1.0 SCOPE
1.1 General
This standard covers the supply of positive displacement meters for custody
transfer. Unless otherwise noted, meters shall be manufactured in
accordance with the latest edition of the API Manual of Petroleum
Measurement, Chapter 5 Section 2, Measurement of Liquid Hydrocarbons by
Positive Displacement Meters.

1.2 Pressure Class


PN 20, PN 50, and PN 100 (ANSI 150, 300, 600)

2.0 REFERENCE PUBLICATIONS


Where reference is made to other publications, such references shall be
considered to refer to the latest edition of that publication. Some reference
publications are supplemented or qualified, or both, by specific requirements in
this standard; reference publications should therefore be applied only in the
context of this standard.

3.0 DEFINITIONS
The following definitions apply in this standard:

3.1 Fitting
Unless otherwise specified, for the purposes of this standard, the term fitting
shall include the following classes of fittings: flanges; wrought steel butt-
welding fittings; forged steel threaded and socket-welded fittings; and forged
steel branch outlet fittings.

3.2 Heat
Heat shall mean material produced from the same batch of steel tapped from
a melting furnace for forging, or rolling into plate and made into fittings or
flanges using the same forming, welding and heat treatment procedures.

3.3 NPS
NPS means nominal pipe size, and the NPS system of nominal size
designation is contained in Standards prepared by the American Society of
Mechanical Engineers.

3.4 PN
PN means pressure nominal and the PN system of nominal pressure class
designation is contained in standards prepared by the International
Organization for Standardization (ISO). The numerical part of the
designation approximates the maximum cold working pressure rating in bars
(100 kPa).

3.5 Pressure-containing parts


Those meter parts that, when assembled, form the chamber(s) designed to
contain the pressurized fluid; such parts include bodies, bonnets, covers,
end flanges, and butt-welding ends.

4.0 DESIGN
4.1 General
The meter shall be a straight through, rotary vane, double case, positive
displacement meter with the following requirements:

4.2 Operating Conditions


The meter shall be designed to operate under the following conditions:

4.3 Pulse Transmitter


The meter shall include a photo-electric pulse security transmitter. The
transmitter shall have dual and complementary pulse output with the
electrical characteristics specified in table 4.3.A. The transmitter shall have
UL and CSA approval for Class 1, Division 1, Group D and meet NEMA 4
requirements.

4.4 Counter
The counter shall be the horizontal type with eight non-resettable digits with
one decimal place plus a graduated disc for hundredths.

5.0 MATERIALS AND MANUFACTURE


5.1 Fluids Handled
All meter materials shall be compatible with the following fluids:
crude oil heavy crude oil gasoline
diesel condensate methanol
MTBE

5.2 Meter Materials


The meter shall be fabricated using the materials specified in table 5.2.A

5.3 Meter Flanges


The meter shall have raised face flange ends. Flanges shall be forged steel
per CSA Z245.12 or equal. Flanges fabricated from plate are uacceptable.

5.4 Cleaning and Priming


If painting is required, the valve shall be thoroughly cleaned, then blast-
cleaned to near white metal per SSPC-SP-10, then prime-coated with 2 to 3
mdft of:

6.0 CHEMICAL TEST REQUIREMENTS


The manufacturer shall submit a chemical analysis (ladle, check or product
analysis) for all pressure containing components. The chemical analysis
shall include a report on the following elements and any other intentionally
added elements:

Carbon Manganese Silicon


Phosphorus Sulphur Copper
Nickel Chromium Vanadium

7.0 MECHANICAL TEST REQUIREMENTS


7.1 General
Test results shall be submitted for mechanical properties of all pressure
containing components or from the same type of material, manufactured
using the same procedures and heat treatment, at a frequency of one set of
tests per heat. Where the manufacturer is other than the vendor name
appearing on the Mill Test Certificate, the name of the manufacturer and date
that the component was formed shall be included in the remarks.

7.2 Tensile Tests


The tensile properties of each pressure containing part in the valve shall be
in accordance with the applicable material standard or specification.

8.0 TESTING AND INSPECTION


8.1 Hydrostatic Testing
Hydrostatic testing shall conform to Kinder Morgan Canada Inc. Standard
MP4140. Castings containing repair welding that was made to correct
hydrostatic test defects shall be stress relieved or heat treated after welding.

8.2 Radiographic Inspection


All welds in pressure containing parts shall be radiographically tested through
their entire length and shall meet the requirements of paragraph UW-51 of
ANSI/ASME Boiler and Pressure Vessel Code, Section VIII, Division 1. Such
inspection shall be performed after final heat treatment.

8.3 Ultrasonic Inspection


Where approved by Kinder Morgan Canada Inc., welds may be ultrasonically
inspected. Welds so inspected shall meet the requirements of Appendix 12
of ANSI/ASME Boiler and Pressure Vessel Code, Section VIII, Division 1.

9.0 DOCUMENTATION AND REPORTING


9.1 Information Required
As a minimum, the vendor shall provide all information listed in Table 9.1.A.
The information listed for proposal shall accompany the vendors quotation.
Information listed for approval shall be submitted within four (4) weeks of the
award of the purchase order. Information listed under delivery shall be
submitted within four (4) weeks of delivery of the meter.

 Heat or product analysis for all pressure containing components;
Tensile test results for yield strength, tensile strength and elongation for all
 pressure containing components;
 Pressure test results for all testing requested on meter;
Report outlining the nondestructive inspection completed on any welded
 components and the results;
 Five (5) copies of operation and maintenance manuals.

9.2 Marking
Each meter shall be affixed with a nameplate which shall include the
following information as a minimum:
