of Rs.685.32 lakhs from Incentives for Industrial Promotion fund towards training subsidy for the
persons employed in Apache Footwear India Pvt. Ltd., - Orders – Issued.

ORDER:

The Government in the G.O. 1st read above have approved the MoU entered into between
the Government of Andhra Pradesh and Apache Investment Holding Pvt. Ltd., for establishment
of Footwear Manufacturing Units at Thada in Nellore district with the following infrastructure
facilities /assistance:

a) 314.17 acres of Industrial land in Mambattu village, Thada mandal, Nellore


district.

b) Concessions as applicable to SEZ area.

c) Training assistance of Rs.1,000/- per employee per month for a period of 12


months i.e., Rs.12,000/- per employee per one year.

2. The General Manager /Vice President, M/s.Apache Footwear India Pvt. Ltd., in the
references 2nd to 4th read above have stated that the Government have provided land to Apache
group for setting up Footwear SEZ at Mambattu in Nellore district besides offering various
concessions including the training subsidy as agreed to in the MoU. The Unit has started
manufacturing operations at the Apache Footwear SEZ in month of December, 2006. The Vice
President, M/s. Apache Footwear India Pvt. Ltd., has further stated that the Government have
agreed to provide training subsidy to the company upto 30,000 local persons employed at the rate
of Rs.12,000/- per person per year. The company has created jobs to the rural youth of the
backward area who are having no work experience with little education. The company has
provided employment for 5,732 persons upto the month of October, 2008. He has furnished
certification given by the Employees Provident Fund Organization, Ministry of Labour,
Government of India , confirming about the employment provided in the company. The Vice
President, M/s.Apache Footwear India Pvt. Ltd., has requested the Government for release the
training subsidy of Rs.6,85,32,000/- for the 5,732 jobs created at Apache at the rate of
Rs.12,000/- per job created in terms of the MoU.

3. In the Government Order 5th read above, the Finance (Exp.Ind. & Com) Department have
issued a Budget Release Order for an amount of Rs.685.32 lakhs towards training subsidy for the
persons employed in M/s.Apache Footwear India Limited from the Budget Estimates provision
2009-2010 under the scheme of Incentives for Industrial Promotion.

4. In light of the Budget Release Order issued by the Finance (Exp.Ind. & Com)
Department, Government after careful consideration hereby accord administrative sanction for an
amount of Rs.685.32 lakhs (Rupees six hundred eighty five lakhs and thirty two thousands only)
to the General Manager, M/s. Apache Footwear India Pvt. Ltd., Mambattu village, Nellore
District, from the Plan Scheme of Incentives for Industrial promotion towards the training
subsidy for the persons employed by the company.

5. The expenditure sanctioned above shall be debited to the following Head of Account :

“2851 – Village & Small Industries – M.H.800 Other expenditure –11 Normal
State Plan – S.H.(08) Incentives for Industrial Promotion – 310 Grants-in-aid –
312 Other Grants-in-aid.

6. The Assistant Secretary to Government and Drawing & Disbursing Officer, Industries &
Commerce (Claims) Department is authorized to draw the sanctioned amount by way of D.V. Bill
and the cheque drawn in favour of the Commissioner of Industries who will in turn, hand over the
cheque to the General Manager, M/s. Apache Footwear India Pvt. Ltd., Mambattu village,
Nellore district under proper acknowledgement.

7. This order is issued in accordance with the Budget Release Order 5th read above.
