The First Consultative Meeting for the bordering states’

State of South Kordofan_ Kadugli 27-28 February 2010

The Final Statement & the Recommendations

With sponsorship of his Excellency the first vice-president of the republic,


staff lieutenant General Salvkiir Miardett, jointly chaired by Vice-president
Ustaz Ali Osman Mohammed Taha, Dr. Riyak Mishar vice president of GOSS,
the National Strategic Planning Council in coordination with the ministry of
presidency of ministries’ council, the federal government, the Finance and
National Economy, unity fund have organized the first consultation
conference of the bordering states under slogan( peace, intermingling, and
Development) on 27-28th February 2010 in Kadugli, the capital of South
Kordofan state.

The leaders of political and executive work of the federal government and
government of South Sudan have participated, along with effective
participation of states of South Kordofan, North and West Baharelgazal,
South Darfur, Warab, Alwehda, Upper Nile, White Nile, Sinnar, and the Blue
Nile in the presence of Burundian president and UN agencies.

The conference comes in effecting of the 2nd round table gathering’s


findings, which was held in Wau 2009, it seeks deep-rooting of the peace and
accelerating steps of interaction of the people, realizing the development
besides deepening means of peaceful coexistence among these states,
supporting the peace, security and stability in the area, besides ensuring
spirit of determination and the real desire in durability of peace for a united
strong Sudan.

The conference opening was addressed by the Excellencies:

1. Ahmed Mohammed Haroun, the Wali of South Kurdufan state, who


welcomed the presence, expressing his happiness of convening the
conference in South Kordofan, pointing to the importance of the
meeting in searching issues of coexistence and intermingling and he
wished reaching the objectives behind holding the conference.

2. Dr. Awad Ahmed El-jazz, minister of Finance and National Economy,


pointed to the :
• The importance of the coexistence among the nation’s sons, the
efforts of the state in providing services like roads, energy
besides achieving peace and stability.

• He spoke about the situation the country came across that led to
disputes and fighting, also about the efforts of achieving peace,
the view behind holding this conference which aims to achieving
development and coexistence, to solidify principles of peace,
unity and interaction among Sudanese.

• He emphasized on the importance of taking action through this


conference that lead to putting a continuous program that
reflects the country’ unity in the bordering states, those which
are endowed by good and joint image of contact and
coexistence.

3. Dr. Riek expressed his happiness of convening this conference pointing


to:

• This conference comes in executing the findings of Wau


conference that reflects the keenness of the government and its
efforts to achieve stability, cooperation, and coordination for the
sake of the citizens in these areas.

• He explained the significance of achieving peace and stability in


the bordering states and the role of the government of South
Sudan in encouraging that end and the results fruited so far in
spite of some violations, the possibility of talking about
development through deepening the mentality of peace, stability
and intermingling away from the mentality of disputes and war.

• Explaining that this conference comes on the back ground of


many challenges, one of them is the referendum in the south,
the referendum of Abyei Area in addition to the popular
consultations in South Kordofan and the Blue Nile, which in fact
requires preparation, according to a program that attracts the
citizens in these states, enlightening them to achieve the state’s
goals towards peace and stability.

4. Ustaz Ali Mohammed Taha, vice-president of the republic saluted the


presence thanking state of South Kordofan, the people for the good
preparations and the warm welcoming, pointing to:
• The significance of conducting the conference while the country
moves actively towards implementing the CPA, carrying out the
elections, reinforcing the peace, ensuring intermingling,
achieving development, stability, prosperity and progress.

• He drew the attention to the participation of the federal


government in the conference, mainly the relevant ministries
and administrations relating to the conference’s concerns and
the significance of this point in accomplishing the tools that
enable the conference to discuss and drafting the
recommendations with what enforces the peace, security and
administrations in theses states to achieve the targeted goals.
He threw lights on the annexes the conference discussing,
among which the issue of resources and how achieving a faire
partnership to be used for the sake of peace, security and
administration in the sates, besides issues of water, minerals and
all natural resources, in addition to discussing issues of
investment and the way of cooperation between the meant
states, also the issues of security, development, infrastructure
such as routes, sea and air transport meeting the referendum
requirements, putting into consideration that the agreement
emphasizes giving more attention to unity, this requires
crystallizing the required privileges to reinforce the unity, and
the risk that result from separation.

• He concentrated on the importance of giving signals about what


so far have been implemented regarding Wawu conference in
the areas of roads, railways, UXOS and land mines elimination,
projects of water, improving of environment and investment to
ensure the participants of implementing their conference’s
recommendations.

• He appreciated the UN agencies and UNAMID presence, the


participation of the Burundian president and others in the
conference that supports the efforts of the government and its
steps in achieving peace, security and stability.

The conference discussed the following work papers:


1. Future vision of the bordering states in the framework of the national
strategy, presented by Dr. Taj elser Mahjoub, the secretary General of
National Council of the strategic Planning.

2. The peaceful coexistence in the bordering states, presented by


Minister of the Federal Governance Ustaz Salah Eldin Babikir the
Secretary General of ministry of Federal Governance.

3. The role of Unity Support Fund in enhancing peace, development and


unity, presented by Mr. Yahiya Hussein the secretary General of Unity
Support Fund.

4. Role of infrastructure in Enhancing peace and development, presented


by Elsadig Ahmed Munir.

5. Role of Ministry of Energy & Mining in development in the bordering


states, presented by Mr. Hamadelneel Abdulgadir Deputy Secretary
General of Ministry of Energy & Mining.

6. The paper of Social Interaction in areas of intermingling, presented by


the Wali of South Kordofan Mohammed Ahmed Haroun.

7. A paper about agricultural development perspective in bordering


states, presented by Dr. Abdullatif Ahmed Mohammed Ajami
undersecretary of Ministry of Agriculture and forest.

8. A paper about opportunities of Investments in the bordering states, a


sample of he Blue Nile, presented by Dr. Abubakar Ibrahim.

General Recommendations:

1. Formation of a joint mechanism that deals with designing a strategic


plan for the states, takes into consideration executing the projects of
linkage between the states, considered as one of the urgent priority.

2. Organizing exchanged meetings between Wali’s and governments of


these states to coordinate in the executive and security work.

3. To adopt and implement programs of capacity building for both human


and institutions in the framework of Unity Fund programs.

4. Achieving Social and economical activation in theses states, through


improving the facilities of goods flow and reaching of markets besides
social and administrative services.
5. Re-demarcation of the joint borders between the tribes in these states,
demarcation of administrative borders between the states to avoid any
frictions due land tenure claims.

6. Generalizing the example of peace and tribal reconciliations councils in


the rest of the bordering states in the North and South.

7. Conducting regular meetings for the peace and tribal reconciliations


councils in the other neighboring states, to discuss shared issues and
the meetings to be rotated.

8. Supporting the native administration in these areas, so to be able to


perform its role in achieving peaceful coexistence, brotherhood among
tribes and to stop conflict and fighting.

9. Capacity building of members of peace and reconciliation council and


the native administration to create collective and joint awareness to
mitigate risks of border clashes and to resolve conflicts.

10. Conducting regular meetings includes security committee, peace and


reconciliation council with their counterparts to discuss the root causes
of disputes, and setting precautionary measures to mitigate chances
of tribal dispute occurrence.

11. Providing security organs with communication, logistical support


and mobility means that guarantee their presence in the areas of
border frictions areas.

12. Enforcement of social ties among close tribal and native


administration leaders, exchanging g visits in social occasions and
intermarriages.

13. Maintaining the inheritance and tribal customs and respecting them as
cultural vale of the other party, avoiding provocation others in areas of
the joint water sources and markets.

14. The native administration of the tow sides works for the joint interests,
the social and cultural reconciliation, through encouraging sport ,
cultural and social clubs in localities to gather sons of the tribes in the
bordering areas in one package, by adopting fruitful programs away of
sectarianism and tribalism.

15. The states’ Governments are to work with native administration in


both sides sponsorship and organize joint popular carnivals to show
the tribes inheritance, its good values to reinforce the positive tribal
inheritance represented in generosity and tolerance.

16. Taking care of Islamic call convoys to work among tribes to enforce
the religious and spirit conscience, and making use of these Aulamas
and Islamic scholar to changing wrong concepts and attitudes.

17. Taking the necessary legal procedures that make the


recommendations of the tribal reconciliations obligatory, and effective
through law force binding them to clear penalties if any party refused
implementing them.

18. The necessity to set out clear commitments by federal governments


on its different levels to achieving development and stability in
bordering states.

19. Joint work in addressing war effects which are represented n


arms spread, violence culture and information trade, position and
forces deployment.

20. Setting a strategy and concrete plan to the way of dealing with arms,
controlling its possession, encouraging tolerance for the importance of
it in achieving security and stability in bordering states.

21. Enhancing the capacity of emergency police in theses states, to


resolve conflicts in addition to creating mechanisms include
representatives of police, security, localities and tribal leaders, this
mechanism will deal with problems, but to work with consent of both
sides.

22. Ending disputes of lands and the resources created due to


interaction between administrative units of localities and neighboring
states, mainly taxes related ones.

23. Looking into the possibility of organizing a conference looks for issues
of security, for its priority and significance in achieving stability,
development and enforcing principals of peace.

24. Studying the way of gathering pastoralists’ arms, considering the


necessity of imposing state sovereignty in order to provide them
protection, formation of a joint police that deals with protection
matters, providing them with needs that enables it to carry out the
task.
25. Resuming the work in demarcating Abyei borders, forming a joint force
for protection and putting all arrangements in place for the
continuation of demarcation process to achieving stability.

26. The governments of the bordering states should respect the


significance of the leadership role in shaping the public opinion in the
state, taking practical steps to support the unity in the upcoming
elections, and they should be neutral in this regard.

27. The importance of continuing to organizing the bordering states’


conference rotational, considering as well enlarging its membership to
include commissioners and native administrations leaders.

28. The Agreement of policies, mainly relevant to taxes, customs and


quarantine with what protects the country, and lessen obstacles in
front of internal-commerce, regional and international to the minimum.

29. Finishing infrastructure projects between the intermingling states to


link the traditional areas that have extra production to those who lack,
in order to facilitate the commerce flow.

30. Enforcing the Unity support Fund with cadres able to interact
with regional and international organizations for more funding.

31. Matching the agricultural policies between states with those of


national ones, mainly in addressing fees, taxes and tax polices, to the
end of achieving agricultural move, besides internal commerce,
border, the export movement and competition in the international
markets.

32. Finding a mechanism to organize the relation between the national


government and South Government, (three governance levels), mainly
in regard to lands, strategic enterprises and addressing issues of
illegal taxation through the states.

33. Establishing intelligent partnerships among states in the framework of


share percentage of each state, through strategic vision to achieve the
integration among states in its central, north, east, west and south.
Establishing partnerships among the states to enhance the
development, through reviving of twin programs.
34. Enhancing agricultural institutions capacity in ten states, unifying the
understanding, upgrading agricultural capacity, especially in fields of
following up, implementation, assessment and impact measuring.

35. Caring for environment, the environmental balance with necessity of


having a centre for tracing environmental phenomena in the area, and
taking required interventions.

36. Setting regulations determine tenure of animals in number according


to pastoral availability, and to pay ascending fees in case of ore
animals, the fees used to reserving the environment.

37. Organizing a gathering regroup all ministries of information, youth and


sports to look into issues, and information besides its role in
strengthening peace and unity.

In Development Field:

1. Ensuring the importance of collaborative work in achieving economical


and social renaissance for bordering states, by making the best use of
available resources such as natural resources that enable states to self
dependant status.

2. The states are to prepare urgent developmental plans, through joint


projects of priority that can be done or started before ending of the
transitional period through the proposed mechanism.

3. Giving top priority to development issue in the states of intermingling,


creating a mechanism implementing the objectives stated in the
republican decree No (22) by preparing a plan to promote peaceful
coexistence, enhancing peace culture, emphasizing spirit of national
reconciliation, enhancing of information, experiences, and a strong
coordination to implement it, this plan is to be handed over to
presidency end of coming March.

4. Providing basic services in market areas, such as education, heath and


water jointly administered.

5. Adopting and encouraging dialogue about joint developmental


activities, on the borders of the states between merchants and
productive elements, for the importance in building confidence,
supporting peace and putting an end to marginalization claims.
6. Implementing recommendations of study of the transport national
comprehensive plan, in the areas of rearranging this sector, building
capacities to eliminate difficulties in this sector.

7. Setting a map to implement investment projects to develop


infrastructure in theses states and ensuring its continuation and
durability.

8. Encouraging integration of integral transport through enhancing multi_


transportation mechanism.

9. More care for social service sin the intermingling states, to be defined
according to a modern scientific research with durability standards.

10. Taking care of water sources, roads and related services for more easy
mobility of citizens, minimizing travelling for the sake of peace and
stability.

11. Coordination between the states and petrol companies and


ministry of Energy to use the provided services according to the real
needs.

12. Orienting the projects of social services provided by petrol companies


fort he interest interaction among the states more that for the
concerned state only.

13. Conducting a comprehensive health survey, setting a health map


for each state, changing health information among states, and
achieving the best use of the health centers available.

14. Combating diseases, more care for animal health, provision of


continuous veterinary services.

15. Setting arrangement to combat harmful birds, insects attacking farms,


with concentration on Wehda state and the more affected ones and the
targeted seasons.

16. Looking for more revenue boxes for Unity Support Fund, in order
to be able investing in the bordering states for the limitation of banks
capital in these states, and its small role in supporting the agricultural
activities.

17. More care of food security, increasing nonpetroleum exports,


besides improvement and protection of pastoral farms.
18. Enhancing role of farming in eradicating poverty.

19. Setting a joint animal diseases combating program, increasing


the herds and the kind, and reactivating the wild life.

20. The importance of conducting a dialogue between government and the


private sector, regarding investment in bordering states taking
relevant arrangement and procedures towards effectiveness of the
private sector.

21. Each state establishes a national secondary school that receives


students from the other bordering states.

22. Establishing development bank jointly, with the federal


government to provide required guarantees for development projects
for theses states, with provision long period donations for the
development.

23. Funding the joint projects presented to Unity Fund and for donors
through the proposed mechanism due to the real needs of the state.

24. Establishing peace markets, tow crops market for plant and
animal production between each two states neighboring states on
rotation.

25. Encouraging investment in services field.

26. Availability of small funding, banking services for manufacturers and


encouraging border trade.

27. Developing animal markets in these states, taking practical steps


towards inserting animal resources in economy circle.

In security Field:

1. The importance of an urgent intervention to settle the current


problems in the bordering areas, bearing into consideration forming
suitable conflict resolution mechanism, such as preventive
conferences.

2. Establishment of joint courts to address cases which occur among


border tribes.

3. The necessity of the presence of security bodies in the bordering


states to impose law in order to prevent frictions.
4. Defining security problems that take place, its reasons and putting
practical arrangements to settle them and prevent their occurrence.

5. More care to collect arms, implementing DDR programs and combating


smuggling and drugs zone.

6. Preserving pastoral rights for citizens, effective procedures to collects


arms, making effective organization to punish out laws.

7. Enforcing police forces, provision of equipments that enables them to


do good job.

8. Obligating forces of SPLA with CPA mainly what regarding their


presence in south of 1956 border.

9. Looking into possibility of organizing a conference to discuss security


issues, for the importance of security priority in achieving peace,
development and enforcing peace.

10. Studying he way of disarming farmers, considering as the same


time state sovereignty in providing protection for them, forming a joint
police for protecting them, with providing required tools to do their
proper job.
