The Ministry of Education or abbreviated as MOE, is a ministry of the Government of
Malaysia that is responsible for education system, compulsory education, pre-tertiary
education, technical and vocational education and training (TVET), curriculum standard,
textbook, standardized test, language policy, translation, selective school, comprehensive
school. The vision of MOE is “Quality Education Begets Learned Individuals for a Prosperous
Nation”. Meanwhile, the mission of MOE is “Upholding a quality education system that
develops individuals to their full potential and fulfills the aspirations of the nation”. MOE was
formed in 1955 and were centered in Putrajaya, Malaysia. The organization structure of MOE
are including of Minister of Education, Deputy Minister of Education, Second Deputy Minister
of Education, Secretary-General, and Director-General of Education. The education system is
divided into preschool education, primary education, secondary education, post-secondary
education and tertiary education. In addition, it’s divided into public and private education.
Education may be obtained from the multilingual public school system, which provides free
education for all Malaysians, or private schools, or through homeschooling. As for
International and private institutions, they may charge for school fees.

Sekolah Menengah Kebangsaan Mutiara Rini was established on 1 January 2001 under
the management of the first principal, Madam Halimah Binti Ali until 15 July 2001. The second
principal, Puan Hajah Siti Raudah Binti Moh continued this school's administration from 16
July 2001 until 31 January 2006. From February 1, 2006 until December 2012, the school is
led by Mrs. Mariani Binti Mohd Saad as the third principal. Later, the school management were
governed by Puan Hajah Halina Binti. Hasnan as the fourth principal on December 1, 2012
until present. The school is located in the heart of the residential area of Taman Mutiara Rini,
Skudai, Johor Bahru, about 25 km from Johor Bahru. During the first time operates, in 2001,
only a total of 17 teachers and 965 pupils. In the year of 2003, the school was the youngest
school in Johor Bahru to set up a form six students.

The vision of the school is “Quality Education Educated People Prosperous Country”.
The mission of the school is “Preserve the System of Quality Education to Awaken the
Potential of Individual to Meet the Aspirations of the Country”. The school was built to meet
the requirements of democratization of education under Rancangan Malaysia Keenam
(Programme of the Ministry of Education) and developed through method of 'design and build
' by the housing developers Mutiara Rini Bhd. According to the original planning for the
operation of the school, it was built for ‘The Smart School Programme’. The logo school was
created by Mr Ismail Bin Rahim, who was the teacher of art education at the school in 2001.
The school's song entitled "Cemerlang Gemilang" is a composition and arrangement by En
Mohd Hamizan Bin Md Aris, as the practicum music teacher of SMK Mutiara Rini.

The charter of the school of SMK Mutiara Rini with full determination and commitment
pledge and promise to devote the entire energy and efforts to ensure that the educational system
are efficient in this school for meet the needs of individuals, society and the nation as well as
meet the goal of national unity. Secondly, to ensure that all teachers and support staff are
dedicated, responsible, high commitment and productive in performing their duties and is
responsible at all times. In addition, to give priority to students with education steeped in the
task teaching and learning effectively. Other than that, to insist on excellence of students as a
whole in terms of academic, co-curriculum and personality high in line with the National
Education Philosophy. Moreover, to create a balanced through academic achievement, extra-
curricular and high personalities in accordance with the National Education Philosophy. Plus,
to create an atmosphere of harmonious interactions among pupils various ethnic groups as well
as the familiar relations and to create and maintain a conducive school environment,
comfortable, clean, beautiful, happy and secure. Furthermore, to provide friendly, efficient
service and instant answer to each of the customers who deal with us. Last but not least, to
make sure to be always sensitive and responsive to changes, the will and customer needs are
comprised of students, parents, careers, Office of Regional Education, State of Education
Department, community and state.

SMK Mutiara Rini, Johor Bahru had setup an organizational structure of management
and administration for the school. The school management committee including the Chairman
positioned by Pn. Hjh Fatimah Binti Abd Hadi, Along with that, the Deputy of Chairman
positioned by Mr. Nadzir Bin Topimin, Vice Chairman positioned by Assistant Principal, En.
Zainal Bin Mohd Yusof, Mrs. Yik Cheu Genes and Mrs. Norasikin Binti Mohd Razi. Moreover,
the secretary were positioned by Mrs. Muslinah Binti Musa and Mrs. Ainun Binti Jusoh. The
committee of teacher were positioned by all senior teacher of subject areas of language, all
councilors, the teacher's committee of library and media, teacher's committee of data and
information and the smart coordinator. The service staff member were positioned by En. Mohd.
Nurji Bin Zaini.

The function of the school management committee is to decide on the related school
policies. In addition, to implemented a proper programmed of academic, curriculum, school
council, school development activities in terms of development in general and to discuss post-
mortem of school periodically.

SMK Mutiara Rini, Johor Bahru had setup an organizational structure of management

Siti Noorain Binti Ismail (W17), Lab Assistant positioned by Mrs. Duna Binti Saad (C22), En.
Muhammad Fuad Bin Mansor (C17), En. Mohammad Bin Musa Nazhif (C17), En. Mohd
Fadzli Bin Thursday (C17), Mrs. Nurshafiqa Binti Fizeen (C17), Pn. Noor Farailla Binti Mohd
Misbah (C17), Computer Technician positioned by En. Azzriq Bin Paddele (FT17) and Office
Assistant positioned by En. Zulkarnain Bin Abd Samad (N14) and Mrs. Azian Binti Ali (N11).

The function of the committee members of the implementation group for the school is
to manage of correspondence and to manage the affairs of the support staff development. In
addition, to assist the principal in managing clerical and to perform tasks such as in the task
list. Furthermore, to maintain good relations with all the staff of the school.

SMK Mutiara Rini, Johor Bahru had setup an organizational structure of curriculum
commitee for the school. The school management committee including the Chairman
positioned by Pn. Hjh Fatimah Binti Abd Hadi, Along with that, the Deputy of Chairman
positioned by Mr. Nadzir Bin Topimin. In addition, Vice Chairman I positioned by Senior
Assistant of Evening Teacher, the Vice Chairman II positioned by Puan Norasikin Binti Mohd
Razi, the Vice Chairman III positioned by En. Zainal Bin Mohd Yusof, the Vice Chairmn IV
positioned by Pn. Yik Cheu Gen. Moreover, the secretary were positioned by Pn. Norleha Binti
Ruslan. Moreover, the assistant of secretary positioned by Pn. Owi Pey Hua and Pn. Wan
Suryani Binti Che Ibrahim. The committee of curriculum were positioned by all senior assistant
teacher of the subject, all chairman of the subject committee and all counseling teachers.
The function of the committee of school curriculum for the school is to implement the
basic school curriculum such as “Prestasi Dan Pengajaran Dan Pembelajaran Guru” (P&P),
student’s achievement and to implement program school level, regional and state. Moreover,
to evaluate and modify existing programs to increase above matters. Lastly, to keep and
evaluate the academic performance and examination.

SMK Mutiara Rini, Johor Bahru had setup an organizational structure of senior teacher
of subject areas of language and chairman of the subject committee. The language committee
including the senior teacher of the subjects of Bahasa Malaysia, English, The Chinese
Language and Tamil Language. The science and mathematics committee including the senior
teacher of the subjects of Science, Mathematics, Physics, Chemistry and Biology. The social
sciences committee including the senior teacher of the subjects of Sejarah, Geografi,
Pendidikan Moral, Pendidikan Islam, Pendidikan Muzik, Pendidikan Sivik dan
Kewargenegaraan, Pendidikan Jasmani & Kesihatan, Pendidikan Seni Visual and Tassawur
Islam. The technical and vocational committee including the senior teacher of the subjects of
Kemahiran Hidup Bersepadu, Ekonomi Asas, Lukisan Kejuruteraan, Teknologi Kejuruteraan,
Ekonomi Rumah Tangga, Sains Pertanian, Prinsip Perakaunan, Perdagangan and Matematik
Tambahan.

The function of the committee of senior teacher of subject areas of language and
chairman of the subject committee for the school is to move the committee, make the minutes
and reports, plan activities, responsible for program subjects, recommend teachers and task
distribution, responsible for examining the Cabinet Inspector of schools, manage files,
responsible for achievement of each subjects and staff development activities.

SMK Mutiara Rini, Johor Bahru had setup an organizational structure of committee for
academic excellence for the school. The committee for academic excellence including the
Chairman positioned by Pn. Hjh. Fatimah Bind Abd Hadi. Along with that, the Deputy of
Chairman positioned by Mr. Nadzir Bin Topimin. In addition, Vice Chairman I positioned by
Senior Assistant of Evening Teacher, the Vice Chairman II positioned by Puan Norasikin Binti
Mohd Razi, the Vice Chairman III positioned by En. Zainal Bin Mohd Yusof, the Vice Chairmn
IV positioned by Pn. Yik Cheu Gen.

The function of the committee of academic excellence for the school is to coordinate
all activities and programs related to examination PT3 and SPM to enhance student
performance-student form 3 and form 5. Furthermore, responsible for keeping track of
students’ academic progress of form 3 and form 5. Moreover, get a list of examination results
examination secretary of students and to create a stream class.

Kompang Ensemble
SMK Mutiara Rini offer an extra-curricular activities for their students on music
activities under the club of Seni dan Kebudayaan. Oftenly, their music activities include
acoustic performance, kompang performance and the most popular, live band performance.
These music performances and activities, was handle by Miss Suriati Ahmad, Pn. Norleha
Ruslan, En. Aidil Bohari and En. Mohd Alwi. These music teachers will guide these students
to learn to play pieces of music on a new instrument and teach new knowledge.

During Teacher’s Day in 2018, they had acoustic performance by Jiayee Chu and were
guided by En Aidil Bohari who were the guitar teacher of the school. Furthermore, they had
Kompang performances by the club of Irama Mutiara consisting of nine players from students
of SMK Mutiara Rini. There are eight Kompang player and one Jidur player for the ensemble

Furthermore, they had live band performances by Aura Band consisting of five band
members. There are one vocalist, two guitar player, one bassist and one drummer that were
guided by Miss Suriati who were the music teachers of the school. These band members were
selected from the audition of Kilauan Mutiara (Mengasah Bakat) that were held on 11 and 12th
of April 2018. After the election, they had their performance on 16 May 2018 which is on the
celebration of Teacher’s Day at Dewan Mutiara. The advisor teachers for the program are the
committee teachers of Kelab Seni & Kebudayaan include Miss Suriati Ahmad, En Yus Azmi
Yusof, Miss Suhana Baharuddin, Mrs. Anusuya Mohan, En. Alwi Md Tahar, En. Ahmad Aidil
Asyraf and Mrs Hazwani Haron.

In conclusion, I’ve seen about ten website and I find that SMK Mutiara Rini tells more
information of their administration and management. The website shows a systematic
organizational structure of their committee of the school. This will improve the efficiency of
the institution, securing benefits of the school through practical measures, clarification of the
functions of the school, coordination of the educational programmes, sound educational
planning, good direction, efficient and systematic execution. It provides close collaboration
and sense of sharing responsibilities, organized purpose and dynamic approach.

Compared to the other school that I’ve reviewed, this school was found the most
information of how the administration and management of the school being implement.
Despite from that, I think there are some limitation of the school in terms of committee teachers
in music subject. There’s only four music teachers in the school who’s being in charge for the
whole music activities and programs. This eventually affect the progress of the activities and
poor time management.

Seri Omega Private & International School was established in 2002. From its humble
beginnings of several hundred students at its first location at Jalan Harimau, the school moved
to Taman Sutera Utama in 2008. With a rising school enrolment, the campus at Taman Sutera
Utama became too small. As a result, a new 10 acre campus began construction in Senai in late
2011. Seri Omega Private & International School relocated to its brand new purpose-built
campus at Senai at the end of 2013. Classes commenced there from 1st January 2014. The
reputation and views towards education is what makes the premier school in Johor Bahru.

By August 2014, there are about 170 teachers in this school, of which about 20 are
expatriate teachers speaking the native English accent. By August 2014, there are about 2900
students enrolled in this school.
This school runs two types of curriculum which is Private School Curriculum and
International School Curriculum. For Private School curriculum, which is the national
curriculum offered by the Ministry of Education, students follow the KBSR/KSSR curriculum
from Primary One to Primary Six, and the KBSM /KSSM curriculum from Form One to Form
Five. Students will sit for the UPSR examination at the end of Primary Six, and again for the
SPM examination at the end of Form Five. The medium of instruction used in this curriculum
will be mainly Bahasa Malaysia, but usage of English will be strongly emphasized throughout
the whole course. In addition, Chinese Language will be offered at all levels.

For International School curriculum (IGCSE), students will follow the National British
curriculum offered by Cambridge University, UK. The international school offers classes from
Year One to Year Six (primary school), and from Year Seven to Year Eleven (secondary
school). At the end of Year Eleven, students will sit for the IGCSE 'O' Level Examinations.
This certificate is internationally recognized and will allow students to further their studies in
any part of the world. Furthermore, Chinese and Malay Languages will be offered to all
students as a second language.

Seri Omega are proud in upholding their motto of maintaining "A Tradition of
Excellence in Education". This is achieved by adhering to certain core values, namely Excellent
School Discipline and Culture. Every student who wishes to enroll in this school must be
thoroughly interviewed together with their parents or guardians. Only students with good
conduct will be enrolled. They strictly uphold the principle that parents or guardians must not
interfere in our school management. In other words, the school management must be delegated
with full authority to deal with student affairs. In summary, this is a school with almost zero
defects as far as student discipline is concerned.

Seri Omega practice and contribute an efficient school management. The school is
managed by a strong team of about 30 management staff, including vice principals. The
management staff supervises and rounds the classrooms almost on an hourly basis. They adopt
a policy of "management by walking about". Also, they believe that all problems must be
identified and solved as soon as possible, without having to go through bureaucratic
procedures.

Seri Omega are also dedicated in teaching staff & excellent academic performance. This
school adopts a system very different from all others. Only carefully selected good teachers
will be employed. They provide in-house training to all new teachers, so that everyone will be
imparted with our core values. They insist that teachers must spend time to prepare their lessons
diligently, otherwise teaching will not be effective. The lesson notes prepared by teachers must
be meticulously checked and approved by the vice principals. In the school, no teacher is
allowed to walk into a classroom empty-handed (without approved lesson notes).

In Seri Omega, they practice an English speaking environment. The school enforces a
"Speaking English Policy" for all students and teachers during school hours. English is the only
language used in all circulars, notice boards, and official functions such as assemblies, Sports
Day, Teacher’s celebration.

Seri Omega believe in an all rounded education for children. With this in mind, they
offer many extra-curricular activities for our students aged Primary 4/Year 4 and above, giving
them an opportunity to learn a new musical instrument, sport or foreign language. The extra-
curricular activities including Swimming, Table Tennis Club, Taekwondo Club, Violin Club,
Gu Zhen (Chinese Musical Instrument), Cello Club, Viola Club, Guitar Club, Brass Band,
Singing Club, Folk Dance, Cookery Club, Chess Club, Science Society, St Johns Ambulance,
Boy Scouts, Robotics Club, Choir Club, Guzhen Club, String Orchestra, Chinese Orchestra,
Ukulele Club, Wushu Club, Girl Guides, Art and Craft Club, Cookery Club, Ping Pong Club,
Scouting and Chinese Chess Club.

Every year in Seri Omega, an event of School Open Day will be held at their
multipurpose hall of the school. During the School Open Day, the String Orchestra with
collaboration of Choir Club had their performance with the song called O'mio Babbino Caro
by Gianni Schicchi and Carmina Burana by O Fortuna.
A crowd of about 5,000 thronged the open day of Seri Omega Private and International
School. The guests were given a glimpse of the Seri Omega stamp of excellence in character
building and education. Among the highlights were cultural performances featuring some of
the top local and Singaporean musicians. Violin virtuoso Tan Guang Yu, 38, performed solo,
accompanied by his mother, Wai Ying Ching, 66, on the piano. Besides his solo show, Tan
also performed as part of the South Front String Quartet. Together, they delighted the crowd
with Butterfly Lovers, Csardas and Tango, both by Michael Mclean. Richard Jackson, 46, flew
all the way from Ohio, United States, to join his friends, the SBT Trio, to perform for the crowd
as a special guest. SBT Trio, a band from Singapore, comprises Sebastian Ho, 38, Bobby Singh
and Terry Ang, both 45. As SBT Trio was joined by Jackson and another musician, Brandon
Wong, 36, they decided to call themselves SBT Trio Plus for the open day performance.
Another highlight of the cultural performance was Teo Jin Tian, 32, a guzheng player who
performed Songs of Fishing Boats at Dusk and Dance of the Yi Tribe with five of her students.
Other performers included pipa player Lim Yong Hong; and the group Band Art and an
acapella group who call themselves Flexitone Acapella. Besides the cultural performances,
there were also activities such as henna hand painting, caricature, aerobics session and a
photography session with murals as the backdrop. There was also a science, art and robotics
exhibition to showcase the talent of the students.

In conclusion, compared to the other school that I’ve reviewed, Seri Omega Private &
International School was the most information of their administration and management. The
website shows the most efficient information of the school to their audience. This will improve
the efficiency, guide pupil to receive right direction from the right teachers, enables the pupil
to get profit from their learning, bring coordination of the student-teacher-parents-society. It
provides well defined policies and programs, favorable teaching learning situation, growth and
development of human beings, make use of appropriate materials, effective development of
human qualities, execution of the programs, arrangement of the activities, efforts for attainment
of the objectives.
