 95
degrees, and the cooler end of the enclosure should be 75 to 80 degrees.
Mrs. Teel also told me there were 5 birds living in a cage covered in
feces. Mrs. Teel said there were two rabbits living in a small pen which
was also covered in feces and urine. Mrs. Teel stated there were 150 or
more rats living in trays inside of a rack system. Mrs. Teel said there
were four chihuahua puppies in pens in a bedroom. Mrs. Tee! explained
the puppies pens were covered in feces and urine and there was limited
clean water and food. Mrs. Teel told me the animals appeared if their
pens and tubs have not been cleaned in months.
Mrs. Teel stated she took pictures and video of the inside of the
home and told me she would email those to me. I asked Mrs. Teel when
Ms. Santifer would return from vacation and she told me she expected
Ms. Santifer to return home on April 7, 2019.
Sgt. Ward and I spoke with several area animal rehabbers. These
rehabbers are ready to assist with rehoming the animals. I also
contacted the Miller County Prosecutor's Office and left a message with
Deputy Prosecutor Connie Mitchell.
Photographs were taken of the animals outside and of the snake in
its enclosure. Those photographs were uploaded to the Miller County P-
Drive under CCN #19-000391. Mrs. Teel also provided me with a
written statement which was uploaded in Crimestar under the
multimedia section of this report.
On April 5, 2019, I, Deputy Philip Ray, was contacted by Sergeant
Stephen Ward concerning the animals at 10766 U.S. Highway 82. Sgt.
Ward explained that Mrs. Kayla Tucker, an area animal rescuer, had
been to the home with Ms. Santifer's permission and located more
