TA Rules 1982

TA rules apply to all employees including deputations and those on contract basis. Excluding work charged.
1) KINDS OF TRAVELLING ALLOWANC: i) Daily allowance ii) Mileage allowance iii) Conveyance allowance iv) The actual cost of
traveling
2) ADMISSIBILITY OF TA : i) On tour ii)On transfer iii)On retirement iv)to give evidence v) For such other purposes as may be
admissible by the officer authorized to countersigned TA.
3) A daily allowance is a uniform allowance for each day of absent from head quarter.
4) A period of absence from head quarter when an employee actually leave his head quarter and ends when he actually returned
to the place in which head quarter is situated.
5) Daily allowance may not be drawn for any day on which employee on deputation to wapda.
6) Radius of 16 KM from his head quarter or return to his head quarter from a similar point at normal rout.
7) Daily allowance will not admissible with in the Municipal/Cantonment limit of the town in which headquarter is situated.
8) Where the site of regular work is located more than 16 KMs from the residence of the staff. They are transported daily to the
site in wapda vehicle and back .No daily allowance will be admissible.
9) A employee who stay in hotel, hostel, guest house in addition to the daily allowance be allowed reimbursement of the actual
single room rent subject to production of receipt/voucher. Location where special daily admissible 03 times of DA and where
ordinary daily admissible one and half of DA.
10) Only single room rent is admissible as per entilement.In case non availability of single room may be booked double be room.
Rent not exceeded to his entitlement.
11) Two officers from same station are allowed to book a double suit in hotel and share. Jointly certify regarding non availability
of single room. They will claim one and half restricted to each individual entitlement.
12) No DA will be admissible for their stay in academy, training center. Normal DA will be admissible for training up to 10 days.
Messing allowance shall be admissible when they will be at the station of wapda academy, training institute etc.
13) Wapda employee in BPS-17 and above accommodate in the higher class whatever named it called by rail (Train).
14) Transfer grant if employee possessing family one month basic pay otherwise without family half month pay.
15) Transfer grant on basic pay drawn by the employee at the old station of posting before transfer.
16) One Daily allowance at special shall be payable to employee for every 580 KMs of road distance.
17) One DA payable to employee in respect of each family member above 12 years old and half every child above 12 months.
18) Transfer TA is admissible where change of residence is involved, consequence change of head quarter.
19) If family who follows him within 06 months from date of transfer or proceeds him by not more than one month be treated
as accompanying him.
20) In situation beyond his control e.g. illness or due to non-availability of suitable accommodation latter than 06 months allowed.
21) TA for transfer may not allowed if wapda vehicle is allowed. Only entitled to pay during period of journey.
22) If transferred on his own request then nothing will be allowed.
23) TA for journey by air will ordinarily be admissible to GMs/CEs/DGs/ officers of equivalent status and secretary wapda.
24) In exceptional cases controlling officer may authorized BPS-17 and above.
25) Under suspension may be sanctioned mileage allowance by suspending authority if he is requested by said authority to make
journey for attending departmental enquiry but no DA will be allowed.
26) Foe Departmental promotion examination (DPE) TA and DA will be allowed.
27) Employee who did not avail himself the concession of Retirement TA during LPR. May do so within 06 months after actual
date of retirement.
28) If retired employee died during this period without availing concession. It may allowed to his family with expiry of 06 months
or within 03 months of his death through application to the head of division.
29) Transfer grant also admissible with addition to TA.
30) Eighteen members of team including coach and manager will be treated on duty and admissible TA and DA for recognized
tournament with approval to president of wapda sports board.

CONDUCT RULE 1978


These rules apply on all directly recruited including those engaged on contract basis except deputationosts.
1) NO employee shall accept or permit gift from any person. Accept foreign awards with the approval of chairman wapda.
2) Medical officers shall accept gift of moderate values offered in good faith by any one.
3) If employee has official dealing with a person, he will not lend or borrow money to concern.
4) Required permission for property exceeding value RS=500000 for grade 16 and above. For grade 15 and low amount
exceeding RS=100000.
5) The term property involves agricultural or urbanland,bonds,shares or securities but not include plot purchased first time for
building a house from cooperative housing societies.
6) In case if employee intended to appear in exam as private candidate permission not required.
7) No employee shall directly or indirectly approach to any MNA/MPA or any non official person to intervene on his behalf.
MEDICAL ATTENDANCE RULE 1979
These rules shall apply to all employees both serving and retired.
1) Cash medical allowance shall be admissible only to serving employees in Grade 1-15.
2) The employee will be entitled to consult Govt doctor only when advised by the authorized medical attendant/Director
General medical services.
3) Employee on EOL (without pay) when it extends over 06 months will not entitled to avail facility.
4) If authority agrees to extend the facility more than 06 months in case when illness is directly attributable to official duties.
5) Cash medical facility admissible during leave except EOL.
6) Advance payment for cardiac treatment in addition to specialized treatment of kidney/renal transplant will also be made to
retired employee.
7) Employee’s family means wife/husband, unemployed legitimate and step children up to 25 years old and unmarried and
unemployed daughter and parents.
8) Parents of employee allowed full medical facility at par with serving employee.
9) Only one wife is entitled to avail medical facility.
10) Dental treatment allowed except crowning of teeth and provision of dentures.
11) Employees of NPS 1-4 except casual workers and those on daily basis allowed medical facility like 1-15 who are drawing cash
medical facility are also allowed the facility of consultant and hospitalization in case of acute illness.
12) The amount paid by employee (1-15)shall be reimbursed on production of cash receipt duly verified by referring medical
officer. But the cost of medicine shall be borne by the employee drawing cash medical facility.
13) Option from cash medical facility to medical facility is allowed. If once exercised will be final and permanent no vice versa
allowed.
14) Maternity cases will continue to be paid irrespective of number of children’s.
15) Employee Grade-16 and above allowed for treatment in private wards of govt hospitals at the expense of the authority.
16) If blood transfusion is consider necessary all charges will be paid by authority.
17) The reimbursement of blood grouping will be admissible only once in case of hospitalization.
18) The charges of A.C in private room of Govt hospital including CMH will reimbursed to officer/employee.
19) Twins/multiple deliveries may be considered as a single for purpose of reimbursement.
20) If the employee(patient) is referred to specialist for consultation to an other station. Only TA will be admissible not DA.
21) The attendant in serious cases if only advised by medical officer will also entitled for TA.
22) The charges of ambulance allowed if ambulance is recommended after producing certificate by medical officer that no
ambulance provided .rate as per TA rule of Taxi.
23) If no wapda hospital /dispensary exist in city then employee can avail medical treatment from CMH/DHQ/Fauji foundation
hospitals.
24) Incapacities/crippled children’s of serving, retired and deceased employees will be allowed medical facility irrespective of
their age.
25) Medical board normally be assembled under the order of DGMS, MS of wapda hospitals or MS of Govt hospitals.
26) MS of hospital will be the president of medical board.
27) President of MB will ensured that all formalities are completed before submitting the documents to DGMS.
28) Specialist concerned and medical officer of the case will not be the member of the MB or act as a president of MB.
29) Medical board normally assembled for the following initial recruitments. I) Medical categorization/Re categorization ii)
Invalidment out of service iii) Re assessing percentage of disability of those invalidment out.
30) Retention in lower medical category will be on recommendation of MB dully approved by DGMS.
RETIREMENT RULE 1979
The case of retirement should be initiated at least 03 months before the date from which retirement is to take effect.
1) These rules apply to all employees except deputationists from federal and provincial govt or probation or work charge.
2) After 20 years service qualifying for pension and other retirement benefits.
3) The decision to retire an employee has to taken before the employee has completed 25years of his service or 55years of
age.
4) Employee may compulsory retired from service under E&D rules 1978.
5) Review of employee Junior engineer and above are initiated six month before completing 25years service qualifying service
for pension ,gratuity or other benefits and of those attaining 55years of age.
6) Review committee may recommended retirement in the following cases i) two or more penalties under E&D rule 1978. ii)
over all grading of ACR is average and adverse acceptance of responsibilities, integrity,reliability,out put work, behavior iii)
Twice recommended for suspension by the selection board and recommendation approved by the competent authority.
7) Proposed to retire after 25years service or 55years of age review is conducted in January and July should conclude with in
06 months.
8) Recommendation for retirement o some grounds review conducted in march and September concluded in 03 months.
9) Secretary of review committee collect requisite information and initiate the case.
10) The objective of the service review boards is to eliminate inefficient, unwilling and corrupt workforce from time to time
from the department.
DATE OF BIRTH RULE 1994
The documents for confirmation of date of birth, year of birth or age are as under, i) Matriculation certificate for employee
educated up to matric. Ii)School leaving certificate for educated below matric. Iii) Municipal birth certificate for those who
are illiterate.

1) School leaving and Municipal birth certificate should be accompanied an affidavit dully
Attested by oath commissioner/Magistrate first class.
2) If Date of birth is not confirmed but year of birth is confirmed then 1 st july or 16th of month may be treated as date of birth.
3) If only able to state approx.age,his DOB may be assumed to be the corresponding date after deducting the numbers of
years representing his age from his date of appointment.
4) Date Of Birth once declared and recorded, then cannot be altered except in case of clerical error with the approval of the
authority.
5) For the correction of DOB shall be applied within 02 years from the date of entry in service.
6) The authority reserve the right to correct the recorded age at any time if satisfied with facts.
7) DOB declared as a work charged and recorded in service sheet shall be recorded as the DOB in the service book as a regular
employee.
8) In case of deceased employee where date of the service sheet is not cleared/legible. The age recorded in the death
certificate shall be counted /construed as the date of employee,
LEAVE RULE 1982
Rule apply to all regular employees except deputationists , contract basis on special terms, work charged, temporary
employees with less than 03 years service.
1) Leave can be claimed as a right.
2) When employee is under transfer leave can not be applied or granted till such time as he joins the place of posting.
3) Leave calculated as 04 days for every month of duty.it is leave on full pay.
4) Duty period less than 15 days being ignored but more than 15 days treated as full month.
5) With out medical certificate 120 Days
With medical certificate 180 Days
Plus on medical certificate from leave account in entire 365 Days
6) Leave shall be expressed in days.
7) LPR(Leave Preparatory to Retirement) max.365 days
8) LPR or encashment may be submitted by the employee on or after 25 years of service at least 15 months before the date of
retirement.
9) Ordinary LPR shall not be refused.
10) Recreation leave may be granted 15 days against 10 days casual leave once in year.
11) Recreation leave shall not admissible to wapda employee who employed in wapda school/college.
12) Special leave to female employee on death of her husband granted special leave on full pay not exceeded 130 days and shall
not debited to her leave account.
13) Maternity leave granted to a female employee on full pay for a period up to 90 days.it will not credited to her leave account
and not more than 3 times in entire service.
14) Maternity leave may be granted in continuation of or combination with any other kind of leave including EOL.
15) If a female is employed in Wapda school/ College for the confinement beyond the third one have to take leave from her
normal leave account.
16) Disability leave may be granted outside the leave account on each occasion up to 720 days on such medical advice as
sanctioning authority considerate as necessary .the salary on this leave full pay on first 180 days and half pay on remaining
period.
17) EOL(Without pay) when no other leave is admissible .it is granted up to max. period of 02 years at a time if continuous service
not less than 10 years.
18) If the service is not completed 10 years continuous(less than 10 years),EOL shall not exceed 03 months or 12 months on any
one occasion. Other period if admissible when employee concern undergoing treatment for chronic disease.
19) Ex-Pakistan leave granted on full pay in Pakistani currency max.up to 120 days at a time .this leave can not allowed to those
employees against whom disciplinary action has been initiated or inquiry has been ordered.
20) Ex-Pakistan leave 45 days for performing Haj by air and 75 days for Haj by land or sea.
21) Leave for study abroad for employee for the period of 02 years at a time. For PhD it will be extended for period of 4-
1/2(Including 02 years for MSc).For doctor FCPS(Part II) up to 03 years keeping in view the requirement of specialty.
22) Leave On medical certificate up to 30 days shall not ordinarily refused.
23) If the employee remain absent after the ending of leave shall not entitled to any remuneration for the period . double the
period of such absence shall be debited against his leave account.
24) One type of leave can be combined with joining period or with any other kind of leave subject to a max.05 years at a time
except LPR.
25) The employee can not joint his duty before ending his leave unless got permission.
26) Leave other than EOL shall count for increment.
27) If EOL has been granted for training abroad or the illness of the employee or for study with the permission of the authority.
The EOL shall count for increment.
28) Casual leave shall not exceed 10 days at a time and 25 days in years.In special cases at a time 15 days by sanctioning
authority.it will not be cumulative. It will laps at the end of the year.
29) Max. of 05 years leave can be granted on half pay at a time so long it is available by conversion in leave account.
30) Extending encashment facility to employee beyond 31 years of service by reducing retirement notice from one year to 03
months.
31) Pay and allowances are inadmissible during EOL. Annual increments are also inadmissible.EOL is counted for towards
pension.EOL is not counted as period spent on duty. EOL can cover a period of unauthorized absence.
32) I case a deputationist dies during deputation, his family be allowed lump sum payment equal to 180 days leave (out of leave
at the credit of decease) at par .
33) Study leave for higher education be restricted to only those fields which are related to Wapda.
34) Source of financing for higher education abroad be checked strictly
35) Authority has enhancing the encash payment of LPR from 180 days to 365 days .w.e.f 10-07-2012 and onward.
Wapda Employee E&D Rules 1978
E&D rules shall apply to all WE except on probation and work charged.

1) Competent Authority who had once initiated disciplinary action under the rule then he alone should continue with the
proceedings till end.
2) Enquiry committee means the enquiry committee appointed by the competent authority and includes special enquiry
committee.
3) Penalty means a penalty which may be imposed under these E&D rules.
4) If Wapda employee involved in leakage of secret information’s regarding tenders/bids, evaluation reports and proceeding for
awarded contracts ,penalty not less then compulsory retirement/removal from service 4(1) b,ii, iii
5) Wapda employee found involved in theft of energy, Penalty not less than dismissal from service. 4(1)b,iv
6) Serving officer who have failed to initiate/countersigned and forward ACRs as per schedule for completion of ACRs penalty
not less then major penalty.
7) PENALTIES: a) Minor penalty b) Major penalty
8) MINOR penalties: i) Censure ii) with holding for special period or promotion increments, unfitness for promotion or financial
advancement. ii) recovery from pay of the whole or any part of any pecuniary loss caused to wapda by negligence or breach
of order.
9) MAJOR penalties: i) Reduction to lower post or time scale or to a lower stage in time scale. ii) Compulsory retirement iii)
Removal from service iv) Dismissal from service.
10) Removal from service does not but dismissal from service does apply for future employment.
11) INQUIRY PROCEEDURE: if wapda employee subversion ,corruption or misconduct may require him proceed on leave or
suspend.
12) Continuation of such leave or suspension shall require approval of next higher authority after every 3 months.
13) Wapda employee shall not leave station or place of posting without permission in writing of appointing authority.
14) If it is not necessary to have an inquiry, by order in writing inform the accused the action proposed to taken against
him.Wapda employee has to give opportunity to submit written explanation against action is not more than 14 days.
15) Competent authority have the power to except or reject the inquiry report exonerating the accused official and order for
fresh inquiry.
16) If the decision is taken to refer the case to enquiry officer/committee ,then accused employ will be served with charged sheet
along with statement of allegations, if decided to offence with the enquiry committee then will be asked to submit his
explanation .
17) No adjournment is to be more than one week.
18) If employee does not furnished his defense reply with in stipulated time which is 14 days, then he is to be proceed against
him Ex-part and this is made amply clear to the accused employ in the explanation letter/charge sheet.
19) If where about of the accused employee is not known, the letter could not deliver to him in all such cases a notice may be
published in wapda khabarnama/wapda news or any newspaper.
20) Charge sheet can be withdrawn by the competent authority at the time of granting personal hearing due to some flaws or
question of innocence.
21) If the employee is exonerated from all. The period of leave shall be treated as duty on full pay.
22) Extension of suspension period or leave extension, in this regard shall require prior approval of next higher authority after
every 3 months.
23) If decision is taken to refer the case to the inquiry committee, then the accused employee will served with a charge sheet
along with a statement of allegation.
24) If the competent authority dispense with inquiry committee then employee will be asked to submit his explanation.
25) Explanation letter issue under the signature of the competent authority. If an accused employee has served with an
explanation letter then not required to refer to inquiry committee.
26) Unless inquiry completed, enquiry officer, accused and witness should not permit on leave or training or transfer.
27) If employee declines promotion /transferor due to old parents or study of children’s ground. The competent authority shall
invoke E&D to deal with him. Rule 2.5 i , iii
28) In case where police including FIA, Anti-corruption establishment etc. have to intervene and employee under arrest. The
order of suspension must remain in force until he sentence has been pronounced.
29) Employee who has been charged for criminal offence and is committed to prison shall be consider as under suspension from
date of arrest.
