 Evaluation is a necessary management tool in all projects because of the impact on the expertise

and experience of the organization is the process of systematic and objective assessment of the
development of work, in order to determine the impact of this work and its effectiveness and
efficiency. Through an analysis of the indicators attached from the follow-up process and
compared with the goals and objectives set and determine the level of implementation Goals,
efficiency, effectiveness and impact, giving decision-makers the information they need to
improve, maintain, change or develop their work and learn from their experiences.
 2. Objective of the evaluation
 The objective of the evaluation is to study a set of outputs to arrive at proof and conclusion of
the quality of work. The objectives of the evaluation are two main points:
 2: 1 Provide the necessary information to make informed decisions about operations or strategic
policy associated with existing programs and for future programs
 • Exchange of experiences and improvement of working methods
 • Identify and develop positive strategies and use them for future programs
 • Identifying, addressing and avoiding negative strategies for future programs
 • Gain experience for better planning in the future
 2: 2: Show the issue to decision-makers
 • Ensure accountability and commitment to key stakeholders
 • Prove the validity of the project and its quality to the donors and gain their trust
 • Check the quality of the program management
 • Measuring the impact and benefits of program and project interventions.
 • Provide the opportunity for stakeholders to make their contribution to program outputs and
quality.
 3 - The importance of evaluation
 The evaluation is of great importance as there is not free of any project or program of
evaluation of the impact of the impact on the quality and assessed the project and the
importance of the evaluation in its ability to:
 • Show the main achievements or failures of the project.
 • Detect the efficiency and effectiveness of efforts which increase the effectiveness of work and
improve performance.
 • See project achievements and learning to help plan better projects in the future in terms of
work style, project management.
 • Detecting weaknesses and thus avoiding them. Or force can be exploited
 • Evaluate and motivate employees to work through positive evaluation results
 Purpose of evaluation:
 Before evaluating any project, the reasons and purpose of the evaluation should be clearly
defined in order to provide recommendations and results. Why is the assessment intended?
How do you intend to use it?
 The common purposes of many types of assessment are centered on three main points:
 4: 1 to improve the design and performance of a continuous program - a formative evaluation
 The answer is some questions such as
 • How much progress has been made towards the desired outputs and outputs?
 • Are planned activities sufficient (in terms of quantity and quality) to achieve outputs?
 • What happened and was not expected?

 4: 2 A general judgment on the effectiveness of a completed program, to ensure accountability
 The answer is some questions such as:
 • Was the program effective?
 • Has it contributed to the achievement of specific goals and outputs?
 • Have the funds been used appropriately for the funding terms and the intended purpose?
 • Should the program continue or should it be terminated? Or expand it? Or repeat it?

 4: 3 Generate knowledge of good practices
 The answer is some questions such as:
 • What types of overlaps succeed under any circumstances?
 • What is the best way to measure outputs / outputs?
 • What are the lessons learned?
 5. Effects arising from the absence of evaluation:
 The absence of the evaluation component of the projects has bad effects, the most important of
which are:
 - The existence of a project that does not achieve the intended effects.
 - Excessive use of resources due to the selection of a project does not achieve the desired
objectives.
 - Poor performance of employees.
 - Difficulty accessing project objectives on time.
 - Difficult to identify the problems facing the project and its causes and therefore the inability to
resolve.
 6- What we evaluate in the project:
 • Project preparation (eg recruitment and training of staff - purchase of equipment)
 • Needs assessment (first survey)
 • Planning (formulation of goals and strategies)
 • Activities (visits - seminars ...)
 • Application and use.
 • Project impact on society.
 7. Which categories need evaluation:
 • Community members involved in the project.
 • Individuals not reached by the project.
 • Project workers.
 • Managing the project executing institution.
 • Sponsor.
 8. Types of assessment:
 Different types of evaluation according to the variables required and the need for evaluation
and was divided according to some variables such as:
 8: 1 Rating based on Rating:
 • Initial structural assessment:
