History of Delhi Fire Service
Delhi Fire Service came into existence in the year 1942 after amalgamation of 2 fire stations,
which were separately functioning under the control of Delhi Municipal Committee and New
Delhi Municipal Committee. After the World War-II, the establishment of Delhi Fire Service
was approved as a provincial force. At that time, Delhi Fire Service had in all 4 fire stations
with14 appliances and total staff numbering to 186 only.

After the partition of the country in August 1947 and subsequent disturbance, the inadequacy
of fire service came to light and certain steps were initiated to improve the fire service. The
fire Station at Connaught Circus was built on modern lines in the year 1952. The radio
communication was first time introduced in Delhi Fire Service in 1954. There was no
planned expansion carried out at any stage and some ad hoc measures were taken to reinforce
the fire service time to time whenever any big fire incidents occurred.
In the year 1970, Delhi Fire Service had 14 fire stations including Training Centre and
Headquarters. The total number of fire stations as on date has come to 63. The administrative
control of Delhi Fire Service, which was previously with Municipal Corporation of Delhi,
rests with the Govt. of National Capital Territory of Delhi since 10th November, 1994. The
fire service continues to make sincere endeavour by responding to 15000 fire/rescue calls per
annum on an average to serve the people of the National Capital Territory of Delhi with the
sole motto ‘WE SERVE TO SAVE’.

Jurisdiction
The total area of National Capital Territory of Delhi measuring about 1484 sq km is given
fire safety coverage by the Delhi Fire Service. The Fire units are sent to tackle the incidents
irrespective of the fact that the area is under the control of any authorities like MCD, DDA,
NDMC and Cantonment Board etc.

Receiving of calls
The Delhi Fire Service Works on a Centralized Mobilizing Scheme. All the emergency calls
made on telephone No. 101 are received, 10 telephones having parallel lines provided in the
control room at Head Quarters which is a manned round the clock. As soon as the call is
received, the same is transmitted to the nearest fire station from the place of incident and pre-
determined number of units is dispatched immediately. The wireless communication is
available in all the fire stations as well as on mobile units which helps in quick transmission
of messages to the fire stations concerned.
The facility of dialling 101 can be used from PCO also without putting a coin. In case the fire
escalates, the message is sent on wireless by the officer in charge from the fire scene to the
control room and additional units are responded from other fire stations in the vicinity. The
fire calls sometimes are made by public to the police control room on telephone no. 100.
There is a provision of hot line communication between the control room of Delhi Fire
Service and Delhi Police. These messages are also sent and received quickly without much
loss of time.

Reaching Delhi Fire Service on telephone


The Delhi Fire Service can be reached on telephone no. 101 for communicating the
fire/emergency message. However, it is advisable that one should also know the other
telephone numbers of the nearest fire station to their place and if fire/emergency calls are
communicated directly to the nearest fire station to their place this will avoid a few minutes
delay which is likely to take place in dispatching firefighting appliances.

One may also reach fire service through PCR Vans stationed in the locality by informing
them about the incident. The PCR will help in transmitting the emergency call to Delhi Fire
Service through police control room.

While arriving to the location, Telephone Operator (T.O.), Roopnagar Fire Station informed
that burn victim is moved on to Guru Gobind Singh Govt. Hospital (GGSG). On Inquiry with
doctor, he determined 20% burn. Cause of fire – accidental fall over gas stove. On
conversation with victim he seemed to be under influence of alcohol and out of conscience.

Source of ignition-nearby wiring of submersible pump at A-235, Combustibles- 2 activa


engulfed in fire, 1 fully damaged another front and seat damaged and wooden crib. Fire was
extinguished by nearby residents with help of water and sand. Tiles on the exterior wall of
house broken due to heat exposure.

Fire stated from small kucha house and spread to the adjacent 3 kucha houses, nearby waste
inclusive of saw dust, wooden logs, furnishings, aluminium cans containing thinner, solvents
chemicals, etc. 3 plywood timber shops gutted in fire. Nearby railway line stopped, Electric
board informed, power to locality tripped down.

Key learnings – While inside building always follow hose line and work with buddy. Break
open windows to make way for smoke. Never ever stand, always crouch and sit. Move
forward while extinguishing the front and side fires. Never aim nozzle towards side wall,
beam, column and ceiling.

On arrival at the scene, the shop in which fire had occurred was closed and fire extinguished.
As per information given by caller, a total of 04 casualties all of which wereburn victims and
children below age of 15, consisting 1 girl named Shabana D/o Mr. Mustafa. 02 were rushed
to GGSG hospital, girl suffered from 9% burns on feet while boy suffered 20% burns on
hands and legs.

Other 02 children S/o neighbour, were sent to LMNJ hospital, one suffered from minor burns
while other suffered from 5% burns both on feet. On questionnaire with victim’s parents, it
was acknowledged that the fire scene owner was running illegal business of transferring LPG
from domestic cylinders owned by IOC under trade name ‘Indane’. The shop owner was
running absent. The children were playing in front of this shop, LPG had leaked from the
cylinder and the vapour cloud ignited byb unknown S.O.I. There children were burn victim as
a result of UVCE.

Santro car, engine compartment fire broke out while car was running. Fire was extinguished
by locals while fire service arrived. No casualties.

Fire had occured on 1st and 2nd floor. 1st floor fire extinguished by water, entry made from
another partitioned staircase on roadside. Prior to that, fire spread ensured stop by applying
water from top of tender to balcony of 3rd floor. The floor was partitioned into front, mid and
rear rooms. Fire had occured in middle room. Forcible entry made by cutting lock with lock
cutter and making hole in 4” wall, with hammer. Placing charged hose, with standard branch
into hole for fire control. After adequate fire control & smoke removal, the hole in the wall
enlarged by hammer, thereby proceeding with further cooling and insurance of fire out.
Removal of 6 LPG domestic cylinders from the floor. All of them damaged from top adaptor
valve and 1 from neck of cylinder.

Shashtrinagar to Ashokvihar road, near mata temple, 3-wheeler on fire. Send help!

S.O.I. - possibly wiring on heated engine. CNG leaked from cylinder. Engine seized due to
deformation from heat exposure. Fire was already extinguished while on arrival of fire
department at scene by Delhi Jal Board and Extinguisher operated by personnel from nearby
extinguisher filling station. Rear, passenger and engine compartment of rickshaw completely
damaged. Vehicle confirmed for fire insurance.

On arrival at scene the fire was extinguished by residents and on further interrogation it was
ascertained that it was a case of arson as son had put on fire on clothes due to some personal
matter.

S.O.I. - immersion water heating rod. The occupier had kept water for heating by electric
immersion rod heater, and went away by locking room. The wiring of the rod was lying on
the bed with foam mattress. Sparking is suspected and foam mattress caught fire. Fire was
extinguished by residents. It was observed that illegal wooden compartmentation was done
on the 3rd floor, without sufficient ventilation and egress route. The fire took place in
compartment no. 01. Students stayed at 3rd floor as PG. No casualty reported.

While on arrival at the scene, the fire was extinguished by residents of house with help of fire
extinguisher. On further enquiry the owner explained that a child after taking bath, had forgot
to switch OFF the guesser and it remained ON following which the guesser’s external body
blasted and fire spread to nearby towel. No casualties reported.

FCR informed.

On arrival at the scene, WT-53 was parked to the nearest approachable road. Fire had
occurred on the 1st floor house, after sizing of situation, in-charge went inside apartment, to
assess the situation closely. He decided to fight fire from the 1st floor balcony exactly
opposite to the house on fire. Priory firefighting was done from 1st floor and then 1 length of
hose was increased to fight fire from 2nd floor. After 15 minutes of controlling fire entry was
made to the house on fire with charged hose. Cooling operations continued for further20-25
minutes. No casualties reported. Under supervision of LFM the owner was facilitated to take
out their jewellery from cupboard in front room. A total of 3 cylinders were found at scene.

FCR informed.

On arrival at the scene, fire was extinguished by police, but still smoke was billowing from
beneath of driver seat. On enquiry with ASI, he explained that E-rickshaw was charging its
battery from nearby shop. S.O.I. – overcharging. On further application of water on the seat if
fire, sparking was observed with little increase in smoke. The owner was then called and
directed remove the connection from batteries.

Santnagar road, kushal chowk, Burari. Fire has broke out in open plot. Send help!

On reaching at the scene, caller informed that one fire truck came and controlled fire. But it
was observed that, there were still flames coming out from corner of the plot. Water was
applied via 30 m length of hose and standard branch. On further close observation it was
ascertained that fire had took place in coal heap. Fire was extinguished by 1 SWT and 1 WT.
No casualties reported.

Deravalnagar, Model town, residential fire has occurred. Send Help!

Time: 0601 Hrs On above mentioned scene, I/C SO Rajesh sent on call. FCR informed.

On arrival at scene, fire was extinguished by occupants using water. After supervision of the
room on fire, it was ascertained that seat of fire was a small temple inside cupboard made up
of wood. The fire escalated and a part of mattress on the bed was on fire. P.O.P. and paint
was chipping due to hat exposure. Also, top part of T.V. mounted on wall and window A.C.
frame had melted. On interrogation with residents, they explained that mother had lighted pot
for spiritual purpose at 0530 Hrs and wen to nearby temple. Fire started at 0545 Hrs while
daughter was fast asleep on bed. No casualties reported. A total of 35000 cash and jewellery
were burnt which were placed inside cupboard.

FCR informed that, WT-41 I/C SO Rajendra from S.P.M. fire station sent on above call.

On arrival at scene, the steel covering of container had melted away and fire was still burning
inside container on the foam and wooden planks. Fire was extinguished by application of
water by 30 m legth hose ans standard branch. WT-41 was returned to S.P.M. Fire Station
after extinguishment of fire. On interrogation with D.M.C. worker, it was acknowledged that
fire broke out due to blast in refrigeration unit present inside container. Container was
damaged and no casualties reported.

single-storey, Vijaynagar there is a leak in gas pipeline owned by IGL. Send help!

Time: On above mentioned place, WT-53 I/C LFM 102/53 Ranbirsingh sent on call. FCR

On reaching over the locality of scene, we were unable to locate scene due to error in address
notation. In order to rectify error, IGL in-charge of scene was contacted. On ascertaining
correct location of leak scene, IGL workers started working on leaking gas line. WT-53 was
positioned on standby. As soon as leak was rectified, tender returned to fire station.

Bronto Skylift hydraulic platforms arrived at the scene. He also mentioned that emergency
exits of the hotel were too narrow and also blocked. He visited the site of tragedy and said
was sure that there were violations of norms at the hotel. He added that wooden structures
inside the hotel may have helped the fire spread. “When I headed to the emergency exit, I
found that it had been locked yesterday. Also, it was too narrow. Obviously, even if people
came to the emergency exit, they could not have escaped as it was too narrow and it was
locked anyway.” he said. Union minister K J Alphons has asked mayor to check if all
regulations were in place at the hotel. The minister also directed immediate action against the
hotel management if there were any lapse on its part. The primary investigation suggested a
short circuit had sparked the fire. Delhi police has registered a case under Section
304(Punishment for culpable homicide not amounting to murder) and Section 308 (attempt to
commit culpable homicide) of the IPC in connection with the hotel fire. Police said that the
name of persons responsible for the tragedy will also be added in the case. Two of the
deceased jumped off the building in a bid to save themselves. The identities of the child and
the two persons, who jumped off the building, have not been ascertained. Ten deceased
people have been identified. The fire started at around 0330 hrs but the first call was made an
hour later at 0435 hrs. There were 53 people in the hotel at the time. Sandip Khandelwal,
president of the Delhi Hotel and Restaurants Owners Association, claimed that the fire
tenders reached 15-20 minutes late because the area had been barricaded for security
purposes at night and fire tenders had to take a longer route to reach the hotel. Most victims
died of suffocation, G C Mishra Director, Delhi Fire Service said, adding that toll could go up
as some of those injured were in a critical condition. Delhi police has arrested the general
maanger and a manager of the hotel. The hotel owner, Shardendu Goel, is absconding after
the incident. Delhi Government has ordered a magisterial probe in to the incident.

On arrival at scene, a man aged 50 years had climbed on stadium light pole about 35-40 m
high. On interrogation with stadium staff, it was ascertained that, he had climbed pole and is
stubborn about coming down. He has demanded for his past 2 years salary, which he was not
beneficiary due to some administrative reasons. And also demanded a cheque for the same
and further continue of salary with his remnant future service. He demanded that his one son
and his spouse to arrive at scene. The staff of stadium had arranged for two foam mattresses
used in high jump, which was kept on nearby hosebox cum hydrant and one on cemented
floor. As BS-6 Bronto Skylift hydraulic platform arrived, SO Ramesh and head of stadium
staff, facilitated to reach the man on pole. After negotiation with the man, and assuring him
of meeting his demands, he safely mounted inside the cage and came down. He and his
spouse were sent to police station in PCR for further legal proceedings.

S.O.I. - Electric pole. Fire spread to nearby shanty and thereby to other adjacent shanties. A
total of 250 shanties were gutted in fire and approx. 28 fire tenders including 1 BFT and 1
Diesel van reached the scene. A total of 5 lines were laid from 2 different directions keeping
the wind direction in mind. On arrival at the scene numerous explosions probably from
domestic LPG cylinders, thinner cans, etc. were heard. A woman was seriously injured in the
fire and admitted to a nearby hospital.

On arrival at the scene, factory overhead door was closed and hence lock was removed by
lock cutter. Electricity mains supply was shut-down by electric board worker. Water was
applied using one length of hose with standard branch on electric wiring. Nearby steel rolls
were discoloured due to heat exposure. Factory was provided with only one entry/exit. And
due to no exhaust present smoke remained entrained into factory for longer duration.

On arrival at the scene, a water line was laid in order to extinguish fire. The overhead door of
factory was broken to attain forcible entry into the factory. A total of 15 fire tenders arrived at
the scene and 5-6, 20 L capacity AFFF foam concentrate cans were utilised to douse the
rubber fire. 3 lines were laid from different directions to douse fire. No casualties reported.

On Arrival at the fire scene, ADO Rajesh kumar was present as Incident Commander at the
scene. The fire had occurred in basement of a shoe making factory. Fire had occurred at 0315
hrs. A total of 15 fire tenders with 1 BA Van and 2 CATS Ambulance Van had reached the
scene. Nearly at 0700 hrs, fire was escalated to make-6, and ADO Ashok Jaiswal and DO
Mukesh Verma had arrived at the scene. Approximately 10 in number, 20 L AFFF foam
concentrate cans were utilised to douse the fire. Initially, 2 hose lines, one for cooling and
another for foam application were laid. Cooling operation was done from the exhaust window
provided at ground level while foam application was facilitated from descended ramp-cum-
stairs entry to basement. Whole basement was gutted in fire. At 1000 hrs, a new waterline
was laid from adjoining factory basement by making hole in the wall of basement. CFO Atul
Garg said no fire safety arrangements were found in the factory, which he said was running
illegally as its owner had not obtained the mandatory safety clearance from them.

A 28 year old man was charred to death. The charred body of worker, identified as Babloo
Mahto, was recovered from the basement of the factory late in afternoon, Delhi fire
department said. Deputy Commissioner of police(outer north) Gaurav Sharma said a case of
causing fire and death by negligence under Sections 285 and 304A of IPC has been registered
against the factory owner Ankur Goel. According to Garg, the fire station received a call
regarding blaze in a 3-storey factory building around 0315 hrs. “Since the caller told us that
the fire was huge, 12 fire tenders, along with over 2 dozen firefighters were sent to douse
flames. The presence of footwear and raw material used to make them, helped the flames to
spread rapidly”, said Garg. “There were around 15 workers in the factory when the blaze
started, apparently because of short circuit. The building only has a front entry/exit with 3
sides being blocked by factories. This delayed our response and created problems for our
firefighters.” said officer. Cooling process was continued till evening.

OISD-STD-117 Fire protection facilities for Petroleum Depots, Terminals, Pipeline
Installations and Lube Oil Installations and OISD-STD-244 Storage and Handling of
Petroleum Products at Depots and Terminals. Followed by live demonstration of fixed
firefighting Medium Velocity Water Spray System (MVWS) and fixed firefighting foam
system on Floating-cum-fixed roof tank storing ATF. Further display of Rim Seal fixed fire
protection system and fixed firefighting foam systems on floating roof tank.

On arrival at the factory, students were welcomed by staff of Mother Dairy and were
enlightened about the process of procurement of milk to dairy, various hazards and fire
protection and prevention methods present at the factory. Amongst which Ammonia utilised
as chilling media was the most hazardous substance and Ammonia leak detection system was
installed in the near vicinity of chilling area for quick detection of leak of hazard and prompt
actions to evacuate the area. Visit to the Pump House of the factory.
