RULES FOR PREMIER, BOYS BIG5 AND ZONAL CHAMPIONSHIP GAMES 2018

1. Duration of Game ……………………..90 minutes.

2. Kick-off at 3:40 p.m. sharp unless otherwise stated.

3. Substitutes: seven (7) named substitutes, three (3) of whom can be used.

4. The Home Team is the first mentioned team.

5. Three (3) points are awarded for a win and one (1) point for a draw.

6. The Premier division and the Zonal winner shall be determined as follows:

7. The sport masters of teams, which do not have their own home ground, are required to give three (3)

RULES FOR GIRLS CHAMPIONSHIP GAMES 2018

1. Duration of Game ……………………..80 minutes.

2. Kick-off at 3:45 p.m. sharp on weekdays and 3:00p.m. sharp on Sundays unless otherwise stated.

3. Substitutes: seven (7) named substitutes, five (5) of whom can be used.

4. The Home Team is the first mentioned team.

5. Three (3) points are awarded for a win and one (1) point for a draw.

6. The zonal winner shall be determined as follows:

a. Number of Points
b. Goal Difference
c. Number of Goals
d. Score from Direct Matches
e. Number of Wins
f. Drawing of Lots

7. The sport masters of teams, which do not have their own home ground, are required to give three (3) days’ notice
to the Referee, Assistant Referees, Press Radio, Television, the Zone Secretary and the General Secretary, of the
venue of such fixture.

8. Match cards must reach the Zonal Secretary within forty-eight (48) hours after a game is played.

9. For the Girls National Competition; if there is no winner at the end of the match, kicks from the penalty mark shall
determine the winner.

10. Member schools are requested to familiarize themselves with the League’s Constitution in Order to avoid
infringing the rules.

RULES OF THE CREDENTIAL COMMITTEE
The following are the rules to be used by the Credential Committee:
1. A PLAYER’S STATUS SHALL BE DETERMINED BY THEIR LAST S.E.A. DATE.
For players who did not write the S.E.A. Examination, the Committee shall consider relevant documents
from the Ministry of Education to determine their status.
2. Players shall ONLY be allowed ONE repeat. Players are only permitted eight (8) years of schooling
from the date of the S.E.A. Exams and it must run consecutively
3. For a Form 5 Repeat: For a Form 6 Repeat: Within own School
[a] Application on prescribed Registration of Transfer Player Form (where necessary)
[b] Photocopy of statement of approval from the Ministry of Education.
4. For a Form 5 Transfer Repeat:
[a] See 3 [a] and 3 [b].
[b] Photocopy of Examination slip showing results.
[c] Minimum requirements are:
[i] Two (2) CSEC passes at General/Technical level, Grades III, II, or I and/or at GCE Grades
A, B, or C.
AND/OR
[ii] Two (2) passes at NEC Examination
Where the examination results have not been released, the record of performance of the previous school year,
showing consistency in passing at least two (2) subjects.
[iii] Competency in C.V.Q.
Where the examination results have not been released, a statement from the National Training Agency showing
the student have passed all units
5. For a Form 6 Entry:

[c] Players must have obtained FOUR (4) or more Ordinary Level passes at Grades I, II OR III at
CSEC or A, B, or C at GCE.

NB: for the purposes of these rules an ‘Alternative Ordinary’ (AO) Level pass will not be considered as an
‘A’ Level pass.

10. No player –especially in the case of a transfer – can play for his school unless the Credentials
Committee approves his registration.
11. Registration for players in the Premier Division MUST be submitted to the General Secretary and
a copy of ALL registration MUST be submitted to the Credentials Committee. Members are
reminded to register in TRIPLICATE.
12. The format for Registration (i.e. Name, Date of Birth, S.E.A. date, Status and Authority) must be
adhered to. Failure to comply with a request of the Credentials Committee shall result in the offending
school being requested to appear before the Disciplinary Committee.
13. WHERE THESE RULES ARE SILENT, THE COMMITTEE, AT ITS ABSOLUTE
DISCRETION SHALL RULE

Members are advised to familiarize themselves with Section 16 and Appendix I of the Constitution

16. Registration of Players
a) The League reserves the absolute right to decide, through its General Council or anybody
delegated by the General Council, which persons shall be eligible to function as players in the
games of the competitions organized by the League.
b) Secondary Schools are not permitted to jointly register one (1) team to compete in any
competition.

Criteria for Registration

Before students can be accepted by the League to be registered as players to represent any team
playing in the League the following criteria must be fulfilled:
(1) Students must be duly registered, according to the existing rules and regulations of the Ministry of
Education and on the official roll of the school presenting the team. These students must attend classes
at that school during normal school hours.
Penalty for Infringement: Suspension of the school from further competition in the division for the remainder
of the season.
(2) They are officially registered by their school with the League.
The registration of a player with the League must be made in writing at least seventy-two hours before
the start of the match in which that player is to take part. This registration must be made with the
General Secretary or Zone Secretary.
In addition to the player’s full name and a statement of the date of birth, the registration must be signed
by the Principal of the School and accompanied by the requisite fee.
Their ages must fall within the age stipulation of the respective divisions of the League.
The registration must also be submitted in accordance with prescribed format of the General Council.
Anyone querying the age of a player should write to the Hon. General Secretary for the information
and if he is not satisfied with the information that the General Secretary has on file, then efforts should
be made to obtain the Birth Certificate. The person making the request should be made to pay the cost
of the birth certificate.
Penalty for Infringement: Loss of game by the offending team. If both teams offend the game shall be null
and void.
(3) Their birthday falls on or after the first of January of the calendar year and the divisions of the League
to be played shall be determined at the first Council Meeting following the Annual General Meeting.
Penalty for Infringement: Loss of points for all matches in which the offending player(s) appeared. These
points shall be awarded to the opposing team(s).

In addition, the offending school shall be subject to any further disciplinary action as may be
decided by the Disciplinary Committee.
No school that has registered players with the League and has played games in the current season shall be
permitted to compete in another League or Association affiliated to the Trinidad and Tobago Football
Association

 (4) (a) Repeat Sixth Form students shall not be eligible to be registered as players for their school’s team
unless the Credentials Committee of the League is satisfied that certain criteria are met.
These criteria shall be drawn up by the Credentials Committee and approved by the General Council
of the League.
Penalty for Infringement: Loss of points or even suspension from further participation in the League for the
remainder of the season, as the Disciplinary Committee may decide.
(5) A student who is transferred from one school to another school shall not be eligible to be registered as
a player for the school to which he has been transferred unless the Credentials Committee of the League
is satisfied that certain “transfer of players criteria” are met.
These criteria shall be drawn up by the Credentials Committee and approved by the General Council
of the League.
Penalty for Infringement: As in 16 (4)
(6) These monies shall be placed in a special “Players Fund”, and shall be disbursed by an appointed
committee solely for the benefit of players in the League.
These disbursements must be ratified by the General Council.
The sums of money collected in any one year from Player’s registration shall be matched by the League
and this sum shall be placed in the Players Fund.
(7) All members of the Coaching staff attached to schools shall be registered with the League.
Such coaches shall be subject to the decisions and action taken by the Secondary Schools Football
League.

APPENDIX I (CREDENTIALS COMMITTEE)

The Credentials Committee of the League has as its function to investigate and rule on all
matters pertaining to registration of players in the League.
Any queries of disputes relating to the bona fide of players must be referred to the Credentials
Committee for determination.
Matters or questions relating to the bona fide of players can be referred to the Credentials
Committee by the Council of the League.
The Credentials Committee may, on its own initiative, investigate any matter relating to the bona
fides of a player or players in the League.
The members of the Credentials Committee shall be elected from amongst the members of the
Council of the League.
In its deliberations the Credentials Committee must at all times be guided by the requirements of the
Constitution of the League.

 Rules and Operating procedures for 2018 Season
1. a) All the Rules and Regulations of the F.I.F.A. and the Constitution of the League including
the "Disciplinary Measures" are applicable.

b) Any school / party who refers a matter to the Appeals Committee must lodge a fee of $1,000.00.
Such fee shall be refunded if the Appeal is successful
2. Schools and ultimately the Principals are responsible for the accuracy of information supplied to the
League Officials. Therefore, they must familiarize themselves with the Constitution of the League

3. All players in the Premier and Tobago Championship Division winner must have a pass available for
inspection in order to take part in the game. This pass must have a recent picture of the player not more
than six months old and other relevant information as required by the League.

4. Sponsorship markings should not obscure the School’s Logo

5. Schools must abide by contractual arrangements made between the League and Sponsors.

6. Premier and Championship Schools, for all designated Home Games, must have a stretcher and persons
designated to carry it on and off the field. Also a designated vehicle for Medical emergencies must be
provided

Penalty for Non-Compliance

7. Premier Division schools for all Home games must have a minimum of three (3) uniformed Police
Officers and Championship Schools, for all Home Games must have a minimum of three (3) security
personnel one which must be precepted & one assigned to the Match Officials.

for the game. The necessary equip.m.ent includes mandatory six (6) match balls. Schools are required
to provide a minimum of six (6) ball Attendants

10. In the event that there is a clash of colours the away team will change colours. The first named team on
the official fixtures is the Home Team.

11. All teams must have a Teacher in charge present for a game to take place, Girls teams must have an
adult female designated by the Principal present for the duration of the game.

12. Players are eligible to play only when the relevant Secretary and the Credentials Committee signify
this. Submission of the documents does not constitute an automatic acceptance of registration of the
player.

13. No changes can be made to fixtures without the permission of the General Secretary.

14. The cut-off date for age eligibility is the 31st of December of the given year.

15. Size 5 balls are to be used in all divisions except Form 1 or 13 and under and must be FIFA Approved,
FIFA Inspected, FIFA Quality, Quality Pro & FIFA International Match Standard. Size 4 will be used
for the Form 1 age group.

16. Unless it presents a satisfactory explanation to the appropriate Committee or Sub-Committee, within
three days in writing to the League (excluding weekends and Public Holidays) a team that does not
appear on the field of play to carry out a fixture match shall be deemed to have lost the match and it
shall be suspended for the remainder of the season. As well as whatever action the Disciplinary
Committee may take.

17. The League reserves the right to change, modify or add to these rules.
