SUBJECT: GUIDELINES FOR LOCAL GOVERNMENT UNITS ON THE
DEVELOPMENT OF THE COMPREHENSIVE LOCAL JUVENILE
INTERVENTION PROGRAM (CLJIP)
Sec. 18 of RA 9344 (Juvenile Justice and Welfare Act of 2006) amended by RA 10630 (An Act
Strengthening the Juvenile Justice System) mandates all LGUs from the barangay up to the
provincial level to institute a Comprehensive Local Juvenile Intervention Program (CLJIP).
The CLJIP shall cover a period of 3-5 years in which LGUs must set aside a necessary amount
in their annual budget to implement their respective juvenile intervention program.
Rule 24.¢ of the Revised Implementing Rules and Regulations (RIRR) of RA 9344 as amended,
likewise mandated the DILG to issue the necessary guidelines for LGUs in the development,
budget allocation, implementation, monitoring and evaluation of their CLJIP.
Juvenile Justice and Welfare Council Resolution No. 3 series of 2015 has endorsed the
guidelines formulated by the technical working group led by DILG.
In this regard, all Local Chief Executives and others concerned are hereby enjoined to utilize
the Guidelines for Local Government Units on the development of the CLJIP. The document
contains all the necessary steps and processes that an LGU should follow in order to come up
with an effective 3-5 year Comprehensive Local Juvenile Intervention Program.
