Subject: Flooding Preventive Measures

We refer to DSD’s self-explanatory letter dated 26 February 2019 as attached.

In view of coming wet season, you should strengthen the control and supervision on site
works so as not to cause any flooding.

You are reminded of your duties as registered contractor and are required to take all
necessary measures to prevent the silt, mud and cement slurry entering the public
drainage systems from the construction site, leading to blockages and damage to the
drainage systems resulting in flooding.

You are also required to take preventive measures to ensure that the temporary works are
designed and maintained to minimize the risk of erosion of slope surface and flooding in
neighbouring areas. In particular, the works interfere with existing stormwater drainage
system, adequate flow diversions or pumping arrangements must be put in place.
Moreover, your supervisory staff must be vigilant during times of heavy rain to ensure that
arrangements are working satisfactorily. Temporary slope protection and site drainage
facilities should be properly installed and checked regularly so as to prevent any soil
washouts from slopes and the discharge of muddy water into the public drains. You should
pay attention and take follow up action in terms of flooding preventive measures to
minimize damage during heavy rains in the wet season.
