The Philippines NAIA Expressway Project known as NAIAX. It is located at National Capital
Region (NCR) in which now the fifth most populous City in the world. The NAIA Expressway project
Phase 2 project is the PPP project with a four lane elevated expressway starting at the end point of Phase
1 and ending at PAGCOR Entertainment City. There objectives is to reduce traffic congestion of roads in
the vicinity of the NAIA terminals, provide better access to the entertainment and to improve international

of PPP center project monitoring officer. The project cost were estimated at three hundred million dollars
($300), and due diligence showed a need for a subsidy to improve project viability. The funding gap is
about Forty percent of total project cost deem a hefty price tag for a government with a long list of
priority program threatened the project. This is where some unusual stakeholder stepped in property
developers for Entertainment Complex. These developers had a big stake in NAIAX. The airport, one of
the Asia’s busiest, was only four to five minutes to reach via to the congested existing roads, to save the
project the developers offered to cover the funding gap but negotiated for the project to include entry/exit
the ramp of the complex. The redesign bumped up the cost to three hundred sixty million dollars.
The project benefited 80,000 travellers per day and is expected to reduce travel time from
entertainment city to terminal 1 and 2 (Phase II A), estimated from 25 minutes to 8 minutes. With the
opening of Phase IIB of the NAIAX, the travel time from SLEX to NAIA is from 1 hour to 20 minutes.
