    I hereby certify under oath that ACP Ma. Rowena V. Alejandria (now the
    Presiding Judge of RTC, Br. 121, Caloocan City) conducted the preliminary investigation
    of the case; That on the basis of the evidence submitted, she recommended the
    indictment of the accused for the crime of Robbery With Force Upon Things. However,
    on review, said finding was modified by SACP Ethel Kathleen D. Tugade by finding
    probable cause to indict the accused for the crimes of Grave Coercion and Theft.
    Moreover, the undersigned Prosecutor caused the preparation of the Information upon
    Order of City Prosecutor Ferdinand U. Valbuena.
