1i) Procurement method adopted in the project

By analyzing the tender document of the project, we would like to select traditional
procurement method as our construction implement project method. Traditional procurement
method is quite commonly using in the industry and it considered as an old construction
method. The reason we propose this method is because of the method is simple and straight
forward. In traditional procurement approach, the separation between design work and
construction work. Hence, this project will be held by two different parties which encounter
different respective works.

Client will engage consultants to involve in design work and prepare tender documentation
such as Bill of Quantities, work schedules and drawings. In the early stage, client will brief
the requirements to the consultant before they start to design and other works. Consultants
compose of architect, engineer and quantity surveyor.

Architect and engineer handle the design work. The role of quantity surveyor is to provide
guidance on the design cost and budgets to ensure the client’s requirement can be fulfilled
and achieved by interpreting and analyzing on financial return and budget of client. Other
than that, quantity surveyor required to prepare Bill of Quantities, interim valuations, the
value of variations and check over the tender based on the drawings has been provided by the
architect and engineer. It is significant to fulfill the client’s requirement otherwise the client
will ask to redesign the project until he or she is satisfied and quantity surveyor has to
recalculate the cost of the project. Therefore, the design and contract built can be maintained
at certain quality.

Once the design is finalized and completed by architect and engineer, contractor will be
appointed to price and bid for the tender. Client will start to analyze and make decision on
most the suitable prices provided by contractors. Usually, client will select the lowest price of
the bit, but there some client considers various factors other than price such as quality of
work, financial background of contractors, skill and ability of contractors.

After that, client will award the contract, and selected contractor can begin the construction
works. The successful contractor must follow the drawings and specifications designed by
architect and engineer while performing construction tasks. Moreover, contractor has to deal
with materials and workmanship such as subcontractor and supplier. Contractor can appoint
the subcontractor to tackle specialist work. Any fault done by subcontractor or supplier,
contractor is fully responsible to settle the work.
Reason of Selection on Traditional Procurement Method

- It is a tried and tested method of procurement method which the market familiar with.
Hence, contractor and consultanst are easier to conduct this procurement method
based on their understanding and experienced.
- Variations on the project are easy to arrange and manage due to the flexibility of this
procurement method. Changes can be done by variation order (VO).
- Separation system is this procurement method able to minimize the conflict between
parties. Parties can carry out their work independantly and professionally when
dealing with contractor.
- Single point liability exists in this method. Therefore, all the parties are responsible in
event of the breach.

- Traditional procurement method is much easier to be adopted when compared to other


procurement methods. Because this method is already be used for a long time. So,
consultants and contractor familiar to solve the problem.
