MESSAGE

Globally, technical and vocational education is recognized as the “master key to

sustainable development.” In line therefore with the thrust of the government to bring
back technical-vocational education in public secondary schools and in order to create
a better link between schools and industries, the Department of Education is
continously enhancing the Competency-Based Curriculum of the Strengthened
Technical and Vocational Education Program (STVEP).

Our goal: to make our technical-vocational offerings relevant to the needs of

students, the community and the industries that will absorb them.

Along with the enrichment of the curriculum, DepEd also identified appropriate
competencies (basic, common, core) which are crucial in the development of integrated
and holistic learning outcomes. In turn, this will serve as the basis for the
1) development of appropriate instructional materials, 2) preparation of learning and
laboratory activities, 3) formulation or adaptation of teaching-learning strategies,
4) development of skills leading to competency assessment and 5) identification of in-
service and pre-service programs for tech-voc teachers.

It is our hope that this compilation of competencies will produce students who
are equipped with highly competitive skills that can find engagement in local and
international labor markets.

Let me commend the men and women who comprise the Tech-Voc Task Force
for the development of the technical key competencies. Our appreciation also to the
TESDA consultants/experts, writers and evaluators for sharing with us their varied
expertise.

With us working as a team, we will certainly realize our collective goal of

producing graduates who are ready for the world of work, ready to become
entrepreneur and certainly ready to become productive members of our society.
