1. License Plate Survey
 Conducted along road sections
where PT vehicles are operating
 Each PT route per mode type is
surveyed
 For each PT vehicle passing along
a survey station, the following
data are recorded:
 time when vehicle passes the station
 route name and mode type
 license plate number
 seating capacity

7
Local Public Transport Route Planning & Management Training Course | Module 5
2. PT Boarding and Alighting Survey
• PT boarding and alighting volumes are counted at every terminal, stop;
• Each PT route by vehicle type is surveyed on a sampling basis

4. Classified Traffic
Volume Count
Vehicles passing a selected
counting station are counted
per unit time (say, per hour) by
vehicle type per direction
 Private Car, Taxi, Van, Pick-up
 Jeepney
 Van-for-Hire, AUV, UV Express
 Bus, Mini-Bus
 Goods Vehicle – 2-axle truck
 Truck – 3 or more axles
 Motorcycle
 Tricycle

12
Local Public Transport Route Planning & Management Training Course | Module 5
5. Passenger Load
Count
• Passenger load per vehicle
type is observed and
recorded, on a sampling
basis, per unit time (say,
per hour), per direction

• To be conducted
simultaneously with the
vehicle count

13

(Use same table format as
above)

• Get the average passenger load per vehicle type, per direction for AM
Peak Hour, PM Peak Hour and 14-Hour Period

• Compute the passenger volume per direction, per vehicle type for AM
Peak Hour, PM Peak Hour and 14-Hour Period: Multiply vehicle volume by
corresponding average passenger load

Calculation of
Volume-Capacity Ratio (VCR)
For Station 1:
a) Road Width and Number of Lanes
- EB : 5.8 meters = 2 lanes @ 2.9 meters/lane
- WB : 6.1 meters = 2 lanes @ 3.1 meters/lane
Unit Capacity: 900 pcu/hour per 3-m wide lane

b) AM Peak Hour (say, 7-8am) Capacity Standards

- EB Volume : 1,788 pcu/hr DPWH DO 22 Series of 2013
- WB Volume : 1,517 pcu/hr

c) Road Capacity
- EB Capacity : 900 x 2 lanes = 1,800 pcu/hour
- WB Capacity : 900 x 2 lanes = 1,800 pcu/hour

d) VCR
- EB : VCR : 1,788 pcu/hr = 0.99
1,800 pcu/hr

- WB: VCR : 1,517 pcu/hr = 0.84

1,800 pcu/hr
