Observation:

On 5th September 2018, there is an chemical accident. At the scene, an unconscious man is
surrounded by four barrels which are labeled with different chemicals. There are some traces of liquid
leaked from the chemical barrels into the drainage that leads to the front of the school and towards the
main drainage system by the main road. The scene is located near the MUIDS football field on the
north, the parking lot on its east, the path leading to the back of the school on the west, and the canteen
building to the south. There is an entrance near the football field which cleaning truck could enter. It is
possible that the unconscious guy could inhale certain chemicals which cause him to pass out.

The weather

1. Sunny day
2. 29 degrees celsius
3. no clouds
4. the wind going towards parking lot
5. rainy season

2 ways of entrance/exit (towards car park, the back of the school)

Problems to attend to: care for people, property (human lives, cars, buildings)

Prevention:

Overall steps

1. Prevent the spread of dusts and vapors.

2. Evacuate the people

3. Neutralize acids and bases, if possible.

4. Control the spread of the liquid.

5. Collect and contain the cleanup residues.

6. Dispose of the wastes.

7. Decontaminate the area and affected equipment.

1. Prevent the spread of dusts and vapors.

- We can prevent the spread of dust and vapors by blocking the airway. Check whether are there
any path for the vapors and air to go or not. For example, blocking the vent.
- Relocate the cause of dust and vapors

2. Evacuate the people

- To ensure the security of the people in the area, all the people must be evacuated out of the
area. In case of large amounts of people, mass transit may be required. In this case, we could
use the school bus to evacuate the students, teachers and all school personnel out of the area to
be safe and sound

3. Neutralize acids and bases, if possible.

It makes the material safer to handle and dramatically reduces disposal costs.

Steps

- To measure, take the pH of the solution using pH paper, chemical indicators, or pH meters

-Chemicals with a pH of 7 are neutral acids and a pH less than 7 are acid.

- Use a weak base to neutralize acids

-Bases have a pH greater than 7.

-Use a weak acid to neutralize bases.

-Products aid in the neutralization of acids and bases are a bag of citric acid or sodium
sesquicarbonate, or a solidifier and neutralizer combined.
4. Control the spread of the chemical.

- put the fibre paper around the liquid

5. Collect and contain the cleanup residues.

6. Disposal of the wastes.

- Wheelie Bins for Hazardous Waste

7. Decontaminate the area and affected equipment.

Analysis

First of all, we need to be aware of the safety of people. Therefore, the immediate response
would be to evacuate the people in the nearest building especially the building straight ahead of the
direction of the wind. After that, we need to secure the perimeter and reduce the damage as much as
possible. After that, we need to observe surrounding area to find entrance of the cleaning truck then
proceed the procedure.

The area consists of major conditions which are the drainage and the grass field. Hence, we
need to prevent chemicals from entering the drainage. This is due to the fact that there will be severe
consequences when the chemicals enter to it. After that, we need to find a way to build up a small
runnel over the drainage to the grass. It is crucial to eliminate any chances of chemical to get to the
drainage. Then we can finally transport any chemical to the grass. The chemical itself is not flammable
so we can ignore the danger of those properties.
Goal

1. Prevent further risks towards the security of lives and properties

2. Prevent further spread/contamination of the chemical leaked
3. Clean the leakage of the chemicals and return the area affected back to the normal condition

Equipments

- chemical absorbent socks

- proper clothing (including boots, gloves, mask)
- camera
- forceps
- compass
- first aid

Clothing

- Level B Protection
- Chemical protective clothing, boots, gloves, and SCBA
- High respiratory protection but less skin protection required.

Solution Response
1. Analyse the situation
2. Check whether a man is still alive or not
3. Check how much the solution leaked out from the barrels. Did they mix together? How far
might it leak to? Did they go into the drain? If it does, then we have to check where the drain
ends in order to prevent further contaminations and dangers. Check what those chemical and
their properties are.
4. Check the surrounding.

4.1 People who might be involved.

4.2 Are there any water in the drain

4.3 Flammable objects

4.4 The Tempurature

4.5 Map

5. Evacuate people who are not involved from the crime scene.

6. Contact public care:

6.1 Firefighter- The chemical might cause fire

6.2 Ambulance - Transportation of the victim

6.3 Policeman - Set up the perimeter to prevent people from entering the area in risk

6.4 Clean up team - Clean the contaminated area

6.5 Scientist - To figure out any danger possibility

7. Renovate the area and make sure that there are no leftover chemicals

Clean up plan

1. Contact expert for guidance

2. Look for Guidance of the chemical
a. Clean up prodcedure
b. PPE requirement - put it on
3. Secure the area - Post do not enter signs
4. Control the spread of spill with absorbent materials
5. Neutralize acids and bases
a. Add neutralizer slowly from edges to center
b. Test with PH (need 6-8)
i. For acid use sodium bicarbonate (baking soda)
ii. For bases use citric or ascorbic acid

6. Collect and contain the remaining waste

7. Dispose all the remaining chemical
8. Decontaminate area and equipment if need so.

Evacuation & Transportation
According to the situation, ambulance and others medical and technical vehicles must

be requires to the crime scene. AMBULANCE ROUTE virtually important as same as ENTERING PLAN TO
THE CRIME SCEME

AMBULANCE ROUTE
The nearest Hospital are THONBURI 2 HOSPITAL and GOLDEN JUBILEE
MEDICAL CENTER. According to the situation that we required the fewest amount of time to be
lost.
THONBURI 2 HOPITAL

It takes less than 12 minutes for the ambulance to arrive the situation from the hospital with slightly
traffic and takes less than 22 minutes to returning back to the hospital.
GOlDEN JUBILEE MEDICAL CENTER

It takes less than 15 minutes for the ambulance from the Medical center to arrive MUIDS and less
than 8 minutes to returning back to the Medical Center

AMBULANCE ROUTE ANALYSIS

In conclusion, the shortest route to seek medical department is GOLDEN JUBILEE
MEDICAL CENTER it takes less than 23 minutes back and forth the medical department.
GOLDEN JUBILEE MEDICAL CENTER brought less than 11 minutes compared to
THONBURI 2 HOSPITAL. However, THONBURI 2 HOSPITAL is more professional.
Moreover, THONBURI 2 HOSPITAL is list as a Hospital, but GOLDEN JUBILEE
MEDICAL CENTER is limited as a medical center. All in all, we should bring the victim to a
more professional medical center; THONBURI 2 HOSPITAL

ENTERING THE CRIME SCENE

There are two ways of entering the area. First, come through the main school gate and
turn right then drive through the parking lots. Later you will arrive in the area. However,
space is very limit. Also, it is tough to make a U-turn. So, our advice it shouldn’t be the route
for a big truck, one vehicle at the time. And should make a reverse in the parking lot. So, you
the car can get out of the area quickly.
The second way is through the bushes. The second way is good for lots of vehicles to enter
the area. However, it requires all terrain or at least the 4*4 for entering. It needs to knock the
small tree and the walking pathway.

Conclusion
There was a chemical leak in the school area. A man was found unconscious with unknown reason
among four other chemical barrels with traces of liquid leaked. According to the incident, a plan is
made. A plan designed to ensure the safety of people and prevent further contamination and the spread
of chemicals to other areas. Proper equipments must be used to ensure the safety for the clean up team;
such as, gloves masks, and chemical absorbent socks. After all personnel are evacuated to safety, the
clean up process is initiated to clean up the leftover chemicals. At the end, all chemicals must be
cleaned up to allow the area to be used to the public once more.
